With this one development - effectively a UN first responder for complex emergencies - the organization would finally have a rapid, reliable capacity to help fulfill its tougher assigned tasks. To date, the UNEPS initiative has encountered an unreceptive political, fiscal, and security environment. Yet overlapping crises are now inevitable as are profound shifts. This book presents an insightful review of the worrisome security challenges ahead and analysis of two recent high-level UN reports. It addresses the primary roles, core principles, and requirements of a UNEPS, as well as the arguments for and against such a dedicated UN service. Further, it reveals that the primary impediments and lessons learned also help demonstrate what may work and, equally important, what won't. With modest support, the book shows, the next steps are feasible, although it's important to recall that ideas, even good ideas, don't work unless we do.

This book analyses the India, Brazil, South Africa Dialogue Forum (IBSA), focusing on the communalities and differences in the way foreign policy is conceptualized in its member states. Utilizing 83 interviews with foreign policy makers and experts, as well as the analysis of 119 foreign-policy speeches, the author traces key shifts in official foreign policy discourse. In order to evaluate the degree of support for key IBSA Dialogue Forum concepts within national discourse, the author also examines the interplay between official and broader societal discourses on foreign policy. This analysis combines political science factors (foreign policy role conceptions) with linguistic factors, thus enabling a qualitative and quantitative comparison of different framings of foreign policy. Extensive empirical material collected during six months of field research in India, Brazil and South Africa allows the author to present a differentiated account of their alleged like-mindedness.

This book explores the ways in which democracies can win counterinsurgencies when they implement a proper strategy. At a time when the USA is retrenching from two bungled foreign wars that involved deadly insurgent uprisings, this is a particularly important argument. Succumbing to the trauma of those engagements and drawing the wrong conclusions about counterinsurgency can only lead to further defeat in the future. Rather than assuming that counterinsurgency is ineffective, it is crucial to understand that a conventional response to an insurgent challenge is likely to fail. Counterinsurgency must be applied from the beginning, and if done properly can be highly effective, even when used by democratic regimes. In fact, because such regimes are often wealthier; have more experience at institution-building and functional governance; are more pluralistic in nature and therefore enjoy higher levels of legitimacy than do autocracies, democracies may have considerable advantages in counterinsurgency warfare. Rather than give up in despair, democracies should learn to leverage these advantages and implement them against future insurgencies.

This is the first book in several years to review the foreign policies of major Southeast Asian states and the first ever to include those frequently neglected smaller states. It is also unique in the editors'adherence to a new comparative framework which attempts to weave together the earlier literature on comparative foreign policy analysis and current concepts of political economy. Comparative foreign policy studies are introduced by three distinguished scholars in that field. A general survey of international relations in Southeast Asia then precedes the country chapters, all authored by experienced specialists. A concluding chapter attempts to identify the emerging patterns of Southeast Asian foreign policy and suggest explanations for them.

Bush has been a curious one: born in contention, challenged by the most dramatic foreign directed attack on American soil, and transformed by a combination of crisis and conflict that has generated considerable support domestically. And yet, while much attention has been focused on the Bush administration's extrernal policies, how it has pursued its goals and had its effects on the domestic scene has been as important. Examining the push and pull of the Bush presidency by looking especially at domestic dynamics, the authors look at the tendency towards centralizing power and its implications for American politics. From the midterm elections of 2002, where the Republicans scored historic victories, to relations with the press, and from executive branch relations with Congress to increased federal involvement in education, the authors examine and shed light on crucial issues. This book examines how words and deeds in a time of crisis will define the Bush presidency place in American politics and history.

Ilona Klímová-Alexander brings Europe's largest transnational and most marginalized ethnic minority, the Roma (Gypsies), into the discourse of international relations. The book describes and analyzes the attempts of the Romani activists to gain voice in world politics by interacting with the United Nations (UN) system and explores their capabilities and impact. This study has three objectives: it provides an introduction to global Romani activism in terms of its anatomy, history, political manifestos, goals and activities; it establishes the extent and essence of the Romani voice in world politics and its influence on the UN discourse on Roma; furthermore, it looks at how interacting with the UN system has affected the organizational structure of the global Romani activism and its discourse. Based largely on primary resources and fieldwork, this book will engage international relations scholars, political scientists and those concerned with social movements and ethnic and racial studies.

Robert J. Pauly, Jr examines the history of US foreign policy toward the Greater Middle East in general and focuses specifically on the fundamental economic, military and political causes of the 1990-1991 Persian Gulf crisis. He investigates to what extent these causes were internal and external in origin, looks at the principal actors in the crisis, and determines whether and how these actors have continued to drive unfolding events in the Persian Gulf ever since. The volume explores in detail the role of American leaders since 1989, including how far the US should collaborate with Europe to pursue both American and collective Western economic, military and political interests in the Gulf. It also considers the prospects for the future of American-led nation-building operations in Iraq and the outlook for the eventual liberal democratization of the Greater Middle East.

Assessing the formation process of the International Criminal Court (ICC), this study provides a fuller and richer understanding of this institution. It does so by adopting three analytical approaches: neoliberal institutionalism, regime theory and global governance.
