First published in 1999, the book is based on papers given at the final workshop of a research project into the evolution of environmental regulation in Poland undertaken as part of the UKs ERSC Global Environmental Change Programme. Other invited papers focused on the development of regulatory policy in transforming economies and in the UK. It is argued the political-parliamentary discourse surrounding the 2016 temporary immigration policy within the propositional parliamentary paper and debate served to negatively affect the image of asylum seekers via their construction as something negative through the use of words associated with ‘them': overload and strain on the asylum and social system, threat to integration system, threat to national security, economic burden, queue jumpers, liars, criminals, and morally deviant. This is deemed to contribute to the ‘Othering'as projection of characteristics is created through marking asylum seekers in a different language of the deviance negative other. This can result to stereotypes, exclusion and marginalisation of asylum seekers, thus diminishing their right to protection.

Every editor of the Policy Studies Review Annual brings a unique perspective to bear in selecting articles to be included. This perspective reflects varying methodological and disciplinary judgments, varying judgments on what the field of policy studies or policy analysis is and where it should be going, and varying judgments regarding the quality of articles which are or claim to be in the field. Because it is the objective to assemble a set of essays which are both interesting and topical, there will be varying perspectives on these matters as well. The volume clearly reflects the editors perspectives. They are explicit about these judgments and perspectives, and then let the content of the volume speak for itself. First, we are both economists. As a result, the general topics selected and the articles chosen under each topic tend to emphasize economics more than the other disciplines involved in the field of policy studies—sociology, psychology, political science, law, and so on. This emphasis is clearly seen by comparing the contents of volume I (edited by Stuart Nagel, a political scientist) and volume II (edited by Howard Freeman, a sociologist) with that of this volume. Second, the editors have a particular view of what policy studies or policy analysis is. That view has several aspects. In the first place, they feel that the field of policy studies or policy analysis must define itself, and this definition will develop as researchers do just what the title of the field says—study or analyze policies. A corollary of this view is that we place a low weight on papers which discuss the policy process or reforms in policy-making, relative to papers which analyze a policy, a policy proposal, or a problem which leads to calls for policy action.

At a point in history marked by dramatic challenges to the existing political and social order, the question of legal and political obligation emerges as a focal point of international concern. Amid the clamor for radical change in the established order, theories of political obligation demand renewed examination. In this volume, eighteen leading specialists in the legal, philosophical, and political science aspects of the question offer their views on this timely topic. Part I examines the nature of moral, legal, and political obligation. The first essay presents a set of definitions that denies the very existence of obligation. While the second essay disagreeing particularly with respect to the relationship of political to moral tenets, and the third discussing the highly complex interplay between law and morality. The following essay approaches obligation as existing in the context of an established political and legal system and stresses the importance of evaluating the negative consequences of challenges to the law as well as those arising from the absence of challenges. The next paper maintains that political obligation is so complex that its very existence depends upon rational deliberation in particular contexts. The fifth, explores four significant theories but accepts only the one based on the broadest definition of obligation. While the final essay in this part considers political obligation a unique and generalized moral obligation. Part II takes up the conditions of obligation and of obedience. The first essay in this part discusses the conditions necessary to generate a'felt obligation.'The second paper, concentrates on exposing key obstacles to empirical proof that behavior is or is not motivated by'felt obligation.'While the third draws upon a large body of literature and court decisions dealing with compliance to the law. North Korea's economic and security policies imperil both itself and its neighbours. The economy has been contracting for almost a decade, and the regime appears unwilling or unable to arrest the decline. Instead, Pyongyang has resorted to begging for international aid. This approach alone cannot work: fundamental reform is needed; without it, the regime cannot survive. In the meantime, the North's problems will be destabilising for the region. Pyongyang has secured short-term international humanitarian assistance, but in the long term the South is its best hope for investment and economic help. Despite Pyongyang's defensive approach to the South, limited commercial arrangements are in place, and may moderate the North's policies and help to ease the unpredictable consequences of Pyongyang's collapse. Pyongyang has tried to improve relations with the US in a bid to ease economic sanctions and attract investment. However, the nuclear deal reached with the US in October 1994 – under which the North agreed to give up its ambiguous nuclear programme – is in difficulties. In this paper, David Reese argues that, despite these problems, the North's neighbours must persevere with engagement policies. At the same time, South Korea and the US must maintain their security posture on the Peninsula.South Korean President Kim Dae Jung's attempts to establish commercial links with the North need time and patience, and should not be derailed by relatively minor incidents. Both Seoul and Washington must ensure that they coordinate their policies to prevent the North from playing one off against the other. Selectively easing sanctions on a case-by-case basis could allow the North to earn desperately needed hard currency. Although it is difficult for Washington and Seoul to maintain political support for engagement, both should make further efforts to draw the North into making significant policy changes. The US and South Korea should ensure that they involve the interested regional parties in efforts to draw the North into the international community. China has a key role to play in developments on the Peninsula. Both Seoul and Washington should therefore ensure that they work closely with Beijing. While historical sensitivities make it difficult for Japan to play a leading role, Tokyo would be central to the North's economic recovery, and must not be marginalised. Russia also has a contribution to make to the broader security guarantees which could develop from accommodation between North and South. Ultimately, the course of events on the Peninsula will depend primarily on the North. Pyongyang shows little sign of being prepared to engage constructively with the US and South Korea. As its economy deteriorates, its options will narrow further. Until domestic forces in North Korea shift, the US and its allies should expect a protracted phase of desultory and sometimes destabilising diplomatic manoeuvres by Pyongyang.

Another attacks the notion of equality of opportunity, contending that it is not an authentic expression of the democratic ideal and temper, which requires instead an'affirmation of being and belonging.'Following that the highly topical problem of equality in the administration of justice is discussed as well as, the deals with many subtle distinctions involved in the application of the idea of equality to the rule of law. The book concludes with the topic of treatments of the problem of equality in the realm of international politics and organization.

Shveta Dhaliwal teaches at the Rajiv Gandhi National University of Law, Punjab, Patiala, India. Her areas of specialisation are geopolitics, regional human rights systems, comparative political thought and international relations. She has published more than 40 research papers and presented over 150 papers in international and national conferences. She has an authored and three edited books to her credit. She is member of the Indian Political Science Association and the Indian Society of International Law and South Asian Foundation.

Now the OSCE has 57 participating states from Europe, Central Asia, and North America, and its area spans from Vancouver to Vladivostok. 1st August, 2015 marked the 40th anniversary of the Helsinki Final Act. Since the signing of this agreement, the relevance of the OSCE in the European security architecture has only increased. That being said, the current paper seeks to picture how it functions, how it is perceived today by the participating states and what their key issues with regard to the organization are. It describes the various institutions within the OSCE, but also its political emancipatation. The most provoking part may be a forecast about its future and the gaps to be filled. The text is complemented with some official documents.

The Writer's Craft, the Culture's Technology explores the multiple ways in which a culture's technological resources shape its literary productions. Literature and style cannot be divorced from the particular technologised culture that sponsors them. This has always been true, as papers here on literature from earlier periods show. This work is organized in seven sections around major themes of socio-economics. Gerry Fitt was a key political figure in Northern Ireland for over twenty years, yet there is no major historical evaluation of his contribution, nor of his legacy or place in the memory of the minority community there. Fitt played a central role in creating the identity of the Social Democratic and Labour Party (SDLP) as a socialist party. Yet, he noted that he was often in an ‘unhappy minority of one'over many issues and at times the relationship between himself and his party colleagues was ‘very uneasy'. Drawing on unpublished party and private papers, recently released Irish and British government papers, and interviews, this book is the first academic study of the role of Gerry Fitt in the politics of the SDLP and will examine the first decade of the party through the lens of his leadership.

This book is a collection of seven papers originally given at the 1989 meetings of the American Association for the Advancement of Slavic Studies. The authors come from the fields of economics, history, and political science and are all specialists in the field of Soviet and East European agriculture. The first essay, by David Macey, assesses Gorbachev's agricultural reform in light of the experience of the Stolypin reforms at the beginning of the century. The essays by Jim Butterfield and Ed Cook examine the impediments to successful reform from the perspective of a political scientist and an economist. Karen Brooks and Don Van Atta concentrate their attention on the efforts to introduce lease contracting into agriculture. D.Gale Johnson's essay examines the economic effects of trade liberalization in agriculture. The final paper, by Michael Marrese, suggests that there are lessons for the Soviet Union to be learned from the Hungarian experience, namely, that the changes in agriculture must be comprehensive and that the party can win over popular support if its agricultural policies succeed.

Also, the Macedonian protagonists are well painted, who finally managed to settle the conflict by changing the Constitution.This Paper is an excellent case study for all who want to become aware of conflict backgrounds in the Balkan, and a way to settle them, not only in Macedonia, but also in Kosovo, Bosnia and Herzegovina as well as in Albania. Furthermore, it is a sometimes thrilling attempt to write present history about a conflict which is only some few years ago.

Is Japan re-emerging as a normal, or even a great, military power in regional and global security affairs? This Adelphi Paper assesses the overall trajectory of Japan's security policy over the last decade, and the impact of a changing Japanese military posture on the stability of East Asia.The paper examines Japan's evolving security debate, set against the background of a shifting international environment and domestic policymaking system; the status of Japan's national military capabilities and constitutional prohibitions; post-Cold War developments in the US Japan alliance; and Japan's role in multilateral regional security dialogue, UN PKO, and US-led coalitions of the willing. It concludes that Japan is undoubtedly moving along the trajectory of becoming a more assertive military power, and that this trend has been accelerated post-9/11. Japan is unlikely, though, to channel its military power through greatly different frameworks than at present. Japan will opt for the enhanced, and probably inextricable, integration of its military capabilities into the US Japan alliance, rather than pursuing options for greater autonomy or multilateralism. Japan's strengthened role as the defensive shield for the offensive sword of US power projection will only serve to bolster US military hegemony in East Asia and globally.

Monarchy is an enduring institution that still makes headlines today. It has always been preoccupied with image and perception, never more so than in the period covered by this volume. This issue of Political Power and Social Theory explores the changes in science associated with the rise of neoliberalism since the 1970s. The neoliberalization of science has complicated interactions among states, markets, and civil society, often in ways that challenge major assumptions underlying decades of research. The articles collected here break with older Mertonian sociologies of science and constructivist microsociologies of scientific knowledge to examine the mesolevel problem of the changing institutional contexts of'the scientific field'as originally identified by Pierre Bourdieu. Papers presented in Part I extend Bourdieu's relational approach to the broader set of interactions among scientific, regulatory, industry, and social movement fields. Part II extends Bourdieu's concern with order and the scientific habitus to the changing patterns of scientific practices under neoliberalism. By reconceptualizing the central problem for the social studies of science as the political sociological problem of field and interfield dynamics, the collected papers chart an important theoretical agenda for future research in the study of sciencesociety relations.

This Adelphi Paper is the first concise yet comprehensive analysis of the role of the G8 in international peace and security. It argues that the G7/8 has a long and impressive history in the field of international security. The G7/8 has, for example, spearheaded the introduction of'low politics'and'soft security'to the top table of great power diplomacy and integrated Japan and, later Russia, into the realm of Western security discussions. In questions of war and peace the G8 does not command the legitimacy of the UN Security Council but, for the international community, is a more acceptable vehicle than unilateral action. As such the G8 can be seen as a note-worthy'second best'option after the UN Security Council. This Paper further argues that China should be admitted into the G8 first as an observer and later as a member. There is also a strong argument for the European Union to have one seat at the G8 even if such a change does not seem realistic today. The G8 bears great resemblance to the 19th century Concert of Europe. Whether it will assume a similar role in the 21st century depends in the final analysis on whether the United States welcomes such a role for the G8.

This Festschrift was'presented'in electronic form to Buchanan on the occasion of his eightieth birthday on October 3, 1999, after dinner in Fairfax, Virginia. As one might have expected, the response to our call for papers was vo­ luminous. In looking over the many contributions, we felt that a'published'Festschrift was also possible and fitting for the eightieth birthday of so prodi­ gious and influential a scholar as Professor Buchanan. To that end we have assembled the following volume. In selecting the papers to be included here we have basically tried to choose those papers which in some way bear on Buchanan's contributions. Perfectly good papers about issues not related to Buchanan's research agenda or not referring directly to Buchanan's work were not included. Space constraints did not allow universal coverage, so choices had to be made. It should be stated clearly that these were our choices based on the criterion that the contribution be relevant to Buchanan's work. Buchanan had nothing whatsoever to do with the selection of papers for this volume. Once choices had been made, we arranged the papers by subject matter ranging from various aspects of Buchanan's work in economics, political science, philosophy, and related areas, to some more personal recollections of Jim as a professor, friend, and colleague. Including the latter material was also our decision, and this probably represents a choice with which Jim would not have agreed. We think, however, that the reader will find these pieces interesting and informative.

Monetary union has dawned in Europe. Now that the common currency is a reality, questions concerning the practical conduct of monetary policy in the European Monetary Union (EMU) are moving to the forefront of the policy debate. Among these, one of the most critical is how the new monetary union will cope with the large heterogeneity of its member economies. Given the large differences in economic and financial structures among the EMU member states, monetary policy is likely to affect different member economies in different ways. Regional Aspects of Monetary Policy in Europe collects the proceedings of an international conference held at the Center for European Integration Studies of the University of Bonn, dedicated to this issue. The contributions to this conference fall into two parts. The first part consists of empirical and theoretical studies of the regional effects of monetary policy in heterogeneous monetary unions. The second part consists of papers analyzing the political economy of monetary policy in a monetary union of heterogeneous regions or member states. The papers all support the conclusion that regional differences in the responses to a common monetary policy will make European monetary policy especially difficult in the years to come. Such differences arise from a variety of sources, and they cannot be expected to be mere teething troubles that will disappear after a while. Even if they were ignored in the run-up to the EMU, Europe's central bankers and economic policy makers will have to learn how to cope with such differences in the future.

European Consumer Policy after Maastricht raises both `horizontal'and `vertical'issues of consumer policy in the European Community and associated countries. The work was prompted by three important `constitutional'events in Europe: the completion of the Internal Market on 31 December 1992, the adoption of the Maastricht Treaty on Political Union, and the conclusion of the Agreement on the European Economic Area (EEA). The `horizontal'papers in Part I are concerned both with analyzing the `acquis'of consumer policy in Europe and with new directions as well as obstacles. The keynote paper by Micklitz and Weatherill gives an overall analysis of the political and legal bases of consumer policy from both the Internal Market and the Political Union perspectives. It is followed by two papers on subsidiarity by Gibson and Dahl which take up and clarify a somewhat confusing and irritating discussion in the EC. Lothar Maier is concerned with the function and role of the Consumer's Consultative Council in the EC of which he is the President; Monique Goyens with the opportunities and especially the shortcomings of consumer interest lobbying in the EC by her association, BEUC. The papers by Schmitz, Micklitz, Wilhelmsson and Krämer raise controversial and still unresolved policy and legal issues which go beyond traditional consumer policy via directives, e.g. in commercial marketing, cross-border litigation, contract law matters and conflicts between consumer and conflicts between consumer and environmental policy. Part II is concerned with national perspectives. The individual country reports relate to the EC and EEA countries and to Switzerland. They document the diverse -- sometimes protective, sometimes disturbing -- impact of EC lawmaking on national legislation, court practice and enforcement. They demonstrate that law harmonization is a painstaking process towards the goal of creating a European legal area withcommon protective standards.

An Approach to Rights contains fifteen previously published but mostly inaccessible papers that together show the development of one of the more important contemporary theories of the nature, grounds and practical implications of rights. In a long retrospective essay, Carl Wellman explains what he was trying to accomplish in each paper, how far he believes that he succeeded and where he failed. Thus the author provides a critical perspective both on his own theory and on alternative theories from which he borrows, or that he rejects. These essays identify the problems any adequate theory of rights must solve, describe the more plausible solutions and weigh the merits of each. They will be of special interest to any reader concerned with legal theory, moral philosophy or any branch of applied ethics or social policy in which appeals to rights are frequently made but seldom rationally satisfactory.

It has taken a long time to make this book. Many initial drafts of the chapters published in this book were presented in November 2000 during a two-day conference on Interactive governance: towards a post-parliamentary democracy held in Enschede (The Netherlands). The Netherlands Institute of Governance (NIG) sponsored the. conference. After this conference the organisers discussed the possibility of making a book on the basis of papers presented at this event. In the end it was agreed that such a publication would indeed be worthwhile provided the initial papers were fundamentally revised. Moreover it was agreed that also supplementary chapters should be included, in order to strengthen the international comparative perspective. On this basis authors of the conference papers chapters and envisioned new chapters were invited to (re)submit drafts. The completion of the book, however, was unexpectedly halted by the tragic sudden death of our co-editor and dear friend Oscar van Heffen. In his lifetime he was the driving force behind this project. Without his efforts, insightful comments and helpful suggestions this book, in its present form, would never have been published. As such we dedicate this volume to his memory, the completion of the book being an honorary debt to our friend and his wife Mirjan.

Debates about military influence on civilian government tend to be partisan and rarely pay sufficient attention to specific contexts. This paper analyses, without condemnation or justification, why and how the military exercises such influence in Turkey and whether it is likely to continue to do so. It argues that the role of the military in Turkey grows out of a specific Turkish context and is more a symptom than a cause of the country's flawed democracy. It examines the Turkish officer ethos, particularly the role of the indigenous ideology of Kemalism, and the broad, though not universal, public mandate for an interventionist role in politics. It contends that the military's influence is neither uniform nor total and that it is more effective at blocking than initiating policy; thus creating a system in which civilian authority is primary rather than supreme. It analyses the mechanisms through which the military attempts to shape policy, and demonstrates how its influence depends more on its informal authority than legislated rights or responsibilities. The paper suggests that fears of threats to national security resulting from the reforms required for EU accession have made the military more, not less, reluctant to withdraw from the political arena. It concludes that, regardless of the future of Turkey's candidacy, such a withdrawal will be a slow and gradual process, dependent more on changes in Turkish social and political culture and the perceived security environment than in the military itself.

This volume is the proceedings of a symposium entitled'Bottom Line Results from Strategic Human Resource Planning'which was held at Salve Regina University, Newport, Rhode Island on June 11-14, 1991. The meeting was sponsored by the Research Committee of the Human Resource Planning Society (HRPS). In developing the agenda, the Research Committee continued the approach used in previous HRPS research symposia. The focus of these meetings is on the linkage ofthe state-of-practice with the state-of-the-art. Particular attention was placed on research studies which were application oriented so that member organizations can see examples of ways to extend current practices with the knowledge presented by the applications. The meeting had sessions on: (1) The Strategic Role of Human Resources, (2) Globalization, (3) Downsizing, (4) Quality as a Strategic Human Resource Issue, (5) Forecasting Human Resource Needs, and (6) Managing People to Build Competitive Advantage. Twenty six papers were presented with discussion periods at appropriate points in the meeting. This volume contains twenty two ofthese papers along with an introductory paper. A short summary is also provided at the beginning of each major subdivision into which the papers are arranged. Thanks are in order for all who contributed to the success of the meeting.

SHAPIRO University of Hawaii Introduction The papers assembled here constitute, and to some extent represent, widely disparate views of foreign policy thinking and decision-making. As is the case with almost any collective enterprise, it is possible to suggest some noteworthy resemblances among the contributions to this volume and to indicate grounds for distinguishing them from other'approaches.

This paper does two things. First, it articulates what are the main implications of theoretical and empirical research for design of labor market policies and labor market institutions. Second, in this light, the paper analyzes the IMF's labor market recommendations since the beginning of the crisis, both in general, and more specifically in program countries

Jeremy Bentham, the father of utilitarianism, not only created a philosophical system which sought a rational solution to the problems of ethics, but was also concerned with the practical application of his theories to social reforms, administration, education and the law. This reissued volume represents a comprehensive collection of essays on Bentham's work from J. S. Mill to the year of the book's first publication in 1974.The wide range of Bentham's concern and the varied reactions he provoked are well represented by the essays in this volume. It begins with Mill's famous appraisal of the virtues and deficiencies of the theory that had so much influence on his own, followed by the criticisms of perhaps the ablest of Bentham's (and Mill's) contemporary opponents, William Whewell. Bentham's psychology and analysis of human motivation is dealt with by John Watson, and in the editor's own essay on the thorny problem of the justification of the principle of utility, the whole question of the link between specific human desires and the general desire for pleasure is examined as a psychological as well as a logical problem.The seldom-considered subject of Bentham's logic and the way in which he anticipates in some respects the work of Frege and Wittgenstein is considered by H. L. A. Hart, who has also contributed a paper on the question of sovereignty. Bentham's Political Fallacies is examined by Professor Burns, and the Constitutional Code and its projection of Bentham's ideal republic as considered by Thomas Peardon makes interesting reading in the light of David Robert's analysis of the impact Bentham had on the Victorian administrative state. Finally, there is Wesley C. Mitchell's interesting paper on the notorious felicific calculus.The editor has written an extensive introduction which will prove useful not only to those unfamiliar with Bentham's writings but to those acquainted with only one aspect of his work. Philosophers, jurists and political scientists should all find something of interest in this collection.

This book contains the papers that were presented in 1994 at the conference'Transaction Cost Economics and Beyond'organized by GRASP at the Tinbergen Institute in Rotterdam. It is generally recognized that transaction cost economics (TCE) is at the heart of the new theory of the firm. It is a well established research program with a well developed theoretical framework and good results in empirical testing. However, critics consider the approach too limited to understand the essential characteristics of such complex organizations like firms. Critics plea convincingly for the need to go beyond the original TCE framework and to develop a more pluralistic approach towards issues of economic organization. The new theory of the firm can only be further developed when scholars are willing to debate the issues in an open-minded, academic way. I thank the participants of the conference very much for putting so much effort in writing their papers and for their contribution to an open and stimulating discussion. It is my wish that this book contributes to the further deve­ lopment of the theory of the firm and that it helps us to a better understan­ ding of the complexities of economic organization. The papers for this special issue were selected from a pool of nearly 700 presentations which were made at the 10th Congress of the World Council of Comparative Education Societies (WCCES), which was held in Cape Town, South Africa, from 12 to 17 July 1998. The congress was hosted by the Southern African Comparative and History of Education Society (SACHES) and held on the campuses of the University of the Western Cape and the University of Cape Town. The papers were selected by the convenors of the conference's standing commissions, which provided a significant focus for the conference proceedings. These commissions were on the following themes: Teachers and teacher education Curriculum - Higher education - Lifelong learning - Language, literacy and basic education - Gender and education Policy - Theory and theory shifts Basic education in Africa Peace and Justice Dependency European Education Policy Research in Africa Culture, Indigenous Knowledge and Learning The papers presented, as the discussion below makes clear, ranged widely in subject matter and theoretical perspective and addressed issues of concern both to individual countries and to regions of the world. While some of the papers use comparison as an approach, it remains a matter of concern that the comparative perspective is so little in evidence. It is hoped that the com­ parative research approach will be more in evidence in the future.

Between 4-7 September 1979, an international workshop on Appropriate Technology (AT) was organized in Delft, Netherlands, by the Center for Appropriate Technology of the Delft University of Technology. Representatives of 24 AT organisations from allover the world held discussions on the role of AT as a factor in development. There were two main objectives of the workshop - to enlarge the understanding of, and knowledge about the processes and conditions essential for the introduction of AT in regional deve­ lopment programs. This was formally referred to as'the implementation of the results of AT research'. -secondly, an evaluation of the theories and models which have been applied for the establishment of these regional development programs. This was formally referred to as'an inventory of AT concepts.'The workshop discussions focussed essentially on three issue areas: technology and development, organisational framework, and education and research. A summary of the conclusions and recommendatjons made by the workshop can be found in Chapter One of this report of the proceedings. All participants were invited, prior to the workshop, to outline their ideas on the subjects listed above, in position papers. Condensed versions of these papers are presented in Chapter Three.

On September 17 and 18, 1998, a conference took place at Mont Tremblant on the theme'Doing Business in a Knowledge-Based Economy.'This conference brought together some hundred participants from government, business and academia, with backgrounds in business administration, engineering, public administration and economics, to provide a multidisciplinary analysis of what has come to be known as the'Knowledge-Based Economy'(KBE). The aim was to come up with suggestions and recommendations about how to do business in a knowledge­ based economy, both at the firm level and at the government level. All presenters were explicitly asked to conclude with policy recommendations. The conference was sponsored by Industry Canada and organized by the Centre of Interuniversity Research on the Analysis of Organizations (CIRANO). The conference papers offered U.S., Canadian and European perspectives on the management of a knowledge-based economy. This volume is divided into three parts. The papers in part I set the stage by describing the salient features of the KBE. What is so special about it? What are its economic underpinnings? What are its technological characteristics? Knowledge plays a crucial role in a KBE, hence its name. Whereas, in the past, growth was determined primarily by the availability of land, natural resources, labour and capital successively, at the end of the twentieth century, knowledge has become a (if not the) major factor of economic growth.

First published in 1967. The first edition of this monograph has been out of print for many years. There is still a demand for it. This second edition, it is presented in its original form as an essay on the significant changes in commercial and imperial policy in the 1820's with which the name of Huskisson was associated. Since the first edition of this book two volumes on Huskisson have appeared and are mentioned here as useful supplements: The Huskisson Papers, edited by Lewis Melville (London, 1931) and Huskisson and His Age by C. R. Fay (London, 1951). The Huskisson Papers is a selection of the statesman's correspondence, from his stay in Paris during the early period of the French Revolution to his death in 1830.

The International Society for Quality of Life Studies held its first conference in Charlotte, North Carolina in 1997. Participants at the conference were allowed to submit their papers for the present volume. The submitted manuscripts went through a review and revision process, and the papers in this book represent the best articles from that process. Because the society sponsoring this volume is international in character, it is not sur­ prising that the 11 contributions are from 4 different countries: Canada (3), India (1), Netherlands (3), and the United States (4). Thus, the volume is cross-national in authorship, although we hope that future works can include more papers from additional nations. Ten of the eleven papers consider quality of life in terms of some aspect of subjective well-being. The book is broken into three sections: the first section presenting material on broad theories of subjective well­ being, the second section covering how work and income are related to subjective well-being, and the third section containing one chapter on health and one on political representation. I am proud to present these broad-ranging chapters on quality of life.

In May 1999, over 50 distinguished scholars from all over the world gathered to honor Gordon Tullock, one of the most prolific, original, and versatile scholars of his generation. Tullock is best known for his pioneering work in Public Choice, the study of how self-interested individuals interact with governments. Tullock's research in public choice has contributed to the understanding of the decisions made by elected officials and bureaucrats, as well as knowledge and how individuals and pressure groups both inside and outside the government seek to shape it. Public Choice Essays in Honor of a Maverick Scholar: Gordon Tullock includes contributions that were strongly influenced by Tullock's work. His influence on studies of governance is well illustrated by the nine papers in this volume. These papers and the discussion touch upon a broad array of aspects of public choice and of Tullock's research.
