This volume explains the behavior of the European Union (EU) towards Central Asia. In so doing, the responses of regional actors which impact the EU's regional conduct, and the effects of competing external governance providers (particularly Russia and China), are considered. The current literature – often from an interdisciplinary, descriptive area studies angle – reveals some research gaps. Scholars chiefly explore the impacts of the EU on Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, and Turkmenistan, while action of the EU itself with its decision-making, preferences, and underlying drivers, remains underspecified. Focusing more explicitly on the EU, chapters in the book are systematically organized along a set of shared, overarching questions. Ultimately, the authors depict and explain EU action and assess how successful the organization has been in achieving its stated regional objectives in a number of policy fields: Economic Development and Trade; Security; Democratizationand Human Rights; Water; and Education.

Was versteht man unter dem Begriff Volksabstimmung und welche Mechanismen verbergen sich dahinter? In the years since Independence in 1962, Jamaica's foreign policy has reflected the flux and reflux of international affairs. There has been continuity in the midst of change; and while the country has sought to deepen its traditional friendships and widen its network of allies, it has also experienced occasions of externally determined crisis and major disagreement both within the Caribbean and in the wider world. Bearing in mind the profound changes which have taken place in the international sphere since independence, this book examines some of the main initiatives and responses which have characterised Jamaican foreign policy over the last sixty years.

Den Analyserahmen für die „Mikropolitische Policy-Lernen-Analyse“ bildet eine Theorienverbindung des Advocacy Coalition Framework mit der Strategischen Organisationsanalyse. Als Fallbeispiel fungiert die Rückkehr zum Abitur nach neun Jahren (G9) an Gymnasien in Nordrhein-Westfalen. Die qualitativ-interpretative Fallstudie verdeutlicht den regierungsinternen Koordinierungsmechanismus als multidimensionalen Interaktionsprozess bestehend aus Normen, Ressourcen und Deutungsschemata. Dieser ist trotz eines gesamtgesellschaftlichen Lernprozesses notwendig, um zum Lernprozess kongruente Reformen zu beschließen. Damit erfasst die Autorin die bisher wenig erforschte Schnittstelle von kognitivem Überzeugungswandel und handlungsbasierter Durchsetzungsfähigkeit.

Right after the Gezi Resistance, a new tendency of authoritarianism rapidly emerged in Turkey and AKP government started targeting anyone it perceives as a threat to its rule, especially academics, journalists, politicians, actors, directors, i.e. the intellectuals who produce oppositional art and critical knowledge, criminalizing them as enemies of the state. The authoritarian regime has permeated every aspect of economic, social, cultural, and political life, institutionalized primarily through the ongoing state of emergency declared in the wake of the July 15, 2016 coup attempt (one might also consider this as a controlled and manipulated toxoid coup). This new climate has started to limit the opportunities of production and reproduction for the intellectuals and artists, and even holding a dissident stance became a source of risk on its own. The Republic of Turkey limited, oppressed and punished the means of expression by giving one of the harshest (and maybe the most violent) reactions of its history against critical thought and opposition. The culture of democracy, which was almost already non-existent, has been completely abolished through the suspension of democracy on the ostensible level. This ongoing period is one, in which producers of critical knowledge and opposing artists are being faced with immense oppression and penal sanctions. One of the outcomes of this process is a kind of new-nomadism that we can sketch out as “leaving behind”. And one of the forms of this leaving is (voluntary or involuntary) exile. The majority of those whom we call “new-exile intellectuals” today have relocated generally to Western Europe, Great Britain, the United States, and especially to Germany. This new wave of political forced migration, which started in the aftermath of the Gezi uprisings and gained momentum following the coup attempt, has been defined by the editors of the book as “new-exile”', in order to draw a framework, as it has some unique characteristics different from the previous waves. The fundamental property of this experience is the simultaneous mobilization of intellectual capital and (bi-polar) opposition. This oppositional stance is both against the dominant global order and against German-style authoritarianism as well as Turkish-style fascism. It is bi-polar in the context of exile. The form of the opposition in question has the ability to take root in the lands it arrives at. It does not point towards a single direction (forward or backward) and a single place (the place it was ruptured); it is here/now and multidirectional. This state of new-exile bears the efforts of existing critical knowledge and art producers in the “heim” to which they have relocated, as critical knowledge and art producers are opposed to the dominant world system as well as to fascism in Turkey. As political subjects of the resistance against authoritarianism, they are continuously and collectively fighting against the structural fate of displacement. As both subjects and researchers of this current state of new-exile, it is our primary responsibility to understand and produce knowledge of these intellectuals'responses in this new life, to monitor the creation processes of the new mechanisms to cope with the challenges, and to understand/investigate the effects of all these on the transnational social space. We have tried to determine the content of this book based on our own experiences as new-exiled intellectuals. We believe that in this period of new-exile we are subjects and witnesses of a historic period due to our individual struggle for existence as well as our modes of organization and solidarity as a group of new-exiled intellectuals. This book examines twentieth and twenty-first-century American political discourse through the framework of progressive liberalism and neoliberalism. Progressive liberalism and neoliberalism as forms of normative reason redefine specific political concepts, which are central to American liberalism—equality, liberty, the role of the state, and the pursuit of happiness. Language is how political reason and the norms accompanying it are expressed. The text moves through Presidents Franklin Delano Roosevelt to Barack Obama, exploring shifts in language and interpretations of political concepts through progressive liberal and neoliberal forms of normative reason. A tension emerges between progressive liberalism and neoliberalism, and a heterodoxy emerges. The heterodoxy we find ourselves in continues the problem that is foundational to American liberalism itself—liberalism is inherently a theory and discourse of rights, not of need. Because of this, no form of liberalism can appropriately respond to human needs from a standpoint that is not informed by having a right to or a right from.

This book critically examines the subjective value of privacy in the context of state surveillance, exploring how individuals assess costs and benefits of surveillance. It delves into the complex relationship between attitudes towards privacy, security, and state surveillance and challenges the conventional privacy versus security trade-off through three empirical studies. This book is about Russia. Yet, this book is not about Russia per se. To those, whose sole interest is a better understanding of the Kremlin's decision making and how it shapes Russia's present and future, we would refer to a rather long list of sources that we dutifully noted throughout the book. This book examines the implications of Brexit for Africa-UK relations amid a ‘new scramble'for the continent. Engaging Nkrumah on neo-colonialism and recent scholarship on global coloniality, Langan here underscores concerns that Brexit was fuelled by an imperial romanticism that now gives rise to a Global Britain project involving the perpetration of ‘Empire 2.0'in Africa. In this context, he examines UK elites'pursuit of Brexit trade deals and the ‘development'consequences of premature market opening. Throughout its chapters, this work assesses strategic usages of UK aid monies in terms of economic leverage and the externalisation of migration and highlights the impact of UK development finance and corporate activities for the health and wellbeing of workers and host communities. This book systematically and comprehensively studies on alternative media in Taiwan, using a historical approach and primary data and first hand collected materials to examine how political openness and social movement in the 1980s through the 1990s in Taiwan enabled the rapid growth and wide development of Taiwan's alternative media, what impact the alternative media in Taiwan had on its socio-political transformation, and what implications Taiwan's case of alternative media has for other societies, especially for other Asian societies. This book evaluates the legislative effectiveness of Nigeria's National Assembly under the Fourth Republic. The assessment covers five Assemblies (4th–8th) and focuses specifically on lawmaking, cost of running the National Assembly, and the budget making process. It empirically assesses the effectiveness of the Nigerian national legislature beyond previous emotional and sentimental evaluations of the institution. It has developed a model ‘Institutional Legislative Effectiveness Score'used in assessing the institutional performance of the National Assembly from two perspectives: first, by comparing the performances of the two chambers in the same Assembly; and second, by comparing the performances of the institution across Assemblies. Aside lawmaking, the book also covers the major topical issues that characterized public evaluation of the institution. These include: size of the institution, budgeting process, cost of funding the institution, and the debate on the appropriate way in reforming the National Assembly.

Space and place naming or toponymy has a long tradition in the sciences and a renewed critical interest in geography and allied disciplines including the humanities. Place: location and cartographical aspects, etymology and geo-histories so salient in past studies, are now being enhanced from a range of radical perspectives, especially in a globalizing, standardizing world with Googlization and the consequent ‘normalization'of place names, perceptions and images worldwide including those for marketing purposes. Nonetheless, there are conflicting and contesting voices. The interdisciplinary research is enhanced with authors from regional, national and international toponymy-related institutions and organizations including the UNGEGN, IGU, ICA and so forth.

This book deals with a central aspect of Marx's critique of society that is usually not examined further since it is taken as a matter of course: its scientific claim of being true. But what concept of truth underlies his way of reasoning which attempts to comprehend the social and political circumstances in terms of the possibility of their practical upheaval? In three studies focusing specifically on the development of Marx's scientific critique of capitalist society, his journalistic commentaries on European politics, and his reflections on the organisation of revolutionary subjectivity, the authors carve out the immanent relation between the scientifically substantiated claim to truth and the revolutionary perspective in Marxʼs writings. They argue that Marx does not grasp the world ‘as it is'but conceives it as an inverted state which cannot remain what it is but generates the means by which it can eventually be overcome. This is not something to be taken lightly: Such a concept has theoretical, political and even violent consequences—consequences that nevertheless derive neither from a subjective error nor a contamination of an otherwise ‘pure'science. Deprivation oder Politikverdrossenheit), der Zugang zu ideologischen Narrativen, die vereinfachte Lösungen für individuelle Probleme versprechen, und die größeren gesellschaftlichen Lebensumstände (z.B. Obwohl extremistische Einstellungen relativ selten sind, erweisen sie sich als sehr stabil: Einmal erworben, sind sie nur schwer wieder auf den demokratischen Weg zu bringen. Die Ziele der vorliegenden Auswertung sind eine aktuelle Bestandsaufnahme des freiwilligen Engagements und weiterer Formen zivilgesellschaftlichen Handelns in den einzelnen Bundesländern sowie eine Darstellung zentraler Entwicklungen im Zeitverlauf seit 1999. Des Weiteren wurden erstmals landesspezifische Charakteristika und die individuellen Kontexte und Umfeldbedingungen von freiwilligen Engagement analysiert.

Spätestens seit den 1990-er Jahren erscheint der Begriff Beteiligung in diversen gesellschaftlichen Bereichen als allgemein anerkannter Imperativ, der von unterschiedlichen Akteur•innen als Allheilmittel angepriesen wird. Doch wenn Beteiligung proklamiert wird, bedeutet das mitnichten eine Garantie für gesellschaftliche Teilhabe. Mit Hilfe einer dispositivanalytischen Untersuchung von top-down Beteiligungsmaßnahmen in der Berliner Quartiersentwicklung zeigt Magdalena Otto, wie der Begriff Beteiligung verschiedenartig anschlussfähig ist und dadurch eine kaum hinterfragte Legitimationskraft ausstrahlt. Im Zentrum der hier entwickelten Theorie über den Beteiligungsimperativ steht die Rekonstruktion von vier idealtypisch zu verstehenden Deutungsmustern zur Legitimation von Beteiligungsmaßnahmen sowie ihre intendierten und unbeabsichtigten Folgen. Der konstatierte Beteiligungsimperativ zeigt sich dabei als eine auf Aktivierung setzende, neoliberale Gouvernementalität in Reaktion auf städtische Segregations- und Marginalisierungsprozesse, die Krise des Kommunalstaats und damit einhergehende veränderte Steuerungserfordernisse für Regierungshandeln.

This book develops Marcuse's critique of advanced industrial society and deploys it as a lens to critically analyze contemporary neoliberalism and its structural failures. In the chapters, Marcuse scholars explore three related topics: First, Marcuse's theory as it applies to the relationship between neoliberalism and authoritarianism, including both the historical relationship between the two and the modern re-emergence of authoritarianism and nationalism in neoliberal states today. Second, a re-examination of the relationship between neoliberal subjectivity and technological rationality that seeks to understand the stabilizing forces of neoliberal society and the way these forces register at the level of thought. The volume approaches the relations between China and the Catholic Church in a quite comprehensive and unprejudiced way. Its approach is new since it clarifies the root of the persistent antagonism of both the imperial and republican Chinese Authorities toward the Catholic Church: no matter how the Catholic approach has been, they kept their Sino-centric attitude. It also points out the lack of a truly objective and complete understanding of China by the Western society, including Catholic missionaries: from a blind admiration to a negative evaluation, determined by contingent circumstances and motivations. It tries to clarify myths and stereotyped understandings, that have been created during the historical process, including the role of the Jesuits and in particular of Fr. Matteo Ricci. It also pays particular attention to the role of the Vatican in the recent religious policy of Chinese Government. The reading of the book could be enlightening especially for academics, university students and Christian clergy interested in the history of Catholic Missions in China.
