The administrative state is the nexus of American policy making in the postwar period. The vague and sometimes conflicting policy mandates of Congress, the president, and courts are translated into real public policy in the bureaucracy. As the role of the national government has expanded, the national legislature and executive have increasingly delegated authority to administrative agencies to make fundamental policy decisions. How this administrative state is designed, its coherence, its responsiveness, and its efficacy determine, in Robert Dahl's phrase, “who gets what, when, and how.” This study of agency design, thus, has implications for the study of politics in many areas. The structure of bureaucracies can determine the degree to which political actors can change the direction of agency policy. Politicians frequently attempt to lock their policy preferences into place through insulating structures that are mandated by statute or executive decree. This insulation of public bureaucracies such as the National Transportation Safety Board, the Federal Election Commission, and the National Nuclear Security Administration, is essential to understanding both administrative policy outputs and executive-legislative politics in the United States. This book examines the military organization, strategy, and tactics of the Salvadoran FMLN guerrillas during their efforts to overthrow the government. It is largely based on the authors'personal collections of guerrilla documents captured in the war, interviews with former and captured guerrillas, and personal combat experience during one of the fiercest wars fought in the Western hemisphere in the 20th century. The book describes the guerrilla tactics from a technical point of view, and their evolution during the war in El Salvador.It includes discussions of such tactical concepts as concentration and deconcentration, urban combat, anti-air defense, the use of mines, and homemade weapons. It contains a chapter on the FMLN special forces—they were responsible for most of the spectacular attacks of the war—and it examines the sophisticated logistical system of the FMLN that made the prolonged war possible. Wherever possible, these concepts are illustrated by actual combat experiences from sources on both sides of the conflict. An important text for all concerned with guerrilla warfare and counterinsurgency. Latin Americanists and students of the developing world will also find much of interest.

During the past twenty years, the Liberal party has shown a marked failure to hold a place in the hearts and minds of the voters of Manitoba, Saskatchewan, and Alberta. Professor Smith here argues convincingly that the party is largely the author of its own downfall through insensitivity to regional concerns and ignorance of the implications of its centralizing tendencies. Smith views the reforms which helped restore the Liberals to federal power after defeat in 1957 as a primary cause of the party's continuing poor electoral performance in the region. He chronicles that shift from a political structure dominated by strong provincial spokesmen like Gardner and Garson to the reorganized federal Liberal party, which emphasizes control from national headquarters and favours a more scientific approach, relying on opinion polls, ad agencies, and campaign colleges for candidates. The result has been a decline in voter support and a lack of regional participation in party councils – and the adoption by the party of policies unacceptable to the West. The west thus has come to perceive the Liberal party as dominated by eastern Canada and preoccupied with the problem of Quebec separatism. The consequences have become increasingly evident at election times.

The Crown is not only Canada's oldest continuing political institution, it is also its most pervasive, touching the operation of Parliament and the legislatures, the executive, the bureaucracy, the courts, and federalism. However many consider the Crown remote and anachronistic, requiring explanation. There are few studies of the Crown in Canada; the few that exist tend to see the Crown in symbolic terms, such as a bond of national unity. David E. Smith adopts a new perspective on the place of the Crown in Canadian politics - not in the form of the office of governor general nor in the person of the sovereign, but as a structuring principle of government in Canada.The influence of the Crown, he argues, pervades all aspects of government, be it the legislative or administrative process, the legal system or the conduct of Canadian federalism. Yet, despite this essential place in the constitutional order, its influence remains largely invisible behind the shield of responsible government. In fact, Smith traces Canada's distinctive form of federalism - with highly autonomous provinces - to the influence of the Crown.
