This Festschrift was'presented'in electronic form to Buchanan on the occasion of his eightieth birthday on October 3, 1999, after dinner in Fairfax, Virginia. As one might have expected, the response to our call for papers was vo­ luminous. In looking over the many contributions, we felt that a'published'Festschrift was also possible and fitting for the eightieth birthday of so prodi­ gious and influential a scholar as Professor Buchanan. To that end we have assembled the following volume. In selecting the papers to be included here we have basically tried to choose those papers which in some way bear on Buchanan's contributions. Perfectly good papers about issues not related to Buchanan's research agenda or not referring directly to Buchanan's work were not included. Space constraints did not allow universal coverage, so choices had to be made. It should be stated clearly that these were our choices based on the criterion that the contribution be relevant to Buchanan's work. Buchanan had nothing whatsoever to do with the selection of papers for this volume. Once choices had been made, we arranged the papers by subject matter ranging from various aspects of Buchanan's work in economics, political science, philosophy, and related areas, to some more personal recollections of Jim as a professor, friend, and colleague. Including the latter material was also our decision, and this probably represents a choice with which Jim would not have agreed. We think, however, that the reader will find these pieces interesting and informative.

Global Instability: Uncertainty and New Visions in Political Economy presents a series of papers that address the political consequences of globalization for states and their populations, while exploring the issue of alternatives to the model of globalization we are presently experiencing. The focus moves from the world of international agreements to the national and sub-national dilemmas that are posed by attempting to manage a set of global developments within a given territory. The initial chapter, by Daniel Drache, explores a still-born post-war international organization, the International Trade Organization, that offers a different vision of how a globally integrated economy might operate. A number of papers then explore the challenges posed by today's globalization, including currency instability in an environment of financial deregulation, the rights conferred on investors by the North American Free Trade Agreement, and the progressive liberalization of trade in services built into the General Agreement on Trade in Services.

Empirical Studies in Comparative Politics presents a collection of papers analyzing the political systems of ten nations. It intends to provoke a conscious effort to compare, and investigate, the public choice of comparative politics. There have been many publications by public choice scholars, and many more by researchers who are at least sympathetic to the public choice perspective, yet little of this work has been integrated into the main stream of comparative political science literature. This work, however, presents an empirically oriented study of the politics, bureaucratic organization, and regulated economies of particular nations in the canon of the comparativist. It therefore provides a public choice view at the level of nations, not of systems. This compendium of work on comparative politics meets two criteria: In every case, a model of human behavior or institutional impact is specified; Also in every case, this model is confronted with data appropriate for evaluating whether this model is useful for understanding politics in one or more nations.

This book proposes a holistic transdisciplinary approach to sustainability and post-fossil societies as a subject of social sciences - at a time when post-fossilisation is becoming a core political concern due to the aggressive foreign policy of autocracies, also for reasons beyond sustainability. Furthermore, the book shows new ways, as perspectives of philosophy, political science, law, economics, sociology, cultural studies and others are here no longer regarded separately. Instead, integrated perspectives on the key issues are carved out: Perspectives on conditions of transformation to sustainability, on key instruments and the normative questions. This allows for a concise answer to urgent and controversial questions such as the following: Is the EU an environmental pioneer? Is it possible to achieve sustainability by purely technical means? If not: will that mean to end of the growth society? How to deal with the follow-up problems? How will societal change be successful? Are political power and capitalism the main barriers to sustainability? What is the role of emotions and conceptions of normality in the transformation process? To which degree are rebound and shifting effects the reason why sustainability politics fail? How much climate protection can be claimed ethically and legally e.g. on grounds of human rights? And what is freedom? Despite all rhetoric, the weak transition in energy, climate, agriculture and conservation serves as key example in this book. It is shown how the Paris Agreement is weak with regard to details and at the same time overrules the growth society by means of a radical 1,5 degrees temperature limit. It is shown how emissions trading must – and can – be reformed radically. It is shown why CSR, education, cooperation and happiness research are overrated. And we will see what an integrated politics on climate, biodiversity, nitrogen and soil might look like. This book deals with conditions of transformation, governance instruments, ethics and law of sustainability. The relevance of the humanities to sustainability has never before been demonstrated so vividly and broadly as here. And in every area it opens up some completely new perspectives.

That slogan reflects a broader worldview suggesting that everything local, including government and knowledge, is better than what originates somewhere else.Small Isn't Beautiful acknowledges that some things that are local are good, but denies that what's local is always or even often better than what's far away. “Localism” is based on an “undeserved aura of respectability, virtue, and good sense” and can produce results that are misguided or even dangerous. This book explores the thirty-year trajectory of the Free Patriotic Movement that aimed to achieve the freedom, sovereignty and independence of Lebanon from the Lebanese political elite and Syrian hegemony. It sheds light on the movement's activism, changes and sectarianism throughout the stages of movement emergence, persistence and party transformation. The author shows how the movement built on opportunities that culminated in its rise, both in civil society and nationally, despite a number of challenges. The book also reveals the formation of intricate units and communication channels to mobilize activism and increase commitment to the movement's cause. While discussing the significance of Michel Aoun and Gebran Bassil to the future of the FPM, the author asserts that various party dimensions and practices are conditioned by regional and international politics.

This book pursues a Marxist approach with an emphasis on class to reflect on Marx's Capital in the context of the East. It critically reassesses some of the familiar concepts in Capital and teases out issues that are at its periphery. In various essays, it explores this borderland to promote new concepts and modes of analysing Marx's treatise in the twenty-first century. Accordingly, it represents an advance in Marxian theory and politics. Examining Marx's Capital from the perspective and location of the East, the book focuses on many issues that are at the ‘borders'of Capital, which is concerned principally on unpacking developed capitalism. New concepts are introduced and set in relation to those championed by Marx in order to advance our understanding of economy, capitalism, development and politics. In this regard, the book offers a reading of Capital that is distinct from conventional reflections on it in the Western world.The scope is vast, covering much of the territory in Marx's Capital, as well as addressing a few new issues connected to Capital. The content is divided into the following sections: Reception of Capital in the East; Value, Commodity, Surplus Value and Capitalism; Population and Rent in Capital; and Issues Beyond Capital.

Political Economy in the Modern State is Harold Innis's transitional and, in some respects, his most transformative book. Completed in 1946, it is a collection of fifteen chapters plus a remarkable Preface selected and crafted to address four main themes: the problem of power and peace in the post-War era; the ascent of specialized and mechanized forms of knowledge involving, most particularly, the media, the state, and the academy; the crisis facing civilization and, more generally, the modern penchant for unreflexive short-term thinking in the face of mounting contradictions; and Innis's growing focus on what would be called media bias.In this new edition, editors Robert E. This book studies the sources of inequality in contemporary South Korea and the social and political contention this engenders. Korean society is becoming more polarized. Demands for ‘economic democratization'and a fairer redistribution of wealth occupy centre-stage of political campaigns, debates and discourse. The contributions offer perspectives on this wide-ranging socio-political change by examining the transformation of organized labour, civil society, the emergence of new cleavages in society, and the growing ethnic diversity of Korea's population. Taken together, the contributions argue that tackling inequalities are challenges that Korean policy-makers can no longer postpone. This collection of professional essays traces the sequence of the great issues of public policy that marked a half-century. It includes information on the problems of method, issues of historical analysis, elaboration of a dynamic theory, issues of current policy and evolution of economic doctrine.

This title was first published in 1976. This book provides both an explanation of the inflation which has bedeviled economic policy in the West since the end of World War II and a micro-economic theory to purge Keynesian models of the Walrasian strain derived from Marshall's Principles. By focusing on what is taken to be the representative business firm of the twentieth century - the large corporation or megacorp - the microeconomic model presented in the book reverses the usual assumptions of economic analysis. Instead of assuming the existence of firms with no control over prices, the book examines how the megacorp uses its pricing power to finance its own internal rate of growth. The result is a determinant model of how prices are set under the sort of oligopolistic conditions which prevail in most modern industries throughout the world.

'Ricardo, Marx, Jevons and Wicksteed all feature prominently in the following twelve essays - and, indeed, a number of other economists of the past, from Cantillon onwards, will be found to play a role. Nevertheless, these essays do not, for the most part, constitute history of thought for the genuine historian of thought; they are, rather, attempts to broach more general issues via a tolerably close study of particular texts. The first six essays concern issues in classical political economy, particularly - though not exclusively - that of Ricardo and Marx. The previously unpublished essay 7 provides a bridge to the second half of the volume, discussing Wicksteed's first work in political economy, his 1884 J evonian critique of Marx, and some of the debates which that work provoked.
