This book considers the impact that the increasing number of LGBQ politicians in Canada has had on the political representation of LGBTQ people and communities. Based on analysis of parliamentary speeches and interviews with 28 out LGBQ parliamentarians in Canada between 2017 and 2020, Tremblay shows how out LGBQ MLAs and MPs take advantage of their intermediary position between the LGBTQ movement and the state to represent LGBTQ people and communities. For example, the politicians in this study introduce pro-LGBTQ bills, lobby cabinet ministers, act as a bridge between LGBTQ groups and the civil service, and give talks in schools about their identities. Most importantly, they act as role models for LGBTQ people (particularly children and teens) and contribute to lifting the social stigma around sexuality and gender identity. This latest volume in our Sustainable Development Goals series underlines that SDG 16 (Peace, Justice, and Strong Institutions) can only be accomplished with political representation for the LGBTQ community and minority groups in general.

It is often assumed that think tanks carry enormous weight with lawmakers and other key stakeholders. In Do Think Tanks Matter? Donald Abelson argues that the question of how think tanks have evolved and under what conditions they can and do have an impact continues to be ignored. Think tank directors often credit their institutes with influencing major policy debates and government legislation, and many journalists and scholars believe the explosion of think tanks since the latter part of the twentieth century is indicative of their growing importance in the policy-making process. Abelson goes beyond assumptions, highlighting both the visibility and relevance of public policy institutes in what has become a contentious and polarized political arena in the United States, and in Canada, where, despite recent growth in numbers, they enjoy less prominence than their US counterparts. By focusing on how think tanks engage in issue articulation, policy formation, and implementation, Abelson argues that they have helped to shape the political dialogue and the policy preferences and choices of decision-makers, but in different ways and at different stages of the policy cycle. This expanded and revised third edition includes additional institutional profiles of key think tanks, an updated chapter on presidents and think tanks, a new chapter on the efforts of a group of public policy institutes to shape the discourse around the possible construction of the controversial Keystone XL pipeline, and dozens of new graphs and tables that track the public visibility and perceived policy relevance or impact of top-tier think tanks.

In Canada, the quality of municipal democracy has been questioned due to three crucial factors. First, voter turnout tends to be significantly lower for municipal elections than it is for other levels of government. Second, the re-election rate of incumbent candidates is higher compared to provincial, territorial, and federal elections. Third, corruption and other scandals have tarnished the image of local democracy. Are cities sufficiently capable of responding to crises and representing the interests of their residents? Accountability and Responsiveness at the Municipal Level addresses these issues through qualitative and quantitative analysis, focusing on some of the most important characteristics of the Canadian municipal scene, including the contexts of partisanship and non-partisanship, the careers and daily work of municipal officials, and multilevel governance. This volume also assists directly in the collection and dissemination of data about cities as there is currently no centralized system for capturing and organizing electoral statistics at the municipal level. Municipal democracy in Canada suffers from a representation deficit. Accountability and Responsiveness at the Municipal Level is an important first step in building high-quality comparative information on the politics of Canada's cities.

Analysis of climate change policies focuses mainly on the prospects for international agreements or how climate policies should be designed. Yet effective domestic climate policies are essential to any global solution, and we know too little about how and why such policies are adopted. Political Opportunities for Climate Policy examines in depth the causes of effective climate policies in the United States, using a statistical analysis of all fifty states and long-term case studies of California, New York, and the federal government. Roger Karapin analyzes twenty-two episodes in which policies were adopted, blocked, or reversed. He shows that actors and events have positively affected climate policy making, despite the constraints presented by political institutions and powerful fossil fuel industries. Climate policy advocates have succeeded when they mobilized vigorously and astutely during windows of opportunity - which opened when events converged to raise both problem awareness and the political commitment to address them.

When the editors of this volume met in Mannheim at the European Consor­ tium of Political Research Local Government Workshop in 1999, they dis­ cussed the possibility of a North-South meeting of minds to discuss some common experiences of local government reform. Further discussions with Harald Baldersheim, Chair of the International Political Science Associa­ tions'Research Sub Committee No. 5 suggested there was room for such a meeting within the ambit of IPSA activities and, indeed, for a subsequent publication to form part of aseries of local government studies. With the financial and logistical assistance of the New South Wales Lo­ cal Government and Shires Association based in Sydney Australia, a confer­ ence entitled'Local Government at the Millennium'was organised.
