Following the thematic divisions of the first three volumes of Alfred Schutz's Collected Papers into The Problem of Social Reality, Studies in Social Theory and Phenomenological Philosophy, this fourth volume contains drafts of unfinished writings, drafts of published writings, translations of essays previously published in German, and some largely unpublished correspondence. The drafts of published writings contain important material omitted from the published versions, and the unfinished writings offer important insights into Schutz's otherwise unpublished ideas about economic and political theory as well as the theory of law and the state. In addition, a large group contains Schutz's reflections on problems in phenomenological philosophy, including music, which both supplement and add new dimensions to his published thought. All together, the writings in this volume cover Schutz's last 15 years in Europe as well as manuscripts written after his arrival in the USA in 1939. Audience: Students and scholars of phenomenology, social theory and the human sciences in general.

The fall of the Communist regime in the USSR and Russia's search for a democratic and prosperous market-based future is one of the most compelling episodes of the end of the twentieth century. A central part in this drama is being played by political elites. These essays, written by some of the leading scholars in the field, analyse various aspects of the role being played by elites and leaders in Russian politics. Among the issues dealt with are: the origins of the Russian elites, including the issue of continuity with the Soviet past; the relationship between political and economic elites; the means taken by elites to structure politics and their relations; the dynamic of elite politics, and the nature of post-communism. These essays deal with many of the crucial questions facing Russia today.

Drawing on a selection of papers presented to the Fifth World Congress of Central and East European Studies held in Warsaw in August 1995, the book presents a broad cross-section of thinking about postcommunist developments in Eastern Europe and the former Soviet Union. Specialists from the region and the West apply their unique insights to challenge some conventional views on the transition. The book is both diverse and focused, suggesting that the experience of democratisation is an open-ended process in which those involved learn both from their own experience and from comparative transitions elsewhere. It provides a rich source for the comparative analysis of democratisation.

Early transition was characterized by debate over shock therapy and gradualism as alternative reform strategies. Other important debates concerned the nature of the former USSR. Was it ever Socialist and what were its laws of motion? What implications does the old system have for the course of post-communist reforms? These are among the key issues analysed in this book, through a mix of conceptual analysis and an interesting selection of country studies.

Between the Nazi occupation and the anti-communist revolution of 1956, Poland underwent twelve years of Stalinist rule. Using recently-opened archives, historians and social scientists from four countries give the first analysis of the rise and fall of this system. The book is organised in three parts: Construction (external and domestic), Conflicts (above all, communists against the Church and peasantry) and Collapse (during 1956). An Epilogue reviews the whole period in the light of contemporary political debates.

Feminist scholars have been remaking the landscape in political theory, and in this important book some of the most important feminist political theorists provide reconstructions of those concepts most central to the tradition of political philosophy. The goal is nothing less than the construction of a blueprint for a positive feminist theory.Many of these papers are completely new; others are extensions of important earlier work; two are reprints of classic papers. This issue of Political Power and Social Theory explores the changes in science associated with the rise of neoliberalism since the 1970s. The neoliberalization of science has complicated interactions among states, markets, and civil society, often in ways that challenge major assumptions underlying decades of research. The articles collected here break with older Mertonian sociologies of science and constructivist microsociologies of scientific knowledge to examine the mesolevel problem of the changing institutional contexts of'the scientific field'as originally identified by Pierre Bourdieu. Papers presented in Part I extend Bourdieu's relational approach to the broader set of interactions among scientific, regulatory, industry, and social movement fields. Part II extends Bourdieu's concern with order and the scientific habitus to the changing patterns of scientific practices under neoliberalism. By reconceptualizing the central problem for the social studies of science as the political sociological problem of field and interfield dynamics, the collected papers chart an important theoretical agenda for future research in the study of sciencesociety relations.

It has taken a long time to make this book. Many initial drafts of the chapters published in this book were presented in November 2000 during a two-day conference on Interactive governance: towards a post-parliamentary democracy held in Enschede (The Netherlands). The Netherlands Institute of Governance (NIG) sponsored the. conference. After this conference the organisers discussed the possibility of making a book on the basis of papers presented at this event. In the end it was agreed that such a publication would indeed be worthwhile provided the initial papers were fundamentally revised. Moreover it was agreed that also supplementary chapters should be included, in order to strengthen the international comparative perspective. On this basis authors of the conference papers chapters and envisioned new chapters were invited to (re)submit drafts. The completion of the book, however, was unexpectedly halted by the tragic sudden death of our co-editor and dear friend Oscar van Heffen. In his lifetime he was the driving force behind this project. Without his efforts, insightful comments and helpful suggestions this book, in its present form, would never have been published. As such we dedicate this volume to his memory, the completion of the book being an honorary debt to our friend and his wife Mirjan.

This volume is the proceedings of a symposium entitled'Bottom Line Results from Strategic Human Resource Planning'which was held at Salve Regina University, Newport, Rhode Island on June 11-14, 1991. The meeting was sponsored by the Research Committee of the Human Resource Planning Society (HRPS). In developing the agenda, the Research Committee continued the approach used in previous HRPS research symposia. The focus of these meetings is on the linkage ofthe state-of-practice with the state-of-the-art. Particular attention was placed on research studies which were application oriented so that member organizations can see examples of ways to extend current practices with the knowledge presented by the applications. The meeting had sessions on: (1) The Strategic Role of Human Resources, (2) Globalization, (3) Downsizing, (4) Quality as a Strategic Human Resource Issue, (5) Forecasting Human Resource Needs, and (6) Managing People to Build Competitive Advantage. Twenty six papers were presented with discussion periods at appropriate points in the meeting. This volume contains twenty two ofthese papers along with an introductory paper. A short summary is also provided at the beginning of each major subdivision into which the papers are arranged. Thanks are in order for all who contributed to the success of the meeting.

This Festschrift was'presented'in electronic form to Buchanan on the occasion of his eightieth birthday on October 3, 1999, after dinner in Fairfax, Virginia. As one might have expected, the response to our call for papers was vo­ luminous. In looking over the many contributions, we felt that a'published'Festschrift was also possible and fitting for the eightieth birthday of so prodi­ gious and influential a scholar as Professor Buchanan. To that end we have assembled the following volume. In selecting the papers to be included here we have basically tried to choose those papers which in some way bear on Buchanan's contributions. Perfectly good papers about issues not related to Buchanan's research agenda or not referring directly to Buchanan's work were not included. Space constraints did not allow universal coverage, so choices had to be made. It should be stated clearly that these were our choices based on the criterion that the contribution be relevant to Buchanan's work. Buchanan had nothing whatsoever to do with the selection of papers for this volume. Once choices had been made, we arranged the papers by subject matter ranging from various aspects of Buchanan's work in economics, political science, philosophy, and related areas, to some more personal recollections of Jim as a professor, friend, and colleague. Including the latter material was also our decision, and this probably represents a choice with which Jim would not have agreed. We think, however, that the reader will find these pieces interesting and informative.

Monetary union has dawned in Europe. Now that the common currency is a reality, questions concerning the practical conduct of monetary policy in the European Monetary Union (EMU) are moving to the forefront of the policy debate. Among these, one of the most critical is how the new monetary union will cope with the large heterogeneity of its member economies. Given the large differences in economic and financial structures among the EMU member states, monetary policy is likely to affect different member economies in different ways. Regional Aspects of Monetary Policy in Europe collects the proceedings of an international conference held at the Center for European Integration Studies of the University of Bonn, dedicated to this issue. The contributions to this conference fall into two parts. The first part consists of empirical and theoretical studies of the regional effects of monetary policy in heterogeneous monetary unions. The second part consists of papers analyzing the political economy of monetary policy in a monetary union of heterogeneous regions or member states. The papers all support the conclusion that regional differences in the responses to a common monetary policy will make European monetary policy especially difficult in the years to come. Such differences arise from a variety of sources, and they cannot be expected to be mere teething troubles that will disappear after a while. Even if they were ignored in the run-up to the EMU, Europe's central bankers and economic policy makers will have to learn how to cope with such differences in the future.

The International Society for Quality of Life Studies held its first conference in Charlotte, North Carolina in 1997. Participants at the conference were allowed to submit their papers for the present volume. The submitted manuscripts went through a review and revision process, and the papers in this book represent the best articles from that process. Because the society sponsoring this volume is international in character, it is not sur­ prising that the 11 contributions are from 4 different countries: Canada (3), India (1), Netherlands (3), and the United States (4). Thus, the volume is cross-national in authorship, although we hope that future works can include more papers from additional nations. Ten of the eleven papers consider quality of life in terms of some aspect of subjective well-being. The book is broken into three sections: the first section presenting material on broad theories of subjective well­ being, the second section covering how work and income are related to subjective well-being, and the third section containing one chapter on health and one on political representation. I am proud to present these broad-ranging chapters on quality of life.

Global Instability: Uncertainty and New Visions in Political Economy presents a series of papers that address the political consequences of globalization for states and their populations, while exploring the issue of alternatives to the model of globalization we are presently experiencing. The focus moves from the world of international agreements to the national and sub-national dilemmas that are posed by attempting to manage a set of global developments within a given territory. The initial chapter, by Daniel Drache, explores a still-born post-war international organization, the International Trade Organization, that offers a different vision of how a globally integrated economy might operate. A number of papers then explore the challenges posed by today's globalization, including currency instability in an environment of financial deregulation, the rights conferred on investors by the North American Free Trade Agreement, and the progressive liberalization of trade in services built into the General Agreement on Trade in Services.

In May 1999, over 50 distinguished scholars from all over the world gathered to honor Gordon Tullock, one of the most prolific, original, and versatile scholars of his generation. Tullock is best known for his pioneering work in Public Choice, the study of how self-interested individuals interact with governments. Tullock's research in public choice has contributed to the understanding of the decisions made by elected officials and bureaucrats, as well as knowledge and how individuals and pressure groups both inside and outside the government seek to shape it. Public Choice Essays in Honor of a Maverick Scholar: Gordon Tullock includes contributions that were strongly influenced by Tullock's work. His influence on studies of governance is well illustrated by the nine papers in this volume. These papers and the discussion touch upon a broad array of aspects of public choice and of Tullock's research.

Rolf R. Strauch and Jiirgen von Hagen Center for European Integration Studies (ZEI), University of Bonn; ZEI, University of Bonn, Indiana University, and CEPR The large and persistent deficits, rising levels of debt and growing levels of public spending observed in many DECO economies during the past 25 years have stimulated much theoretical and empirical research on the political economy of public finance. Although a number of issues have been studied extensively, certain areas are still at an exploratory stage and need further theorizing and thorough empirical research. During the last two decades, the theoretical debate on budgeting has been dominated by the controversy between partisan and institutionalist approaches. Within the more political-science oriented, institutionalist literature, a controversy exists between the distributive and the informational perspectives, each setting forth a distinctive organizational rationale of parliaments with different fiscal implications. The papers in this volume cover these different perspectives, extend previous models, and test their empirical validity. The papers were originally written for a conference on'Institutions, Politics, and Fiscal Policy'organized by the Center for European Integration Studies at the University of Bonn, Germany, in July 1998. The book is organized in three parts each focusing on a distinctive aspect. The first part is dedicated to the partisan perspective. The second part focuses on budget institutions. The third part consists of three case studies of institutional reform of the budget process. This book is directed to academics and practitioners alike.

The papers for this special issue were selected from a pool of nearly 700 presentations which were made at the 10th Congress of the World Council of Comparative Education Societies (WCCES), which was held in Cape Town, South Africa, from 12 to 17 July 1998. The congress was hosted by the Southern African Comparative and History of Education Society (SACHES) and held on the campuses of the University of the Western Cape and the University of Cape Town. The papers were selected by the convenors of the conference's standing commissions, which provided a significant focus for the conference proceedings. These commissions were on the following themes: Teachers and teacher education Curriculum - Higher education - Lifelong learning - Language, literacy and basic education - Gender and education Policy - Theory and theory shifts Basic education in Africa Peace and Justice Dependency European Education Policy Research in Africa Culture, Indigenous Knowledge and Learning The papers presented, as the discussion below makes clear, ranged widely in subject matter and theoretical perspective and addressed issues of concern both to individual countries and to regions of the world. While some of the papers use comparison as an approach, it remains a matter of concern that the comparative perspective is so little in evidence. It is hoped that the com­ parative research approach will be more in evidence in the future.

Globalization and Environmental Challenges pose new security dangers and concerns. In this reference book on global security thinking, 92 authors from five continents and many disciplines, from science and practice, assess the global reconceptualization of security triggered by the end of the Cold War, globalization and manifold impacts of global environmental change in the early 21st century. In 10 parts, 75 chapters address the theoretical, philosophical, ethical and religious and spatial context of security; discuss the relationship between security, peace, development and environment; review the reconceptualization of security in philosophy, international law, economics and political science and for the political, military, economic, social and environmental security dimension and the adaptation of the institutional security concepts of the UN, EU and NATO; analyze the reconceptualization of regional security and alternative security futures and draw conclusions for future research and action.This book contains carefully revised papers from three workshops at ISA (Montreal), IPRA (Sopron) and the Fourth Pan European Conference on International Relations (The Hague) and additional commissioned papers. All chapters were anonymously peer reviewed.

On September 4, 1971, the office of Lewis Fielding, a psychiatrist practicing in Los Angeles, was broken into. It looked like a run of the mill drug raid. A month later, a homeless man was charged with burglary and the case was considered closed. On June 17, 1972, five men were charged with breaking and entering at the headquarters of the Democratic National Committee in the Watergate Hotel in Washington, D.C. With these two burglaries, one seemingly innocuous while the other was more serious because of the venue, the scandal known as Watergate was born. As the tale of Richard Nixon and his Plumbers began to unfold, it was discovered that one of Lewis Fielding's patients was Daniel Ellsberg, the man who released the Pentagon Papers to the New York Times. Ellsberg was high on Nixon's list of enemies and he vowed to destroy him at all costs. Representing the speeches and papers given by ministers or other authorities at the symposium on Argentina's Economic Policy 1946-1983 held in Toledo, Spain, this collection spans both the economic and political dimensions of the development of Argentinian economic policies.

A decade after the War for Kuwait and two decades after the Iran-Iraq War, the wider Gulf region remains mired in internal, regional and international conflicts. Iran, Iraq, and the Arab Gulf States presents analytical perspectives - including solution-oriented assessments to identify major causes for actual and potential conflicts throughout the Gulf. Nationalism is a collection of papers from the British Sociological Association conference, Worlds of the Future. The central themes of the conference were ethnicity and nationalism in the contemporary world. Older discourses on national sovereignty and statehood are evaluated in terms of their validity within a world increasingly defined by transnational integration and global economic competition.

This book provides an up-to-date interdisciplinary critique of the new economic orthodoxy as represented by the Washington Consensus. The originator of the term, John Williamson, updates his original thesis which is then discussed by an interdisciplinary group of scholars that includes economists, environmentalists, political scientists, institutionalists, sociologists and a philosopher. The papers span a range of viewpoints which includes sympathetic modifications to the consensus as well as strong rejections of it.

Economists and political scientists have recently begun to study formally how conftict and the possibility of conftict affects resource allocation and economic performance.! For example, an extensive empiricalliterature suggests that conftict and political instability adversely affects economic development and that higher 2 inequality causes poor economic performance by inducing increased conftict. In this paper I argue that a serious ftaw in this research has taken too individu­ 3 alistic a view of conftict. While the approach of methodological individualism is attractive, in reality individuals act not purely in isolation, but also as part of larger social groupings and networks. I therefore try to consider how these models of conftict may be extended to this type of situation and thus attempt to place individuals within a larger social setting to see how this alters our intuitions about conftict and its economic and political determinants and implications. But what groups are relevant? Individuals belong to many overlapping and cross cutting groups in society. While traditional Marxist analysis stressed dass groupings so that workers associated with workers and capitalists with capitalists, more recent literature (see Wright, 1985) has stressed the diversity of social groupings. Rather than associate along dass lines one might associate along gender, religious, or perhaps ethnic lines. Many strands of research have show how thinking of groups in this heterogeneous way can iIluminate both economic 4 and political behavior.

Sustainable development has become a central perspective in environmental strategies around the world. It is clear that neither governments nor businesses have the capability to bring about sustainability on their own. Therefore, collaboration has emerged as a central concept. At the same time it is obvious that someone has to take the lead in the development towards sustainability. This book focuses on different forms of collaboration emerging between various actors. The objective of the book is to more systematically explore the different roles and relationships between partnership and leadership. Basically, both partnership and leadership can be seen in a positive and negative way: for example, as far as partnership is concerned, we can assume that the path towards sustainability can be paved by parties coming together, taking some initiative collaborating. On the opposite, partnership and consensus-based decisions can be seen as an obstacle to foster radical changes in production and consumption patterns. Similarly, leadership can be seen as an obstacle to sustainable development if leaders form close circles and are not willing to share experiences with other actors; but leadership could also be considered as an important element to keep concepts and practices forward. The book holds this double perspective: explaining, mapping and analyzing different goals/formats/methods of more and less collaborative approaches, but at the same time taking a critical approach to the theme by understanding related risks, effects, prospects and corrective actions. Next to a conceptual part, the book brings together case-studies from around the world. The focus is in describing and understanding various formats of collaboration and critically evaluating its effects and prospects. A concluding chapter discusses the role of partnership and leadership in realizing various levels of environmental innovations: optimization and re-design, that usually affect onlya small part of the production/consumption structure, and much more complicated, radical innovations that have to deal with societal (sub)systems. The book is in part an edited version of selected papers presented during the 1998 Greening of Industry Conference in Rome on the subject, enriched with contributions of other invited authors.

Empirical Studies in Comparative Politics presents a collection of papers analyzing the political systems of ten nations. It intends to provoke a conscious effort to compare, and investigate, the public choice of comparative politics. There have been many publications by public choice scholars, and many more by researchers who are at least sympathetic to the public choice perspective, yet little of this work has been integrated into the main stream of comparative political science literature. This work, however, presents an empirically oriented study of the politics, bureaucratic organization, and regulated economies of particular nations in the canon of the comparativist. It therefore provides a public choice view at the level of nations, not of systems. This compendium of work on comparative politics meets two criteria: In every case, a model of human behavior or institutional impact is specified; Also in every case, this model is confronted with data appropriate for evaluating whether this model is useful for understanding politics in one or more nations.

The four volumes of Game Equilibrium Models present applications of non-cooperative game theory. Problems of strategic interaction arising in biology, economics, political science and the social sciences in general are treated in 42 papers on a wide variety of subjects. Internationally known authors with backgrounds in various disciplines have contributed original research. The reader finds innovative modelling combined with advanced methods of analysis. The four volumes are the outcome of a research year at the Center for Interdisciplinary Studies of the University of Bielefeld. The close interaction of an international interdisciplinary group of researchers has produced an unusual collection of remarkable results of great interest for everybody who wants to be informed on the scope, potential, and future direction of work in applied game theory. Volume IV Social and Political Interaction contains game equilibrium models focussing on social and political interaction within communities or states or between states, i.e. national and international social and political interaction. Specific aspects of those interactions are modelled as non-cooperative games and their equilibria are analysed.

The author is fully aware of the difficulties connected with an adequate treatment of this subject, in view of the general back­ ground of that fascinating age - the seventeenth century. The present work is simply a modest attempt to draw attention to some in many cases forgotten or disregarded Utopian writings and to show the long line of thought behind many concepts which, to the modern reader, may seem obvious truths. He is very much indebted to Professor H. W. Lambers of Rotterdam for his constant encouragement, help and criticism and also for his willingness to forget for a moment his many other duties and to pass much of his valuable time in the critical study of the seventeenth century papers and publications. The author is very thankful to his mother, his relations and friends both in Holland and in Poland for all they have done for hirn, and he would especially mention Miss Mary Barber for her great help in correcting the English text. As part of its EU strategy, the Swiss government commissioned several research projects covering the most important aspects of economic integration. Given the interesting results and the wealth of methods used in these studies we decided to organize a conference on the topic of'The Economic Impact of EU Membership on Entrants: New Methods and Issues'. The idea was to use the work on Switzerland as a case study for discussing modern approaches on how to assess the economic effects of joining an integration zone. This seemed to us to be a topic of considerable interest for the rising number of prospective EU-member countries. The response was very favourable with many eminent scholars agreeing to contribute. The conference took place in Lausanne, Switzerland in October 1999 and the papers submitted together with the discussions are published in this volume. This study is an attempt to chronicle and analyse the attitudes of the New York press in connection with the events of the period from 1914 to 1917 relating to American neutrality. It is based primarily on a day­ to-day study of sixteen daily newspapers in New York City for the period of American non-participation in the First World War. The research involved not only editorial opinion but also news items, feature articles, letters to the editor, book reviews and special commentary. The files of the major New York newspapers of the period naturally constituted the basic sources. In addition to this, use was made of the memoirs, diaries and private papers of editors, publishers and other public figures; the Congressional Record, 1914-1917; Congressional hearings and reports, 1915, 1919, 1936 and 1937; certain British and German materials; books, articles and other secondary sources. The author also drew upon the recollections of New Yorkers active in journalism during the period.

This volume contains the extended versions of selected papers presented at the first Mediterranean Conference'Sharing Knowledge on Sustainable Building'held at the Polytechnic ofBari in December 1999, supported by the National Research Council of Italy. The publication of this book was made possible through the efforts of the contributing Authors. This book is based on the conference'EMU and the Outside World', held at the Swiss Federal Institute of Technology (ETH), December 11, 1998. The conference was organized by the Swiss Institute for Business Cycle Research (KOF), which is supported jointly by the ETH and the Swiss Society for Business Cycle Research (SGK), an organization comprising representatives from private industry, the Swiss National Bank and public authorities. On the eve of the final stage of European Economic and Mone­ tary Union (EMU), Zurich seemed to be a particularly appropriate place for such a conference. On the one hand, given its location and economic and financial links with the euro area, Switzerland is one of the'outside coun­ tries'most affected by EMU. On the other hand, it was nowhere else than in Zurich where the vision of'a United States of Europe'was expressed for the first time by Winston Churchill in his speech on September 19, 1946. For many EMU is a step in that direction, whether welcome or not. Most of the papers appearing in this volume were presented at the con­ ference and have been revised and updated. Three contributions, chapter 11- 13, were commissioned specially for this publication. Besides the authors of the chapters, special thanks are due to Guido Boller, Robert McCauley, Umberto Schwarz, and Charles Wyplosz.

Updating the papers from the 2011 Asan Conference to cover the end of 2011, this book reflects the state of analysis on the eve of the important 2012-13 transition to China's fifth-generation leaders.

When the editors of this volume met in Mannheim at the European Consor­ tium of Political Research Local Government Workshop in 1999, they dis­ cussed the possibility of a North-South meeting of minds to discuss some common experiences of local government reform. Further discussions with Harald Baldersheim, Chair of the International Political Science Associa­ tions'Research Sub Committee No. 5 suggested there was room for such a meeting within the ambit of IPSA activities and, indeed, for a subsequent publication to form part of aseries of local government studies. With the financial and logistical assistance of the New South Wales Lo­ cal Government and Shires Association based in Sydney Australia, a confer­ ence entitled'Local Government at the Millennium'was organised. In January 1948, Alessandro Levi, a distinguished scholar in the fields of law, philosophy and political theory, published an article entitled'The'return'of Carlo Cattaneo.'1 Levi, himself the author of an im­ portant work on Cattaneo, 2 reported on several initiatives which had been taken by Italian scholars since 1945 to rescue the Lombard writer and politician from relative obscurity. With some financial assistance from the City of Milan, a committee of Italian and Swiss scholars had been formed in the spring of 1946 to publish Cattaneo's works, which until then had only appeared in fragmentary and uncritical 3 editions. LeMonnier of Florence had agreed to publish the new edi­ tion. Meanwhile, the Lombard historian Rinaldo Caddeo was preparing with considerable pains an edition of several volumes of Cattaneo's correspondence. In addition, a catalog of materials pertaining to Cat­ taneo and found among the Crispi papers was being prepared at the State Archives in Palermo. A brief biography had appeared in 1945 and other works by historians, political scientists, and journalists were 4 in progress. These initiatives seemed long overdue, in view of the fact that Cattaneo's contemporaries had considered him a leading figure in the liberal-democratic current of the Risorgimento. As Levi acknowledged in his article, however, these efforts to rescue Cattaneo's work from obscurity were something more than a belated tribute to an important participant in the history of nineteenth century Italy.

Motor vehicle accidents are still a leading cause of death, even if the trend has somewhat declined over the past 20 years. Indeed, motor vehicle accidents are a significant cause of death in comparison with air and space transport accidents, homicides and even HIV infections, causes which are more often highlighted in the media. As shown in this book, motor vehicle accidents are particularly damaging to very young drivers. The assessment of driving risks is a common concern for road transportation safety and the automobile insurance industry. In both cases, there is an awareness of the great losses resulting from the deaths, injuries and property damage caused by traffic accidents. Research is essential to counteract this public health threat, to assess the success or failure of countermeasures, and to solve the problems it generates in the insurance industry. This book is for people concerned about road crashes (prevention and compensation) and about the insurance problems they pose - namely private and public institutional authorities, consultants, administrators, practitioners, and researchers interested in sharing the authors'experience in this domain. Crime does not pay, and politics by assassination pays even less. That is perhaps the one sharp lesson which stands out from the trial of U Saw and his men for the murder of Bogyoke Aung San and his colleagues. The trial is a historie one, and the murders undoubtedly altered the course of Burma's modem history. I present the judgement of the Special Tribunal in full and the story of the assassinations for the record, in the hope that they will serve historians and our peoples in Burma in several ways. Mr. ]ustice Mya Thein of the High Court gave me the records which he compiled of the trial while serving on the prosecution. That was a few years ago, and I have, since then, wanted to edit and publish a book of the trial. Dr. Myint Thein, Chief ]ustice of the Union, also gave his file of the records to the Defence Services Historical Research Institute, and I was able to check and compare the papers. Jac C. Heckelman, John C. Moorhouse and Robert Whaples The eight chapters of this volume are revised versions of papers originally presented at the'Applications of Public Choice Theory to Economic History'conference held at Wake Forest University, April 9-10, 1999. They all apply the tools of public choice theory to the types of questions which economic historians have traditionally addressed. By adding the insights of public choice economics to the traditional tools used to understand economic actors and institutions, the authors are able to provide fresh insights about many important issues of American history. 1. DEVELOPMENTS IN PUBLIC CHOICE THEORY Economists have historically sought to develop policies to improve social welfare by correcting perceived market failures due to monopoly power, externalities, and other departures from the textbook case of the purely competitive model. An underlying assumption is that the public sector, upon recognizing the market failure, will act to correct it. Applied work often develops the conditions under which these policies will be optimal. The public choice movement has questioned the false dichotomy established by welfare economists. Economists of all persuasions assume traditional private market actors, such as entrepreneurs, managers, and consumers, are self-interested rational maximizers. Why should this not hold for all economic agents? The innovation of public choice analysis is to show what happens when public sector actors, such as politicians, bureaucrats, and voters, also behave as rational self-interested maximizers.

Herbert Rowen has always insisted that historians don't need biographers. Outside'a small circle of family, friends and students,'what matters most is not the individual but his or her work.'Thus the main purpose of the present volume is to highlight Professor Rowen's contributions to the political history of early modem Europe. Part I includes assessment of his work by others, while Parts ll-V contain examples of his best articles, papers, and reviews, some published here for the first time, most previously hard-to-get. These essays not only add substantively to our understanding of early modem politics, but treat both implicitly and explicitly the historian's task per se. Hence, this is not biography, much less'innocuous laudation'or hagiography, which Herb would not forgive. Yet it is only fitting that someone who lays so much stress on the human side of History should by way of introduction have something said about his person as well as his work.

Integration of the Central and Eastern European Countries (CEECs) into the European Union (EU) has become more a question of timing than a question whether it will or should be made. Since one of the objectives of the EU is to establish a system ensuring competition in the internal market is not distorted the question arises if the CEECs can be integrated into such a competitive system. Which rules of competition are appropriate to improve the economic integration of the CEECs and to promote at the same time the enduring transition process? The relationship between competition policy and East-West integration is the general theme of the contributions in this book. One central issue of this volume is the way of integrating the Central and East European countries into the EU and supporting their development by liberalizing trade with the EU. A second issue is the implementation of a market economy in the post-socialist countries of Eastern Europe and in particular the aspect of implementing competition rules at a time when markets are just emerging. The twelve selected papers are organized in three sections: -Competition Policy and Integration (part 1); -Competition Policy During Transition (part 2); -Competition, Trade Policy and East-West-Integration (part 3).

The contributions to this volume are based on papers read at an international confer­ ence held in Hamburg in May 1978. Some of them are reprinted in their original form, others have been slightly modified in order to incorporate more recent findings. Since the overall concern is Middle Eastern development the various contributions deal with a wide range of problems. Studies on the Middle East are more often than not one-sided because of the pre­ dominating interest in the Arab-Israeli conflict and the economic factors relating to the supply of oil. At the Hamburg Conference, however, the participants concentrated main­ lyon examining such aspects of the situation as are far too often relegated to the side­ lines. In order to illustrate what those neglected topics are one should refer to two major examples: 1) the religio-cultural identity of Arabs and Israelis, 2) the tackling of political issues in Arab and Israeli literature.

From 1970 to 1977 a major project to uncover source material for students of contemporary British history and politics was undertaken at the British Library of Political and Economic Science. Fiananced by the Social Science Research Council, and under the direction of Dr Chris Cook, this project has attempted a unique and systematic operation to locate, and then to make readily available, those archives that provide the indispensable source material for the contemporary historian. This volume (the fifth in the series) provides a guide to the papers of propagandists who were influential in British public life. Included in this volume are the papers of such persons as newspaper editors, leading economists, social reformers, socialist thinkers, trade unionists, industrialists and a variety of theologians and philanthropists. In all, this volume not only completes the findings of the project but opens up the archive sources of a hitherto neglected area of research into contemporary social and political history.

This important new study provides a critical analysis of the foreign policies conducted during the first two terms of Tony Blair's government. It focuses upon the government's key foreign policy commitments; three of its most important international relationships (with the US, the European Union, and Africa); and how Blair's government dealt with five fundamental policy issues (political economy, defence, international development, intervention, and Iraq). It argues that throughout this period Labour's foreign policies attempted to paper over some important contradictions.

Relating Intimacies contains papers presented at the 1997 British Sociological Association Conference which discuss contemporary research and theorizing with regard to intimate relationships. Researchers examine the development of new forms of intimate relationships, exploring their emotional and legal dimensions, the issues of parenting in a changing world and the tensions and negotiations which are managed by those in intimate relationships.
