Monetary union has dawned in Europe. Now that the common currency is a reality, questions concerning the practical conduct of monetary policy in the European Monetary Union (EMU) are moving to the forefront of the policy debate. Among these, one of the most critical is how the new monetary union will cope with the large heterogeneity of its member economies. Given the large differences in economic and financial structures among the EMU member states, monetary policy is likely to affect different member economies in different ways. Regional Aspects of Monetary Policy in Europe collects the proceedings of an international conference held at the Center for European Integration Studies of the University of Bonn, dedicated to this issue. The contributions to this conference fall into two parts. The first part consists of empirical and theoretical studies of the regional effects of monetary policy in heterogeneous monetary unions. The second part consists of papers analyzing the political economy of monetary policy in a monetary union of heterogeneous regions or member states. The papers all support the conclusion that regional differences in the responses to a common monetary policy will make European monetary policy especially difficult in the years to come. Such differences arise from a variety of sources, and they cannot be expected to be mere teething troubles that will disappear after a while. Even if they were ignored in the run-up to the EMU, Europe's central bankers and economic policy makers will have to learn how to cope with such differences in the future.

Although a number of issues have been studied extensively, certain areas are still at an exploratory stage and need further theorizing and thorough empirical research. During the last two decades, the theoretical debate on budgeting has been dominated by the controversy between partisan and institutionalist approaches. Within the more political-science oriented, institutionalist literature, a controversy exists between the distributive and the informational perspectives, each setting forth a distinctive organizational rationale of parliaments with different fiscal implications. The papers in this volume cover these different perspectives, extend previous models, and test their empirical validity. The papers were originally written for a conference on'Institutions, Politics, and Fiscal Policy'organized by the Center for European Integration Studies at the University of Bonn, Germany, in July 1998. Prior to the 1970s, few serious efforts were made to bridge the gap between economics and political science in the study of international relations. This book is based on the conference'EMU and the Outside World', held at the Swiss Federal Institute of Technology (ETH), December 11, 1998. The conference was organized by the Swiss Institute for Business Cycle Research (KOF), which is supported jointly by the ETH and the Swiss Society for Business Cycle Research (SGK), an organization comprising representatives from private industry, the Swiss National Bank and public authorities. On the eve of the final stage of European Economic and Mone­ tary Union (EMU), Zurich seemed to be a particularly appropriate place for such a conference. On the one hand, given its location and economic and financial links with the euro area, Switzerland is one of the'outside coun­ tries'most affected by EMU. On the other hand, it was nowhere else than in Zurich where the vision of'a United States of Europe'was expressed for the first time by Winston Churchill in his speech on September 19, 1946. For many EMU is a step in that direction, whether welcome or not. Most of the papers appearing in this volume were presented at the con­ ference and have been revised and updated. Three contributions, chapter 11- 13, were commissioned specially for this publication. Besides the authors of the chapters, special thanks are due to Guido Boller, Robert McCauley, Umberto Schwarz, and Charles Wyplosz.

As part of its EU strategy, the Swiss government commissioned several research projects covering the most important aspects of economic integration. Given the interesting results and the wealth of methods used in these studies we decided to organize a conference on the topic of'The Economic Impact of EU Membership on Entrants: New Methods and Issues'. The idea was to use the work on Switzerland as a case study for discussing modern approaches on how to assess the economic effects of joining an integration zone. This seemed to us to be a topic of considerable interest for the rising number of prospective EU-member countries. The response was very favourable with many eminent scholars agreeing to contribute. The conference took place in Lausanne, Switzerland in October 1999 and the papers submitted together with the discussions are published in this volume. Integration of the Central and Eastern European Countries (CEECs) into the European Union (EU) has become more a question of timing than a question whether it will or should be made. Since one of the objectives of the EU is to establish a system ensuring competition in the internal market is not distorted the question arises if the CEECs can be integrated into such a competitive system. Which rules of competition are appropriate to improve the economic integration of the CEECs and to promote at the same time the enduring transition process? The relationship between competition policy and East-West integration is the general theme of the contributions in this book. One central issue of this volume is the way of integrating the Central and East European countries into the EU and supporting their development by liberalizing trade with the EU. A second issue is the implementation of a market economy in the post-socialist countries of Eastern Europe and in particular the aspect of implementing competition rules at a time when markets are just emerging. The second edition of this book (updated to February 24, 2024) presents a comprehensive evaluation of the strategy implemented by China to manage its modernization process. The author evaluates to what extent the economy has been developed, whether the imbalances due to the priority given to economic development have been corrected, and whether the improvements of science and technology have allowed China to develop world class high-tech sectors and a modern defence. Clearly, the end of the XX Century saw the fulfilment of Zhou En Lai ‘four modernizations', i.e. the acquisition of power resources that fulfilled Mao's proud 1949 statement: ‘we stood up', thereby projecting China into the international arena as a re-emerging world power. The author insists on the fundamental difference between American and Chinese ideologies as the main drivers of their foreign policy, i.e., the extreme rigidity of the former compared to the remarkable flexibility and adaptability of the latter. He further explains the consequences of the increasingly aggressive American foreign policy, i.e. the US pretence to act as the leader of the existential struggle between ‘democracy and dictatorship'. This posture reached its apex during the Ukrainian and the Middle East crises, that unveiled the irreversible decline of the West, and have become two formidable accelerators of the transition from the unipolar world ‘América made'to the multipolar world promoted by China, Russia and the BRICS.

Covid-19 and the Global Political Economy investigates and explores how far and in what ways the Covid-19 pandemic is challenging, restructuring, and perhaps remaking aspects of the global political economy.Since the 1970s, neoliberal capitalism has been the guiding principle of global development: fiscal discipline, privatisations, deregulation, the liberalisation of trade and investment regimes, and lower corporate and wealth taxation. Scholarship on artisanal and small-scale mining (ASM) has often portrayed mining regions as ‘informal'zones that suffer from environmental degradation problems. Water pollution and degraded landscapes, for example, have long been noted as the inevitable consequence of the operations of ASM. Such insistence on the institutional absences of ASM zones has dovetailed with a lack of academic attention to some of the ‘golden'mining practices taking place there. Thus, this work seeks to (re)examine the topic of ‘development'in ASM. The findings suggest that small-scale miners, contrary to popular perception, could be caretakers of the environment. In addition, emphasizing how the dynamic interplay between resources and environmental demands may come to support public policy, the findings illustrate, contrary to the dominant narrative, how the activities of small-scale mining operators can engender a win-win situation for both mining companies and local mining communities.

This edited book is written by six authors from Asia and Africa. The individual authors focus on their own country's case or cases that they have been working on. The book features local conflicts in six countries in Asia and Africa and identifies how the local conflicts are affected by the forces of globalization. Cases include Nigeria's oil-related conflicts, the Democratic Republic of Congo's timber conflicts, continuing instability in Mozanbique, Thailand's conflict with regard to AIDS medicine, Myanmar's local conflicts after its reforms, and the Afghanistan's conflicts over minerals. From these diverse case studies, the book examines how globalization and international politics affect local politics and conflicts, and vice versa. Even seemingly internal conflicts are shown to be significantly influenced by globalization forces and to create new dynamism in local politics. This volume discusses a range of key domestic forces driving the current Chinese growth ranging from economic reforms to governance practices to analyze their impact and influence at home as well as on China's foreign and security policies in its near and extended neighbourhood. Diplomatic issues, i.e. the textbook discussion, the Yasukuni debate, and the Senkaku/Diaoyu Islands dispute cause political shocks to Japan-China relations, but economic exchange is maintained. Franziska Schultz discusses political shocks within bilateral relations, analyzing shocks in 2005, 2010 and 2012 causing economic spillovers, such as boycotts, property damage and decreasing numbers of Chinese tourists to Japan. The correlation of monthly trade data with political conflict values (2005-2014) created by the author is analyzed with a vector autoregression (VAR) model. A qualitative content analysis of reports by the Japan-China Economic Association (1981-2015) according to Früh (2011) evaluates whether spillovers play a role for Japanese economic actors involved in China business.

This book examines the World Trade Organization (WTO) in the context of the global economy in the twenty-first century, arguing that many problems within the institution lie in the disparity between its design and the nature of its tasks. Studying the global trade regime and the unsuccessful Doha round of trade liberalization negotiations, this volume suggests that important institutional adjustments may be necessary for the WTO and other major international institutions to (re-)gain their ability to manage global economy. It uses extensive new qualitative and quantitative evidence to identify systematic dysfunctions in how the Doha negotiations have been conducted and links these dysfunctions to the exclusively inter-governmental design of interest representation in the WTO. The growing importance of new actors in the global political landscape is envisaged as a phenomenon that has led to shifts in international power relations. This is reflected in development cooperation. Countries like China, Brazil, India and South Africa have enhanced their cooperation programs and present their development cooperation as South-South Development cooperation (SSDC) which takes place between countries of the'Global South'. Both practitioners and scholars ascribe a notion of solidarity and horizontality to South-South cooperation that allegedly distinguishes it from the relationship patterns commonly associated with North-South relations. However, power constellations between the emerging powers and most of their cooperation partners are often asymmetrical. This book asks whether the claim that South-South cooperation is conducted in a horizontal manner holds in practice in spite of these asymmetries. It revises the concept of South-South cooperation and identifies the central characteristics that are claimed to distinguish the Southern modality from Northern cooperation. It then investigates the relationship between Brazil and Mozambique during the period 2003-2014 to shed some light on the question whether South-South cooperation is different from'traditional'development cooperation regarding the relations between cooperation partners.

This book, the 32nd volume in the Canada Among Nations series, looks to the wide array of foreign policy challenges, choices and priorities that Canada confronts in relations with the US where the line between international and domestic affairs is increasingly blurred. In the context of the Canada-US relationship, this blurring is manifest as a cooperative effort by officials to manage aspects of the relationship in which bilateral institutional cooperation goes on largely unnoticed. Both the International Monetary Fund (IMF) and the World Trade Organization (WTO) practice periodic surveillance of members to ensure that countries are adopting appropriate economic policies. Despite the importance of these procedures, they remain understudied by scholars. The global economic crisis has tested both organizations and brought surveillance to the forefront of policy debates. Understanding how surveillance works, then, contributes to both theoretical and policy concerns.The world is paying increasing attention to issues of transparency and accountability, questioning whether these organizations are in part responsible for the global economic crisis, as well as assessing their responsiveness to the crisis. Over the last 20 years — and especially over the last decade — the international expansion of money and commodities and the international relocation of production have grown tremendously. As a result, there now exists a real contradiction in accumulation: Although global in orientation, it remains structured by the nation state. Conventional economic literature generally explains the international economy as exogenous to the national economy. Though the former does influence the latter, national economy and policy remain discrete. Conversely, there is a developing literature on globalism that explores the tendency for international capital to eradicate national differences, even to overpower nation states. However, neither interpretation adequately considers the contradictions for national policy that have accompanied the internationalization of capital. In this volume, Dick Bryan examines the influence of the international economy upon domestic accumulation, describing the process as the expression of the contradiction between the international scope of accumulation and the national scope of its regulation. Developing a theoretical framework for understanding the contradiction within Marxist political economy, he addresses the theory of value on an international scale, as well as theories of global restructuring and crisis. These issues are then applied to those domestic policies — such as monetary policy and balance of payments — that interrelate with the international economy. The author argues that the conventional theories informing these approaches have consistently failed to recognize the contradictions in international accumulation. National economic management has, as a result, reverted to explicit class politics, attempting to solve domestic economic problems by targeting the living standards of labor

This book analyzes key aspects of Marx's Capital with an eye towards its relevance for an understanding of issues confronting us in the 21st Century. The contributions to this volume suggest that while aspects of Marx's original analysis must be adjusted to take into account changes that have occurred since its initial publication in 1867, his overall perspective remains necessary for understanding the nature of crises in 21st century. Part I emphasizes the central concepts Marx employed in Capital, including exploitation, capital accumulation, commodity fetishism, and his use of dialectics as a method for baring the underlying relations that define capitalism. Parts II and III extend that focus by addressing the concept of value, fictitious capital, credit and financialization. Parts IV and V offer analyses of several concrete manifestations of contemporary crises from national contexts (Europe, Latin America, China, and the United States). The volume argues that we have to combat the imperatives of capitalism to move towards a more humane and egalitarian future.

The International Political Economy Yearbook will be published annually under the sponsorship of the International Political Economy Section of the International Studies Association at the Department of Political Science, Brigham Young University. The intent of the series is to describe and explain the structure and the dynamic operation of the international political economy and to explore their political, social, and economic impact on different countries, be they advanced market economies, newly industrializing countries, or underdeveloped countries. This book assesses the important role of the Association of Southeast Asian Nations (ASEAN) in the management of regional political, security and economic relations. The author argues that ASEAN's prominent role in the region, spanning 50 years, is largely due to the acquiescence of the great powers who endorsed ASEAN, accepted its regional position and accorded the institution a legitimacy and durability that, otherwise, it would not have.
