In his inaugural address, Governor Brereton C. Jones proclaimed,'This administration is committed to having the most positive, progressive, exciting four years in our state's history.'Through speeches and press releases, this volume reflects the principal concerns of Jones's time in office. Thematically organized, the more than two hundred public statements included here present the public face of the Jones administration on such issues as health care, education, economic development, the environment, and governmental reform. Nowhere else has the full text of these speeches and press releases been printed.Governor Jones, born in 1939, was elected to the West Virginia legislature in 1964, where he served for four years before retiring from politics. After moving to Kentucky and switching allegiance from the Republican to the Democratic Party, he re-entered politics with a successful campaign to become lieutenant governor in 1987. He was elected the Commonwealth's fifty-fourth governor in 1991 by a record margin of nearly two to one.Jones initiated a number of reforms once in office. He turned a $400 million budget deficit into a $300 million surplus in four years, and he passed dramatic ethics reform in both the executive and legislative branches. Health-care issues were also of great importance to Jones, who spent the years before his election working with the Kentucky Health Care Access Foundation in addition to farming. After surviving a helicopter crash in 1992, he turned the main focus of his administration toward health-care reform and initiatives. Though he met with legislative opposition when he proposed universal health care for all Kentuckians, he did help pass legislation in 1994 that would serve as a solid beginning on the issue for future governors.

The agenda of the 11th CEE Forum Conference in Bratislava, Slovakia, held on 25-26 April 2019 was focused on the reassessment of the Central and Eastern European position in Europe and in the world, seeking for the specificities of this region, being often perceived as a double periphery – of the West and of the East. ICT, e-government and electronic participation have become increasingly important in the public sector and the social sphere in recent years. This book presents 53 of the papers accepted for the dual IFIP EGOV-ePart conference 2016, which took place in Guimarães, Portugal, in September 2016. This conference, which consisted of five partially intersecting tracks, presented advances in the socio technological domain of the public sphere demonstrating cutting edge concepts, methods, and styles of investigation by multiple disciplines. The conference has been a premier academic forum for over 15 years and has a worldwide reputation as one of the top two conferences in the research domains of electronic, open and smart government, policy and electronic participation. The papers in this joint proceedings of the 2016 IFIP EGOV-ePart conference comprise accepted submissions from all categories and all tracks (with the exception of some 38 papers which are published separately). The book is divided into 9 sections: eParticipation, e-Government Evaluation, Open Data and Open Government, Governance, Smart Cities, e-Government Implementation and Adoption, Ph.D. Colloquium Papers, Posters, and Workshops. Offering a comprehensive overview of research and practice on electronic government and electronic participation, this book will be of interest to all those involved in the socio-technological domain of the public sphere.

Electronic government and electronic participation continue to transform the public sector and society worldwide and are constantly being transformed themselves by emerging information and communication technologies. This book presents papers from the 14th International Federation for Information Processing's EGOV conference (IFIP EGOV 2015), and its sister conference, the 7th Electronic Participation (ePart) conference, held in Thessaloniki, Greece, in August and September 2015 with the support and sponsorship of the University of Macedonia. Through the years, both of these conferences have established themselves as leading scientific events in their field, providing a forum for scholars to present and discuss their work. Included here are 31 accepted ongoing research papers, grouped under the following headings: eParticipation; policy modeling; open government and smart cities; general e-government; and e-government services; as well as 6 Ph.D. colloquium papers, 5 accepted posters and 3 workshops. With their combination of scientific credibility and rigor and with high relevance to practice, the papers presented here will be of interest to all those whose work involves electronic government and electronic participation.

'For most of the history of the United States, periods of growing indebtedness—a product of wars and economic crises—were followed by reductions in the debt-to-GDP ratio.'But why have the last several decades failed to follow this pattern, leaving the national debt at its highest level since World War II? As global markets toppled during the 2008 financial crisis, the Canadian market for non-bank asset-backed commercial paper (ABCP) seemed on the verge of collapsing. Among the many commemorations of World War I, little was made of the 100th anniversary of the secret Treaty of London between Italy and the Western War Allies in April 1915, which sealed the fate of South Tyrol for the duration of the twentieth century by passing it from Austria to Italy. In May 2015, a symposium was held in the medieval Prösels Castle in the Italian Dolomites to mark this historical moment. Contributors set out to explore the political, social and cultural impact of South Tyrol's existence «on the threshold» during the twentieth century. Individually and collectively, the essays in this volume challenge the simplistic reading of South Tyrol as merely a geographic region torn between Germanic and Italian cultures; instead, they explore the dynamic effects of its geographical, political and cultural history since 1915. South Tyrol, as a modern regional state in Europe, faces many of the same problems as other European regions, be they individual states or sub-state regions. Most of the contributions in this volume are from academics and intellectuals within the Province of Bolzano/Bozen who negotiate and discuss these issues through their native languages: German, Italian and Ladin. By making their research accessible through English translations and abstracts, this volume seeks to bring their work on historical and contemporary developments in South Tyrol to a wider European and global audience.

The term of governance and the way it has been used by European institutions have elicited much interest in the academic world. However, the notion and its uses have often been studied only in terms of intellectual development or network analysis. Such researches leave us in the dark on a key question. What meaning does this concept actually hold to the actors involved? To what degree do they have a shared definition of the term? Does “European governance” work as a self-fulfilling prophecy, structuring the space of the EU and the practices of its actors?

This volume contains the proceedings of the First International ICST Conference on Digital Business (DigiBiz 2009), hosted by City University London in London, UK. This annual event had the main objective to stimulate and disseminate research results and experimentation on future Digital Business to a wider multidisciplinary forum that would allow the participants to cross the boundaries between research and business. The scientific offering in e-business, e-commerce, and ICT in general is quite broad and spans many different research themes, involving several communities and me- odologies. The growth and dynamic nature of these research themes pose both ch- lenges and opportunities. The challenges are in having scientists and practitioners talk to each other: despite the fact that they work on similar problems they often use very different languages in terms of research tools and approaches. The opportunities on the other hand arise when scientists and practitioners engage in multidisciplinary d- cussions leading to new ideas, projects and products.

Recent developments in information and communication technology (ICT) have paved the way for a world of advanced communication, intelligent information processing and ubiquitous access to information and services. The ability to work, communicate, interact, conduct business, and enjoy digital entertainment virtually anywhere is r- idly becoming commonplace due to a multitude of small devices, ranging from mobile phones and PDAs to RFID tags and wearable computers. The increasing number of connected devices and the proliferation of networks provide no indication of a sl- down in this tendency. On the negative side, misuse of this same technology entails serious risks in various aspects, such as privacy violations, advanced electronic crime, cyber terrorism, and even enlargement of the digital divide. In extreme cases it may even threaten basic principles and human rights. The aforementioned issues raise an important question: Is our society ready to adopt the technological advances in ubiq- tous networking, next-generation Internet, and pervasive computing? To what extent will it manage to evolve promptly and efficiently to a next-generation society, ado- ing the forthcoming ICT challenges? The Third International ICST Conference on e-Democracy held in Athens, Greece during September 23–25, 2009 focused on the above issues. Through a compreh- sive list of thematic areas under the title “Next-Generation Society: Technological and Legal issues,” the 2009 conference provided comprehensive reports and stimulated discussions on the technological, ethical, legal, and political challenges ahead of us.

This book presents a collection of original research papers addressing the relationship between information systems (IS) and innovation. “Open”, “Smart” and “Network” are three keywords that are currently guiding information systems (IS) innovation, enhancing IS potentialities and their ability to support decision-making processes. The book discusses the relevance of these three new concepts in connection with technological and organizational innovations (i.e. cloud, smart technologies and networking), and the role they play in the development of accounting and management information systems.The book's primary aim is to investigate how these innovations could influence information systems (with a particular focus on accounting and management information systems) by enhancing their information potentialities and improving accounting methodologies, performance measurement systems, data management, information systems architectures, and external and internal reporting.The book is based on a selection of the best papers—original double-blind reviewed contributions—presented at the 2016 Annual Conference of the Italian Chapter of the Association for Information Systems (AIS).

This paper estimates public sector service efficiency in England at the sub-regional level, studying changes post crisis during the large fiscal consolidation effort. It finds that despite the overall spending cut (and some caveats owing to data availability), efficiency broadly improved across sectors, particularly in education. However, quality adjustments and other factors could have contributed (e.g., sector and technology-induced reforms). It also finds that sub-regions with the weakest initial levels of efficiency converged the most post crisis. These sub-regional changes in public sector efficiency are associated with changes in labor productivity. Finally, the paper finds that regional disparities in the productivity of public services have narrowed, especially in the education and health sectors, with education attainment, population density, private spending on high school education and class size being to be the most important factors explaining sub-regional variation since 2003.

This proceedings volume examines the state-of-the art of productivity and efficiency analysis and adds to the existing research by bringing together a selection of the best papers from the 8th North American Productivity Workshop (NAPW). In the turbulent time, however, governments worldwide are experiencing a variety of unprecedented challenges to meet citizens'increasing demands and expectations. In China, building a service-oriented government and a harmonious society is central to the 12th Five-Year Plan and challenges the governance philosophies, capacities and competencies of Chinese government at every level. Researchers of Nanyang Centre for Public Administration (NCPA) at Nanyang Technological University systematically examined the concept of service-oriented government in the context of China and developed an assessment scheme to evaluate the performance of building service-oriented government in Chinese cities. Under the auspices of the Lien Foundation in Singapore, based on the assessment scheme, they conducted large-scale telephone surveys of citizens and businesses in 32 major Chinese cities in 2011. This book presents their findings and empirical studies on public service performance, citizen satisfaction, political trust and government transparency based on the data collected from the 2011 Lien project. Good practice suggests that budget allocations should reflect spending priorities and that spending should provide cost-effective delivery of public goods and services. This paper analyzes the composition of public expenditure in the Slovak Republic. It also assesses the relative efficiency of spending in education and health. The Slovak Republic spends more on social benefits and less on wages compared to the EU and OECD average. While it manages to translate the low expenditures into outcomes in an efficient manner in the education sector, this is not true for health. Moreover, the recent in.

Using a growth accounting framework, this paper estimates the key inputs required by the Timor-Leste economy to narrow its income gap with the upper middle- income economies by 2030. This paper also presents estimates of the required accumulation of human and physical capital and improvements in productivity. As the public sector in Germany will likely increasingly face staffing problems in the coming years, this book approaches the topic of employer attractiveness within the German public sector from an internal perspective, focusing on current employees'turnover intentions. Using secondary survey data, ordinal logistic regression models are built to explore the influence of the social environment at the workplace, measured by the perception of a participative safety climate, in this context. Therefore, this paper takes its theoretical departure in value research, arguing that values serve as an underlying mechanism that informs behavioral intent and ultimately behavior. Drawing on a concept that has long floated at the periphery of turnover research, this project is largely exploratory in nature, but suggests that a social climate at work that is characterized by trust and support has a negative impact on turnover intentions in the German public sector. Age and employment status are found to not alter the effect, but it is likely mediated by job satisfaction.
