Solar energy is considered by many an attractive and practical option for America's energy future, one that is technically and commercially feasible as well as socially and environmentally desirable. Sun-generated power could meet upwards of 20 percent of U.S. energy needs by the year 2000—but only if there is a concerted national effort to use this energy option. The issues of implementation and the public and private initiatives needed to facilitate a transition to extensive use of solar energy are the focus of this volume. The solar transition is addressed from the diverse perspectives of the many necessary participants: industries and small businesses; local, state, regional, and federal governments; public utilities; policy analysts; and solar advocates. Why is it that relationships with family members predict the quality of children's relationships outside the family? A wealth of research has documented that various aspects of family relationships are predictably related to the quality of children's interactions and relationships with peers. Understanding what account for these effects is important both for theories of children's relationships and intervention efforts to ameliorate children's peer relationship difficulties. This volume advances the field by discussing several mechanisms that may account for continuities across family and peer relationships.A variety of theoretical perspectives are represented in the book. For example, both learning and biological explanations are considered. Authors also note two key considerations in investigating family and peer relationships. First, it is necessary to consider the cultural context. The function and meaning of family and peer relationships may differ depending on what roles are played by these relationships in different cultural contexts. This rhetorical biography illustrates the manner in which African American woman newspaper publisher and journalist Almena Davis Lomax sought to persuade her readers of her civil rights vision—through her Los Angeles Tribune　editorials, columns, and other writings—from the 1940s through the mid-1970s, a period that witnessed phenomenal change in the area of civil rights for African Americans and other oppressed groups in the United States. While African American women journalists'contributions to the United States'long civil rights struggle via their writings and speeches—particularly those of the late nineteenth, early twentieth century and late twentieth century—have received greater attention in recent years, there is yet much to glean from the Black women journalists who built upon the path set by journalist-activist foremothers such as Mara W. Stewart, Mary Ann Shadd Cary, Ida B. Wells-Barnett, Anna Julia Cooper and others—African American women journalists of the mid-twentieth century. This project contributes to the larger discourse on race, rhetoric and media by recovering the work of a little-known African American newspaper publisher and journalist of this era, thus adding to the body of knowledge concerning an often-overlooked group for not only journalism, media, communication, history, African American studies and women's studies scholars, but also for any reader with an interest in these areas.

In Refounding Democracy through Intersectional Activism, Wendy Sarvasy recovers the unacknowledged Progressive Era social democratic feminist refounders who used collective political agency to reshape the body politic. Through intersectional activism, or the bridging of different movements, the refounders, who include Ida Wells-Barnett, Rose Schneiderman, and Jane Addams, created an intersectional, social democratic feminist understanding of democracy that allowed them to imagine their full inclusion. Sarvasy shows how these activists worked to incorporate women by combining political democracy with the creation of a welfare state. They embedded this nation-state project within a new humanitarian transnational level as they evolved their multileveled social citizenship. Refounding Democracy through Intersectional Activism demonstrates how a theory-activist dynamic played out in experimental socializing spaces and democratic conversations. Social equity is a pillar of public service. Thus, social equity should be a central concern in public management in practice and scholarship. However, widespread incorporation and reflection of social equity practices in government and the anticipated public benefits still seem like an elusive goal. The ability to analytically assess social equity is the first step toward prescribing social equity reforms. Public affairs graduate programs, like a master's in public administration or public policy, often teach public management separately from social equity. This book empirically and theoretically bridges social equity and public management for use in the public affairs graduate classroom. The book highlights international research that leverages public management theory to build reasonable social equity measures and applications. In March 2019, ISIS was territorially defeated. ISIS members were captured and detained: men were sent to prison and women and children to camps in northern Syria. This is an unprecedented situation where for the first-time thousands of female members of a terrorist group are detained in a foreign country without access to legal mechanisms, rehabilitation or reintegration measures. What happens to the foreign women (and children) who are not repatriated from the camps? If they are repatriated, are there rehabilitation and reintegration programmes in place that account for the experiences the women had? Most existing rehabilitation and reintegration programmes are gender-neutral; that is, they claim to be universal, and are not tailored specifically to male or female beneficiaries. Yet, typically, these programmes are influenced by implicit gender norms and assumptions, such as that men are violent perpetrators of aggression and women are victims who are peaceful and lack agency. Alongside gender norms, intersecting racial and religious dynamics also shape how governments handle the repatriation, rehabilitation and reintegration of ISIS returnees. This includes racial profiling, the conflation between Islam and extremism and more broadly the rising Islamophobia in many countries, particularly since the ‘War on Terror'. These dynamics lead to an absence of rehabilitation and reintegration programmes specifically designed for women's diverse experiences, which is the subject of this book. Returning Home examines state responses to repatriation, rehabilitation and reintegration of ISIS returnees from an intersectional perspective, with a focus on ISIS women returnees. This book addresses the biased understandings that are built into scholarship and policy responses that reinforce gendered and racialized inequalities. It outlines how these dynamics can be uncovered and redressed by designing policies that are responsive to gender differences, inequalities and harmful norms..

The impacts of climate change are increasingly felt worldwide, affecting every country regardless of geographical location. Over the past 50 years, numerous treaties have been produced that are aimed at combatting climate change. However, these international efforts have often been hindered by the actions of great powers prioritising their own interests over global solutions. Since security is one of the most determining factors in states'decision-making, Security in International Climate Policy analyses the relationship between states'security policies and their efforts against climate change. The book hypothesises that security policies negatively affect measures against climate change. While the security policies of great powers pose a hurdle for a successful climate policy in the first stages of efforts, there is a shift in the 21st century, when climate change itself begins to threaten the security of states. By defining international communities of practice (CoPs) as domains of knowledge, this book investigates the adoption of new international practices via collective learning—that is, the redefinition of what is acceptable and feasible. Explaining how inclusive practices at the World Bank became institutionalized, it shows that while changes in presidents can influence practices of international organizations, shifts in collective thinking are even more important to understand world ordering.Collective learning happens at the boundaries between CoPs when practitioners interact with others inside or outside the formal walls of an organization—through processes of boundary encounters, boundary brokering, and the use of epistemic boundary objects. Since the 1980s, despite stability in their technocratic political rationality, World Bank employees arranged in CoPs collectively learned that program ownership and consultation in policymaking were more effective than top-down practices. However, while learning that more democratic practices rendered their projects and policies more effective, Bank employees did not fully challenge colonial epistemic hierarchies in North–South relations. This CoP framework draws from, combines, and extends various strands of cutting-edge IR scholarship (i.e., practice-oriented and constructivist IR), management theory (communities of practice), organizational studies (narratives and day-to-day procedures), as well as development and critical studies (feminist and decoloniality approaches).This book will be of interest not only to scholars and students interested in IR theory, international organizations, development practices, and social theory but also to development workers and anyone interested in global governance.

Building on a brief overview of the concept of eugenics, Shannon Bow O'Brien charts the foundations of the ideas, significant influences, and influencers of the movement in the last 19th and early 20th centuries. She discusses how these ideals and social life shaped American culture and encouraged attitudes toward racial and ethnic biases, including immigration policies in that period. O'Brien examines how the founding of the United States of America was built on unwanted individuals from the United Kingdom; transported felons and indentured servants were many of the original colonists. As the population forged its new nation, many of these individuals were the focus of restrictive immigration policies that sought to amend the identity of the American citizen and sought to define acceptable roles for Black persons within American society. Faithful slave monuments provided physical models to help engrain these roles within American life. O'Brien traces the development of the Mammy statue movement and its intersectionality with the restrictive immigration laws. Finally, she turns to the rhetoric of Donald Trump and contextualizes his speech in the ideology of the superiority of White Nordic nativism within American life.

Every four years the American public goes to the polls in hopes of electing a hero to the presidency, trying to find someone larger than life. But heroes are hard to find and sometimes they turn out to be villains. Senior presidential scholar Erwin Hargrove recommends that we shift our sights to electing an effective president instead, and here he shows us how to assess effective presidencies. To address the central question of whether presidents make a difference, Hargrove asks about the most important things each president attempted. He finds that much of the time,'eventful'leadership prevails, but that some presidents may be judged to be'event-making'for good or ill. As George W.
