This book offers a novel, refreshing and politically engaged way to think about public policy. Instead of treating policy as simply the government's best efforts to address problems, it offers a way to question critically how policies produce “problems” as particular sorts of problems, with important political implications. Governing, it is argued, takes place through these problematizations. According to the authors, interrogating policies and policy proposals as problematizations involves asking questions about the assumptions they rely upon, how they have been made, what their effects are, as well as how they could be unmade. To enable this form of critical analysis, this book introduces an analytic strategy, the “What's the Problem Represented to be?” (WPR) approach. It features examples of applications of the approach with topics as diverse as obesity, economic policy, migration, drug and alcohol policy, and gender equality to illustrate the growing popularity of this way of thinking and to provide clear and useful examples of poststructural policy analysis in practice.

Civil Society, Post-Colonialism and Transnational Solidarity originates from Louvet's observation of the strong commitment of a layer of Irish civil society- from the man on the street to political parties, associations and trade unions- to the defence of one antagonist or the other in the Israeli-Palestinian conflict, beginning with the Six Day War in 1967 and increasingly so after the Lebanon Wars at the start of the 1980s and the Second Intifada (2000-2005). This book observes how this phenomenon is particularly striking in Northern Ireland, where Israeli and Palestinian flags have been flown by Unionists and Nationalists as signs of solidarity and identification. Louvet sheds light on the dynamics and strategies at play in the Middle East conflict in Northern Ireland but also in the Republic of Ireland, a country considered to be widely sympathetic to the Palestinian cause. With an overarching perspective highlighting the influence of Irish colonial history over the motives and discourse of the different levels of mobilization in civil society, this book shows the global movement towards the fragmentation and specialization of transnational solidarity actions in Ireland.

This book evaluates the global status and prospects of democracy, with an emphasis on the quality of democratic institutions and the effectiveness of governance as key conditions for stable democracy. Bringing together a wide range of the author's work over the past three decades, it advances a framework for assessing the quality of democracy and it analyzes alternative measures of democracy. Drawing on the most recent data from Freedom House, it assesses the global state of democracy and freedom, as of the beginning of 2015, and it explains why the world has been experiencing a mild but now deepening recession of democracy and freedom since 2005. A major theme of the book across the three decades of the author's work is the relationship between democratic quality and stability. Democracies break down, Diamond argues, not so much because of economic factors but because of corrupt, inept governance that violates individual rights and the rule of law. Party Systems and Country Governance focuses on the variety of party systems across the world and their effects on country governance and the conceptualisation and measurement of country governance. International aid agencies have spent millions of dollars believing that the presence of stable party systems contributes to better country governance. This study largely supports the assumptions of the aid agencies. To measure governance, the authors used the existing World Bank Governance Indicators for 2007 on 212 countries. They collected parliamentary party data for 189 countries. The authors identified fifteen additional countries that did not hold elections for parliamentary parties and eight countries that held non-partisan elections, seating no deputies by party. Together these 212 countries account for virtually all the variations in party systems across the world.

Most comparativists have assumed that democratization is best understood by looking at regimes in the transition and consolidation phases of democracy without really considering the essence of democracy - liberal rights and democratic virtues. Democracy is seen as a mechanistic process without considering the ideas that build democratic regimes. This book begins afresh by proposing that comparativists need to consider democracy to be a combination of rights and virtues, and that the difficulties of democratic transitions, consolidation, and maintenance are essentially problems relating to balancing rights and virtues in the regime. How do we reemphasize these aspects of democracy at a time when comparative literature focuses almost solely on democratic procedure? By combining the best elements of comparative theory and liberal democratic philosophy, Hood argues that comparativists can sharpen the scholarly tools we need to understand both the problems of democratization and maintaining democracy. He provides the reader with a valuable overview of comparative theory and how our abandonment of political philosophy has led to our acceptance of social science methods that can only lead to superficial analyses of democratizing regimes and established democracies.

Comprising case studies of Japan, South Korea, and Taiwan, this edited volume explores the key characteristics of democratic governance in Northeast Asia. The book presents a model that builds upon the existing literature to bridge several major gaps in political change theory. This book provides a holistic supply and demand model that draws upon works from political science, economics, and history. The work conducts an econometric test of the model and validates the results with field research cases from Mexico, the Philippines, and Senegal. The econometric chapter is a rare quantitative analysis of the effects of violence and development upon democracy. This topic is central to contemporary academic and policy debates about how to create democracies, consolidate democracies, achieve development and improve security, especially within developing countries. This topic is especially timely as the Arab Spring represents a unique opportunity and challenge for democratic change across the Middle East and North Africa. Recent events in Tunisia and Egypt demonstrate that democracy studies remain just as relevant today as they were twenty years ago. The findings indicate that common structural explanations of democracy are incomplete since the structural relationships are not stable or constant over time. Instead, democratic change (or lack thereof) can be explained using a supply and demand model. Key actors (including the military, political parties, NGOs, the ruling regime, and civil society) are the suppliers and consumers that determine a country's resulting level of democracy. However, stating that actors are important is a major over-simplification. Each key actor builds preferences based upon a variety of factors, most importantly: security, income, and the adoption of democratic norms. It is this key dynamic that explains why insurgency, poverty, and under-development do not have a linearly negative effect on democracy. Instead, these factors have a centripetal effect on political development, pulling a country's government towards an intermediate state of political transition in which regimes stagnate in a partially democratic, partially autocratic regime type. Conversely, the model also explains why high income, democratic norms, and security do not necessarily lead to democratization in all cases.

The purpose of the book is to investigate parliaments'capacity to oversee government activities, policies and budget legislation. By analysing the survey data that the World Bank Institute in collaboration with the Inter-Parliamentary Union collected from 120 parliaments, Pelizzo and Stapenhurst show what tools are available to parliaments worldwide, which tools are more or less common, how oversight capacity can be estimated, how oversight capacity is related to other institutional and constitutional factors. In addition to discussing the conditions under which oversight capacity is greater, the authors perform some analyses to assess the policy implications of oversight capacity. Specifically, they look at the impact of oversight capacity on the quality of democracy and on the level of good governance.

Efforts at coordination between nations are at the heart of the challenges of globalization. Despite steadily growing interdependencies, individual nations still have specific interests that present obstacles to globalization. While some challenges inspired by the need to coordinate are viewed as inevitable by many, they are less optimistic about prospects for success. Jan-Erik Lane argues that one should focus objectively upon the possibility of failures.Lane analyzes four kinds of challenges to interdependency, all of which are growing in geopolitical relevance. First, countries need to diminish their dependency on fossil fuel and shift to a reliable supply of energy, because fossil fuels are diminishing. Second, environmental degradation must be addressed, because it is accelerating under the strain of earth's population. Lane advocates an ecological footprint approach. Third, a single global market economy and its complexities must be addressed, as national economies are increasingly opened. Finally, as traditional state sovereignty weakens, foreign military intervention in both international and intra-state conflicts increases.Governments are attempting to address these interdependencies, or reply to the challenges they pose, mainly through international organizations and regionalism.
