This edited volume explores the opportunities and challenges facing the European Union in the future from different disciplines and assesses the EU's prospects across various policy areas. Using the European Commission's 2017 White Paper presenting five different scenarios for the future of Europe to 2050 as an organising framework for analysis and debate, the volume reflects upon the drivers of the EU's future, including its changing place in an evolving world, a transformed economy and society, heightened threats and concerns about security and borders, and questions of trust and legitimacy. The concluding chapter summarises and compares the findings to determine which of the scenarios is the most instructive to understand and plan European Futures to 2050, and beyond. This book will be of key interest to scholars and students of European integration, EU politics/studies, and more broadly international relations, as well as European policy-makers.

This book decisively advances the academic debate on politicisation beyond the state of the art. It is the first book to theorise and conceptualise ‘politicisation'across the epistemic communities of different subdisciplines, bringing together the different strands in the debate: (international) political theory, political sociology, comparative politics, EU studies, legal theory and international relations. This provides a comprehensive discussion of different concepts of politicisation, their ontological and theoretical backgrounds, and their analytical value, including speech-act, practice- and actor-oriented approaches. Furthermore, the linkages of politicisation to the concepts of politics and the political, democracy, depoliticisation, juridification, populism, and Euroscepticism are clarified. Finally, the book shows how the methodological toolbox in empirical politicisation research can be completed regarding different arenas, actors and modes of politicisation. The volume is dedicated to the memory of the late Calvin S. Brown of the University of Georgia, author of the first systematically conceived survey - Music and Literature: A Comparison of the Arts (1948) - of the branch of interart studies now generally known as Melopoetics. Part One consists of six original contributions by experts from Austria, Belgium, France, and the United States. Authored by a novelist and a composer/scholar, respectively, the first two essays - Jean Libis's “Inspiration musicale et composition littéraire: Réflexions sur un roman schubertien” and David M. Hertz's “The Composer's Musico-Literary Experience: Reflections on Song Writing” - focus, not surprisingly, on the creative process. The third piece - Francis'Claudon's review of the pertinent research done between 1970 and 1990 - complements the honoree's analogous report on the preceding decades, reprinted in the present volume, whereas the fourth - Jean-Louis Cupers'“Métaphores de l'écho et de l'ombre: Regards sur l'évolution des études musico-littéraires” - surveys the plethora of metaphorical applications, in music and literature, of two significant natural phenomena, the one acoustic and the other optical. Linked to each other, the two remaining papers - Ulrich Weisstein's ”The Miracle of Interconnectedness: Calvin S. Brown, a Critical Biography” and Walter Bernhart's “A Profile in Retrospect: Calvin S. Originally published in 1986, although the pace of arms control negotiations has been stepped up, there is still little sign of agreement. In this paper the author examines the current negotiating effort, with particular emphasis on its implications for European security. He provides an up-to-date analysis of the superpower discussions on nuclear arms control, including the impact of ‘star wars', and also of the talks at Vienna on conventional force reductions and at Stockholm on confidence-building measures. He notes a shift in emphasis from ‘parity'to ‘transparency'in Western proposals, and questions whether this promises greater results than were achieved from earlier approaches. He also warns of the risks of arms control arrangements obstructing possibilities for reforming the European security system.

This book is a collection of papers delivered at an international conference in September 1996 at the Scottish National Gallery of Modern Art during a major Giacometti retrospective. The contributors are leading curators, art historians and literature specialists. While the relationship between nineteenth- and twentieth-century painters and writers has been the subject of intense interest in recent years, the parallel relationship between sculptors and writers has been largely neglected. These essays seek to redress the balance by looking at a variety of ways in which the conventional barriers between writing and sculpting were broken down by such pioneering figures as Rodin, Degas, Bourdelle, Valéry, Apollinaire, Reverdy, Breton, Bataille, Arp, Picasso and Giacometti. The papers which make up this volume have for the most part emerged from the work of a team of young researchers based for varying periods at the Department of Educational Studies of the University of Oxford as part of an international network funded by the European Union. The network, known as PRESTiGE (Problems of Educational Standardisation and Transition in a Global Environment), involves teams at six European universities, each of which can only employ young researchers from Member States other than that in which it is situated. The Oxford part of PRESTiGE has been concerned with the interpretation, transmission and implementation of European Union education and training policy in four Member States: France, Germany, Sweden and the United Kingdom. As the leader of the Oxford team I had the good fortune to work with young researchers from Denmark, Germany, Greece, Sweden and Portugal. Their work is included here. So too are contributions from Jake Murdoch (a member of the Dijon team, based at the Université de Bourgogne) and Professor António Nóvoa, the leader of the Lisbon team. Together the papers (which we have allowed to overlap to some extent, so that each one can be read independently) represent a genuinely international collaborative effort to understand the intentions and the effects of EU education and training policy, and we hope that they will contribute to further discussion of the important issues that those with an interest in European co-operation and development will wish to pursue.

Every debate about the Scottish constitution should include the topic of Scottish Home Rule, and if there is to be another referendum in Scotland then Home Rule should definitely be one of the options on the ballot paper. Home Rule is not widely understood being seen by many Unionists as the slippery slope to Independence and by Independence supporters as a Unionist proposal to retain sovereignty over Scotland. It is however a strong proposal in its own right with a separate history from Independence and a more likely stepping-stone to Federalism. This book is a much-needed statement for the merits of Scottish Home as the best solution for Scotland. It covers the history and support for the Home Rule option from 1860s, a clear structure for what Home Rule is and how Home Rule could improve both Scotland as well be a framework for constitutional reform across the UK.

Between December 1953 and June 1954, the elite think-tank the Council on Foreign Relations (CFR) joined prominent figures in International Relations, including Pennsylvania's Robert Strausz-Hupé, Yale's Arnold Wolfers, the Rockefeller Foundation's William Thompson, government adviser Dorothy Fosdick, and nuclear strategist William Kaufmann. They spent seven meetings assessing approaches to world politics—from the “realist” theory of Hans Morgenthau to theories of imperialism of Karl Marx and V.I. Lenin—to discern basic elements of a theory of international relations. The study group's materials are an indispensable window to the development of IR theory, illuminating the seeds of the theory-practice nexus in Cold War U.S. foreign policy. Historians of International Relations recently revised the standard narrative of the field's origins, showing that IR witnessed a sharp turn to theoretical consideration of international politics beginning around 1950, and remained preoccupied with theory. Taking place in 1953–54, the CFR study group represents a vital snapshot of this shift. This book situates the CFR study group in its historical and historiographical contexts, and offers a biographical analysis of the participants. Those who do not read Japanese seldom have access to analytic studies of the fascinating and surprisingly diverse world of contemporary Japanese political leadership. This volume constitutes a step toward bringing to the English reader some sense of the norms, beliefs, styles, and modes of exercising power of Japanese political leaders and the organizational and political contexts which are changing leadership role expectations. The second volume in this series concentrates more explicitly on leadership recruitment, although the subject is also addressed here. All of the essays in this volume highlight specific politicians, while attempting to develop analytic categories to understand the broader significance of these types of leaders. Political and ethnic discontents focus on disputed borders, while traffickers in migrants and drugs ignore them.The EU argues that the Balkan countries should develop models of border management using its policing standards, but the region is rife with corruption and its border guards are both under-resourced and ineffective. This Paper asks how and why border management in South-east Europe is developing as it is, and what this might mean for the future of Europe. Drawing on recent experience in Bosnia, Herzegovina, Slovenia, Macedonia and Albania, it looks at the ways in which the regions'borders are managed, and gauges the development of a consensual European approach to border security. It shows how governments and guards understand the predicament of regional insecurity, and how they respond with strategies that accommodate, evade or subvert unavoidable political pressures.

Randall Swingler (1909–67) was arguably the most significant and the best-known radical English poet of his generation. A widely published poet, playwright, novelist, editor and critic, his work was set to music by almost all the major British composers of his time. This new biography draws on extensive sources, including the security services files, to present the most detailed account yet of this influential poet, lyricist and activist.A literary entrepreneur, Swingler was founder of radical paperback publishing company Fore Publications, editor of Left Review and Our Time and literary editor of the Daily Worker; later becoming a staff reporter, until the paper was banned in 1941. In the 1930s, he contributed several plays for Unity Theatre, including the Mass Declamation Spain, the Munich play Crisis and the revues Sandbag Follies and Get Cracking. In 1936, MI5 opened a 20-year-long file on him prompted by a song he co-wrote with Alan Bush for a concert organised to mark the arrival of the 1934 Hunger March into London. During the Second World War, Swingler served in North Africa and Italy and was awarded the Military Medal for his part in the battle of Lake Comacchio. His collections The Years of Anger (1946) and The God in the Cave (1950) contain arguably some of the greatest poems of the Italian campaign. After the war, Swingler was blacklisted by the BBC. Orwell attacked him in Polemic and included him in the list of names he offered the security services in 1949. Stephen Spender vilified him in The God That Failed.The book will challenge the Cold War assumptions that have excluded Swingler's life and work from standard histories of the period and should be of great interest to activists, scholars and those with an interest in the history of the literary and radical left.

A phenomenon that continues to exist today, it's omnipresent. Unfortunately, abolition wasn't the end of slavery or racism. But how is the idea of slavery reflected in the modern society, in the arts, mass-media and advertising? First, I will explain its origin, evolution and effects and continue with the story of the first slaves, namely, how those who broke the law of British metropolis became the first holders of the slavery status, in the deportation land of Virginia. The rise of slavery in the United States, was accompanied at the beginning with the promotion of civil liberties and equalities. The aim of this first chapter of the dissertation, is to present slavery in a historical context, therefore I will do a chronology until the outbreak of the American Independence War (1776). The situation of slaves until the outbreak of the Secession War (1861-1865) is also essential to understand the way American institutions and civil rights had evolved. The 16th US President Abraham Lincoln is a key-symbol of the abolition of slavery and human kindness, a political genius, and a true American value without whom nothing would have been possible, through his memorable speech in 1858, known as Divided House. The consequences of its move are presented and detailed over the written paper. The culture and society of the 19th century had been highly influenced by the conditions of slavery, namely literature and later cinematography. The next chapter will focus on the cultural field. I will describe how the best seller novel of that time Uncle Tom's Cabin by Harriet Beecher Stowe led to the Secession War between North and South.

First published in 1980, the original blurb read:In August – September 1980 the second Review Conference of the Non-Proliferation Treaty (NPT) will take place in Geneva. As this Treaty is the most important barrier to the proliferation of nuclear weapons, the results of the Conference will obviously have major effects in the field of arms control and disarmament.The implications of the recent International Nuclear Fuel Cycle Evaluation (INFCE) are that the technological capabilities of many countries are such that there is no technical solution to the problem of the spread of nuclear weapons to countries that do not now have them. Thus, it appears that if there is a solution at all, it must be political in nature.A possible element in such a political solution is the internationalization of the sensitive parts of the nuclear fuel cycle; that is, those parts that have the potential of producing fissile materials to make nuclear weapons. Although the intricacies of a system of internationalization are still unresolved, the concept, if realized, would provide another powerful political barrier to nuclear weapon proliferation – a reinforcement for the aims of the NPT itself.Against this background, and as a follow-up to its first symposium and the resultant book, Nuclear Energy and Nuclear Weapon Proliferation, SIPRI convened a second international group of experts to continue its discussions of issues pertinent to the forthcoming NPT Review Conference. The meeting took place at SIPRI in Stockholm, 31 October – 2 November 1979, when the feasibility of internationalizing the nuclear fuel cycle was examined.SIPRI's views on this complex approach are expressed in Part 1 of this book - Internationalization to Prevent the Spread of Nuclear Weapons. This book critiques the dominant physical and biological interpretation of the Genocide Convention and argues that the idea of'culture'is central to properly understanding the crime of genocide.Using Raphael Lemkin's personal papers, archival materials from the State Department and the UN, as well as the mid-century secondary literature, it situates the convention in the longstanding debate between Enlightenment notions of universality and individualism, and Romantic notions of particularism and holism. The author conducts a thorough review of the treaty and its preparatory work to show that the drafters brought strong culturalist ideas to the debate and that Lemkin's ideas were held widely in the immediate postwar period. Reconstructing the mid-century conversation on genocide and situating it in the much broader mid-century discourse on justice and society he demonstrates that culture is not a distraction to be read out of the Genocide Convention; it is the very reason it exists. This volume poses a forceful challenge to the materialist interpretation and calls into question decades of international case law. It will be of interest to scholars of genocide, human rights, international law, the history of international law and human rights, and treaty interpretation.

Since the collapse of President Suharto's New Order regime in 1998 and the international intervention in East Timor in 1999, there has been much speculation in South-east Asia and the West over whether Indonesia - weakened by economic difficulties, social distresses and political instability - has a future as a coherent nation-state. This paper argues that although the separatist struggles in Aceh or Papua are unlikely to suceed in the foreseeable future, other problems threaten to undermine the central government's control. Communal disputes have led to chronic violence in Maluku, Central Sulawesi, and Kalimantan. Simultaneously, tension between Islamic and secular political forces has grown. Indonesia's disarray has prompted international concern over an array of security threats, including contagious secessionism, Islamic terrorism, the movement through Indonesia of asylum-seekers, piracy and environmental dangers. In order to contain these security implications of Indonesia's protracted crisis, concerned governments should continue assisting its fragile reform process, particularly by helping Jakarta to manage the country's massive international debt. However, they should also coordinate their contingency planning for a further crumbling of Jakarta's authority.

This is a long-overdue study of one of Canada's most important political relationships. Highly readable and engaging, this work details the relationship between Quebec lieutenant Ernest Lapointe and Prime Minister Mackenzie King, showing how the close association of the two affected Canadian history in many important ways. Lapointe was the dominant French Canadian in federal politics from the start of the 1920s to the early years of the Second World War, serving as Minister of Justice and King's Quebec lieutenant. In return for promoting Liberal policies in Quebec, he was given an unusual amount of autonomy in his constituency, and, because the Prime Minister had a poor understanding of the province and of the French language, he was relied upon to give King the French-Canadian perspective. Lapointe's role in maintaining Liberal party unity, and, by extension, national unity, was crucial. Lapointe was equally important when it came to foreign affairs. He was known to take the lead over King, and the isolationist stance of both politicians served to undermine the League of Nations in its dealings with Italy over the invasion of Ethiopia.Lita-Rose Betcherman draws on key primary sources for her material, including the Lapointe Papers, the King Papers, the King Diary, and the media of the times. By 1976, the National Front had become the fourth largest party in Britain. In a context of national decline, racism and fears that the country was collapsing into social unrest, the Front won 19 per cent of the vote in elections in Leicester and 100,000 votes in London.In response, an anti-fascist campaign was born, which combined mass action to deprive the Front of public platforms with a mass cultural movement. Rock Against Racism brought punk and reggae bands together as a weapon against the right. At Lewisham in August 1977, fighting between the far right and its opponents saw two hundred people arrested and fifty policemen injured. The press urged the state to ban two rival sets of dangerous extremists. But as the papers took sides, so did many others who determined to oppose the Front.Through the Anti-Nazi League hundreds of thousands of people painted out racist graffiti, distributed leaflets and persuaded those around them to vote against the right. This combined movement was one of the biggest mass campaigns that Britain has ever seen.This book tells the story of the National Front and the campaign which stopped it.

The study of terrorism has now'arrived'internationally, as evidenced by the birth of a new international multidisciplinary journal, Terrorism; the proliferation of scientific conferences and papers; and the growth of university research and teaching on the subject. Historians, social scientists, lawyers, criminologists, administrators, and political leaders are showing an increasing awareness of the need for more informed scholarly analysis of the growing international incidence of acts of terrorism perpetrated by extremist groups of almost every ideological hue and in every continent.
