This book addresses a central puzzle in ontological security theory, namely the relationship between identity continuity and change, and the role anxiety plays in fostering and inhibiting change.The work argues for a more nuanced perspective on how change and threats to national identity relate, thus advancing our understanding of the role anxiety plays in shaping state choices. The case studies of Sweden and Germany show that national identity can experience highly disruptive challenges when the external security environment changes. According to extant ontological security theory, these structural challenges should lead to heightened anxiety and identity crises as national narratives become unstable and fragile. Instead, empirical evidence shows that states turn ontological anxiety into strategies of anxiety abatement, management, and ontological innovation. The evidence also reveals that states go to extraordinary lengths to maintain existing narratives, discursively maneuvring between the twin needs of biographical continuity and responsiveness to change. In their efforts to adapt and preserve identity, states embrace ontological ambiguity; they neither fully respond to change, nor do they ignore it. Rather, they strive for discursive innovation where new interpretations of how to be are balanced with new interpretations of the meaning of necessary change. In the process, ontological ambiguity becomes the new normal. These findings suggest that Sweden and Germany may not be outliers, and that being and becoming is an inherent feature of social life all state actors must engage with.This book will be of interest to students of security studies, European politics, foreign policy, and international relations.

This book analyzes the ‘Five Eyes'nations'concerns and policies relating to national security threats through an interdisciplinary theoretical engagement with the Political, Information, Security and Economic (PISE) Model. Through the analysis of secondary data sources such as scholarly and government reports, policy documents, press releases and interviews, the author analyzes the five case studies—Australia, Canada, New Zealand, UK, and the USA—to determine how and why nations use the PISE variables to shape favorable homeland security outcomes, to determine what the points of homeland intersectoral collaboration are among the ‘Five Eyes'nations. In so doing, Weaver determines that although the ‘Five Eyes'countries have concerns about homeland security and each, individually, identifies threats and hazards, they do also employ collaborative measures to build resilience and increase efforts to prepare for anticipated security breaches.

This book adopts a critical lens to look at the workings of Western intelligence and intelligence oversight over time and space.Largely confined to the sub-field of intelligence studies, scholarly engagements with intelligence oversight have typically downplayed the violence carried out by secretive agencies. These studies have often served to justify weak oversight structures and promoted only marginal adaptations of policy frameworks in the wake of intelligence scandals. The essays gathered in this volume challenge the prevailing doxa in the academic field, adopting a critical lens to look at the workings of intelligence oversight in Europe and North America. This book outlines the main technological, legal, and operational options that liberal democratic nations have when confronting challenges in cyberspace. It offers a range of policy ideas they can adopt to make their defense stronger and deter future cyber-attacks. Today more than ever, the line between national security and cyber security is becoming increasingly erased. As recent attacks on US infrastructure show (for example, the oil pipeline hack of 2021), nontraditional threats ranging from hacking for the purposes of extracting ransom to terrorist communications online are emerging as central to national threat assessment. The state bounds politics: it constructs and enforces boundaries that separate what it controls from what lies outside its domain. However, states face a variety of threats that cross and challenge their geographical and conceptual boundaries. Transnational violent actors that transcend these boundaries also defy the state's claims to political authority and legitimacy.Mark Shirk examines historical and contemporary state responses to transnational violence to develop a new account of the making of global orders. He considers a series of crises that plagued the state system in different eras: golden-age piracy in the eighteenth century, anarchist “propagandists of the deed” at the turn of the twentieth, and al-Qaeda in recent years. Shirk argues that states redraw conceptual boundaries, such as between “international” and “domestic,” to make sense of and defeat transnational threats. In response to forms of political violence that challenged boundaries, states developed creative responses that included new forms of control, surveillance, and rights. As a result, these responses gradually made and transformed the state and global order. Shirk draws on extensive archival research and interviews with policy makers and experts, and he explores the implications for understandings of state formation. Combining rich detail and theoretical insight, Making War on the World reveals the role of pirates, anarchists, and terrorists in shaping global order.

Political elites in liberal democracies are showing heightened concern about threats to national security from the overseas political activities of the People's Republic of China (PRC) and its supporters. This Whitehall Paper argues that an effective liberal democratic policy response requires careful disaggregation of distinct sets of risks: to national security; civil liberties; and academic freedom. Although widely cited as a model to follow, Australia's response to these issues illustrates how aggregation of these diverse risks into a singular national security threat – commonly labelled ‘Chinese influence'– can produce alarmist public policy discourse, legislative overreach and mismatched institutional responsibilities. The Paper suggests a set of measures for liberal democracies to manage their engagement with China's powerful and increasingly authoritarian party-state.

This open access book follows the idea that security policy must be based on strategic analysis. Defence policy and the role of the armed forces can subsequently be determined on the grounds of said analysis. More than ever, internal and external security, and developments both in the Netherlands and abroad are interconnected. The world order is shifting, the cooperation within NATO and the EU is under pressure and the Dutch armed forces are gasping for breath. What is the task of Dutch security and the defence policy? There have been growing calls in the last few years to end the devastating cuts in the defence budget and to invest more in security. The acute threats and conflicts in which the Netherlands are involved have served as a wake-up call. The shooting down of Flight MH17 over Ukraine, the streams of refugees from Syria and other countries, the conflict with Da'esh in Syria and Iraq, and terrorist threats reveal how events in many of the world's flash-points have a direct or indirect impact on the Netherlands. Conflicts in other countries have a spill-over effect in The Netherlands. This is illustrated by tensions between population groups and the clashes over the Gülen schools after the failed putsch in Turkey on 15 July 2016 and over the constitutional referendum in that country. How do we ensure that any additional funds are not divided amongst the branches of the armed forces without any sense of strategic direction? What should a future-proof security policy that plots the course of defence policy entail? What strategic analyses should lie behind the political choices that are made? This book answers these questions and offers a comprehensive framework addressing among other things human security, national security and flow security.

This book examines the challenges foreign fighter returnees from Syria and Iraq pose to Western countries. A number of returnees have demonstrated that they are willing to use violence against their home countries, and some have already staged terrorist attacks on Western soil on apparent orders from ISIS. Through the historical context of previous waves of mobilizations of Islamist foreign fighters, the author tracks the experiences of returnees from previous conflicts and discusses the major security challenges associated with them. The book analyzes the major approaches implemented by Western countries in response to foreign fighter returnees, discusses the prosecution of returnees, and evaluates the corresponding challenges of prison radicalization.

Young People and Everyday Peace is grounded in the stories of young people who live in Los Altos de Cazucá, an informal peri-urban community in Soacha, to the south of Colombia's capital Bogotá. The occupants of this community have fled the armed conflict and exist in a state of marginalisation and social exclusion amongst ongoing violences conducted by armed gangs and government forces. Young people negotiate these complexities and offer pointed critiques of national politics as well as grounded aspirations for the future. Colombia's protracted conflict and its effects on the population raise many questions about how we think about peacebuilding in and with communities of conflict-affected people. Building on contemporary debates in International Relations about post-liberal, everyday peace, Helen Berents draws on feminist International Relations and embodiment theory to pay meaningful attention to those on the margins. Fighting for Peace in Somalia provides the first comprehensive analysis of the African Union Mission in Somalia (AMISOM), an operation deployed in 2007 to stabilize the country and defend its fledgling government from one of the world's deadliest militant organizations, Harakat al-Shabaab. The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most important challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Although often referred to as a peacekeeping operation, AMISOM's troops were given a range of daunting tasks that went well beyond the realm of peacekeeping, including VIP protection, war-fighting, counterinsurgency, stabilization, and state-building as well as supporting electoral processes and facilitating humanitarian assistance.

The aim of this study is to examine the extent to which the end of the Cold War led to Europeanisation in the Common Security and Defence Policy (CSDP).The analysis takes into consideration previous studies on Europeanisation and its impact on the transformation of national security and defence, and attempts to account for the development of Europeanisation and related mechanisms. These mechanisms, which have been described as framing mechanisms and negative integration, incorporate all the major relevant factors identified here (i.e. a common Strategic Culture, new security identity, domestic political decision-making, industrial base and defence-spending decline) that contributed to the realisation of the CSDP. The relevance of these factors for CSDP Europeanisation is examined through an historical and empirical analysis, and the relationship between the CSDP and North Atlantic Treaty Organization (NATO) is also explored. This approach facilitates analysis of the debate concerning the emergence of the CSDP and throws light on the political shift that led European Union (EU) leaders to support the CSDP. Another aspect of this study is the empirical examination of the dynamics and limitations of the European defence sector. The changes which took place in this sector facilitated the emergence of the CSDP and are therefore analysed in the light of globalisation issues, economies of scale, economic crises, military autonomy, new security strategy and Research and Development (R&D) impact. This book examines the multiple strategies proposed by the international community for addressing global climate change (GCC) from both human and state-security perspectives.It examines what is needed from major states working within the UN framework to engage with the multiple dimensions of a strategy that addresses GCC and its impacts, where such engagement promotes both human and state security. Two broad frameworks for approaching these issues provide the basis of discussion for the individual chapters, which discuss the strategies being undertaken by major state powers (the US, the EU, China, India, Japan, and Russia). The first framework considers the multiple strategies, mitigation, adaptation, and capacity-building required of the international community to address the effects of GCC. The second framework considers the differentiation of GCC policies in terms of security and how the efficacy of these strategies could be impacted by whether priority is given to state security over human security concerns. This book studies systemic vulnerabilities and their impact on states and individual survival. The author theorizes that the structure of the international system is a product of the distribution of capabilities and vulnerabilities across states. This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model.
