Wissenschaftliche Arbeiten zu politischem Wissen der Bevölkerung in Deutschland konzentrieren sich zumeist auf die Analyse vorhandener Faktenkenntnisse und stellen diesen die zusammengefassten fehlenden und falschen Antworten gegenüber. Damit wird die Differenzierung zwischen Fehlvorstellungen (falsche Antworten) und Ignoranz (fehlende und „weiß nicht“ Antworten) vernachlässigt. Die Beiträge dieses Bands greifen diese Differenzierung mit unterschiedlichen Untersuchungsdesigns und zu verschiedenen Politikbereichen auf. Die Befunde zeigen, dass falsche und fehlende substanzielle Antworten nicht zusammengefasst werden sollten, da sie sowohl mit unterschiedlichen Determinanten als auch verschiedenen Folgen verbunden sind. This Open Access book provides a comprehensive analysis of political reforms in Japan since the 1990s, emphasizing the role of ideas in shaping their goals and outcomes. For more than fifteen years following the collapse of Japan's economic bubble, politicians, business people and academics tackled a range of institutional reforms. The sweeping changes they enacted—covering almost all facets of the public sphere, including elections, public administration, courts and the central bank—fundamentally altered Japanese political processes and policies. Taken together, they arguably represent the final touches of Japan's political modernization, which had been unfolding since the mid-19th century. Throughout the reform process, advocates were inspired by a combination of liberal and modernist ideas. This book examines those guiding concepts and illustrates the often messy process of applying them to real-world institutions. While most reforms began from common goals, they ultimately produced different—and frequently unexpected—institutional outcomes, which continue to shape Japanese politics. By focusing on the relationship between the ideas and processes that shaped Japan's reforms, this book presents a broad vision of institutional change in comparative politics.

This book examines different dimensions of digital communication and populism in times of the COVID-19 pandemic. While doing so, it discusses views, opinions, and research results regarding the conditions, experiences, constraints, benefits, and challenges related to the topic - not only using theoretical and methodological approaches but also practical perspectives. The COVID-19 (SARS-CoV-2) pandemic significantly accelerated the technological revolution presenting many social, economic, and political challenges, as it pushed the world into cyberspace to ensure social distancing. At the same time, many populist protests expressed in the digital public sphere massively gained importance during the lockdowns. As a result, one of the most significant consequences of using electronic tools is not only greater e-participation of citizens, but - especially evident through elections during a pandemic - even greater transfer of political communication and election campaigns into the space of new media. The book broadly analyses various contexts of digitalization of communication processes and populist politics from both theoretical and empirical perspectives in various case studies on the digitalization of information, communication, or participation processes during the COVID-19 pandemic in selected European countries and beyond. This book will appeal to students, researchers, and scholars of political communication, political science, electoral studies, digital politics, and democracy, as well as policy-makers interested in a better understanding of digital communication and populism during the Covid-19 pandemic.

The textbook introduces the self-understanding, institutional structure and practice of the political system of the Federal Republic of Germany. The work provides a problem-oriented overview of the basic constitutional and foreign policy decisions that have constituted German democracy; the political field of forces formed by interest groups, citizens'initiatives, parties and mass media; the political institutions at the federal, state and local levels; the social reach and administrative enforcement of political decisions; the political culture including the structure of the political ruling class. This book examines the structures and processes of political decision-making and governance in Nigeria. Since Nigeria returned to elected government in 1999, it has been observed that several factors account for the differences between the design of statutory structures and processes of political decision-making and how they operate in reality. In other words, there are wide gaps between statutes and practice of political decision-making. However, the nexus between the two remains largely understudied by political scientists. Instinctively, political scientists assume that informal influences in political decision-making are aberrations, episodic or temporary.This book is designed to interrogate the nexus between the formal and non-formal dimensions of the dynamics of political decision making in Nigeria and also provide evidence about the actual functioning of governmental structures in Nigeria. The thesis of the book is that the non-formal dimension of political decision making as evidenced in rising ethno-political patronages, religious sentiments, clientelism and factionalism, are interacting with formal decision-making structures in ways that largely undermine the latter and, by extension, the democratic system. The book pursues this thesis by examining the roles of actors and institutions including, electoral choices made by voters, legislations, which perhaps is the most fundamental form of political decision-making, policies made by the executive and administration, as well as decision making within political parties, since parties are sites for articulating and aggregating issues on which decisions are to be made.

This book provides a systematic overview of the prevalence, causes, and stability of left-wing and right-wing extremist attitudes in Germany between 1994 and 2017. It shows that there are many similarities between left-wing and right-wing extremists, both in terms of their ideologies and their individual experiences. Overall, these causes can be traced back to three factors: unmet individual needs (e.g., deprivation or disenchantment with politics), access to ideological narratives that promise simplified solutions to individual problems, and the larger social circumstances of life (e.g., transformation processes, unemployment, or immigration). Although extremist attitudes are relatively rare, they are also shown to be highly stable: once acquired, individuals are difficult to bring back onto the democratic path. This book is the first to systematically compare left-wing and right-wing extremist attitudes, to provide an intensive methodological contribution to the measurability of such attitudes, and to relate their causes and stability.

This book focuses on the language of two unions (the United Kingdom and the European Union), tracing the emergence of divisive discourses from indyref to Brexit. It explains the background to the creation of these unions and summarizes recent political events that have brought their future into question. It considers which identities (national, supranational, social, ethnic or racial) were invoked during the indyref and EU referendum campaigns, emphasising the crucial role played by language in maintaining these identities, in conceptualizing the nation, to do politics, and its power to unite or divide. Based on analysis of three specialist corpora totaling over 143 million words and comprising multiple text types (newspapers, speeches, Twitter posts, parliamentary debates, party political websites and campaign materials), it interrogates the language used by politicians, the media and the public, uncovering increasingly problematic, scaremongering, xenophobic and incendiary linguistic strategies used to divide us from them.

Die Arbeit geht über diese Befunde in mehrfacher Hinsicht hinaus: Es wird auf Basis von Daten der GLES-Vor- und Nachwahlbefragung zur Bundestagswahl 2017 gezeigt, dass die kognitive Verfügbarkeit der gespeicherten Wissensbestände – gemessen an der Reaktionszeit der Respondenten – den Zusammenhang zwischen politischem Wissen und der Wahrscheinlichkeit einstellungskonsistent zu wählen moderiert. Das bedeutet, dass Befragte mit überdurchschnittlich schneller und korrekter Beantwortung von Wissensfragen eine höhere Wahrscheinlichkeit haben, eine einstellungskonsistente Wahlentscheidung zu treffen, als Befragte, die dafür überdurchschnittlich lange brauchen. Die Befunde verdeutlichen, dass dieser Mechanismus auch auf politisches Falschwissen zutrifft.

This book charts the economic, social and political rise of the Justice and Development Party (JDP) as well as its political resilience over the last sixteen years. Going beyond the standard dichotomy debate of political Islam versus secularism, the author shows how the JDP, a political party with substantial roots in political Islam, came to power in 2002 as an outcome of the socioeconomic transformation process that started in the country in the 1980s. The book further illustrates how the party consolidated its ruling power by catering to its core constituencies via a multifaceted set of policies that gave rise to the emergence of a powerful political machine. A careful analysis of the JDP's policy agenda highlights the discrepancy between the party's discourse and its supply of policies. Furthermore, the author shows how the party has skilfully (re-)framed its ideological stance by changing alliances, and in analysing this hybrid ideological framing she presents key underpinnings ofthe party that paved the way to a fundamental restructuring of the Turkish party system and establishment of a new regime that replaced the old guard. This Pivot explores the mechanism of election manipulation in ostensibly democratic but essentially authoritarian systems called the hybrid regime, using the 2018 parliamentary elections in Bangladesh as an example. The 2018 election has delivered an unprecedented victory to the incumbent Bangladesh Awami League. Elections pose serious dilemmas for the leaders of hybrid regimes. While contested elections bolster their claims of democracy and augment their legitimacy, they can also threaten the status quo. Faced with the challenge, the incumbents tend to hold stage-managed elections. This book offers incisive examination of Bangladesh's political environment, rigorous scrutiny of the roles of state institutions including the law enforcing agencies, and meticulous analysis of election results. It also fills in a gap in the extant hybrid regime literature which seldom explores the strategies of engineered elections.

This book demonstrates that the generally assumed dichotomy between referendums and representative democracy does not do justice to the great diversity of referendum types and of how referendums are used in European democracies. Although in all referendums citizens vote directly on issues rather than letting their political representatives do this for them, some referendums are more direct than others. Rather than reflecting the direct power of the People, most referendums in EU countries are held by, and serve the interests of, the political elites, most notably the executive. The book shows that these interests rarely match the justifications given in the public debate. Instead of being driven by the need to compensate for the deficiency of political parties, decision-makers use referendums primarily to protect the position of their party. In unravelling the strategic role played by national referendums in decision-making, this book makes an unconventional contribution to the debateon the impact of referendums on democracy.

This book deals with 20 voting procedures used or proposed for use in elections resulting in the choice of a single winner. These procedures are evaluated in terms of their ability to avoid five important paradoxes in a restricted domain, viz., when a Condorcet winner exists and is elected in the initial profile. Together with the two companion volumes by the same authors, published by Springer in 2017 and 2018, this book aims at giving a comprehensive overview of the most important advantages and disadvantages of voting procedures thereby assisting decision makers in the choice of a voting procedure that would best suit their purposes.

The study of the informal dimension of EU politics is more important than ever in order to understand how the EU system works. This book presents an innovative and original study on informal cross-party, cross-committee groupings in the European Parliament, so-called Intergroups. Building on extensive fieldwork, including semi-structured interviews and observations, this study shows how parliamentarians of the seventh European Parliament (2009-2014) gain a variety of social resources, such as social, informational and political capital, in Intergroups, which they subsequently mobilise to foster opinion-formation across political groups and parliamentary committees, and to shape the EP's agenda and policy outcomes. Drawing on an interdisciplinary, Bourdieusian-inspired framework, this book makes a valuable contribution to sociological approaches in European integration studies. Shedding new light on the informal dimension of parliamentary practices and politics, this book appeals to EPas well as EU scholars, to students and practitioners of EU politics, and civil society.

This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. Individual research of several policy analysts of the European Parliamentary Research Service (EPRS) have contributed to this endeavour.

This book examines how opposition groups respond to the dilemma posed by authoritarian elections in the Arab World, with specific focus on Jordan and Algeria. While scholars have investigated critical questions such as why authoritarian rulers would hold elections and whether such elections lead to further political liberalization, there has been comparatively little work on the strategies adopted by opposition groups during authoritarian elections. Nevertheless, we know their strategic choices can have important implications for the legitimacy of the electoral process, reform, democratization, and post-election conflicts. This project fills in an important gap in our understanding of opposition politics under authoritarianism by offering an explanation for the range of strategies adopted by opposition groups in the face of contentious elections in the Arab World.

This book studies the impact of cleavages on electoral choices. Based on a case study of Switzerland, it analyses how cleavages divide voters into voting blocs and how this influences Swiss voting behaviour and the Swiss party system. The first part examines the development of salient cleavages such as religion, social class, rural-urban, and language between 1971 and 2011. Behavioural changes among voters and changes in the size of social groups are explored as explanatory factors for the decline of cleavage voting. The second part proposes a contextual perspective analysis of the current impact of cleavages using both individual and contextual factors. These factors are also combined to examine interaction effects between the individual and the context. Finally, the third part analyses whether the impact of cleavages has harmonised across different contexts (Swiss cantons) over time.

This edited volume considers the extent to which the Obama presidency matched the promises of hope and change that were held out in the 2008 election. Contributors assess the character of “change” and, within this context, survey the extent to which there was enduring change within particular policy areas, both domestic and foreign.
