This volume consists of a collection of essays written by Professor Byrnes between 1956 and 1988. The papers vary considerably in focus and include policy issues that were significant at the time, with the Cold War analyses around the post-war containment theory. In addition, there is a consistent viewpoint and argument in Byrnes reflections on East-West relations. A central theme throughout the collection is the essential correctness of U.S. foreign policy toward the Soviet Union and Eastern Europe between 1946 and 1988.

This edited volume explores the opportunities and challenges facing the European Union in the future from different disciplines and assesses the EU's prospects across various policy areas. It is true that in the study of Political Science, International Relations, Public Administration, and other related discipline Arthashastra is yet to receive due recognition in India and abroad. In this context, the Indian Institute of Advanced Study (IIAS) Shimla had hosted a two-day National Seminar on'Reflections on the Relevance of Arthashastra in the 21st Century'This volume is the collection of selected papers presented at the national seminar. The relevance of Arthashastra in the contemporary world has been well explored in the seventeen articles categorized in three sections. The first part deals with the relevance of Arthashastra in the present century. The second section of the book deals with foreign and security policy, strategic culture as portrayed in Arthashastra. This book decisively advances the academic debate on politicisation beyond the state of the art. It is the first book to theorise and conceptualise ‘politicisation'across the epistemic communities of different subdisciplines, bringing together the different strands in the debate: (international) political theory, political sociology, comparative politics, EU studies, legal theory and international relations. The volume is dedicated to the memory of the late Calvin S. Brown of the University of Georgia, author of the first systematically conceived survey - Music and Literature: A Comparison of the Arts (1948) - of the branch of interart studies now generally known as Melopoetics. Part One consists of six original contributions by experts from Austria, Belgium, France, and the United States. Authored by a novelist and a composer/scholar, respectively, the first two essays - Jean Libis's “Inspiration musicale et composition littéraire: Réflexions sur un roman schubertien” and David M. Hertz's “The Composer's Musico-Literary Experience: Reflections on Song Writing” - focus, not surprisingly, on the creative process. The third piece - Francis'Claudon's review of the pertinent research done between 1970 and 1990 - complements the honoree's analogous report on the preceding decades, reprinted in the present volume, whereas the fourth - Jean-Louis Cupers'“Métaphores de l'écho et de l'ombre: Regards sur l'évolution des études musico-littéraires” - surveys the plethora of metaphorical applications, in music and literature, of two significant natural phenomena, the one acoustic and the other optical. Linked to each other, the two remaining papers - Ulrich Weisstein's ”The Miracle of Interconnectedness: Calvin S. Brown, a Critical Biography” and Walter Bernhart's “A Profile in Retrospect: Calvin S. Originally published in 1986, although the pace of arms control negotiations has been stepped up, there is still little sign of agreement. In this paper the author examines the current negotiating effort, with particular emphasis on its implications for European security. He provides an up-to-date analysis of the superpower discussions on nuclear arms control, including the impact of ‘star wars', and also of the talks at Vienna on conventional force reductions and at Stockholm on confidence-building measures. He notes a shift in emphasis from ‘parity'to ‘transparency'in Western proposals, and questions whether this promises greater results than were achieved from earlier approaches. He also warns of the risks of arms control arrangements obstructing possibilities for reforming the European security system.

This book is a collection of papers delivered at an international conference in September 1996 at the Scottish National Gallery of Modern Art during a major Giacometti retrospective. The contributors are leading curators, art historians and literature specialists. While the relationship between nineteenth- and twentieth-century painters and writers has been the subject of intense interest in recent years, the parallel relationship between sculptors and writers has been largely neglected. This book, the fifth volume of Studies on Balkan and Near Eastern Social Sciences, is a collection of empirical and theoretical research papers in the social sciences regarding the Balkans and the Near East written by researchers from several different universities and institutions. The book addresses economic, business, marketing, management, financial, political, historical, phycological, international economics, and international relations issues in the region of the Balkan and Near East. The book is aimed at educators, researchers, and students interested in the Balkan and Near Eastern countries.

The papers which make up this volume have for the most part emerged from the work of a team of young researchers based for varying periods at the Department of Educational Studies of the University of Oxford as part of an international network funded by the European Union. The network, known as PRESTiGE (Problems of Educational Standardisation and Transition in a Global Environment), involves teams at six European universities, each of which can only employ young researchers from Member States other than that in which it is situated. The Oxford part of PRESTiGE has been concerned with the interpretation, transmission and implementation of European Union education and training policy in four Member States: France, Germany, Sweden and the United Kingdom. As the leader of the Oxford team I had the good fortune to work with young researchers from Denmark, Germany, Greece, Sweden and Portugal. Their work is included here. So too are contributions from Jake Murdoch (a member of the Dijon team, based at the Université de Bourgogne) and Professor António Nóvoa, the leader of the Lisbon team. Together the papers (which we have allowed to overlap to some extent, so that each one can be read independently) represent a genuinely international collaborative effort to understand the intentions and the effects of EU education and training policy, and we hope that they will contribute to further discussion of the important issues that those with an interest in European co-operation and development will wish to pursue.

This paper, based on the considerable practical experience of the IMF's Fiscal Affairs Department, sets out a successful strategy for modernizing customs administration. The essence is to establish transparent and simple rules and procedures, and to foster voluntary compliance by building a system of self-assessment supported by well-designed audit policies. Having set out this strategy--and its benefits--the paper discusses in depth what is required in terms of trade policy, valuation procedures, dealing with duty reliefs and exemptions, controlling transit movements, organizational reform, use of new technologies, private sector involvement, and designing incentive systems for an effective customs administration.

Every debate about the Scottish constitution should include the topic of Scottish Home Rule, and if there is to be another referendum in Scotland then Home Rule should definitely be one of the options on the ballot paper. Home Rule is not widely understood being seen by many Unionists as the slippery slope to Independence and by Independence supporters as a Unionist proposal to retain sovereignty over Scotland. It is however a strong proposal in its own right with a separate history from Independence and a more likely stepping-stone to Federalism. This book is a much-needed statement for the merits of Scottish Home as the best solution for Scotland. It covers the history and support for the Home Rule option from 1860s, a clear structure for what Home Rule is and how Home Rule could improve both Scotland as well be a framework for constitutional reform across the UK.

This book is a compilation of papers presented at a day-long conference organised in Chennai, on March 28 2019 by the Chennai Centre for China Studies (C3S) in partnership with the National Maritime Foundation (NMF) and the Department of Defence and Strategic Studies, University of Madras, and supported by the Indian Navy and Indian Coast Guard on the theme, “Securing India's Maritime Neighbourhood: Challenges and Opportunities”. Contributors included a whole galaxy of luminaries from the serving and veteran echelons of the Indian Armed Forces, the diplomatic community, maritime industry, doyens of Indian academia, and distinguished personalities from the Fourth Estate. A number of facets of seminal importance to national security were addressed in the book. These included conceptual, geopolitical, economic, environmental and technological issues.

In the wake of its'Caliphate'declaration in 2014, the self-described Islamic State has been the focus of countless academic papers, government studies, media commentaries and documentaries. Despite all this attention, persistent myths continue to shape--and misdirect--public understanding and strategic policy decisions. A significant factor in this trend has been a strong disinclination to engage critically with Islamic State's speeches and writings--as if doing so reflects empathy with the movement's goals or, even more absurdly, may itself lead to radicalisation. Going beyond the descriptive and the sensationalist, this volume presents and analyses a series of milestone Islamic State primary source materials. Between December 1953 and June 1954, the elite think-tank the Council on Foreign Relations (CFR) joined prominent figures in International Relations, including Pennsylvania's Robert Strausz-Hupé, Yale's Arnold Wolfers, the Rockefeller Foundation's William Thompson, government adviser Dorothy Fosdick, and nuclear strategist William Kaufmann. They spent seven meetings assessing approaches to world politics—from the “realist” theory of Hans Morgenthau to theories of imperialism of Karl Marx and V.I. Lenin—to discern basic elements of a theory of international relations. The study group's materials are an indispensable window to the development of IR theory, illuminating the seeds of the theory-practice nexus in Cold War U.S. foreign policy. Historians of International Relations recently revised the standard narrative of the field's origins, showing that IR witnessed a sharp turn to theoretical consideration of international politics beginning around 1950, and remained preoccupied with theory. Taking place in 1953–54, the CFR study group represents a vital snapshot of this shift. This book situates the CFR study group in its historical and historiographical contexts, and offers a biographical analysis of the participants. It includes seven preparatory papers on diverse theoretical approaches, penned by former Berkeley political scientist George A. Lipsky, followed by the digest of discussions from the study group meetings. American Power and International Theory at the Council on Foreign Relations, 1953–54 offers new insights into the early development of IR as well as the thinking of prominent elites in the early years of the Cold War.

Those who do not read Japanese seldom have access to analytic studies of the fascinating and surprisingly diverse world of contemporary Japanese political leadership. This volume constitutes a step toward bringing to the English reader some sense of the norms, beliefs, styles, and modes of exercising power of Japanese political leaders and the organizational and political contexts which are changing leadership role expectations. The second volume in this series concentrates more explicitly on leadership recruitment, although the subject is also addressed here. All of the essays in this volume highlight specific politicians, while attempting to develop analytic categories to understand the broader significance of these types of leaders. Billions of dollars stolen from citizens are circling the globe, enriching powerful individuals, altering political outcomes, and disadvantaging everyday people. News headlines provide glimpses of how this corruption works and why it matters: President Trump's businesses struck deals with oligarchs and sold property to secretive shell companies; the Panama Papers leak triggered investigations in 79 countries; and, corruption scandals toppled heads of state in Brazil, South Africa, and South Korea. But how do these pieces fit together? And if the corruption is so vast and so tied up with powerful interests, how do we begin to fight back? Borders dominate the security agenda in South-east Europe. Political and ethnic discontents focus on disputed borders, while traffickers in migrants and drugs ignore them.The EU argues that the Balkan countries should develop models of border management using its policing standards, but the region is rife with corruption and its border guards are both under-resourced and ineffective. This Paper asks how and why border management in South-east Europe is developing as it is, and what this might mean for the future of Europe. Drawing on recent experience in Bosnia, Herzegovina, Slovenia, Macedonia and Albania, it looks at the ways in which the regions'borders are managed, and gauges the development of a consensual European approach to border security. It shows how governments and guards understand the predicament of regional insecurity, and how they respond with strategies that accommodate, evade or subvert unavoidable political pressures.

Randall Swingler (1909–67) was arguably the most significant and the best-known radical English poet of his generation. A widely published poet, playwright, novelist, editor and critic, his work was set to music by almost all the major British composers of his time. This new biography draws on extensive sources, including the security services files, to present the most detailed account yet of this influential poet, lyricist and activist.A literary entrepreneur, Swingler was founder of radical paperback publishing company Fore Publications, editor of Left Review and Our Time and literary editor of the Daily Worker; later becoming a staff reporter, until the paper was banned in 1941. In the 1930s, he contributed several plays for Unity Theatre, including the Mass Declamation Spain, the Munich play Crisis and the revues Sandbag Follies and Get Cracking. In 1936, MI5 opened a 20-year-long file on him prompted by a song he co-wrote with Alan Bush for a concert organised to mark the arrival of the 1934 Hunger March into London. During the Second World War, Swingler served in North Africa and Italy and was awarded the Military Medal for his part in the battle of Lake Comacchio. His collections The Years of Anger (1946) and The God in the Cave (1950) contain arguably some of the greatest poems of the Italian campaign. After the war, Swingler was blacklisted by the BBC. Orwell attacked him in Polemic and included him in the list of names he offered the security services in 1949. Stephen Spender vilified him in The God That Failed.The book will challenge the Cold War assumptions that have excluded Swingler's life and work from standard histories of the period and should be of great interest to activists, scholars and those with an interest in the history of the literary and radical left.

Concern about the low U.S. saving rate and its negative impact on capital formation and economic growth prompted the American Council for Capital Formation (ACCF) Center for Policy Research to launch a multifaceted, three-year project to explore this issue in 1988. This volume is one element of that project. A phenomenon that continues to exist today, it's omnipresent. Unfortunately, abolition wasn't the end of slavery or racism. But how is the idea of slavery reflected in the modern society, in the arts, mass-media and advertising? First, I will explain its origin, evolution and effects and continue with the story of the first slaves, namely, how those who broke the law of British metropolis became the first holders of the slavery status, in the deportation land of Virginia. The rise of slavery in the United States, was accompanied at the beginning with the promotion of civil liberties and equalities. The aim of this first chapter of the dissertation, is to present slavery in a historical context, therefore I will do a chronology until the outbreak of the American Independence War (1776). The situation of slaves until the outbreak of the Secession War (1861-1865) is also essential to understand the way American institutions and civil rights had evolved. The 16th US President Abraham Lincoln is a key-symbol of the abolition of slavery and human kindness, a political genius, and a true American value without whom nothing would have been possible, through his memorable speech in 1858, known as Divided House. The consequences of its move are presented and detailed over the written paper. The culture and society of the 19th century had been highly influenced by the conditions of slavery, namely literature and later cinematography. The next chapter will focus on the cultural field. I will describe how the best seller novel of that time Uncle Tom's Cabin by Harriet Beecher Stowe led to the Secession War between North and South.

This book examines examples of contemporary situation of historic regions in the Middle East and its broader geographic context connected to the historic trade routes, offering cross-disciplinary and cross-sectoral perspectives. The region is home to ancient settlements and early human endeavors to form cities, and across the region historic urban historic features, such as ancient city centers, still exist alongside contemporary ones. Many of those historic regions are along the Silk Roads. However, the urban continuity that once existed over generations in the physical and social paradigm have been interrupted by rapid urbanization, globalization and urban economic pressures, in addition to conflicts and frequent destructive natural hazards. It is often the case that dealing with such pressing issues in a historic city is more complex than dealing with those in newly built cities and urban areas. Based on carefully selected and updated papers from the Silk Cities 2017 International Conference, this book appeals to researches, practitioners and policy makers.

The basic idea of common security is not complex. It is that no country can obtain security, in the long run, simply by taking unilateral decisions about its own military forces. This is because security depends also on the actions and reactions of potential adversaries. Security has to be found in common with those adversaries. These ideas were considered in a SIPRI conference held in 1983. The conference had two main objectives. The first was to undertake a critical examination of the concept. The second was to consider the implications of the idea for policy in general, and for disarmament and arms control policy in particular. Originally published in 1985, this book contains revised versions of some of the papers presented at the conference.

Ideological debate is one component of the intellectual background to Soviet policy-making. Originally published in 1987, this paper explores how Soviet writers wrestle with the challenge to their ideology that is posed by the threat of nuclear war. What, for example, is the relationship between the values of peace and of socialism? What drives the arms race? Is capitalism inherently militaristic, or is a demilitarized capitalism conceivable? Is the outcome of history predetermined or open? Thus, it appears that if there is a solution at all, it must be political in nature.A possible element in such a political solution is the internationalization of the sensitive parts of the nuclear fuel cycle; that is, those parts that have the potential of producing fissile materials to make nuclear weapons. Since the collapse of President Suharto's New Order regime in 1998 and the international intervention in East Timor in 1999, there has been much speculation in South-east Asia and the West over whether Indonesia - weakened by economic difficulties, social distresses and political instability - has a future as a coherent nation-state. This paper argues that although the separatist struggles in Aceh or Papua are unlikely to suceed in the foreseeable future, other problems threaten to undermine the central government's control. Communal disputes have led to chronic violence in Maluku, Central Sulawesi, and Kalimantan. Simultaneously, tension between Islamic and secular political forces has grown. Indonesia's disarray has prompted international concern over an array of security threats, including contagious secessionism, Islamic terrorism, the movement through Indonesia of asylum-seekers, piracy and environmental dangers. In order to contain these security implications of Indonesia's protracted crisis, concerned governments should continue assisting its fragile reform process, particularly by helping Jakarta to manage the country's massive international debt. However, they should also coordinate their contingency planning for a further crumbling of Jakarta's authority.

This is a long-overdue study of one of Canada's most important political relationships. By 1976, the National Front had become the fourth largest party in Britain. In a context of national decline, racism and fears that the country was collapsing into social unrest, the Front won 19 per cent of the vote in elections in Leicester and 100,000 votes in London.In response, an anti-fascist campaign was born, which combined mass action to deprive the Front of public platforms with a mass cultural movement. Rock Against Racism brought punk and reggae bands together as a weapon against the right. At Lewisham in August 1977, fighting between the far right and its opponents saw two hundred people arrested and fifty policemen injured. The press urged the state to ban two rival sets of dangerous extremists.
