Social equity is a pillar of public service. Thus, social equity should be a central concern in public management in practice and scholarship. However, widespread incorporation and reflection of social equity practices in government and the anticipated public benefits still seem like an elusive goal. The ability to analytically assess social equity is the first step toward prescribing social equity reforms. Public affairs graduate programs, like a master's in public administration or public policy, often teach public management separately from social equity. This book empirically and theoretically bridges social equity and public management for use in the public affairs graduate classroom. The book highlights international research that leverages public management theory to build reasonable social equity measures and applications. The research highlighted in the text includes studies from across countries in North and South America, Europe, Southeast Asia, and Australia. This is the first book specifically designed for global public affairs classrooms that connects public management theory and practice with social equity reforms.

Examines the patchwork evolution of school desegregation policy. In 1954, the Supreme Court delivered the landmark decision of Brown v. Board of Education—establishing the right to attend a desegregated school as a national constitutional right—but the decision contained fundamental ambiguities. The Supreme Court has never offered a clear definition of what desegregation means or laid out a framework for evaluating competing interpretations. In The Crucible of Desegregation, R. Shep Melnick examines the evolution of federal school desegregation policy from 1954 through the termination of desegregation orders in the first decades of the twenty-first century, combining legal analysis with a focus on institutional relations, particularly the interactions between federal judges and administrators. Melnick argues that years of ambiguous, inconsistent, and meandering Court decisions left lower court judges adrift, forced to apply contradictory Supreme Court precedents in a wide variety of highly charged political and educational contexts. As a result, desegregation policy has been a patchwork, with lower court judges playing a crucial role and with little opportunity to analyze what worked and what didn't. The Crucible of Desegregation reveals persistent patterns and disagreements that continue to roil education policy.

This book explores the scope of reforms and changes in the social protection systems in Latin America that have started at the beginning of the 21st century. It describes how and to what extent changes in social protection systems and social policies have occurred in the region in recent decades. Taking a comparative approach, the volume identifies the triggers for the transformations and how such pressures are received by the welfare regime, or a specific policy sector, to finally yield a given type of reform. The analysis is characterized by the presence of certain factors that explain the development of social protection systems in Latin America, such as economic growth, the consolidation of democratic political regimes, and the region's Left Turns. The book also examines to what extent common challenges and processes induced by international institutions have led to convergence among countries or welfare regimes, or whether each maintains its own identity.

This book explores the meaning and role of “fair and reasoned discourse” in the context of our institutions for environmental decision processes. The book reviews the roles of our “environmental advocacy organizations”—such as The Sierra Club, The Audubon Society, the Environmental Defense Fund—in providing and ensuring that our discourse and decisions are fair and reasoned according to the criteria of being (i) inclusive of input from all affected, (ii) informed of relevant scientific and socio-economic information, (iii) uncorrupted by direct conflicts of interest, and (iv) logical according robust review by uncorrupted judges. These organizations are described and examined as expressions of “collective imperfect duty,” i.e. the coordinated duties with environmental direction. The current state of our discourse is examined in light of this fairness criteria, particularly in consideration of the cross-border problems that threaten tragedies of the global commons.

This book aims to define comparative economics and to illustrate the breadth and depth of its contribution. It starts with an historiography of the field, arguing for a continued legacy of comparative economic systems, which compared socialism and capitalism, a field which some argued should have been replaced by institutional economics after the fall of the Berlin Wall. The process of transition to market capitalism is reviewed, and itself exemplifies a new combination of comparative analysis with a focus on institutional development. Going beyond, chapters broadening the application of comparative analysis and applying it to new issues and approaches, including the role and definition of institutions, subjective wellbeing, inequality, populism, demography, and novel methodologies. Overall, comparative economics has evolved in the past 30 years, and remains a powerful approach for analyzing important issues.

This book is the result of a two-year interdisciplinary research programme named PRISM (Policy making, Reporting and measuring, Intangibles, Skills development and Management), financed by the European Commission and aimed both at understanding better how these assets are created and developed and what the policy implications of their growing importance in economies are. The book focuses on the policy issues raised by the increasing importance of intangible assets in a country's growth and competitiveness. The main idea is that the value of intangible assets, which is imperfectly captured by current economic indicators and imperfectly formalized in economic theory, lies in their being the cumulative elements that keep the economy together - the glue of the system. This argument leads to the focus on networks and social capital as drivers of the development of intangible assets and is illustrated by the case of EU innovation and knowledge diffusion policy.

This book analyzes the patterns of and factors associated with health seeking behavior and out-of-pocket (OOP) spending on chronic non-communicable diseases (CNCDs) in rural Malawi. The author used descriptive statistics to describe treatment options and related household OOP expenditure on CNCDs and econometrics models to analyze factors influencing health seeking behavior and OOP expenditure on CNCDs. This study found that in spite of a context where care for CNCDs should in principle be free of charge at the point of use, the utilization rates of CNCD care are still low and OOP payments impose a considerable financial burden on rural households, especially among the poorest.

In the nine years since Green Justice first appeared, the field we have come to identi as “environmental law” has taken a number of twists and turns, few of which were foreseen by the authors or, so far as they know, by anyone else. Although this edition attempts to account for many of these changes, it continues to emphasize what we believed then and continue to believe to be paramount, not only for the study of environmental law but for common-law based jurisprudence in general: Despite the immediacy and crush of daily events, closely reasoned analyses of the difficulties and conflicts arising from environmental conflicts, as embodied in major cases or key decisions such as we present here, provide a stabilizing core around which the swirl of daily events takes place, and against which those events must be evaluated. We believed then, and believe even more strongly now, that this is true not only for legal specialists and scholars but for an educated populace as well. Thus this casebook.

This Brief explores school funding reform in the states of Kentucky and Tennessee. In 1990, Kentucky passed the Kentucky Education Reform Act designed to overhaul that state's education system. Two years later, Tennessee passed the Education Improvement Act which included the Basic Education Plan, designed to foster equity in funding among the state's schools. Initiated as a result of lawsuits against the states'educational systems, both programs dealt with school funding, specifically funding equalization among districts.
