Monetary union has dawned in Europe. Now that the common currency is a reality, questions concerning the practical conduct of monetary policy in the European Monetary Union (EMU) are moving to the forefront of the policy debate. Among these, one of the most critical is how the new monetary union will cope with the large heterogeneity of its member economies. Given the large differences in economic and financial structures among the EMU member states, monetary policy is likely to affect different member economies in different ways. Regional Aspects of Monetary Policy in Europe collects the proceedings of an international conference held at the Center for European Integration Studies of the University of Bonn, dedicated to this issue. The contributions to this conference fall into two parts. The first part consists of empirical and theoretical studies of the regional effects of monetary policy in heterogeneous monetary unions. The second part consists of papers analyzing the political economy of monetary policy in a monetary union of heterogeneous regions or member states. The papers all support the conclusion that regional differences in the responses to a common monetary policy will make European monetary policy especially difficult in the years to come. Such differences arise from a variety of sources, and they cannot be expected to be mere teething troubles that will disappear after a while. Even if they were ignored in the run-up to the EMU, Europe's central bankers and economic policy makers will have to learn how to cope with such differences in the future.

Strauch and Jiirgen von Hagen Center for European Integration Studies (ZEI), University of Bonn; ZEI, University of Bonn, Indiana University, and CEPR The large and persistent deficits, rising levels of debt and growing levels of public spending observed in many DECO economies during the past 25 years have stimulated much theoretical and empirical research on the political economy of public finance. Although a number of issues have been studied extensively, certain areas are still at an exploratory stage and need further theorizing and thorough empirical research. During the last two decades, the theoretical debate on budgeting has been dominated by the controversy between partisan and institutionalist approaches. Within the more political-science oriented, institutionalist literature, a controversy exists between the distributive and the informational perspectives, each setting forth a distinctive organizational rationale of parliaments with different fiscal implications. The papers in this volume cover these different perspectives, extend previous models, and test their empirical validity. The papers were originally written for a conference on'Institutions, Politics, and Fiscal Policy'organized by the Center for European Integration Studies at the University of Bonn, Germany, in July 1998. The book is organized in three parts each focusing on a distinctive aspect. The first part is dedicated to the partisan perspective. The second part focuses on budget institutions. The third part consists of three case studies of institutional reform of the budget process. This book is directed to academics and practitioners alike.

This book is based on the conference'EMU and the Outside World', held at the Swiss Federal Institute of Technology (ETH), December 11, 1998. The conference was organized by the Swiss Institute for Business Cycle Research (KOF), which is supported jointly by the ETH and the Swiss Society for Business Cycle Research (SGK), an organization comprising representatives from private industry, the Swiss National Bank and public authorities. On the eve of the final stage of European Economic and Mone tary Union (EMU), Zurich seemed to be a particularly appropriate place for such a conference. On the one hand, given its location and economic and financial links with the euro area, Switzerland is one of the'outside coun tries'most affected by EMU. On the other hand, it was nowhere else than in Zurich where the vision of'a United States of Europe'was expressed for the first time by Winston Churchill in his speech on September 19, 1946. For many EMU is a step in that direction, whether welcome or not. Most of the papers appearing in this volume were presented at the con ference and have been revised and updated. Three contributions, chapter 11- 13, were commissioned specially for this publication. Besides the authors of the chapters, special thanks are due to Guido Boller, Robert McCauley, Umberto Schwarz, and Charles Wyplosz.

As part of its EU strategy, the Swiss government commissioned several research projects covering the most important aspects of economic integration. Given the interesting results and the wealth of methods used in these studies we decided to organize a conference on the topic of'The Economic Impact of EU Membership on Entrants: New Methods and Issues'. The idea was to use the work on Switzerland as a case study for discussing modern approaches on how to assess the economic effects of joining an integration zone. This seemed to us to be a topic of considerable interest for the rising number of prospective EU-member countries. The response was very favourable with many eminent scholars agreeing to contribute. The conference took place in Lausanne, Switzerland in October 1999 and the papers submitted together with the discussions are published in this volume. Integration of the Central and Eastern European Countries (CEECs) into the European Union (EU) has become more a question of timing than a question whether it will or should be made. Since one of the objectives of the EU is to establish a system ensuring competition in the internal market is not distorted the question arises if the CEECs can be integrated into such a competitive system. Which rules of competition are appropriate to improve the economic integration of the CEECs and to promote at the same time the enduring transition process? The relationship between competition policy and East-West integration is the general theme of the contributions in this book. One central issue of this volume is the way of integrating the Central and East European countries into the EU and supporting their development by liberalizing trade with the EU. A second issue is the implementation of a market economy in the post-socialist countries of Eastern Europe and in particular the aspect of implementing competition rules at a time when markets are just emerging. The second edition of this book (updated to February 24, 2024) presents a comprehensive evaluation of the strategy implemented by China to manage its modernization process. The author evaluates to what extent the economy has been developed, whether the imbalances due to the priority given to economic development have been corrected, and whether the improvements of science and technology have allowed China to develop world class high-tech sectors and a modern defence. Clearly, the end of the XX Century saw the fulfilment of Zhou En Lai ‘four modernizations', i.e. the acquisition of power resources that fulfilled Mao's proud 1949 statement: ‘we stood up', thereby projecting China into the international arena as a re-emerging world power. The author insists on the fundamental difference between American and Chinese ideologies as the main drivers of their foreign policy, i.e., the extreme rigidity of the former compared to the remarkable flexibility and adaptability of the latter. He further explains the consequences of the increasingly aggressive American foreign policy, i.e. the US pretence to act as the leader of the existential struggle between ‘democracy and dictatorship'. This posture reached its apex during the Ukrainian and the Middle East crises, that unveiled the irreversible decline of the West, and have become two formidable accelerators of the transition from the unipolar world ‘América made'to the multipolar world promoted by China, Russia and the BRICS.

The Three Fields of Global Political Economy provides a systematic and future-oriented account of global political economy dynamics since the Industrial Revolution and argues that major changes and conflicting processes can be understood through the concept of these three fields.The first field is constituted by the circuit of capital and is characterised by a tendency towards economic liberalism. The second field is brought about by reactions to, and learning from, cycles and crises and various negative experiences. The third field is the field of reason of state. It is evoked by struggles within and among states and has its own inner generative structures. This book analyses the generic dynamics of these three fields of global political economy and explores their most significant causal effects, such as growth, employment, distribution of income and wealth, wars, and ecological effects. Scholarship on artisanal and small-scale mining (ASM) has often portrayed mining regions as ‘informal'zones that suffer from environmental degradation problems. Water pollution and degraded landscapes, for example, have long been noted as the inevitable consequence of the operations of ASM. Such insistence on the institutional absences of ASM zones has dovetailed with a lack of academic attention to some of the ‘golden'mining practices taking place there. Thus, this work seeks to (re)examine the topic of ‘development'in ASM. The findings suggest that small-scale miners, contrary to popular perception, could be caretakers of the environment. In addition, emphasizing how the dynamic interplay between resources and environmental demands may come to support public policy, the findings illustrate, contrary to the dominant narrative, how the activities of small-scale mining operators can engender a win-win situation for both mining companies and local mining communities.

Diplomatic issues, i.e. the textbook discussion, the Yasukuni debate, and the Senkaku/Diaoyu Islands dispute cause political shocks to Japan-China relations, but economic exchange is maintained. Franziska Schultz discusses political shocks within bilateral relations, analyzing shocks in 2005, 2010 and 2012 causing economic spillovers, such as boycotts, property damage and decreasing numbers of Chinese tourists to Japan. The correlation of monthly trade data with political conflict values (2005-2014) created by the author is analyzed with a vector autoregression (VAR) model. A qualitative content analysis of reports by the Japan-China Economic Association (1981-2015) according to Früh (2011) evaluates whether spillovers play a role for Japanese economic actors involved in China business.

The growing importance of new actors in the global political landscape is envisaged as a phenomenon that has led to shifts in international power relations. This is reflected in development cooperation. Countries like China, Brazil, India and South Africa have enhanced their cooperation programs and present their development cooperation as South-South Development cooperation (SSDC) which takes place between countries of the'Global South'. Both practitioners and scholars ascribe a notion of solidarity and horizontality to South-South cooperation that allegedly distinguishes it from the relationship patterns commonly associated with North-South relations. However, power constellations between the emerging powers and most of their cooperation partners are often asymmetrical. This book asks whether the claim that South-South cooperation is conducted in a horizontal manner holds in practice in spite of these asymmetries. It revises the concept of South-South cooperation and identifies the central characteristics that are claimed to distinguish the Southern modality from Northern cooperation. Based on the experience of the author, an IPE scholar and former trade policy consultant at the World Bank (WB), the book offers an in-depth exploration of the EU–WB relations, conceptualized as hybrid delegation. Coupling cross-time analyses of their interaction in the regions of the Middle East and North Africa, Europe and Central Asia and Sub-Saharan Africa with an original investigation on the coordination among the EU member states at the Executive Board of the International Bank for Reconstruction and Development over the ‘voice and participation reform'of 2008–2010, the book advances an innovative theoretical framework to assess the EU–WB joint institutional and field policy performances. Both the International Monetary Fund (IMF) and the World Trade Organization (WTO) practice periodic surveillance of members to ensure that countries are adopting appropriate economic policies. Despite the importance of these procedures, they remain understudied by scholars. The global economic crisis has tested both organizations and brought surveillance to the forefront of policy debates. Understanding how surveillance works, then, contributes to both theoretical and policy concerns.The world is paying increasing attention to issues of transparency and accountability, questioning whether these organizations are in part responsible for the global economic crisis, as well as assessing their responsiveness to the crisis. This comparative analysis of surveillance at the IMF and WTO fills a significant gap in the existing literature, drawing together a large range of empirical data and offering an extended critical analysis of this key issue.Examining how and in what contexts surveillance is influential and how variations in institutional design shape the effectiveness of surveillance, Edwards moves on to offer recommendations of how surveillance can be designed differently to make it more effective in the future. Over the last 20 years — and especially over the last decade — the international expansion of money and commodities and the international relocation of production have grown tremendously. As a result, there now exists a real contradiction in accumulation: Although global in orientation, it remains structured by the nation state. Conventional economic literature generally explains the international economy as exogenous to the national economy. Though the former does influence the latter, national economy and policy remain discrete. Conversely, there is a developing literature on globalism that explores the tendency for international capital to eradicate national differences, even to overpower nation states. However, neither interpretation adequately considers the contradictions for national policy that have accompanied the internationalization of capital. In this volume, Dick Bryan examines the influence of the international economy upon domestic accumulation, describing the process as the expression of the contradiction between the international scope of accumulation and the national scope of its regulation. Developing a theoretical framework for understanding the contradiction within Marxist political economy, he addresses the theory of value on an international scale, as well as theories of global restructuring and crisis. These issues are then applied to those domestic policies — such as monetary policy and balance of payments — that interrelate with the international economy. The author argues that the conventional theories informing these approaches have consistently failed to recognize the contradictions in international accumulation. National economic management has, as a result, reverted to explicit class politics, attempting to solve domestic economic problems by targeting the living standards of labor

The contributions to this volume suggest that while aspects of Marx's original analysis must be adjusted to take into account changes that have occurred since its initial publication in 1867, his overall perspective remains necessary for understanding the nature of crises in 21st century. The intent of the series is to describe and explain the structure and the dynamic operation of the international political economy and to explore their political, social, and economic impact on different countries, be they advanced market economies, newly industrializing countries, or underdeveloped countries. This first volume is an overview of the policy and research field of international political economy studies. It explores what international political economy is; what approaches and theories might broaden and deepen our understanding of the phenomena addressed; what perspectives seem inappropriate or misdirected; and why neither international relations scholars nor mainstream economists can any longer claim status as senior partners in the community of scholars and policymakers interested in these issues.
