This book is an expansive history of community weekly newspapers in the United States during the twentieth century. It explores such topics as ownership, business practices, employees and hiring practices, educating college students to work for weeklies, community involvement, government propaganda campaigns in small-town weeklies, syndication services, community leadership, advertising and other revenue sources, and competition for audiences with the development of radio and television. Weeklies told the story of average American daily lives more thoroughly and in a more personal manner than the big-city dailies. In essence, the weekly publisher-editor served as author of his community's life story. Despite the problems that faced the weekly industry throughout its long and proud history, the constants that remained were identifying and utilizing survival tactics. Throughout the twentieth century an obituary had been written for community weeklies, but they found a way to fight back and happen upon a means, a method, or a message that resonated with audiences and advertisers enough to allow them to keep their doors open. Today, however, many community weeklies are shutting their doors after generations of family ownership. Chain-owned weeklies are also closing as media companies downsize for financial survival. This book explores how political power has shaped the elite and their development in North Korea by examining changes of the elite, their interactions, and specific elite figures, based on the transformation of the power structure and characteristics of the North Korean regime since August 1945.As a socialist state where the party guides the state, the ruling core is the party cadre in North Korea. This book distinguishes the development of the North Korean power into five periods: power structuration of the Soviet forces (1945 to the late 1940s), socialist oligarchic power (late 1940s to mid-1950s), limited personal power (mid-1950s to late 1960s), personal power (late 1960s to mid-1970s) and patrimonial power (mid-1970s to the present). While electoral participation is a traditional topic in political science, voter turnout at the local level is still largely uncharted. There are very few large-N comparative works on municipal turnout and, as a result, a lack of a comprehensive comparative picture of local electoral participation. This book aims to fill that gap by taking an innovative approach to the topic. The volume makes three major advances at the empirical, methodological and theoretical levels. Empirically, it provides a large-N comparison by covering 18 European countries and more than 70,000 municipalities. Methodologically, the book uses the multi-level congruence theory to study municipal turnout in relation to national turnout, exploring the variation between those levels. Theoretically, it bridges the two main (and often mutually exclusive) strands in the literature on local elections – the lower-rank and different-kind approaches – and it assesses the features and mechanisms of local voting.

Race against Liberalism examines how black worker activism in Detroit shaped the racial politics of the labor movement and the white working class. David M. In recounting their migration journey, references to nationality pervade the narratives of Zimbabweans in South Africa. Given the challenges many migrants confront based on their nationality, this presents a seeming paradox. This qualitative interview study, conducted with Zimbabwean migrants in two areas of Cape Town—Observatory and Dunoon—aims to elucidate the nuances of national self-descriptions in a demanding environment. Identifying as Zimbabwean serves as a sanctuary and a retreat, where alternative identifications often prove transient; embracing Zimbabweanness fosters an affirmative and positive self-perception, surpassing the limitations of other collective self-descriptions. Rather than pre-emptively characterizing a nationalist demeanour, the articulation of national self-description emerges as a strategic tool to navigate experiences of hostility and discrimination, while also asserting legitimate claims to equal opportunities. In this way, nationality takes a trajectory that diverges from conventional notions of nationality (and the ones of the nation-state or citizenship) as per Northern theory, contributing to alternative conceptualizations within the framework of the Global South.

Bernhagen and Kybelka propose that news reporting on the pandemic pitches human impact against economic consequences of the virus and of restrictive policy measures designed to contain it. They argue that the use of these frames influences governments'decisions to enact or lift lockdown measures. Using time series data from England, France, and Germany, the authors show that news reporting on COVID-19 was indeed characterized by these media frames. However, there is no evidence of media influence on government policy. Instead, the authors find that anti-pandemic policy decisions were responsive to public opinion in these countries.

UN Security Council decisions impact billions of people and yet its formal rules are minimal and tell us little about how decisions are made. Instead, informal, and often unwritten practices, form the basis of negotiations. Inside the UN Security Council analyses informal practices within Security Council decision-making, both in general and focused on the case of Darfur in the west of Sudan, to pull back the curtain on decision-making. Security Council negotiations on Darfur are analyzed in depth across issue areas of agenda-setting, sanctions, referral to the International Criminal Court, and peacekeeping. One way of understanding these informal practices is via the lens of legitimation. This is a useful approach because it brings to the fore the ways in which states seek legitimacy for themselves, and for Security Council decisions, as part of the negotiation process. Inside the UN Security Council introduces and develops the concept of legitimation practices to analyse the UN Security Council's decision-making. Legitimation practices shape the process and outcome of negotiations in two different ways. Internal legitimation practices, which relate to the legitimation of Security Council decisions, such as prioritizing unanimity, constrain and enable the text of resolutions. External legitimation practices such as'doing something', even when it is known that it cannot be implemented, relate to the legitimation of actors in the negotiations and shape whether decisions can be reached at all. Foregrounding legitimation practices sheds light on seemingly contradictory moments within Security Council decision-making, such as the United States enabling the referral of the situation in Darfur to the International Criminal Court, despite its longstanding objections to the court and the capacity to veto the decision. The book draws on a wide range of primary and secondary sources, including original interviews with key decision-makers, to show that legitimation practices are an integral aspect of Security Council negotiations.

The analysis is contextualized in the present day by looking at the different perspectives of the Italian far right on the Russian invasion of Ukraine. He concludes with an examination of Namibia's outdated and restrictive legal frame-work, which ultimately denied the Haillom people their constitutional right to be heard in the Namibian Court. While the future of ancestral land claims in Namibia depends on the political will of the Namibian government, Odendaal argues that the Namibian courts have a duty to comply with the rights giving nature of the Namibian Constitution that lays the foundation for the Haillom people's ancestral claims.

Il Pnrr, ossia la strategia di sostegno e rilancio lanciata all'interno del programma Next Generation EU dell'Unione Europea per rispondere alla crisi innescata dalla pandemia da Covid-19, è senz'altro una delle più rilevanti politiche pubbliche che abbiano interessato il Paese negli ultimi decenni. Le città e i territori sono i maggiori beneficiari degli interventi previsti, ma sono anche, in molti casi, protagonisti nel definirne la domanda, nel delimitare e strutturare il sistema d'azione e i policy networks che presiedono ai processi di attuazione. Una riflessione sulle relazioni tra Pnrr e dimensione urbana è quindi cruciale, per cercare di comprendere meglio se le città siano il focus del Pnrr o lo sfondo su cui il programma si articola, e, in entrambi i casi, a quali idee di città e territori e a quali'questioni urbane'il programma sia ispirato e provi a rispondere. Questo approfondimento è utile anche considerando l'eredità che la breve stagione di lavoro legata al Pnrr potrà lasciare alle generazioni future e per comprendere in quale misura la città, nelle sue diverse forme, sarà considerata centrale nella relazione con i processi di sviluppo locale e sovralocale. Term limits enjoy broad popularity among Americans, yet scholarly literature has omitted two important questions from the study of municipal reform: Why are term limits so popular, and what are the causes of movements for term limits? In this book, Douglas Cantor exposes the causes of term limits at the local level of government to shed light on how and why the movement to adopt term limits came to exist.Cantor begins his analysis by providing a history of term limits, beginning with classical debates in Greek philosophy. He describes the benefits of studying the causes of term limits and how term limits are a direct manifestation of older values rooted in the American traditions of municipal reform. Part II examines 20 different municipalities across the continental United States that experienced a movement to implement term limits through a political campaign, voter initiative, or council-led charter amendment. Bidding us either with or against our neighbors as though we were already combined in, and owed allegiance to, mutually external, nameable collective entities - ‘communities', ‘nations', ‘races'– denominations in general. Beginning with an examination of processes (‘routines') of denomination in Northern Ireland, Maurice Macartney examines the era of Empire and enslavement to show that similar processes were at work then in ‘viceregally'arranged structures for the authorization and organization of the violence of hostility and of indifference to the suffering of others.Macartney then brings the analysis up to date, arguing that the hostility of populism and the indifference of the global market overlap to intensify the violence unfolding today. Finally, taking seriously the Copernican revolution of nonviolence, for which the enemy is not ‘the enemy', but violence itself, the book calls for a different kind of combination, for the coming together of a ‘community of others', commoners on the one common, working, for all our differences, toward the democratic empowerment of everyone in the neighborhood, in an equitable, sustainable, ‘neighborhood democracy'that would open beyond hostility, beyond denomination, beyond all boundaries.
