This book addresses a central puzzle in ontological security theory, namely the relationship between identity continuity and change, and the role anxiety plays in fostering and inhibiting change.The work argues for a more nuanced perspective on how change and threats to national identity relate, thus advancing our understanding of the role anxiety plays in shaping state choices. The case studies of Sweden and Germany show that national identity can experience highly disruptive challenges when the external security environment changes. According to extant ontological security theory, these structural challenges should lead to heightened anxiety and identity crises as national narratives become unstable and fragile. Instead, empirical evidence shows that states turn ontological anxiety into strategies of anxiety abatement, management, and ontological innovation. The evidence also reveals that states go to extraordinary lengths to maintain existing narratives, discursively maneuvring between the twin needs of biographical continuity and responsiveness to change. In their efforts to adapt and preserve identity, states embrace ontological ambiguity; they neither fully respond to change, nor do they ignore it. Rather, they strive for discursive innovation where new interpretations of how to be are balanced with new interpretations of the meaning of necessary change. In the process, ontological ambiguity becomes the new normal. These findings suggest that Sweden and Germany may not be outliers, and that being and becoming is an inherent feature of social life all state actors must engage with.This book will be of interest to students of security studies, European politics, foreign policy, and international relations.

This book examines the processes, practices and principles of defence planning in small and middle powers.Small and middle powers are recalibrating their force postures in this age of disruption. They are adapting their defence planning and military innovation processes to protect the security of their nations. The purpose of this book is to explore defence planning and military innovation in 11 contemporary case studies of small and middle powers in North America, Europe, the Middle East, Asia and Oceania. This book adopts a critical lens to look at the workings of Western intelligence and intelligence oversight over time and space.Largely confined to the sub-field of intelligence studies, scholarly engagements with intelligence oversight have typically downplayed the violence carried out by secretive agencies. These studies have often served to justify weak oversight structures and promoted only marginal adaptations of policy frameworks in the wake of intelligence scandals. The essays gathered in this volume challenge the prevailing doxa in the academic field, adopting a critical lens to look at the workings of intelligence oversight in Europe and North America. This book offers a multidisciplinary analysis of emerging technologies and their impact on the new international security environment across three levels of analysis.While recent technological developments, such as Artificial Intelligence (AI), robotics and automation, have the potential to transform international relations in positive ways, they also pose challenges to peace and security and raise new ethical, legal and political questions about the use of power and the role of humans in war and conflict. This book offers new insights into the excesses and uncanniness of the ‘War on Terror'via an engagement with the pleasures of risk.Engaging with the unconscious, the excess, the uncanny and the spectacular dimensions of the ‘War on Terror'– as made evident, for example, in the 2012 London Olympic Games and the 2013 manhunt for the Boston Marathon bombers – leads this book to probe the so-called order of things that has made this war intelligible in both mainstream and critical approaches to Security Studies and International Relations. Specifically, this book brings to light and theorizes the obscene pleasures of the ‘War on Terror'and its supplementary precautionary risk logic. The basic idea of common security is not complex. It is that no country can obtain security, in the long run, simply by taking unilateral decisions about its own military forces. This is because security depends also on the actions and reactions of potential adversaries. Security has to be found in common with those adversaries. These ideas were considered in a SIPRI conference held in 1983. The conference had two main objectives. The first was to undertake a critical examination of the concept. The second was to consider the implications of the idea for policy in general, and for disarmament and arms control policy in particular. Originally published in 1985, this book contains revised versions of some of the papers presented at the conference.

This textbook examines non-traditional forms of security and expands the notion of security to include non-state actors and non-human actors. Proposing an expansive view of non-traditional forms of security that go beyond traditionally recognized issues of threats to state and national territory, this new textbook rests on the following premises: traditional state-centered threats, such as nuclear proliferation and espionage, remain a concern; old and new threats combine and create interlocking puzzles—a feature of wicked problems and wicked messes; because of the global erosion of borders, new developments of unconventional insecurity interact in ways that frustrate traditional conceptual definitions, conceptual maps, and national policies; unconventional security challenges which have traditionally been seen as'low politics'or'soft'issues are now being recognized as'hard security'challenges in the twenty-first century; many of the so-called'new'threats detailed here are in fact very old: diseases, gender violence, food insecurity, under-development, and crime are all traditional security threats, but deeply modified today by globalization. The chapters offer local and global examples and engage with various theoretical approaches to help readers see the bigger picture. Solutions are also suggested to these problems. Each chapter contains discussion questions to help readers understand the key points and facilitate class discussion. The aim of this study is to examine the extent to which the end of the Cold War led to Europeanisation in the Common Security and Defence Policy (CSDP).The analysis takes into consideration previous studies on Europeanisation and its impact on the transformation of national security and defence, and attempts to account for the development of Europeanisation and related mechanisms. These mechanisms, which have been described as framing mechanisms and negative integration, incorporate all the major relevant factors identified here (i.e. a common Strategic Culture, new security identity, domestic political decision-making, industrial base and defence-spending decline) that contributed to the realisation of the CSDP. The relevance of these factors for CSDP Europeanisation is examined through an historical and empirical analysis, and the relationship between the CSDP and North Atlantic Treaty Organization (NATO) is also explored. This approach facilitates analysis of the debate concerning the emergence of the CSDP and throws light on the political shift that led European Union (EU) leaders to support the CSDP. Another aspect of this study is the empirical examination of the dynamics and limitations of the European defence sector. The changes which took place in this sector facilitated the emergence of the CSDP and are therefore analysed in the light of globalisation issues, economies of scale, economic crises, military autonomy, new security strategy and Research and Development (R&D) impact. This book examines the multiple strategies proposed by the international community for addressing global climate change (GCC) from both human and state-security perspectives.It examines what is needed from major states working within the UN framework to engage with the multiple dimensions of a strategy that addresses GCC and its impacts, where such engagement promotes both human and state security. Two broad frameworks for approaching these issues provide the basis of discussion for the individual chapters, which discuss the strategies being undertaken by major state powers (the US, the EU, China, India, Japan, and Russia). This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This consists of the projection of a significant material threat, made by an authoritative or executive power, used to bolster the security agenda of the neo-liberal state. This in turn has altered the conduct of military and police operations, which are increasingly directed against any substantial expression of dissent.Using a wide range of official sources and case studies, from 9/11 to the Stockwell shooting, Price analyses the paramilitary, political, economic and cultural manoeuvres of the security regime as it attempts to reproduce a'command structure'within civil society.In doing so, he demonstrates that, unlike the openly totalitarian states of the past, bureaucratic rule is favoured over charismatic leadership, and the ostentatious display of coercive authority is characterised as a temporary measure. Bound up with the human cost of HIV/AIDS is the critical issue of its impact on national and international security, yet attempts to assess the pandemic's complex risk fail to recognize the political dangers of construing the disease as a security threat. The securitization of HIV/AIDS not only affects the discussion of the disease in international policy debates, but also transforms the very nature and function of security within global politics.In his analysis of the security implications of HIV/AIDS, Stefan Elbe addresses three concerns: the empirical evidence that justifies framing HIV/AIDS as a security issue, the meaning of the term'security'when used in relation to the disease, and the political consequences of responding to the AIDS pandemic in the language of security. His book exposes the dangers that accompany efforts to manage the global spread of HIV/AIDS through the policy frameworks of national security, human security, and risk management. Beyond developing strategies for mitigating these dangers, Elbe's research reveals that, in construing the AIDS pandemic as a threat, policymakers and international institutions also implicitly seek to integrate current security practices within a particular rationalization of political rule. In recent years, new disease threats—such as SARS, avian flu, mad cow disease, and drug-resistant strains of malaria and tuberculosis—have garnered media attention and galvanized political response.
