Monetary union has dawned in Europe. Now that the common currency is a reality, questions concerning the practical conduct of monetary policy in the European Monetary Union (EMU) are moving to the forefront of the policy debate. Among these, one of the most critical is how the new monetary union will cope with the large heterogeneity of its member economies. Given the large differences in economic and financial structures among the EMU member states, monetary policy is likely to affect different member economies in different ways. Regional Aspects of Monetary Policy in Europe collects the proceedings of an international conference held at the Center for European Integration Studies of the University of Bonn, dedicated to this issue. The contributions to this conference fall into two parts. The first part consists of empirical and theoretical studies of the regional effects of monetary policy in heterogeneous monetary unions. The second part consists of papers analyzing the political economy of monetary policy in a monetary union of heterogeneous regions or member states. The papers all support the conclusion that regional differences in the responses to a common monetary policy will make European monetary policy especially difficult in the years to come. Such differences arise from a variety of sources, and they cannot be expected to be mere teething troubles that will disappear after a while. Even if they were ignored in the run-up to the EMU, Europe's central bankers and economic policy makers will have to learn how to cope with such differences in the future.

Rolf R. Strauch and Jiirgen von Hagen Center for European Integration Studies (ZEI), University of Bonn; ZEI, University of Bonn, Indiana University, and CEPR The large and persistent deficits, rising levels of debt and growing levels of public spending observed in many DECO economies during the past 25 years have stimulated much theoretical and empirical research on the political economy of public finance. Although a number of issues have been studied extensively, certain areas are still at an exploratory stage and need further theorizing and thorough empirical research. During the last two decades, the theoretical debate on budgeting has been dominated by the controversy between partisan and institutionalist approaches. Within the more political-science oriented, institutionalist literature, a controversy exists between the distributive and the informational perspectives, each setting forth a distinctive organizational rationale of parliaments with different fiscal implications. The papers in this volume cover these different perspectives, extend previous models, and test their empirical validity. The papers were originally written for a conference on'Institutions, Politics, and Fiscal Policy'organized by the Center for European Integration Studies at the University of Bonn, Germany, in July 1998. The book is organized in three parts each focusing on a distinctive aspect. The first part is dedicated to the partisan perspective. The second part focuses on budget institutions. The third part consists of three case studies of institutional reform of the budget process. This book is directed to academics and practitioners alike.

This book is based on the conference'EMU and the Outside World', held at the Swiss Federal Institute of Technology (ETH), December 11, 1998. The conference was organized by the Swiss Institute for Business Cycle Research (KOF), which is supported jointly by the ETH and the Swiss Society for Business Cycle Research (SGK), an organization comprising representatives from private industry, the Swiss National Bank and public authorities. On the eve of the final stage of European Economic and Mone­ tary Union (EMU), Zurich seemed to be a particularly appropriate place for such a conference. On the one hand, given its location and economic and financial links with the euro area, Switzerland is one of the'outside coun­ tries'most affected by EMU. On the other hand, it was nowhere else than in Zurich where the vision of'a United States of Europe'was expressed for the first time by Winston Churchill in his speech on September 19, 1946. For many EMU is a step in that direction, whether welcome or not. Most of the papers appearing in this volume were presented at the con­ ference and have been revised and updated. Three contributions, chapter 11- 13, were commissioned specially for this publication. Besides the authors of the chapters, special thanks are due to Guido Boller, Robert McCauley, Umberto Schwarz, and Charles Wyplosz.

As part of its EU strategy, the Swiss government commissioned several research projects covering the most important aspects of economic integration. Given the interesting results and the wealth of methods used in these studies we decided to organize a conference on the topic of'The Economic Impact of EU Membership on Entrants: New Methods and Issues'. The idea was to use the work on Switzerland as a case study for discussing modern approaches on how to assess the economic effects of joining an integration zone. This seemed to us to be a topic of considerable interest for the rising number of prospective EU-member countries. The response was very favourable with many eminent scholars agreeing to contribute. The conference took place in Lausanne, Switzerland in October 1999 and the papers submitted together with the discussions are published in this volume. Integration of the Central and Eastern European Countries (CEECs) into the European Union (EU) has become more a question of timing than a question whether it will or should be made. Since one of the objectives of the EU is to establish a system ensuring competition in the internal market is not distorted the question arises if the CEECs can be integrated into such a competitive system. Which rules of competition are appropriate to improve the economic integration of the CEECs and to promote at the same time the enduring transition process? The relationship between competition policy and East-West integration is the general theme of the contributions in this book. One central issue of this volume is the way of integrating the Central and East European countries into the EU and supporting their development by liberalizing trade with the EU. A second issue is the implementation of a market economy in the post-socialist countries of Eastern Europe and in particular the aspect of implementing competition rules at a time when markets are just emerging. The twelve selected papers are organized in three sections: -Competition Policy and Integration (part 1); -Competition Policy During Transition (part 2); -Competition, Trade Policy and East-West-Integration (part 3).

The second edition of this book (updated to February 24, 2024) presents a comprehensive evaluation of the strategy implemented by China to manage its modernization process. The author evaluates to what extent the economy has been developed, whether the imbalances due to the priority given to economic development have been corrected, and whether the improvements of science and technology have allowed China to develop world class high-tech sectors and a modern defence. Clearly, the end of the XX Century saw the fulfilment of Zhou En Lai ‘four modernizations', i.e. the acquisition of power resources that fulfilled Mao's proud 1949 statement: ‘we stood up', thereby projecting China into the international arena as a re-emerging world power. The author insists on the fundamental difference between American and Chinese ideologies as the main drivers of their foreign policy, i.e., the extreme rigidity of the former compared to the remarkable flexibility and adaptability of the latter. He further explains the consequences of the increasingly aggressive American foreign policy, i.e. the US pretence to act as the leader of the existential struggle between ‘democracy and dictatorship'. This posture reached its apex during the Ukrainian and the Middle East crises, that unveiled the irreversible decline of the West, and have become two formidable accelerators of the transition from the unipolar world ‘América made'to the multipolar world promoted by China, Russia and the BRICS.

This edited book is written by six authors from Asia and Africa. The individual authors focus on their own country's case or cases that they have been working on. The book features local conflicts in six countries in Asia and Africa and identifies how the local conflicts are affected by the forces of globalization. Cases include Nigeria's oil-related conflicts, the Democratic Republic of Congo's timber conflicts, continuing instability in Mozanbique, Thailand's conflict with regard to AIDS medicine, Myanmar's local conflicts after its reforms, and the Afghanistan's conflicts over minerals. From these diverse case studies, the book examines how globalization and international politics affect local politics and conflicts, and vice versa. Even seemingly internal conflicts are shown to be significantly influenced by globalization forces and to create new dynamism in local politics. While there are other books that explore globalization and conflicts, many of them are conceptuallyorganized with a small number of case studies. The present volume examines local conflicts in relation to globalization and demonstrates how structural inequality vis-a-vis weak stateness and statehood are significantly affected by global political economy.

This collaborative volume​ discusses the One Belt One Road, or the New Silk Road, initiative of Chinese President Xi Jinping from the perspectives of the Belt and Road countries. This initiative has been viewed as a re-globalization drive by China in the backdrop of financial crisis of the West and the latter's increasingly protectionist tendencies of late. Rather than ‘rebalancing'towards a certain region, this is supposed to be China's ‘global rebalancing'aimed at inclusiveness and a win-win partnership. The initiative has raised hopes as well as suspicions about China's goals and intentions; that is, whether this is in sync with China's foreign policy goals, such as multipolarity, no hegemonic aspirations, and common security, or if this is an antidote to the U.S. foreign policy goals in the region, and China's ambition to realizing its long-term vision for Asian regional and global order. In this volume, a galaxy of eminent academics from India, China, Pakistan,Uzbekistan, Germany and Southeast Asia have critically analysed every aspect of this mammoth project, including the six major economic corridors identified by China for policy coordination, infrastructure connectivity, unimpeded trade, monetary circulation, and people to people exchanges. The authors have interpreted China's peripheral, regional as well as global diplomacy both over land and sea. This topical volume is of interest to scholars and students of Asian studies, China studies, Asian history, development studies, international relations and international trade.

The Yearbook on Space Policy, edited by the European Space Policy Institute (ESPI), is the reference publication analysing space policy developments. Each year it presents issues and trends in space policy and the space sector as a whole. Its scope is global and its perspective is European. The Yearbook also links space policy with other policy areas. It highlights specific events and issues, and provides useful insights, data and information on space activities. The first part of the Yearbook sets out a comprehensive overview of the economic, political, technological and institutional trends that have affected space activities. The second part of the Yearbook offers a more analytical perspective on the yearly ESPI theme and consists of external contributions written by professionals with diverse backgrounds and areas of expertise. The third part of the Yearbook carries forward the character of the Yearbook as an archive of space activities. In the postwar period, Korea's economic and social-political metamorphosis is a rare example of a successful transition from one of the world's poorest developing countries to a highly sophisticated industrial society—an experience which many developing countries are keen to emulate. The change is particularly significant as Korea was able to reduce poverty and keep social inequality at a modest level during its rapid economic development. This volume analyzes the Korean transition in regards to the political and institutional foundation of its government and public policies. The government of Korea single-mindedly carried out public policies to stimulate economic growth, but the government and public policies have themselves been affected and changed by the process. The contention of this volume is that the transition of Korean society and the evolution of the Korean government are the results of two-way interactions. In this context, the volume analyzes the way in which the dynamics of public administration were shaped within the Korean government and the kinds of public policies and instruments that were adopted to encourage this economic and social development. This analysis will allow a more complete understanding of the economic and social transformation of Korea. Surprisingly, there is a paucity of research on this aspect—a gap which this volume seeks to fill. This volume shows that it is necessary to maintain consistency and coherence in government and public policy in order to achieve economic and social transformation, making it of interest to both scholars and policy-makers concerned with development in the Asia-Pacific.

Professor Erik Thorbecke's study, here published, continues the empirical work undertaken by Folke Hilgerdt for the League of Nations. It is a study of actual trade and payments derived laboriously from the voluminous statistical data published by national governments and international institutions. The col­ lection, analysis and interpretation of this mass of data involved much patient industry, but in the process of brooding over the detail a truer understanding of the complex structure of world trade was gained than could be achieved in any other way. Trade of course is nearly always bilateral. When goods are re-exported they are, for the most part, refashioned and changed into essentially new utilities. What is multilateral or bilateral or regional in a system of international trade is the method of payment. The justification for multilateralism is the opportunity it affords for countries to specialize, so that one country may use the foreign exchange earned by its exports to buy imports from a third country. Indeed this statement in terms of countries obscures the ultimate realities. In a free multilateral system it is individuals who import and export. When they can freely buy and sell the foreign exchange acquired or required for their transactions, payments are multilateral and the network of trade extends widely across political boundaries. What Mr. Thorbecke shows is that political controls of pay­ ments have confined more trade within restricted channels.

What made me write this book was a feeling that students of international economics needed to fill out their knowledge of the theory with work on the practice of the major international economic organizations, many of which are having a growing influence on the national economies of their members. There was no single volume given over to a concise treatment of these organizations. The annual reports of the international organizations themselves can be consulted, of course, but as a rule these are not noted for being brief and to the point (the items of importance have to be fished out of a sea of useless detail), nor do they go in for criticism of their own activities. In selecting the organizations to be dealt with in the book I was guided by the influence they exert. I have left out those whose activities consist mainly in the drafting of recommendations to which, however meritorious they may be, little or no attention is paid. Some of them are included in the Introduction, which provides a summary of a number of institutions not discussed separately in the body of the work. There are, however, two exceptions: the Organization for Economic Cooperation and Development (OECD) as the organization replac­ ing the Organization for European Economic Cooperation (OEEC), and the United Nations Conference on Trade and Development (UNCTAD) whose meet­ ings have succeeded in drawing much attention of the press.

Small States in and outside the European Union offers a broad overview of the small states problematic in Europe. It touches upon definition issues, history, security policy, neutrality, EU institutional aspects and also includes contributors from Central and Eastern European countries. It presents a thorough analysis of different scenarios for EU institutional reform and their repercussions on the influence of small member states. The comparative results are visualized in tables. The work contains several contributions from practitioners who give insight into policy games and issues of national sensitivity not usually covered by purely scholarly publications. The European environment has changed dramatically through the processes of regional integration and rising interdependence. Relations between European states both inside and outside the EU are governed as never before by rules, norms, and fixed procedures. The book investigates the consequences of these developments on the foreign and security policy of small states. Academics and professionals from Austria, Denmark, Finland, Ireland, Lithuania, Luxembourg, Slovenia, Sweden, and Switzerland, as well as from the European Commission and the Council of Ministers, elaborate on these issues. Institutional regulations and traditional power politics as well as the foreign and security policy traditions of the states concerned, including the question of neutrality, are investigated. In addition, the book identifies the main interests of small states in today's Europe and offers an overview of different strategies these states apply in the realm of foreign and security policy. The book is interesting for the case studies it offers as well as for the reflections it contains regarding fundamental questions of the essence of statehood in today's Europe.

International Monetary Cooperation among the United States, Japan, and Germany offers a first - and overdue - book- length study of counterproductive cooperation. It takes to task the critical importance of conducting systematic theory-guided empirical research to examine the validity of arguments that international monetary cooperation could be highly counterproductive. This book combines various methods - formal, quantitative, and qualitative - to study the theories of counterproductive monetary cooperation by focusing on the cooperative episodes among the major industrial countries - the United States, Japan, and Germany. For the first time, this book presents all theories of counterproductive cooperation in one place, subjects them to systematic, empirical scrutiny in the light of the experience of G-3 (U.S., Germany, and Japanese) cooperation since the 1970s, and suggests policy recommendations in the light of the findings.

In this book, Thompson and Hickson strongly challenge the standard interpretation of the basis of growth and viability of dominant wealthy nations. Briefly, efforts of the economically wealthy and the government leaders to increase their wealth and protect it from aggressors, internal and external, are cast in a new evolutionary light. The challenge is to the idea that societies leading intellectual formulators of political and social policy have been helpful. Their alternative, and persuasive, interpretation is that the rise and survival of wealthier nations has been achieved because of an `effective democracy'. The authors explain why an effective democratic state must avoid `narrow, short-sighted', rational appearing concessions to a sequence of aggressors. In short, the Thompson-Hickson interpretation of the rise of wealthy dominant nations does not rely on advice of superior intellectual advisors, but instead rests on the pragmatic, almost ad hoc, actions of democratic legislators.

Globalization is transforming the world at an accelerated pace. Integration of the world continues, widening and intensifying international linkages in economic, political and social relations. Liberalization of trade and fmance, lubricated by revolutionary changes in information technology, has resulted in significant economic growth at the global level. On the other hand, the process of globalization is changing the nature of production relations, threatening the traditional roles of the nation-state, and carrying with it far-reaching implications for sustainable growth, development and the environment. Although both developed and developing countries are actively participating in this saga of globalization, nearly ninety countries, as the United Nations'Human Development Report, 1996 indicates, are worse off economically than they were ten years ago, leading to'global polarization'between haves and have nots. The report further indicates that the gap between the per capita incomes of the industrialized world and the developing countries, far from narrowing, has more than tripled during the last thirty years. Further, a majority of the countries benefitting from this globalization drive have seen a rise in inequality and poverty. This failure of market driven globalization to reward the benefits equitably led the United Nations to proclaim 1996 as the International Year for the Eradication of Poverty (IYEP) and the decade of 1997-2006 as the international decade for the eradication of poverty, and to promote'people-centered sustainable development'.

Treatment... depends on the type of tumor, the site of the primary tumor and the extent of the spread. (Oxford Concise Medical Dictionary 1996, 97) Let us begin by stating the obvious. Acts of organized violence are not necessarily of human nature, but they are endogenous events arising within the an intrinsic part evolution of complex systems of social interaction. To be sure, all wars have features in common - people are killed and property is destroyed - but in their origin wars are likely to be at least as different as the social structures from which they arise. Consequently, it is unlikely that there can be a simple theory of the causes of war or the maintenance of peace. The fact that wars are historical events need not discourage us. On the contrary, we should focus our understanding of the dimensions of each conflict, or classes of conflict, on the conjuncture of causes at hand. It follows that the study of conflict must be an interdisciplinary one. It is or a penchant for eclecticism that leads to that conclusion, but the not humility multi-dimensionality of war itself.

The third volume of the European Yearbook of International Economic law focuses on two major topics of current academic and political interest. Firstly, it adresses the 10th anniversary of China's accession to the WTO and its implications; secondly, it deals with different legal aspects of global energy markets.

What were all those diplomats and bureaucrats from all over the world doing at the United Nations over the past half century when they were not debating how to prevent countries from tearing at each other or how to feed and shelter victims of natural or man-made disasters around the globe? A lot in fact, at least in terms of time spent and the sweep of issues debated. A major category of them were discussing a whole range of economic ques­ tions since the inception of the organization, while a slightly different category, with some members only changing hats, were talking about social Issues. Apart from operational activities, such as technical assistance to devel­ oping countries, and except for the well-publicized attempts at activism at as those on the environment or the status of international conferences such women, little is known outside the United Nations about the work of the or­ ganization in economic and social fields. Which is a pity. After all, the organization has often been given the dubious distinction of being the big­ gest talk show on earth. It is certainly pertinent to ask what it has been talking about over the last fifty-odd years.

The Economics of Producing Defense: Illustrated by the Israeli Case begins with an overview of the development of defense economics as a sub-discipline of the general theory of economics, and points at the new challenges it is facing in the post-Cold War era. It focuses, then, on the supply side of defense economics, presenting theoretical analyses and empirical findings related to the use of various inputs - manpower, domestically-made defense products, imported arms - in providing national security. Most of the issues under discussion are further elucidated by examples from Israel's experience. As a small economy that faces continuously severe security problems, Israel's way of coping with defense economic issues may indeed forward some interesting lessons for a wider audience. The principal aim of the book is to convince policy-makers and the public at large of the contribution defense economics could make to more effective management of national security problems. This aim is encouraged by the growing weight attached to economic considerations and consequences in producing and supplying defense, as demonstrated in the detailed discussion.

Economic globalization has intensified on the basis of new international links, especially in the field of foreign direct investment, financial capital flows and telecommunications liberalization. These and other developments have reinforced international interdependence and raise new issues for international organizations as well as for strategic behavior of major actors. Based on historical perspectives of evolution of major organizations and the latest developments in the 1990s the analysis focus on financial market dynamics, monetary issues and labor market aspects. Reform options for selected international organizations are discussed including aspects of trade, foreign investment and international externalities. Game theoretic concepts are also applied.

Part one of Vol. 2 (2011) of the European Yearbook of International Economic Law adresses two major topics of current academic debate and public interest: firstly, it focuses on the State and the Global Economy, secondly, on Climate Change and International Economic Law. Part two contains treatises of recent regional integration developments taking place in the major regions of the world. Part three covers the legal and political developments in the major international organizations and fora dealing with international economic policy making. Part four contains book reviews of recent works in the field of International Economic Law.

It is a privilege to introduce the reader to this book, as I believe that it will make a signi?cant contribution to, given the dif?culties in the knowledge of the Indian Ocean, developing cooperation in the Indian Ocean region. There have been numerous failed efforts at regional cooperation in different fora in the Indian Ocean. As a result of the land-based orientation of the people in the region, the importance for countries to develop the power to govern the sea has largely been ignored. The maritime approach taken by Manoj Gupta to the Indian Ocean as a region in international relations offers a timely and critical assessment of the potential for regional cooperation and ocean governance. The political leadership in the region can no longer ignore the need for coop- ation in maritime affairs in the Indian Ocean. This book enriches the literature on Indian Ocean issues as it argues convincingly that the security of nations, economic well-being of the people and health of the Indian Ocean cannot be divested from one another. All are fundamentally dependant on the ability of the countries in the region to individually and collectively exert the power to govern the sea.

The first volume of the new Yearbook tries to catch the broadness of contemporary International Economic Law. In part I, it brings together articles on a variety of subjects, reaching from exchange rate manipulation and financial market supervision over international investment law including the growing investment protectionism to recent developments of the external economic constitution of the European Union and the relationship between climate change and International Economic Law. Part II covers the major regional economic integration developments around the globe, analysed in different articles covering the different regions. Part III informs about recent activities in some of the major global economic institutions.

After leading the world during most of the 20th century in economic, political, technological, military, and even social terms, America's role is now being challenged. Its values questioned, and its methods often disparaged, America had become the clear example to be followed or even copied, yet its more recent strategic and political decisions gained little international support and a lot of outright opposition. The quality of its national planning and decision making has been severely compromised, and risk management appears to be largely absent. India and China are now emerging as new economic powers, with advancing technological prowess. Their focus is on socioeconomic development, but their capabilities and potentials are much broader and may challenge America's leadership before long, unless it recognizes the changing demands of the new wide open globalized world.
