This book is a study of the multiple meanings of European citizenship, which has been represented and publicly communicated by the European Commission in five distinctive ways – Homo Oeconomicus (1951-1972), A People's Europe (1973-1992), Europe of Transparency (1993-2004), Europe of Agorai (2005-2009) and Europe of Rights (2010-2014). The public communication of these five distinct representations of European citizenship reveal how the European Commission conceived of and attempted to facilitate the development of a Civil Europe. Ultimately this history, which is based upon an analysis of public communication policy papers and interviews with senior European Commission officials past and present, tells a story about changing identities and about who we as Europeans might actually be and what kind of Europe we might actually belong to.

In The Politics of Islamic Law, Iza Hussin compares India, Malaya, and Egypt during the British colonial period in order to trace the making and transformation of the contemporary category of ‘Islamic law.'She demonstrates that not only is Islamic law not the shari'ah, its present institutional forms, substantive content, symbolic vocabulary, and relationship to state and society—in short, its politics—are built upon foundations laid during the colonial encounter. Drawing on extensive archival work in English, Arabic, and Malay—from court records to colonial and local papers to private letters and visual material—Hussin offers a view of politics in the colonial period as an iterative series of negotiations between local and colonial powers in multiple locations. She shows how this resulted in a paradox, centralizing Islamic law at the same time that it limited its reach to family and ritual matters, and produced a transformation in the Muslim state, providing the frame within which Islam is articulated today, setting the agenda for ongoing legislation and policy, and defining the limits of change. In May 2013, China, India, Japan, Singapore and South Korea (Asia 5) were given status as permanent observers in the Arctic Council. It was a symbolic and significant moment in the history of Arctic affairs. The list of stakeholders in the Arctic has now expanded to include both the Arctic littoral states and the five Asian states. The drivers and policies of these stakeholders on the Arctic vary, but research on climate change, possible changes to the global energy and minerals markets, adherence to international norms like the UNCLOS, and geopolitical considerations are issues of concern. The papers in this volume were originally delivered at a series of seminars held at the School of Slavonic and East European Studies, University of London, between January and May 1984. Dawood Amiri is an ethnic Hazara who, as a young man, made the fateful decision to flee the terror being inflicted on his people, and seek asylum in Australia. He arrived in Indonesia in 2010, but was eventually captured when he was about to board a boat headed for Christmas Island. After a long stint in detention, where immigration processes failed to help him, he escaped and began working for people-smugglers to aid his fellow asylum-seekers, and to raise money for his own passage to Australia. Amiri was eventually arrested as a people-smuggler himself, after having helped gather passengers for a boat that was recklessly overloaded by his bosses and sank en route to Christmas Island, with the loss of 96 lives. Among the dead were two of Amiri's best friends; that day, he ‘swore at God'. He was sentenced to six years'jail in Jakarta's Cipinang prison, while the kingpins, at the time, remained free. Scholars regard the March on Washington Movement (MOWM) as a forerunner of the postwar Civil Rights movement. Led by the charismatic A. Philip Randolph, MOWM scored an early victory when it forced the Roosevelt administration to issue a landmark executive order that prohibited defense contractors from practicing racial discrimination. Winning the War for Democracy: The March on Washington Movement, 1941-1946 recalls that triumph, but also looks beyond Randolph and the MOWM's national leadership to focus on the organization's evolution and actions at the local level. Using the personal papers of previously unheralded MOWM members such as T.D. McNeal, internal government documents from the Roosevelt administration, and other primary sources, David Lucander highlights how local affiliates fighting for a double victory against fascism and racism helped the national MOWM accrue the political capital it needed to effect change. The World Commission on Dams (WCD) report (2000) “Dams and Development: A New Framework for Decision-Making” set a landmark in the ongoing controversy over large dams. Now that more than ten years have passed, one has to realize that the WCD norms matter. However, their real chance of becoming implemented relies on whether their core values, strategic priorities and guidelines are accepted by national decision-makers and are translated into official policies and practices. The looming depletion of non-renewable resources has increased the global land grab in the past decade. So far however, the question of how and when people can influence economic outcomes has received little attention in the study of social movements.Based on in-depth ethnographic field research since 2003 in the industrial forestry expansion frontiers in Brazil and elsewhere in the global South, this book presents a novel theory to explain how the interaction between resistance, companies and the state determines investment outcomes. The promotion of contentious agency by organizing and politicizing, campaigning, protesting, networking and engaging in state and corporate-remediated politics whilst maintaining autonomy is central to explaining how impacted people influence resource flows, and block or slow projects they deem harmful to their livelihoods and the environment. The conflicts between globalizing paper and pulp corporations and the landless peasants, indigenous communities and other parties with alternative projects for the planet's future are studied to illustrate how a great transformation can be built upon progressive counter-movements. Post-communist democratic revolutions have, so far, taken place in six countries: Slovakia (1998), Croatia (1999-2000), Serbia (2000), Georgia (2003), Ukraine (2004) and Kyrgyzstan (2005). The seven chapters in this volume situate these events within a theoretical and comparative perspective. The volume draws upon extensive experience and field research conducted by political scientists specializing in comparative democratization, regime politics, political transitions, electoral studies, and the post-communist world. The papers by Valerie Bunce and Sharon Wolchik, Henry Hale, Paul D'Anieri, David R. Marples, Taras Kuzio, Lucan A. Way and Steven Levitsky, as well as Anika Locke Binnendijk and Ivan Marovic explore different regime types and opposition strategies in post-communist states, the diffusion of opposition strategies between states in which democratic revolutions were attempted, the strategic importance of youth NGO's in mobilizing oppositions towards democratic revolutions, the use of non-violent strategies by the opposition, path dependent, theoretical and comparative explanations of the sources of successful and failed democratic revolutions, and the factors that lie behind divergent post-revolutionary trajectories.The volume represents a breakthrough in our understanding of why and how democratic revolutions take place in the post-communist world. ​​​​This book examines the role of economic violence (violations of economic and social rights, corruption, and plunder of natural resources) within the transitional justice agenda. Because economic violence often leads to conflict, is perpetrated during conflict, and continues afterwards as a legacy of conflict, a greater focus on economic and social rights issues in the transitional justice context is critical. One might add that insofar as transitional justice is increasingly seen as an instrument of peacebuilding rather than a simple political transition, focus on economic violence as the crucial “root cause” is key to preventing re-lapse into conflict. Recent increasing attention to economic issues by academics and truth commissions suggest this may be slowly changing, and that economic and social rights may represent the “next frontier” of transitional justice concerns. There remain difficult questions that have yet to be worked out at the level of theory, policy, and practice. Further scholarship in this regard is both timely, and necessary. This volume therefore presents an opportunity to fill an important gap. The project will bring together new papers by recognized and emerging scholars and policy experts in the field.​

The four volumes of Game Equilibrium Models present applications of non-cooperative game theory. Problems of strategic interaction arising in biology, economics, political science and the social sciences in general are treated in 42 papers on a wide variety of subjects. This book is based on the conference'EMU and the Outside World', held at the Swiss Federal Institute of Technology (ETH), December 11, 1998. The conference was organized by the Swiss Institute for Business Cycle Research (KOF), which is supported jointly by the ETH and the Swiss Society for Business Cycle Research (SGK), an organization comprising representatives from private industry, the Swiss National Bank and public authorities. On the eve of the final stage of European Economic and Mone­ tary Union (EMU), Zurich seemed to be a particularly appropriate place for such a conference. On the one hand, given its location and economic and financial links with the euro area, Switzerland is one of the'outside coun­ tries'most affected by EMU. On the other hand, it was nowhere else than in Zurich where the vision of'a United States of Europe'was expressed for the first time by Winston Churchill in his speech on September 19, 1946. For many EMU is a step in that direction, whether welcome or not. Most of the papers appearing in this volume were presented at the con­ ference and have been revised and updated. Three contributions, chapter 11- 13, were commissioned specially for this publication. The telephone is not a secure instrument.'During the 1960s, foreign banks had flooded into London in pursuit of Eurodollar deposits. Arabs were spending their new found oil wealth in West End casinos. Ex­ change Control regulations were tight. In 1971, when our story begins, new'banks'on the fringe took advantage of the property boom, fuelled by Tory Chancellor Barber's first Budget. The discount houses (whose functions and special privileges at the Bank were soon arcane) became active traders in US dollar and foreign currency paper, and took stakes in the new money brokers (or'barrow boys,'as the snobs called them, since the sharpest brokers were mainly Cockney Eastenders). While the'gentleman's club'was quickly being replaced by the fast growing'interbank swaps'market (now LIFFE), the discount houses had found a new role to pla- opening representative offices overseas (Gillett Brothers, where I was then chairman, in Southern Africa, UAE, Australia and Singapore, with brokering subsidiaries in Europe, Far East, and North America) - gathering market intelligence around the world, as the invisible'eyes and ears'of the Bank of England.

This book is the immediate result of the co-operation of a great number of scholars in the Netherlands Institute of Government (NIG). NIG is an interuniversity research school. As such it has a double task. In addition to offering a Ph.D program to students in Public Administration it also is a research institute in which a great number of scholars from seven Dutch universities participate and work on a common research program. The chapters in this book are all products of the research program that started in 1995. This program had the ambition to explore the frontiers of the discipline in two respects. First by studying a number of recent developments in society and their consequences for the functioning of government. These consequences can be summarised as the development of a system of multi level and multi actor governance. Second, by contributing to the knowledge of institutions, both by studying what factors are most important in the formation and change of institutions and by studying the effects of institutions on the behaviour of actors in different political and administrative settings. Most contributions to this volume either have their origin in conferences organized by the NIG or were published as an NIG working paper. We are grateful to Marcia Clifford and Connie Hoekstra who prepared the final version of the manuscript, to Ian Priestnall who took care of the language editing and to an anonymous reviewer whose comments were gratefully used.

Every European or US consultant for the Kyrgyz government or civil society should read this book - and also those for other Central Asian states, as many social and government fabrics are very close. This book opens the eyes about the Rule of Law, as it was and is still understood by Kyrgyz society, and it opens also ways far from the'teacher's'role of the consultant of the past. The concept of the Ruke of Law is explained in detail, as it was before, during and after communist time, the election of local government past and today, the role of gifts in elections, the role of clans and families during parliamentary elections, and that it will take a certain time until the Central Asian countries can be called a beacon of democracy in the Western sense. However, there is hope, as good consultants will also let the people keep their traditions which are not too ineffective - here the author spreads an optimistic impression about the future of her country. This can be confirmed objectively, some years after March 2006, the third president later, after another revolution and in view of other Central Asian countries. Kyrgyzstan is the only country in Central Asia which tries to have a really pluralistic parliament from which emerges a certain discussion culture, and it disposes today of a relatively free press compared to most other countries of the region. However, there is still a long way to go. As the knowledge about the country in Europe and North America is very restricted, this text may serve to counter this. The author also describes the more and more authoritarian changes in the presidential elections; the manuscript stops in the first time of the Bakiev government, but it is topical until now. A Glossary crowns the book which, short and concise, is a brilliant piece of legal description for Central Asia.

“It is the nature of war to increase the executive at the expense of the legislative authority,” wrote Alexander Hamilton in the Federalist Papers. The balance of power between Congress and the president has been a powerful thread throughout American political thought since the time of the Founding Fathers. And yet, for all that has been written on the topic, we still lack a solid empirical or theoretical justification for Hamilton's proposition. For the first time, William G. Howell, Saul P. Jackman, and Jon C. Rogowski systematically analyze the question. Congress, they show, is more likely to defer to the president's policy preferences when political debates center on national rather than local considerations. Thus, World War II and the post-9/11 wars in Afghanistan and Iraq significantly augmented presidential power, allowing the president to enact foreign and domestic policies that would have been unattainable in times of peace. But, contrary to popular belief, there are also times when war has little effect on a president's influence in Congress. The Vietnam and Gulf Wars, for instance, did not nationalize our politics nearly so much, and presidential influence expanded only moderately.
