Since World War I, when the movement toward a comprehensive and systematic examination of international relations began, two intensive debates about the nature and methodology of the discipline have helped shape the field. The first was between the realist and the idealist schools; the second, between the traditionalists and the behavioralists. Now, a third debate has emerged, pitting state-centric conceptualizations against the globalist focus on interdependence. At issue is the nature of the international system. Is it still one in which the sovereign nation-state constitutes the dominant actor? Or has a process of global political, economic, and even social integration transformed the world into a'global village'? This text presents seminal works that define and illuminate the third debate, focused by the editors'comments prefacing each chapter and their synthesizing introductory and concluding chapters. It is designed to allow students and scholars to compare and contrast the contending approaches in order to better understand and develop the discipline of international relations. Given the consensus among both realists and globalists that our assumptions about world affairs affect how we construct theories to explain events and that the model we impose on the world directly affects the policies we prescribe, it is difficult to overemphasize the importance of the subject.

This book explores narratives produced in the Maghreb in order to illustrate shortcomings of imagination in the discipline of international relations (IR). It focuses on the politics of narrating postcolonial Maghreb through a number of writers, including Abdelkebir Khatibi, Fatema Mernissi, Kateb Yacine and Jacques Derrida, who explicitly embraced the task of (re)imagining their respective societies after colonial independence and subsequent nation-building processes. Narratives are thus considered political acts speaking to the turbulent context in which postcolonial Maghrebian Francophone literature emerges as sites of resistance and contestation. Throughout the chapters, the author promotes an encounter between narratives from the Maghreb and IR and makes a case for the kinds of thinking and writing strategies that could be used to better approach international and global studies.

Young People and Everyday Peace is grounded in the stories of young people who live in Los Altos de Cazucá, an informal peri-urban community in Soacha, to the south of Colombia's capital Bogotá. The occupants of this community have fled the armed conflict and exist in a state of marginalisation and social exclusion amongst ongoing violences conducted by armed gangs and government forces. Young people negotiate these complexities and offer pointed critiques of national politics as well as grounded aspirations for the future. Colombia's protracted conflict and its effects on the population raise many questions about how we think about peacebuilding in and with communities of conflict-affected people. Building on contemporary debates in International Relations about post-liberal, everyday peace, Helen Berents draws on feminist International Relations and embodiment theory to pay meaningful attention to those on the margins. She conceptualises a notion of embodied-everyday-peace-amidst-violence to recognise the presence and voice of young people as stakeholders in everyday efforts to respond to violence and insecurity. First published in 1999, this book describes what the International community of scientific institutions could do to reverse this trend, by pooling its know-how and resources in International and interdisciplinary working groups and standing committees, by preparing options for action and by standing the possibilities for overcoming the political and economic obstacles to the implementation of expert advice. The reasons are given why neighboring groups of people sooner or later start fighting each other unless certain conditions are fulfilled. These conditions are enumerated. Historical examples are presented. Since lack of mutual trust, often based on inherited enemy images, is at the roots of many conflicts is shown how trust among former opponents can be created by working on joint projects, particularly when both sides are threatened by the same danger. In previous history this danger was often a common enemy. Today we must learn that all of mankind is threatened by environmental and other global problems which can only be mastered by joint efforts, forgetting the enmities of earlier generations. Furthermore, it is explained that many catastrophes could be avoided if risks were properly assessed and taken seriously and necessary precautions not avoided for financial reasons, just hoping for the best.

Power may be globalized, but Westphalian notions of sovereignty continue to determine political and legal arrangements domestically and internationally: global issues - the legacy of colonialism expressed in continuing human displacement and environmental destruction - are thus treated ‘parochially'and ineffectually. One of the most notable trends in the study of international relations is the resurgence of interest in international organizations, particularly those outside the United Nations. Regional international governmental organizations, multinational corporations, international labor unions, and transnational ethnic groups have become increasingly salient actors in world politics. OPEC, NATO, EEC, and PLO, for example, are all widely understood acronyms, and even a casual review of the crises in Iran and Afghanistan reveals the pervasive involvement of NATO, the European Community, the Islamic Conference, the International Olympic Committee, and more than one hundred other international governmental and nongovernmental organizations. Although international organizations are not likely to replace nation-states as the primary actors in world politics, their growing involvement in global political and economic issues challenges the assumptions of the traditionalists'state-centric model, as well as those whose interests begin and end with the United Nations. Perhaps the most common question raised in the literature on coercive international sanctions is:'Do sanctions work?'Unsurprisingly, the answer to such a sweeping question remains inconclusive. However, even the widely-presumed logic of coercive sanctions – that economic impact translates into effective political pressure – is not the primary driver of conflict developments. Furthermore, existing rationalist-economistic approaches neglect one of the most striking differences seen across sanctions conflicts: the occurrence of positive sanctions or their combination with negative sanctions, implicitly taking them as logically indifferent.Instead of asking whether sanctions work, this book addresses a more basic question: How do coercive international sanctions work, and more substantially, what are the social conditions within sanctions conflicts that are conducive to either cooperation or non-cooperation? Arguing that coercive sanctions and international conflicts are relational, socially-constructed facts, the author explores the (de-)escalation of sanctions conflicts from a sociological perspective. Whether sanctions are conducive to either cooperation or non-cooperation depends on the one hand on the meaning they acquire for opponents as inducing decisions upon mutual conflict. On the other hand, negative sanctions, positive sanctions, or their combination each contribute differently to the way in which opponents perceive conflict, and to its potential transformation. Thus, it is premature to ‘predict'the political effectiveness of sanctions simply based on economic impact.The book presents analyses of the sanctions conflicts between China and Taiwan and over Iran's nuclear program, illustrating how negative sanctions, positive sanctions, and their combination made a distinct contribution to conflict development and prospects for cooperation.
