The first section looks at the discussion of ideas and theories about administration in the nineteenth century, when some organizational ideology became firmly-rooted and went unquestioned for many years. These chapters also examine the inevitable questions of reform and major reorganization which later arose in the United States, Britain and elsewhere.The second section moves on from the theory and practice of administrative structures to some consideration of practical problems within organizations, problems of personnel and administrative method. Management questions of staff conditions and careers and job differentiation are examined, and the Fulton report on reform in such areas is discussed.The final group of chapters looks at a variety of substantive issues such as defence and civil-military relations, the advent of independence from colonial government, development policies and development administration. Although there is a vast body of literature covering the ongoing debates concerning the novelty and gravity of the contemporary terrorist threat, as well as the most appropriate response to it, few authors have thus far analysed the complex set of counterterrorism measures that both the individual Member States and the European Union (EU) have attempted to develop. This volume offers a critical analysis of the measures the European Union has taken to combat terrorism and how, in a number of key areas, EU counterterrorism policy is more of a paper tiger than an effective counterterrorism device. Several legal EU counterterrorism instruments have not been properly implemented at the national level and questions have been raised regarding their effectiveness, appropriateness, and proportionality. The capabilities of EU agencies in the area of counterterrorism remain rather weak and the EU Counterterrorism Coordinator does not have any real powers apart from persuasion. However, this does not mean that EU level action cannot offer any value-added in the fight against terrorism. There are several areas where the EU can provide genuine value-added in the fight against terrorism due to the transnational nature of the contemporary terrorist threat and the nature of a borderless Europe.

This emphasis of this collection is upon the history of courts and their procedures, they also illustrate the varied approaches and themes of legal history today.

Since the mid-1990s, US and European attitudes, strategies and policies towards the Middle East have diverged. In the Middle East peace process, Europeans have grown frustrated with the lack of progress and with Washington's near-monopoly on diplomatic action, and have begun to demand a greater role. On Iraq, the US insists on strong military and economic containment of Saddam Hussein, while some Europeans have started to press for a more rapid reintegration of Iraq into the international community and are reluctant to use or threaten force. The issue of how to deal with Iran has been most divisive of all, with the US and Europe deeply divided over whether they should contain, or engage, Tehran. Transatlantic tensions over the Middle East are damaging for three main reasons. They reduce the effectiveness of allied policies; undermine NATO's cohesion when its future is no longer guaranteed by a common threat; and threaten to spill over into the economic domain. This paper examines the reasons for these potentially damaging differences, assesses the prospects for improving transatlantic cooperation in the region and suggests approaches that may help to bring this about. Its main policy conclusions are:On the Arab–Israeli conflict, as long as the peace process is moving forward, or has reasonable prospects of doing so, the US is probably right that Europe's formal involvement in direct peace talks would not be helpful, particularly if such a role aimed to promote policies different from those of the US. If the peace process stalls completely, however, it will be difficult for Washington to justify opposing a more active European role. On Iraq, the US-led policy of containment is correct, and economic sanctions should remain in place until Baghdad complies fully with UN Security Council disarmament resolutions. However, in exchange for Europe's agreement to contribute to Iraq's military containment, the US, like Europe, should abide by the letter and spirit of these resolutions, even if this means agreeing to lift restrictions on oil exports if Iraq complies in full. Failing to do so could undermine global support for the integrity of the UN system, ultimately leaving the US, and perhaps the UK, isolated in maintaining a policy that might not be sustainable in the long term. On Iran, a transatlantic compromise would need to include an agreement by the US not to impose sanctions against European companies doing business with Iran, as long as Europe offered unstinting support in combating terrorism and helping to contain the development of weapons of mass destruction. The US should also seek agreement with the European Union on which Iranian actions would justify sanctions or other punitive measures.The paper concludes by examining institutional changes that might help to promote transatlantic cooperation on the Middle East.

World Climate Change: The Role of International Law and Institutions is a collection of papers on global climate problems prepared for a two-day conferences held in 1980 at the University of Denver College of Law. The papers describe and evaluate the present state if our efforts to reduce or adapt to manmade stresses on the global environment.

Originally published in 1938, this book consists of a group of papers considering widely different subjects, but all bearing upon one social problem – the causation and prevention of war. The authors all occupy the same general political position, they are democratic socialists and active members of the Labour Party. The book falls into three rough divisions, although all the papers are self-contained. The first part of the book is psychological and attempts to summarise and analyse the non-historical evidence (ecological, psychological, and anthropological) about the causes of fighting. The second part is historical. It surveys the different causes of international war in the nineteenth century and then discusses the relation between nationalism and capitalism during the same period. The third part is political and first considers the relation of the use of force to the preservation of peace. Then analyses the choices of foreign policy for a pacific power confronted by the threat of aggressive military dictatorship. It concludes with a review and assessment of the various available policies for the prevention of war in general and under the specific contemporary conditions of the time.

I originally became interested in the law and society nature of this research project through a law school and then graduate political science educational background. This led me to consider courts in a number of settings, including the popular tribunals in Cuba. Before going to Chile, I wrote a lengthy paper comparing local court institutions in tribal, peasant, urban U.S. and Cuban settings. As that paper was being completed, Allende had been elected and proposals for neighborhood courts were in the air. This coincided with the above interests and with the urban political and Latin American foci I had in graduate school.

Data services are among the most dynamic components of international trade and foreign direct investment. Technical progress, changes in the economic sector, factors influencing the international specialization in data services, and the impact of obstacles combine to determine the growth of trade and foreign direct investment in data services. UNCTC assumed the responsibility for preparing the sectoral paper on trade and foreign direct investment in data services (transborder data flows). The scope of the paper was to include an examination of the importance and impact of the emerging data-service industries, especially in Latin America; a clarification of conceptual issues related to trade and foreign direct investment in data services; a documentation of the dimensions of various forms of international transactions in services; an analysis of the determinants of these transactions; a review of the policies and issues relating to them; and an outline of possible actions at the national, regional, and international levels for dealing with questions related to data services. The present study contains the results of the work on these issues. Special attention is given throughout this book to developing countries in general and Latin American countries in particular.

Over time, scientists, technologists, and resource managers in affiuent countries have devised and institutionalized methodologies for exploiting and managing natural resources in their own environments with considerable success. In doing so, they have provided models, at least of development and affiuence, that the less developed countries seek to employ. This book provides a comprehensive analysis of Paul H. Nitze's influence on the making of U.S. national security policy, as well as his recent involvement in arms control negotiations. After World War II, Nitze played a major role in drafting a policy paper for the National Security Council—NSC 68—that profoundly affected U.S. strategic policy. With the outbreak of the Korean War and increased Soviet expansionism in the 1950s, Nitze and his colleagues argued forcefully for a strong program of American rearmament and an expanded peacetime defense force. Dr. Rearden brings the retrospective up to date with a discussion of Nitze's role in the SALT and Euromissile talks.

Six of the ten essays in this collection (Lombardi, Villamarin, Chance, Greenow, Robinson, and Cook) were originally presented at a Special Session during the 43rd International Congress of Americanists, held in Vancouver during August, 1979. Jointly organized by David J. Robinson and Juan Villamarin, the session was designed to bring together a group of individuals who had been working on the changing population of colonial Spanish America from various disciplinary perspectives, to facilitate an exchange of information and ideas, and to promote the further investigation of significant research questions. The paper of Brian Evans was presented at the same Congress, in another session, but given its purpose and content it was thought to provide an ideal complement to several papers in the present collection.

In Britain alone, several thousand young Muslims are thought to be part of violent extremist networks. How did they become involved? What are the mechanisms and dynamics through which European Muslims join al-Qaeda and groups inspired by al-Qaeda? This paper explains the processes whereby European Muslims are recruited into the Islamist militant movement. It reveals that although overt recruitment has been driven underground, prisons and other ‘places of vulnerability'are increasingly important alternatives. It explores the recruitment roles of radical imams, gateway organisations and activists, and highlights the kinds of message that facilitate the recruitment process. It also shows how the Internet has come to play an increasingly significant role. Neumann argues that there is little evidence of systematic, top-down jihadist recruitment in Europe. Rather, the activist leaders of cells increasingly drive the process. The paper explores possible options for European governments wishing to disrupt violent extremist networks, recognising that it will also be necessary to address some of the underlying risk factors that fuel jihadist recruitment. Ultimately, the major challenge for European states lies in constructing more inclusive societies in which the narratives of exclusion and grievance will not resonate to the benefit of recruiters to the extremist cause.

The aim of energy analysis is to quantify the energy flows inherent in all systems. As applied to economic systems, it is concerned with the energy flows inherent in the production of goods and services. The claims made for the policy utility of that energy flow information, however, vary across a wide spectrum. The papers included in this symposium volume represent and reflect that spectrum of claims. In setting the stage for these papers, this intro-duction will sketch the areas of agreement and disagreement around which the energy analysis debate revolves. In delineating the nature and substance of the contro-versy over using energy analysis as a policy tool, it is convenient to distinguish between analyses at the micro level and at the macro level. This distinction applies both to the system level at which the analysis is carried out and to the system level to which results are applied. That is, analyses may be carried out for the purpose of comparing two indus-trial processes for producing the same commodity or for the purpose of identifying process changes which would change the energy costs of production (micro analysis) or they may be carried out for the purpose of identifying the contri-bution a technological system set in its environmental context makes to U. S. socioeconomic well-being (macro analysis).

First published in 1999, the book is based on papers given at the final workshop of a research project into the evolution of environmental regulation in Poland undertaken as part of the UKs ERSC Global Environmental Change Programme. The goal is nothing less than the construction of a blueprint for a positive feminist theory.Many of these papers are completely new; others are extensions of important earlier work; two are reprints of classic papers. The result is a progress report on the continuing feminist project to re-envision traditional political theory. As such, it constitutes essential reading not only for feminist thinkers but also for traditional philosophers and political theorists, who will need to come to terms with these contemporary critiques and re-readings.

First published in 1999, the papers collected in this volume were originally prepared for four workshops organized by the UN Department for Disarmament Affairs to inform the work of the Panel of Governmental Experts on Small Arms. These workshops were held during 1995-96. Some of the authors updated their papers for publication in early 1998. Lora Lumpe, senior fellow with the Norwegian Initiative on Small Arms Transfers in Oslo and Tamar Gabelnick, Acting Director of the Arms Sales Monitoring Project at the Federation of American Scientists in Washington, DC edited the presentations for this book.

This title was first published in 2000. This is a collection of papers which look at the relationship between higher education and those who use it, and those who will in the future. The papers look at how compacts could be developed to encourage the potential for maintaining and improving upon existing education agreements. The book covers the university and higher education institutions and their relationship with government and industry as well as with the students.

Every editor of the Policy Studies Review Annual brings a unique perspective to bear in selecting articles to be included. This perspective reflects varying methodological and disciplinary judgments, varying judgments on what the field of policy studies or policy analysis is and where it should be going, and varying judgments regarding the quality of articles which are or claim to be in the field. Because it is the objective to assemble a set of essays which are both interesting and topical, there will be varying perspectives on these matters as well. The volume clearly reflects the editors perspectives. They are explicit about these judgments and perspectives, and then let the content of the volume speak for itself. First, we are both economists. As a result, the general topics selected and the articles chosen under each topic tend to emphasize economics more than the other disciplines involved in the field of policy studies—sociology, psychology, political science, law, and so on. This emphasis is clearly seen by comparing the contents of volume I (edited by Stuart Nagel, a political scientist) and volume II (edited by Howard Freeman, a sociologist) with that of this volume. Second, the editors have a particular view of what policy studies or policy analysis is. That view has several aspects. In the first place, they feel that the field of policy studies or policy analysis must define itself, and this definition will develop as researchers do just what the title of the field says—study or analyze policies. A corollary of this view is that we place a low weight on papers which discuss the policy process or reforms in policy-making, relative to papers which analyze a policy, a policy proposal, or a problem which leads to calls for policy action.

At a point in history marked by dramatic challenges to the existing political and social order, the question of legal and political obligation emerges as a focal point of international concern. Amid the clamor for radical change in the established order, theories of political obligation demand renewed examination. In this volume, eighteen leading specialists in the legal, philosophical, and political science aspects of the question offer their views on this timely topic. Part I examines the nature of moral, legal, and political obligation. The first essay presents a set of definitions that denies the very existence of obligation. While the second essay disagreeing particularly with respect to the relationship of political to moral tenets, and the third discussing the highly complex interplay between law and morality. The following essay approaches obligation as existing in the context of an established political and legal system and stresses the importance of evaluating the negative consequences of challenges to the law as well as those arising from the absence of challenges. The next paper maintains that political obligation is so complex that its very existence depends upon rational deliberation in particular contexts. The fifth, explores four significant theories but accepts only the one based on the broadest definition of obligation. While the final essay in this part considers political obligation a unique and generalized moral obligation. Part II takes up the conditions of obligation and of obedience. The first essay in this part discusses the conditions necessary to generate a'felt obligation.'The second paper, concentrates on exposing key obstacles to empirical proof that behavior is or is not motivated by'felt obligation.'While the third draws upon a large body of literature and court decisions dealing with compliance to the law. North Korea's economic and security policies imperil both itself and its neighbours. The economy has been contracting for almost a decade, and the regime appears unwilling or unable to arrest the decline. Instead, Pyongyang has resorted to begging for international aid. This approach alone cannot work: fundamental reform is needed; without it, the regime cannot survive. In the meantime, the North's problems will be destabilising for the region. Pyongyang has secured short-term international humanitarian assistance, but in the long term the South is its best hope for investment and economic help. Despite Pyongyang's defensive approach to the South, limited commercial arrangements are in place, and may moderate the North's policies and help to ease the unpredictable consequences of Pyongyang's collapse. Pyongyang has tried to improve relations with the US in a bid to ease economic sanctions and attract investment. However, the nuclear deal reached with the US in October 1994 – under which the North agreed to give up its ambiguous nuclear programme – is in difficulties. In this paper, David Reese argues that, despite these problems, the North's neighbours must persevere with engagement policies. At the same time, South Korea and the US must maintain their security posture on the Peninsula.South Korean President Kim Dae Jung's attempts to establish commercial links with the North need time and patience, and should not be derailed by relatively minor incidents. Both Seoul and Washington must ensure that they coordinate their policies to prevent the North from playing one off against the other. Selectively easing sanctions on a case-by-case basis could allow the North to earn desperately needed hard currency. Although it is difficult for Washington and Seoul to maintain political support for engagement, both should make further efforts to draw the North into making significant policy changes. The US and South Korea should ensure that they involve the interested regional parties in efforts to draw the North into the international community. China has a key role to play in developments on the Peninsula. Both Seoul and Washington should therefore ensure that they work closely with Beijing. While historical sensitivities make it difficult for Japan to play a leading role, Tokyo would be central to the North's economic recovery, and must not be marginalised. Russia also has a contribution to make to the broader security guarantees which could develop from accommodation between North and South. Ultimately, the course of events on the Peninsula will depend primarily on the North. Pyongyang shows little sign of being prepared to engage constructively with the US and South Korea. As its economy deteriorates, its options will narrow further. Until domestic forces in North Korea shift, the US and its allies should expect a protracted phase of desultory and sometimes destabilising diplomatic manoeuvres by Pyongyang.

Is it a chimera in a world manifestly still abounding in inequality among individuals, nations, and races? To this eternally fascinating subject, eighteen outstanding political scientists, jurists, and philosophers address themselves with vigor and profundity in this important and illuminating work.Part I deals with fundamental concepts of equality. The first paper in this section explores such issues as the meaning, the justification, and the dialectics of equality, wherein some of its manifestations are confronted and limited by others. While the second paper criticizes the first essay and examines the legal aspects of equality. Another paper pursues the notion of proportionate equality to what he views as its ultimate reality: that of a purely formal logical concept, while another argues that'egalitarianism'has reference to human interests, which in fact give it content. Another viewpoint considers how far different kinds of equality are compatible with one another and with the enlargement of freedom and fraternity in industrial society. The final paper in this section talks widely over basic issues raised by the various interpretations of equality.Part II deals with sources of beliefs about equality. The papers in this section consider the implications for egalitarianism of Christianity, Judaism, and Hinduism. The final essay in this section surveys the treatment of and implications for egalitarianism in the thinking of the existentialists.Part III is concerned with the political and legal applications of equality. One of the papers suggests that Tocqueville's'providential fact of the gradual development of the principle of equality'might possibly be on the eve of a reversal, and concludes with justification of political equality. Another attacks the notion of equality of opportunity, contending that it is not an authentic expression of the democratic ideal and temper, which requires instead an'affirmation of being and belonging.'Following that the highly topical problem of equality in the administration of justice is discussed as well as, the deals with many subtle distinctions involved in the application of the idea of equality to the rule of law. The book concludes with the topic of treatments of the problem of equality in the realm of international politics and organization.

This work is organized in seven sections around major themes of socio-economics. The first section outlines socio-economics in an historical perspective, drawing on the'Methodenstreit'in the German school of economics at the turn of the century. Four additional essays view economic behaviour from the perspective of psychology, sociology and values outside the realm of economics. The second section of the book explores the process of choice and goals made by the variety of economic factors, among them factors that influence choices, values and motivations outside economics. The next two sections, each containing three papers, examine executive leadership and entrepreneurship from the broader socio-economic perspective. Section five includes papers that deal with the role of institutions in the modern political economy. It develops an institutional theory of markets, firms, human values in economic behaviour and investment in ethnic goals and morality. Section six focuses on the modern corporate culture considering collective human capital. The final three papers examine the boundaries that embrace the processes and activities of firms. They consider the bonds and relationships that develop between firms and organizations in the modern political economy.

This book brings together some 15 papers drawn from the 330 papers presented at the Third Annual Conference of the Society for the Advancement of Socio-Economics in Stockholm, Sweden in June 1991. Part 1 outlines a basic theory of institutional change; Parts 2 and 3 examine case studies in international experience with institutional change. The authors of the original papers include Douglas North, Amitai Etzioni, Oliver Williamson, as well as eminent scholars from Eastern and Western Europe, representing views and analyses from ten different countries.

This book is a collection of seven papers originally given at the 1989 meetings of the American Association for the Advancement of Slavic Studies. The authors come from the fields of economics, history, and political science and are all specialists in the field of Soviet and East European agriculture. The first essay, by David Macey, assesses Gorbachev's agricultural reform in light of the experience of the Stolypin reforms at the beginning of the century. The essays by Jim Butterfield and Ed Cook examine the impediments to successful reform from the perspective of a political scientist and an economist. Karen Brooks and Don Van Atta concentrate their attention on the efforts to introduce lease contracting into agriculture. D.Gale Johnson's essay examines the economic effects of trade liberalization in agriculture. The final paper, by Michael Marrese, suggests that there are lessons for the Soviet Union to be learned from the Hungarian experience, namely, that the changes in agriculture must be comprehensive and that the party can win over popular support if its agricultural policies succeed.

Is Japan re-emerging as a normal, or even a great, military power in regional and global security affairs? This Adelphi Paper assesses the overall trajectory of Japan's security policy over the last decade, and the impact of a changing Japanese military posture on the stability of East Asia.The paper examines Japan's evolving security debate, set against the background of a shifting international environment and domestic policymaking system; the status of Japan's national military capabilities and constitutional prohibitions; post-Cold War developments in the US Japan alliance; and Japan's role in multilateral regional security dialogue, UN PKO, and US-led coalitions of the willing. It concludes that Japan is undoubtedly moving along the trajectory of becoming a more assertive military power, and that this trend has been accelerated post-9/11. Japan is unlikely, though, to channel its military power through greatly different frameworks than at present. Japan will opt for the enhanced, and probably inextricable, integration of its military capabilities into the US Japan alliance, rather than pursuing options for greater autonomy or multilateralism. Japan's strengthened role as the defensive shield for the offensive sword of US power projection will only serve to bolster US military hegemony in East Asia and globally.

This Adelphi Paper is the first concise yet comprehensive analysis of the role of the G8 in international peace and security. It argues that the G7/8 has a long and impressive history in the field of international security. The G7/8 has, for example, spearheaded the introduction of'low politics'and'soft security'to the top table of great power diplomacy and integrated Japan and, later Russia, into the realm of Western security discussions. In questions of war and peace the G8 does not command the legitimacy of the UN Security Council but, for the international community, is a more acceptable vehicle than unilateral action. As such the G8 can be seen as a note-worthy'second best'option after the UN Security Council. This Paper further argues that China should be admitted into the G8 first as an observer and later as a member. There is also a strong argument for the European Union to have one seat at the G8 even if such a change does not seem realistic today. The G8 bears great resemblance to the 19th century Concert of Europe. Whether it will assume a similar role in the 21st century depends in the final analysis on whether the United States welcomes such a role for the G8.

Debates about military influence on civilian government tend to be partisan and rarely pay sufficient attention to specific contexts. This paper analyses, without condemnation or justification, why and how the military exercises such influence in Turkey and whether it is likely to continue to do so. It argues that the role of the military in Turkey grows out of a specific Turkish context and is more a symptom than a cause of the country's flawed democracy. It examines the Turkish officer ethos, particularly the role of the indigenous ideology of Kemalism, and the broad, though not universal, public mandate for an interventionist role in politics. It contends that the military's influence is neither uniform nor total and that it is more effective at blocking than initiating policy; thus creating a system in which civilian authority is primary rather than supreme. It analyses the mechanisms through which the military attempts to shape policy, and demonstrates how its influence depends more on its informal authority than legislated rights or responsibilities. The paper suggests that fears of threats to national security resulting from the reforms required for EU accession have made the military more, not less, reluctant to withdraw from the political arena. It concludes that, regardless of the future of Turkey's candidacy, such a withdrawal will be a slow and gradual process, dependent more on changes in Turkish social and political culture and the perceived security environment than in the military itself.
