How can we explain policy preference mismatch between voters and their representatives?

This monograph discusses the concept of solidarity. Using Germany as a case study, the book investigates how political actors – political parties in specific – use the term solidarity in their programmatic documents. It maps out the attitudes, features, and behaviors that the parties continuously denote as expressions of solidarity and reconstructs the generalized concept of solidarity held by each party. It categorizes earlier ideas of solidarity into micro and macro perspectives and uses both theoretical and empirical considerations to build a model of solidarity and identify the elements that make solidarity what it is.Departing from the typical procedure in intellectual history research, this volume takes inspiration from Wittgenstein, starting with the language and tracing it back to its historical setting. Thus, it avoids the trap of speaking of only one meaning of solidarity and allows for more attuned analysis of the differences in understanding the concept. Furthermore, it links the scientific study of the concept of solidarity with research on political competition, and – in broader sense – political theory and party politics research. This book demonstrates how populist security narratives served as the driving force behind the mobilization of Republican voters and the legitimation of an ‘America First'policy agenda under the Trump presidency. Going beyond existing research on both populism and security narratives, the author links insights from political psychology on collective narcissism, blame attribution and emotionalization with research in political communication on narrative and framing to explore the political and societal impact of a populist security imaginary. Drawing on a comprehensive range of sources including key interviews, campaign and policy speeches, presidential addresses, and posts on social media, it shows how progressives, political opponents, immigrants, racial justice activists, and key institutions of liberal democracy collectively became an internal Other, delegitimated as ‘enemies of the people'. This analysis of the Yugoslav democratisation process explains the variation of regime outcomes within a structuralist framework. Focusing on the post‑socialist world, it goes beyond ethnicity and elite agency to bring the role of class and the state into discussions of third wave democracies. Offering an in‑depth study of four post‑Yugoslav cases and relying on extensive field work, it examines how civil society, state structures and elite agency influence the trajectories of Croatia, North Macedonia, Serbia and Slovenia after the end of socialism. The analysis also considers the impact of the European Union on domestic conditions. The author argues that no single factor explains the occurrence of democracy. It is instead the result of the combination of an autonomous civil society, a non‑captured state and ruling elites willing to implement democratic reforms. Concomitant with this, the analysis provides evidence that the only sufficient condition for the occurrence of democracy is non‑captured state structures. State capacity, therefore, plays a central role in democratisation. This book analyses the strategies and narratives of Non-State Armed Actors (NSAAs), principally relying on primary material and interviews conducted by the author. The book develops a simple model based on goals and means, which allows us to increase our understanding and comprehension of organisations and individuals that decide to take up arms in the name of a political cause. One of the key arguments is that statehood plays a critical role for NSAAs, irrespective of their military capabilities, ideological aspirations and geographic origins. They are ‘non-state'not by choice but because they are unable to be a ‘state'actor. In other words, their stateless status is a matter of lack of power, not lack of will. With the aim of shedding light on the intimate relationship between NSAAs and statehood, the book examines 25 cases from around the globe. These armed actors use violence in order to attain divergent political aims, which are segmented into two macro categories, namely territorial change (secessionists) and regime change (Marxists-Leninist, Salafi-Jihadists and far-right).

This volume focusses on the interplay of civic engagement and institutionalised politics and its role in both the erosion and retrieval of intermediate capabilities and procedures. Rather than discussing democracy as a relationship between citizens as individual voters and state power, the book studies the relationship between citizens engaged in or through organisations, movements and networks in civil society, and their impact in the context of institutionalised politics, be that through representative institutions and political parties or participation in administrative governance. This book asks what it means to think globally about world politics. In an attempt to contextualise the recent ‘globalising turn'in International Relations (IR), it takes stock of more than 30 years of efforts at addressing IR's Eurocentric limitations, and explores what ‘thinking globally'means in practice through focusing on the study of (international) security and foreign policy. The authors offer thinking globally about world politics not as an alternative to, but as a critical engagement with, IR. It involves curiosity about what others think about the world, making a sustained effort to locate the knowledge they have produced, and recognising past and present contributions to what we otherwise view as ‘European'ideas, practices, and institutions. Rather than focusing on abstract debates about the state of the discipline, the aim is to provide researchers with the conceptual tools to think globally and design their own research projects.

Global governance is no longer a matter of state cooperation or bureaucratic politics. Since the end of the cold war, advocacy groups have proliferated and enjoyed increasing access to global governance institutions such as the European Union, World Trade Organization, and the United Nations climate conferences. This book seeks to push theories of interest groups and international non-governmental organizations forward. It argues that the advocacy group effects on global governance institutions are best understood by examining how groups use and shape domestic and global political opportunity structures. Chapters examine how, when, and why domestic and global political opportunity structures shape advocacy group effects in global governance, across global institutions, levels of government, advocacy organizations, issue areas, and over time. This book assesses what corruption means for populists, and the anti-corruption rhetoric of populist actors. The author uses the case study of Czech politicians to show how populist politicians exploit the notion of corruption in their communication. Using many examples of different political statements (by presidents, party leaders, MPs, etc.), the populist discourse of corruption is discussed in the context of other discourses presented in Czech politics. The author analyses both Czech (not only populist) political party election manifestos and the political communication on social media from Czech anti-establishment and populist political parties (ANO, Freedom and Direct Democracy, and Pirates). The COVID-19 pandemic has exposed and exacerbated long-standing inequities, both in the United States and throughout the world. As studies emerge to help us understand the effects of the COVID-19 pandemic on every facet of modern life, it is critical that the effect of the pandemic on the Lesbian, Gay, Bisexual, Transgender, Queer, Intersexual, and Asexual (LGBTQIA+) communities not be overlooked. While some pioneering studies analyzing the impacts of the pandemic upon LGBTQIA+ communities have been conducted, and some efforts are being made to collect data which can impact the development of policy, reliable data resources are limited to a few enterprising states, and this data has not been systematically shared with public policy-makers or with the public to date. COVID-19, the LGBTQIA+ Community, and Public Policy explores precisely how the pandemic has affected these communities and what concrete steps need to be taken to ameliorate its effects.As the chapters in this book demonstrate, the unusual nature of the pandemic has significantly impacted state and local LGBTQIA+ infrastructure, leading to closure of some institutions and reductions in functioning for many others. The contributors examine the ways the pandemic has highlighted preexisting challenges on accessing adequate healthcare (including mental healthcare and substance abuse treatment), employment, education, secure housing, and other societal resources. Decolonial Politics in European Peripheries: Redefining Progressiveness, Coloniality and Transition Efforts is a timely contribution to the project of theorizing “Europe” through decolonial perspectives on the Left, as the European and global crisis has prompted new reflections on what it means to sit still at the European “peripheries”.The book explores how the joint scholarship efforts of postcolonial and postsocialist scholars might come up with better-grounded and more detailed theoretical and methodological insights into the process of globalization, and subsequent peripheralization, if framed under a progressive and leftist perspective. This book explores the triangular dynamics of securitisation and desecuritisation that underpin the EU's approach to trafficking in women for sexual exploitation. That is, the progressive securitisation of trafficking in women for sexual exploitation within the EU's anti-trafficking policies and the existence of two distinct and competing approaches that coexist among feminist struggles against such trend and that largely follow the two opposing views that structure feminist debates on prostitution: a neo-abolitionist approach, on the one hand, that is increasingly defended from within EU institutions, and has therefore become increasingly entangled with the securitisation of trafficking in women; and a sex work approach, on the other hand, that has been largely relegated to the domains of academia and civil society. As such, this book addresses the intersection of security and feminist neo-abolitionism within the EU's anti-trafficking policies, as well as the de-securitising potentialof the anti-trafficking advocacy of both neo-abolitionist and sex worker organisations operating at EU level. This book is unique in that it unprecedentedly brings together three bodies of literature that rarely interact: Critical Security Studies, EU Gender Studies and the feminist literature on prostitution and trafficking in women and demonstrates their fruitful interaction in an extensive empirical analysis of the EU's internal security, violence against women and anti-trafficking policies.
