This volwne is the outcome of the 19th Kiel Week Conference held at the Institute of World Economics, 22-24 June 1988. It contains the revised versions of the papers and comments submitted after discussion.

European Consumer Policy after Maastricht raises both `horizontal'and `vertical'issues of consumer policy in the European Community and associated countries. The work was prompted by three important `constitutional'events in Europe: the completion of the Internal Market on 31 December 1992, the adoption of the Maastricht Treaty on Political Union, and the conclusion of the Agreement on the European Economic Area (EEA). The `horizontal'papers in Part I are concerned both with analyzing the `acquis'of consumer policy in Europe and with new directions as well as obstacles. The keynote paper by Micklitz and Weatherill gives an overall analysis of the political and legal bases of consumer policy from both the Internal Market and the Political Union perspectives. It is followed by two papers on subsidiarity by Gibson and Dahl which take up and clarify a somewhat confusing and irritating discussion in the EC. Lothar Maier is concerned with the function and role of the Consumer's Consultative Council in the EC of which he is the President; Monique Goyens with the opportunities and especially the shortcomings of consumer interest lobbying in the EC by her association, BEUC. The papers by Schmitz, Micklitz, Wilhelmsson and Krämer raise controversial and still unresolved policy and legal issues which go beyond traditional consumer policy via directives, e.g. in commercial marketing, cross-border litigation, contract law matters and conflicts between consumer and conflicts between consumer and environmental policy. Part II is concerned with national perspectives. The individual country reports relate to the EC and EEA countries and to Switzerland. They document the diverse -- sometimes protective, sometimes disturbing -- impact of EC lawmaking on national legislation, court practice and enforcement. They demonstrate that law harmonization is a painstaking process towards the goal of creating a European legal area withcommon protective standards.

On September 17 and 18, 1998, a conference took place at Mont Tremblant on the theme'Doing Business in a Knowledge-Based Economy.'This conference brought together some hundred participants from government, business and academia, with backgrounds in business administration, engineering, public administration and economics, to provide a multidisciplinary analysis of what has come to be known as the'Knowledge-Based Economy'(KBE). The aim was to come up with suggestions and recommendations about how to do business in a knowledge­ based economy, both at the firm level and at the government level. All presenters were explicitly asked to conclude with policy recommendations. The conference was sponsored by Industry Canada and organized by the Centre of Interuniversity Research on the Analysis of Organizations (CIRANO). The conference papers offered U.S., Canadian and European perspectives on the management of a knowledge-based economy. This volume is divided into three parts. The papers in part I set the stage by describing the salient features of the KBE. What is so special about it? What are its economic underpinnings? What are its technological characteristics? Knowledge plays a crucial role in a KBE, hence its name. Whereas, in the past, growth was determined primarily by the availability of land, natural resources, labour and capital successively, at the end of the twentieth century, knowledge has become a (if not the) major factor of economic growth.

Marek Thee was a Jewish Polish journalist, scholar, and activist. This book tells his life from narrowly escaping death in the Holocaust to exile in Palestine, where he became attached to the Polish consular service. On his return to Poland in 1950, he worked for the Foreign Ministry and later for the Polish Institute for International Affairs. He served as Head of the Polish delegation to the International Control Commission in Indochina in the late 1950s. In 1968 he lost his job and his Polish citizenship in a nationalistic and antisemitic campaign. He was able to move to Norway where he worked for twenty years at the Peace Research Institute Oslo (PRIO), editing an international quarterly journal, Bulletin of Peace Proposals and doing research on the arms race. In retirement, he continued his research and writing at the Norwegian Human Rights Institute. The book vividly relates the drama of his life in Poland, Palestine, Indochina, and Norway.This is an open access book.

Using an elite consensus/conflict analytical frame, this book examines why some majority Muslim countries perform so much better at democracy and/or development than others, questioning received wisdoms that Islam, authoritarianism, and underdevelopment go together. Identifying four distinct democracy and development outcomes in the Muslim world, four case studies are interrogated to show that there is more variability in democracy and development outcomes in Muslim majority countries than macro-historical studies and aggregate data have shown.By demonstrating that democracy and development outcomes in Muslim countries are the consequence of elite conflict and elite consensus, rather than the precepts or institutions of Islam, the book places the competition for power among contending elites, rather than Islam, at the center of the story of democracy and development in the Muslim world.This book will be of key interest to scholars and students of political development/development studies, democratization and autocratization studies, democracy promotion, and more broadly comparative politics.

This book is the first to analyse the practice of governance to resolve conflict in the case of Aceh in Indonesia. Combining theoretical discourse on conflict, democracy, and governance, it draws from original field research on the separatist conflict, utilizing a social constructivist approach in collating observations and interviews with political elites from both the Government of Indonesia and the Aceh Independent Movement (GAM). The conflict was an intractable one in which thousand civilians were killed between 1976 and 2006. The author zooms into the 2003 and 2007 period, against the broader context of the political landscape of Indonesia under the Suharto regime. In doing so, the book tackles the challenges presented by intrastate conflicts relating to ethno-religiosity, land use, and separatism. It unpacks the Indonesian political system's shift from an authoritarian regime to a democratic one, and demarcates the prevalence of state violence in managing conflicts, as exemplified in the Aceh separatism conflict. Relevent to political scientists and scholars in peace, conflict and development studies, this co-published book presents novel sociological insights into Indonesia's historical, and contemporary, political landscape.

This is an Open Access book. The primary objective of this book is to seek out insights into the concept of high-quality growth (HQG). It explores the essential attributes of HQG, such as inclusiveness, sustainability, and resilience, as well as its relationship with transformation, by drawing principally on illustrative cases and instances of international cooperation. The United Nations document on Sustainable Development Goals (SDGs) states that “We resolve to create conditions for sustainable, inclusive and sustained economic growth, shared prosperity and decent work for all.” As such, the concept of quality growth is inherent in many aspects of the SDGs. A similar approach can be seen in the Development Cooperation Charter announced by the Japanese government in 2015. According to the Charter, one of the most important challenges of development is quality growth and the reduction of poverty achieved through such growth. The approach in the Charter emphasizes inclusiveness, sustainability, and resilience.This volume is a pioneering study on quality growth as well as its relationship with SDGs and transformation. Comprehensive studies on quality growth are very few. The case study approach distinguishes the present volume from some previous literature that discussed quality growth within the framework of general policy. Instead, in this book, concrete cases and experiences provide insights into hands-on “ingredients”. Through the case studies, it can be seen more clearly that transformation and quality growth are phenomena that do not occur automatically but, rather, ones that require specific, properly designed strategies and approaches. Another unique feature of this book is that it aims to make explicit some of the consistent, but implicit, principles of Japan's international cooperation.

This book offers a model for understanding securitization in terms of hegemonic discourse formations. It re-thinks the very meaning of security as well as the relationship between the understanding of security in traditional and critical approaches in security studies to find a common denominator between them. Deduced firmly from realist political philosophy and its analytic categories, such as state-based sovereignty, security is presented as a function of discursive formations. Providing a sound discourse-theoretical foundation which includes both linguistic and non-linguistic practices as well as a focus on relationships of power, the book offers a basis for the integration of insights generated by the different approaches to securitisation, and enhances the analytical and explanatory depth of the concept. As part of its theoretical foundation, the book further presents a fundamentally new image of long-standing theoretical and conceptual challenges within speech-act inspired approaches, including the re-formulation of central analytical categories such as the speaker-audience-context nexus. By explaining securitisation as signifying the boundaries of the construction of meaning, it presents an original understanding of securitisation, which is deeply integrated into the structures of the social construction of meaning. On this basis, the book offers a new understanding of successful securitisation factors and insights into aspects that render specific objects more or less likely for securitisation. The book proceeds to discuss two central aspects of the securitisation debate: The constitution of power, as well as an exploration of the nature of the political and politicisation. An empirical case study on the development-security-nexus offers further insights into the applicability of the theoretical model. This book will appeal to students, researchers, and scholars of political science and international relations (IR) interested in a better understanding of IR theory, realism, critical security studies, and discourse analysis.

This book, the first historical sociology of its kind concerning Bangladesh, examines the country's what-went-wrong-syndrome during the first fifty years of its existence, 1971-2021. The work is an exception to the traditional studies on modern and contemporary Bangladesh. The study is also a post-history of united Pakistan. Busting several myths, it sheds light on many known and unknown facts about the history, politics, society, and culture of the country. Besides being a twice-born country – liberated twice, from the British in 1947 and from West Pakistanis in 1971 – it is also an artificial entity suffering from acute crises of culture, development, governance, and identity. Hashmi attributes the culture and identity crises to the demographic byproducts of bad governance. In addition to being overpopulated, Bangladesh is also resource-poor and has one of the most unskilled populations, largely lumpen elements and peasants. According to Marx, these peoplerepresent “the unchanging remnants of the past”. The second round of independence empowered these lumpen classes, who suffer from an identity crisis and never learn the art of governance. The proliferation of pseudo-history about liberation has further divided the polity between the two warring tribes who only glorify their respective idols, Mujib and Zia. Pre-political and pre-capitalist peasants'/ lumpen elements'lack of mutual trust and respect have further plagued Bangladesh, turning it into one of the least governable, corrupt, and inefficient countries. It is essential to replace the pre-capitalist order of the country run by multiple lumpen classes with capitalist and inclusive institutions.

This book develops a discursive ‘equalitarian'theoretical framework for studying African mining ecosystem issues and policy interventions. The theory of ‘equalitarianism'is developed as an alternative to the reductionist approach that has dominated post-colonial debates about the classical jus ad bellum requirements to empower women in development spaces. However, the classical approach narrows the debate down to “women issues,” rather than the ‘whole-of-society.'As a consequence of this reductionism, women continue to be devalued in the mining sector, characterized by poverty traps, power struggles, and a lack of capacity to engage in large-scale mining (LSM) activities. This book advances principles for a holistic approach, and spells out the implications for women across the mining value chain. Drawing on moral scholarship, the book poses that for women to gain access to strategic spaces in the mining sector, the drive for empowerment must be embedded within ‘whole-of-society'principles. This book is of interest to scholars researching gender policy, public policy, political philosophy, conflictology, and human geography. It also offers practitioners a guide for evaluating their policy work on mainstreaming gender in the mining sector, presenting options for financing, forging partnership and planning for an inclusive economic development in Africa, and beyond.

This book scrutinizes the frequently ignored agency of Global South sub-national actors in their interactions with China, using a multidisciplinary approach and eleven case studies. Contributors examine China's presence in the Global South on a country-by-country basis, analyzing how various non-state and sub-state actors are responding to the rise of China and whether they are attracted by the cooperation models that China proposes or deterred by its new assertiveness. Contributions cover diverse and heterogeneous geographies of the Global South, ranging from Papua-New Guinea to Argentina and from Madagascar to the Russian Far East. Examining such diverse cases, contributors focus on two interrelated questions: What is the actual economic, political, and social impact of China's growing presence in the Global South? And, critically, how do the citizens of the Global South understand and interpret China's rise? This book offers the assessment of Myanmar's societal changes, development aspects, and political situation over the course of the nation's short lived democratic transition disrupted by the coup d'état on 1 February 2021. The book is a response to the dominant discourse of South Africa as unwelcoming to African immigrants. Acknowledging the reality of xenophobia against African migrants in South Africa, it explores the positive spaces of interactions between South Africans and African migrants that do not necessarily result in tension. Hence, the book is about conviviality, cohabitation, interdependency and the production of a multicultural rainbow nation. South Africa, its constitution and representation as a multicultural society is the perfect context to experiment with the ideas in the book. Part of the objectives is therefore to demonstrate, as contained in the title, the ambivalence of this relationship which the popular discourse of xenophobia has silenced.

This book explores the multifaceted obstacles to social change that India, Myanmar and Thailand face, and ways to overcome them. With a collection of essays that identify common challenges and salient features affecting diverse communities, this volume examines topics from subnational and local perspectives across the peripheries. The book argues that identity-based divisions have created a system of oppression and political contention that have led to conflicts of different kinds, and hence serving as the common cause of different social issues. Under this framework, the chapters cover a diverse range of common issues, such as, minority grievances, gender inequality, ethnic identity, grassroots power in alliance-making towards community peace, recovery and resilience, digital freedom, democracy assistance and communication, and bridging multiple divides. As identity-based cleavages are daily lived experiences for individuals and communities, it requires grassroots initiatives and alliances as well as democratic communication to tackle obstacles at the root. Ultimately, the book convinces readers that social transformations must begin at the individual to communal level and local to national level.

This book explains how Latin American countries consolidate economic governance after serious disruptions to their formal and informal policy making routines. It asserts that the process of institutional change that started as a result of such disruptions resulted in complementary institutions, which supported a new consolidated pattern of economic governance. In addition, this work also offers a robust theoretical underpinning to economic governance, independent from performance. Performance figures prominently as a criterion to assess economic governance; however, crises are becoming more frequent and performance does not entirely depend on governments'actions. This book argues that governance in the economic arena depends on the ability and feasibility of limiting the discretion of vested interests over economic policies insofar as these interests can shift the costs of their actions so the rest of the society bears them.

While the rise of social protection in the global North has been widely researched, we know little about the history of social protection in the global South. This volume investigates the experiences of four middle-income countries - Brazil, India, China and South Africa - from 1920 to 2020, analysing if, when, and how these countries articulated a concern about social issues and social cohesion. As the first in-depth study of the ideational foundations of social protection policies and programmes in these four countries, the contributions demonstrate that the social question was articulated in an increasingly inclusive way. Very little has been written on the economy of East Timor since the country's independence in 2002, and no comprehensive account exists of the economic history of the country. The former cannot be properly understood without a knowledge of the historical process that created the present-day situation. This research monograph is the first book to combine a historical analysis of the creation and development of the economy of East Timor from the earliest times to the present, and an analysis of the main contemporary problems facing the East Timorese economy. Volume II offers a detailed analysis of the economy of East Timor, of politics, fiscal policy and social progress. It pays particular attention to structural problems: employment generation and the lack of a modern sector, the modernization of agriculture and the management of the oil deposits in the Timor Sea. This book explores narratives produced in the Maghreb in order to illustrate shortcomings of imagination in the discipline of international relations (IR). It focuses on the politics of narrating postcolonial Maghreb through a number of writers, including Abdelkebir Khatibi, Fatema Mernissi, Kateb Yacine and Jacques Derrida, who explicitly embraced the task of (re)imagining their respective societies after colonial independence and subsequent nation-building processes. Narratives are thus considered political acts speaking to the turbulent context in which postcolonial Maghrebian Francophone literature emerges as sites of resistance and contestation. Throughout the chapters, the author promotes an encounter between narratives from the Maghreb and IR and makes a case for the kinds of thinking and writing strategies that could be used to better approach international and global studies.

Am Beispiel Ecuadors wird gezeigt, dass die sozialen Disparitäten und damit auch die bestehenden Macht- und Herrschaftsverhältnisse im Entwicklungsmodell des Neo-Extraktivismus im Wesentlichen intakt bleiben bzw. sogar (re-)produziert und perpetuiert werden. Anhand der vergleichenden Fallanalyse zweier Bergbauprojekte wird illustriert, wie politische und sozio-ökologische Rechte der mittelfristigen Aufwärtsmobilität der Gesellschaft zum Opfer fallen.

This book provides a first-hand account of the author's encounters as a social geographer, based on his field research and travels in Mexico and the Caribbean. The interlocutors of different classes and races introduce the reader to a variety of urban and rural communities, many of them involved in development projects. Two leitmotifs of the 1960s and 1970s recur throughout the volume: decolonization, state formation, and the quest for democracy in the post-colonial societies of Mexico and the Caribbean; and the conditions which were likely to constrain or challenge these developments, quintessentially associated with the 1959 Cuban revolution, the cold war and student radicalism.
