Assault on the Media: The Nixon Years, New and Expanded Edition, uses a 21st century perspective to revaluate the media warfare of the late 1960s and 1970s and its lasting effects. Although it is well known Nixon reveled in his abrasive relationship with the press, documents published since that era reveal the motivations that drove members of the administration to divert attention from illegal, undemocratic, discriminatory, or mean-spirited approaches to governance. Informed by a half-century of historical analyses and released documents, this expanded edition of William E. Porter's award-winning Assault on the Media analyzes new documents of significance; synthesizes recent historical analyses; incorporates legal evaluations by journalism scholars; and traces how Nixon-era plans cultivated the divisive state of 21st-century society and amplified assaults on journalism. It also evaluates lasting concerns about the Supreme Court's Pentagon Papers decision and journalists cited for contempt as a form of prior restraint; the currencies of power and race in protecting confidential sources; and regulatory decisions that hamper effective journalism. Assault on the Media not only documents the incidents and circumstances of governmental intimidation, harassment, and regulation of the news media during the Nixon presidency, but it offers insights into the long-term effects and their relevance today.

As shown by China's relationship to Japan, and Japan's relationship to South Korea, even growing regional economic interdependencies are not enough to overcome bitter memories grounded in earlier wars, invasions, and periods of colonial domination. Although efforts to ease historical animosity have been made, few have proven to be successful in Northeast Asia. In previous research scholars anticipated an improvement in relations through thick economic interdependence or increased societal contact. In economic terms, however, Japan and China already trade heavily: Japan has emerged as China's largest trading partner and China as second largest to Japan. Societal contact is already intense, as millions of Chinese, Koreans, and Japanese visit one another's countries annually as students, tourists, and on business trips. But these developments have not alleviated international distrust and negative perception, or resolved disagreement on what constitutes “adequate reparation” regarding the countries'painful history. Noticing clashes of strong nationalisms around the world in areas like Northeast Asia, numerous studies have suggested that more peaceful relations are likely only if countries submerge or paper over existing national identities by promoting universalism. Pride, Not Prejudice argues, to the contrary, that affirmation of national identities may be a more effective way to build international cooperation. If each national population reflects on the values of their national identity, trust and positive perception can increase between countries. This idea is consistent with the theoretical foundation that those who have a clear, secure, and content sense of self, in turn, can be more open, evenhanded, and less defensive toward others. In addition, this reduced defensiveness also enhances guilt admission by past “inflictors” of conflict and colonialism. Eunbin Chung borrows the social psychological theory of self-affirmation and applies it to an international context to argue that affirmation of a national identity, or reflecting on what it means to be part of one's country, can increase trust, guilt recognition, and positive perception between countries.

Between December 1953 and June 1954, the elite think-tank the Council on Foreign Relations (CFR) joined prominent figures in International Relations, including Pennsylvania's Robert Strausz-Hupé, Yale's Arnold Wolfers, the Rockefeller Foundation's William Thompson, government adviser Dorothy Fosdick, and nuclear strategist William Kaufmann. They spent seven meetings assessing approaches to world politics—from the “realist” theory of Hans Morgenthau to theories of imperialism of Karl Marx and V.I. Lenin—to discern basic elements of a theory of international relations. The study group's materials are an indispensable window to the development of IR theory, illuminating the seeds of the theory-practice nexus in Cold War U.S. foreign policy. Historians of International Relations recently revised the standard narrative of the field's origins, showing that IR witnessed a sharp turn to theoretical consideration of international politics beginning around 1950, and remained preoccupied with theory. Taking place in 1953–54, the CFR study group represents a vital snapshot of this shift. This book situates the CFR study group in its historical and historiographical contexts, and offers a biographical analysis of the participants. It includes seven preparatory papers on diverse theoretical approaches, penned by former Berkeley political scientist George A. The party whips are essential components of the U.S. legislative system, responsible for marshalling party votes and keeping House and Senate party members in line. In The Whips, C. Lawrence Evans offers a comprehensive exploration of coalition building and legislative strategy in the U.S. House and Senate, ranging from the relatively bipartisan, committee-dominated chambers of the 1950s to the highly polarized congresses of the 2000s. No region in the world has been more hostile to democracy, more dominated by military and security institutions, or weaker on economic development and inclusive governance than the Middle East. Why have Arab states been so oppressively strong in some areas but so devastatingly weak in others? How do those patterns affect politics, economics, and society across the region? As India's power and prominence rise on the international stage, its longstanding tradition of democracy is under threat. This commitment to democracy has provided political order to a country that is twice the size of Europe and with a stunning array of social and economic divides. Despite this rich tradition, India's democracy faces an unprecedented threat with the rise of Narendra Modi and his Hindu nationalist party, the Bharatiya Janata Party. After decisively winning general elections in 2014, Modi and the BJP have pursued a range of anti-democratic policies in which the state and society are used to undermine the opposition, to stifle free speech, and to harass religious minorities. The Troubling State of India's Democracy brings together leading scholars from around the world to assess the conditions of India's democracy across three important dimensions: politics, specifically the state of political parties and the party system; the state, including the condition of federalism and the health of various institutions; and society, including NGOs, ethnic and religious tensions, and control of the media. Even though elements of India's democracy seem to function—like its commitment to elections—the contributors document a disturbing trajectory, one that not only threatens to undermine India's own stability, but could also affect the global order.

One of the most significant global events in the last forty years has been the rise of China— economically, technologically, politically, and militarily. The question on people's minds for decades has been whether China will replace the United States as a superpower in the near future. But for China, this power must be comprehensive — having strong economic and militant forces are only two pieces of the puzzle. China must also possess soft power, such as attractive ideologies, values, and culture. China as Number One? explores China's soft powers through the eyes of Chinese citizens. Utilizing data from the World Values Survey, the contributors to this collection analyze the potential soft power of a rising China by examining its residents'social values. A comprehensive study of changes and continuities in the political and social values of Chinese citizens, the book examines findings in the context of evolutionary modernization theory and cross-national comparison.

Although a great deal is known about the recognition of states, less is known about the practice of derecognition of states, namely why and how states withdraw the recognition of other contested and partially recognized states. The Derecognition of States offers a global and comparative outlook of this unexplored diplomatic practice. Using original empirical research, it addresses the complex processes, justifications, and consequences of state derecognition. In particular, it provides unique insights into five aspirant states facing withdrawal of recognition: Taiwan, Western Sahara, Abkhazia, South Ossetia, and Kosovo. Gëzim Visoka argues that state derecognition is a highly controversial and unstable practice that has less to do with the unfulfillment of the conditions of statehood by the claimant than with the advancement of the self-interest of the former base state and derecognizing state. The derecognition of states is not a rule; rather, it is an exception in international diplomacy, driven by political expediency and is incompatible with original rationales for granting recognition. Yet, the derecognition of states is far more important than previously recognized in shaping the reversal dynamics of secession and state creation and in influencing regional peace, geopolitical rivalries, and the international order. By analyzing the withdrawal of recognition, the book offers a window into the reversal politics of unbecoming a sovereign state and how the arbitrary beginning and the end of diplomatic relations between states take place.

Over the past twenty years, the causes and consequences of post-election disputes have become one of the most compelling topics of research in political science. Between 2012 and 2022, political parties challenged the results of more than 25 percent of elections. When democratic transitions are dependent on the willingness of participants to accept defeat, political parties can undermine election-based democracy by rejecting the outcome. As the world enters the fourth decade since the start of the third wave of democratization, the question of whether election losers will comply or reject election outcomes is more and more pressing. The Dilemma of Compliance analyzes this phenomenon at the level of political parties, raising three important questions: Why do some political parties refuse to comply with election results? What determines the strategies they use to contest the outcomes? What consequences do post-election disputes have for the political parties that initiate them? To answer these questions, this book draws on an original dataset of post-election responses encompassing over 300 political parties, which participated in 270 elections held in twenty-two countries of Eastern Europe and the former Soviet Union over a period of more than two decades. In doing so, it offers a new theoretical framework for studying electoral compliance in comparative perspective and advances research on democratic transition, democracy promotion, post-election protests, and party politics.

Over the last 25 years, South Korea has witnessed growing inequality due to the proliferation of non-standard employment, ballooning household debt, deepening export-dependency, and the growth of super-conglomerates such as Samsung and Hyundai. Combined with declining rates of economic growth and turbulent political events, these processes mark a departure from Korea's past recognition as a high growth “developmental state.” The Postdevelopmental State radically reframes research into the South Korean economy by foregrounding the efforts of pro-democratic reformers and social movements in South Korea to create an alternative economic model—one that can address Korea's legacy of authoritarian economic development during the Cold War and neoliberal restructuring since the Asian Financial Crisis of the late 1990s. Understanding these attempts offers insight into the types of economic reforms that have been enacted since the late 1990s as well as the continued legacy of dictatorship-era politics within the Korean political and legal system. By examining the dilemmas economic democracy has encountered over the past 25 years, from the IMF Crisis to the aftermath of the Candlelight Revolution, the book reveals the enormous and comprehensive challenges involved in addressing the legacy of authoritarian economic models and their neoliberal transformations.

Before the U.S. campaign finance system can be fixed, we first have to understand why it has developed into the system as it exists today. The nature of democracy itself, the American capitalist economic system, the content of the U.S. Constitution and how it is interpreted, the structure of our governmental institutions, the competition for governmental power, and the behavior of campaign finance actors have all played a role in shaping the system. The Fundamentals of Campaign Finance in the U.S. takes care to situate the campaign finance system in the context of the broader U.S. political and economic system. Dwyre and Kolodny offer readers a brief tour through the development of the campaign finance regulatory structure, highlighting the Supreme Court's commitment to free speech over political equality from Buckley v. Valeo (1976) through the passage of the Bipartisan Campaign Reform Act (BCRA, 2002). They also examine the driving force behind campaign finance reform—corruption—through historical, transactional, and institutional perspectives. While diving into the insufficiency of the disclosure and enforcement of campaign finance laws and calling attention to multiple federal agencies, including the Securities and Exchange Commission, the Federal Communications Commission, the Internal Revenue Service, and (principally) the Federal Election Commission, the authors show how a narrow view on campaign finance makes change difficult and why reforms often have limited success. By examining the fundamentals, Dwyre and Kolodny show the difficulties of changing a political system whose candidates have always relied on private funding of campaigns to one that guarantees free speech rights while minimizing concerns of corruption.

How can we explain policy preference mismatch between voters and their representatives?

While the processes of founding a new state or constructing a new political order after a transition have been well-studied, there has been much less attention to how regimes that survive major political crises purposefully reinvent a postcrisis state to respond to updated concepts, new circumstances, changed social demands, and a realigned elite consensus. In Engineering Stability, Yan Xiaojun examines the Chinese Communist Party's efforts to reassert control and restore order on university campuses in the post-Tiananmen era. Since prominent national universities serve the nation-state as training grounds for the country's future political, economic, and cultural elites, public life on university campuses has immediate political relevance. Drawing on rich materials gathered from in-depth field research in China during the Xi Jinping era, Engineering Stability invites scholars of comparative politics, state theory, contentious politics, and political development to rethink and reimagine how what Yan calls “a compromised autocratic state” is rebuilt within and from itself after overcoming a traumatic moment of vulnerability. The book further details the four types of infrastructure — institutional, significative, regulatory, and incentivizing — that state rebuilders need to overhaul, and looks into the campaign of state rebuilding in post-Tiananmen Chinese universities and its implications for our understanding of politics in general.

Greenland has increasingly captivated imaginations around the globe. Yet, while it is central to the Arctic region, its role has been poorly understood. Greenland in Arctic Security delivers a comprehensive overview of how security dynamics unfold in and in relation to Greenland. Each individual chapter analyzes specific discourses and dynamics pertaining to hard or soft security questions. These span from great power interests in geostrategic infrastructure to domestic debates centered on promoting and protecting Greenland identity when engaging with the outside world. In addition, the book offers perspectives on other security questions that have been catalyzed by the effects of climate change. By combining these different analyses, Greenland in Arctic Security provides new, theoretically informed discussions on how security politics can manifest across different scales and territorial borders. At times, these politics can have consequences beyond their original intent. With Greenland geopolitics and securitization theory of current interest to political and academic debates, this book offers timely insights for readers.

While the media tends to pay the most attention to violent secessionist movements or peaceful independence movements, it is just as important to understand why there are regions where political movements for autonomy fail to develop. In neglecting regions without political movements or full-blown independence demands, theories may be partial at best and incorrect at worst. State Institutions, Civic Associations, and Identity Demands examines over a dozen regions, comparing and contrasting successful cases to abandoned, unsuccessful, or dormant cases. The cases range from successful secession (East Timor, Singapore) and ongoing secessionist movements (Southern Philippines), to internally divided regional movements (Kachin State), low-level regionalist stirrings (Lanna, Taiwan), and local but not regional mobilization of identity (Bali, Minahasan), all the way to failed movements (Bataks, South Maluku) and regions that remain politically inert (East and North Malaysia, Northeast Thailand). While each chapter is written by a country expert, the contributions rely on a range of methods, from comparative historical analysis, to ethnography, field interviews, and data from public opinion surveys. Together, they contribute important new knowledge on little-known cases that nevertheless illuminate the history of regions and ethnic groups in Southeast Asia. Although focused on Southeast Asia, the book identifies the factors that can explain why movements emerge and successfully develop and concludes with a chapter by Henry Hale that illustrates how this can be applied globally.

Over the last two decades, it has become clear that Russia insists on its great power status, even at considerable cost. Chasing Greatness provides an interpretive explanation of the tacit rules that shape Russia's great power identity today. Anatoly Reshetnikov argues that this never-ending chase for greatness is a result of how Russia and its predecessors—including the USSR, Russian Empire, Muscovy, and Kievan Rus'—historically interacted with its neighbors to the east, the south, and particularly the west. By analyzing an extensive amount of original source material, including primary sources that have not been previously translated into English, he is able to reconstruct a millennial history of the Russian concepts that express political greatness. He also traces numerous encounters between Russia and the West, as well as Russia's troubled integration into the European society of states in the eighteenth and nineteenth centuries, to show how these concepts have affected Russia's interaction with international society. Despite its substantive historical depth, Chasing Greatness is not a book of history. Rather, it is a synthesizing social science work inspired by the continental tradition of the critical history of modernity. As such, the book is more about the present than about the past. Its main aim is to expose and explain the rich conceptual baggage behind Russia's unceasing great power rhetoric (domestic and international) and how this rhetoric drives the current international crises involving Russia.

South Korea is sometimes held as a dream case of modernization theory, a testament to how economic development leads to democracy. Seeds of Mobilization takes a closer look at the history of South Korea to show that Korea's advance to democracy was not linear. Instead, while Korea's national economy grew dramatically under the regimes of Park Chung Hee (1961–79) and Chun Doo Hwan (1980–88), the political system first became increasingly authoritarian. Because modernization was founded on industrial complexes and tertiary education, these structures initially helped bolster the authoritarian regimes. In the long run, however, these structures later facilitated the anti-regime protests by various social movement groups—most importantly, workers and students—that ultimately brought democracy to the country. By using original subnational protest event datasets, government publications, oral interviews, and publications from labor and student movement organizations, Joan E. Cho takes a long view of democratization that incorporates the decades before and after South Korea's democratic transition. She demonstrates that Korea's democratization resulted from a combination of factors from below and from above, and that authoritarian development itself was a hidden root cause of democratic development in South Korea. Seeds of Mobilization shows how socioeconomic development did not create a steady pressure toward democracy but acted as a “double-edged sword” that initially stabilized autocratic regimes before destabilizing them over time.

Around the world each year, millions of citizens turn out to vote but leave their ballots empty or spoil them. Increasingly, campaigns have emerged that promote “invalid” votes like these. Why do citizens choose to cast blank and spoiled votes? And how do campaigns mobilizing the invalid vote influence this decision? None of the Above answers these questions using evidence from presidential and gubernatorial elections in eighteen Latin American democracies. Author Mollie J. Cohen draws on a broad range of methods and sources, incorporating data from electoral management bodies, nationally representative surveys, survey experiments, focus groups, semi-structured interviews, and news sources. Contrary to received wisdom, this book shows that most citizens cast blank or spoiled votes in presidential elections on purpose. By participating in invalid vote campaigns, citizens can voice their concerns about low-quality candidates while also expressing a preference for high-quality democracy. Campaigns promoting blank and spoiled votes come about more often, and succeed at higher rates, when incumbent politicians undermine the quality of elections. Surprisingly, invalid vote campaigns can shore up the quality of democracy in the short term. None of the Above shows that swings in blank and spoiled vote rates can serve as a warning about the trajectory of a country's democracy.

Decisiveness and Fear of Disorder examines how democratic representatives make decisions in crisis situations. By analyzing parliamentary asylum debates from Germany's Asylum Compromise in 1992-1993 and the 2015-2016 refugee crisis, Julius Rogenhofer identifies representatives'ability to project decisiveness as a crucial determinant for whether the rights and demands of irregular migrants were adequately considered in democratic decision-making. Both crisis situations showcase an emotive dimension to the parliamentary meaning-making process. As politicians confront fears of social and political disorder, they focus on appearing decisive in the eyes of the public and fellow representatives, even at the expense of human rights considerations and inclusive deliberation processes. Rogenhofer shows how his theoretical approach allows us to reinterpret a range of crisis situations beyond the irregular migration context, including democracies'initial responses to Covid-19, the European Sovereign Debt Crisis, and United States climate politics. These additional case studies help position concerns with decisiveness amid the challenges that populism and technocracy increasingly pose to representative democracies.

Great Power competition is back. On the two sides of the Atlantic, however, this concept often means different things. While the United States is focused on China, Europe is preoccupied with Russia. Yet shifting American priorities toward Asia requires reconceptualizing the future role of NATO. In Europe, this shift has led to serious thought about how to achieve strategic autonomy that will allow Europe to guarantee its own security regardless of strategic choices made in Washington. As Chinese strategy focuses on dividing European actors and making them more economically dependent on Beijing, these developments may undermine Washington's influence in Europe while limiting potential European action against Chinese interests. With a mix of research methodologies applied by scholars from both sides of the Atlantic, Turbulence Across the Sea offers a comprehensive analysis of relations among European and North American actors in the context of strategic competition among the United States, Europe, Russia, and China. In doing so, it demonstrates that a reaffirmation of transatlantic cooperation is necessary to maintain security in the face of aggressive moves by both Russia and China. By analyzing attitudes from the perspective of both the various actors (Britain, France, Germany, and the European Union) and various sectors (intelligence cooperation, foreign direct investments, technology, and the defense industry), this book provides readers with a comprehensive perspective on the challenges and opportunities in the shifting landscape of security in the twenty-first century.

In Europe's recent history, there have been several challenges to the strength of the European Union—Brexit, COVID, financial crises, and global tensions—bringing an increased need to understand the ways that the European Union (EU) could successfully stay together or fall apart. In examining how the European Union has changed since 1993, important puzzles have emerged, including how national government functions are transferred to the EU without reforming the EU, how increased transparency is announced while decisions are approved in informal meetings, and how the effects of the polarizing rise of Euroscepticism can be managed to still promote the formation of solidarity and trust among Europeans. To understand these puzzles, Thomas König introduces a new theory of (supra)national partyism to help explain the causes and consequences of choices made by political leaders for Europe. He uses a game-theoretical perspective to look at how conditions for leaders change through accessions of new members, shocks, and crises, and separates institutional choices into two different games played by office- and policy-seeking political leaders—the interstate summit game and the national game of party competition. The Dynamics of European Integration reveals how the reorganization of electoral systems can harness dissensus and polarization among diverse national constituencies to enable the promotion of solidarity and trust in the EU.

Authoritarianism seems to be everywhere in the political world—even the definition of authoritarianism as any form of non-democratic governance has grown very broad. Attempts to explain authoritarian rule as a function of the interests or needs of the ruler or regime can be misleading. Autocrats Can't Always Get What They Want argues that to understand how authoritarian systems work we need to look not only at the interests and intentions of those at the top, but also at the inner workings of the various parts of the state. Courts, elections, security force structure, and intelligence gathering are seen as structured and geared toward helping maintain the regime. Yet authoritarian regimes do not all operate the same way in the day-to-day and year-to-year tumble of politics. In Autocrats Can't Always Get What They Want, the authors find that when state bodies form strong institutional patterns and forge links with key allies both inside the state and outside of it, they can define interests and missions that are different from those at the top of the regime. By focusing on three such structures (parliaments, constitutional courts, and official religious institutions), the book shows that the degree of autonomy realized by a particular part of the state rests on how thoroughly it is institutionalized and how strong its links are with constituencies. Instead of viewing authoritarian governance as something that reduces politics to rulers'whims and opposition movements, the authors show how it operates—and how much what we call “authoritarianism” varies.

The role of generations is an important, yet often overlooked, variable in the study of American politics. A topic of research in sociology, business, and marketing, the focus on generations frequently occurs in American pop culture and journalism. The general public often assumes that different generations have different political leanings and beliefs—that the Silent Generation is all Republican, white, and conservative, or that Millennials are liberal and diverse—but are these assumptions true? Generational Politics in the United States is the first comprehensive book that examines the concept of generations from a political science perspective. It defines what a generation is and how to sort out the differences between life cycle, cohort, and aging effect. The book then brings together chapters from an array of political science scholars that examine the role of generations in American politics and how it relates to other variables such as age, race, gender, and socioeconomic status. When we observe protest marches, striking workers on picket lines, and insurgent movements in the world today, a litany of objects routinely fill our field of vision. Some such objects are ubiquitous the world over, like flags, banners, and placards. Others are situationally unique: Who could have anticipated the historical importance of a flower placed in the barrel of a gun, a flaming torch, a sea of umbrellas, a motorist's yellow vest, a feather headdress, an AK-47, or a knitted pink hat? This book explores the “stuff” at the heart of protests, revolutions, civil wars, and other contentious political events, with particular focus on those objects that have or acquire symbolic importance. In the context of “contentious politics” (disruptive political episodes where people try to change societies without going through institutions), certain objects can divide and unite social groups, tell stories, make declarations, spark controversy, and even trigger violent upheavals. This book draws together scholars from a variety of fields to discuss symbolic objects in contentious politics: their meanings, uses, functions, and social responses. In bringing these phenomena together, this book offers a serious, distinctive, and cohesive theoretical contribution that draws upon diverse scholarly work in order to form the building blocks for future inquiry in the field. The aim is not merely to “close the gap” in the literature, but to create space in the field for further and more fruitful inquiry.

Disruptions as Opportunities: Governing Chinese Society with Interactive Authoritarianism addresses the long-standing puzzle of why China outlived other one-party authoritarian regimes with particular attention to how the state manages an emerging civil society. Drawing upon over 1,200 survey responses conducted in 126 villages in the Sichuan province, as well as 70 interviews conducted with Civil Society Organization (CSO) leaders and government officials, participant observation, and online research, the book proposes a new theory of interactive authoritarianism to explain how an adaptive authoritarian state manages nascent civil society. Sun argues that when new phenomena and forces are introduced into Chinese society, the Chinese state adopts a three-stage interactive approach toward societal actors: toleration, differentiation, and legalization without institutionalization. Sun looks to three disruptions—earthquakes, internet censorship, and social-media-based guerrilla resistance to the ride-sharing industry—to test his theory about the three-stage interactive authoritarian approach and argues that the Chinese government evolves and consolidates its power in moments of crisis.

Collateral Damage provides an overview of how political communication influences the process of incorporation with the broad society as well as its political parties. Sean Richey shows that how politicians talk about immigrants affects how their children perceive America and their feelings about the nation. These perceptions and feelings in turn greatly influence the children's desire to incorporate into American political society. He also shows that regardless of a speaker's intended outcome, what is said can still have a deleterious effect on incorporation desire, a communicative process that he terms “collateral damage.” Richey uses new experimental and survey evidence, as well as the rhetoric of Donald Trump as a test case, to examine how anti-immigration communication influences the incorporation of the children of immigrants.

What does federalism do to welfare states? This question arises in scholarly debates about policy design as well as in discussions about the right political institutions for a country. It has frustrated many, with federalism seeming to matter in all sorts of combinations with all sorts of issues, from nationalism to racism to intergovernmental competition. The diffuse federalism literature has not come to compelling answers for very basic questions. Scott L. Greer, Daniel Béland, André Lecours, and Kenneth A. Dubin argue for a new approach—one methodologically focused on configurations of variables within cases rather than a fruitless attempt to isolate “the” effect of federalism; and one that is substantively engaged with identifying key elements in configurations as well as with when and how their interactions matter. Born out of their work on a multi-year, eleven-country project (published as Federalism and Social Policy: Patterns of Redistribution in Eleven Countries, University of Michigan Press, 2019), this book comprises a methodological and substantive agenda. Methodologically, the authors shift to studies that embraced and understood the complexity within which federal political institutions operate. Substantively, they make an argument for the importance of plurinationalism, changing economic interests, and institutional legacies.

In How Informal Institutions Matter, Zeki Sarigil examines the role of informal institutions in sociopolitical life and addresses the following questions: Why and how do informal institutions emerge? To ask this differently, why do agents still create or resort to informal institutions despite the presence of formal institutional rules and regulations? How do informal institutions matter? What roles do they play in sociopolitical life? How can we classify informal institutions? What novel types of informal institutions can we identify and explain? How do informal institutions interact with formal institutions? How do they shape formal institutional rules, mechanisms, and outcomes? Finally, how do existing informal institutions change? What factors might trigger informal institutional change? In order to answer these questions, Sarigil examines several empirical cases of informal institution as derived from various issue areas in the Turkish sociopolitical context (i.e., civil law, conflict resolution, minority rights, and local governance) and from multiple levels (i.e., national and local).

Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called “feudal anarchy” that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

Historically, national borders have evolved in ways that serve the interests of central states in security and the regulation of trade. This volume explores Canada–US border and security policies that have evolved from successive trade agreements since the 1950s, punctuated by new and emerging challenges to security in the twenty-first century. The sectoral and geographical diversity of cross-border interdependence of what remains the world's largest bilateral trade relationship makes the Canada–US border a living laboratory for studying the interaction of trade, security, and other border policies that challenge traditional centralized approaches to national security. The book's findings show that border governance straddles multiple regional, sectoral, and security scales in ways rarely documented in such detail. These developments have precipitated an Open Border Paradox: extensive, regionally varied flows of trade and people have resulted in a series of nested but interdependent security regimes that function on different scales and vary across economic and policy sectors. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and US Great Plains. The paradox of open borders and their legitimacy is a function of robust bilateral and multilevel governance based on effective partnerships with substate governments and the private sector. Effective policy accounts for regional variation in integrated binational security and trade imperatives. At the same time, binational and continental policies are embedded in each country's trade and security relationships beyond North America.

Mediterranean in Dis/order reveals the connection between space and politics by examining the role that space has played in insurgencies, conflicts, uprisings, and mobilities in the Mediterranean region. With this approach, the authors are able to challenge well-established beliefs about the power structure of the state across different disciplines (including political science, history, sociology, geography, and anthropology), and its impact on the conception, production, and imagination of space in the broader Mediterranean. The US commitment to stability—both domestically and abroad—has been a consistent feature in the way Washington, DC carries out international relations. This commitment is complimented by the increased overlap between the economic and political spheres in international affairs. Consequently, this US approach to foreign interaction is informed by an assumption that foreign policy tools can influence global stability for the better. In order to investigate this assumption, this book details the foundations of what Amir Magdy Kamel refers to as the US Stability Policy—how it evolved over time and how it was implemented in Egypt. He finds that domestic and global forces were left unaccounted for by the Stability Policy, ultimately leading to a failure to achieve the self-stated stability goals. Kamel's analysis is informed through a unique mixed-method approach that sheds light on how and why this policy fared so poorly under Mubarak's Egypt. He develops and tests a unique and particular way of examining the Stability Policy and presents a framework for future work to replicate and build on in the quest to understand other state-on-state relationships and the effectiveness of other foreign economic policies in achieving stability goals. Floundering Stability reflects on what Kamel's findings mean for the relationship between the US and Egypt, as well as specific US foreign policy suggestions on how the same mistakes can be avoided in the future.

Among all the decentralized authoritarian countries, China is distinctive not only because of its emergence as one of the largest foreign direct investment (FDI) recipient countries with one of the highest levels of fiscal decentralization, but also because of the combination of its fiscal decentralization and the cadre promotion system as incentive institutions for attracting FDI inflows. China is an important case to empirically investigate the impact of fiscal autonomy on adversarial investment because it has become the largest investment destination of its long-term adversary, Taiwan, with Taiwanese FDI being among the largest FDI in mainland China. Given the special role played by local Chinese governments in attracting and hosting Taiwanese FDI, it is important to study the differences between where Taiwanese FDI and other FDI goes. Given the uniqueness of the China case and that of Taiwanese investment in mainland China, this book explores the following questions. What determines where FDI goes in authoritarian countries like China? Fiscal decentralization has been argued to be a driving force of skyrocketing FDI inflows in China due to its impact on local governments'incentives. However, is the impact of fiscal autonomy on FDI monolithic with the dynamically changing levels of FDI inflows at the lower administrative levels in China, especially with its special cadre management system? Does the impact of fiscal decentralization on FDI strengthen or weaken or stay the same when attracting FDI inflows from adversarial states? And what are the implications of such adversarial investment—especially as it diffuses from coastal cities to the interior regions, or from key cities to peripheral regions—of decentralized authoritarian countries targeted by this investment?

In recent years, the federal government's increasing inability to address major societal challenges has arguably hampered America's commitment to renewable energy initiatives. Individual U.S. states have stepped into this void and adopted their own policies, leading some to believe that the states can propel America's renewable energy industry forward. However, we know little about how legislative and regulatory dynamics within America's states might accelerate or hinder renewable energy policy creation. In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world's largest electricity markets.

Territory is shifting. No longer defined by the dotted line of the border or the national footprint of soil, today's territories are enacted through data infrastructures. From subsea cables to server halls, these infrastructures underpin new forms of governance, shaping subjects and their everyday lives. Technical Territories moves from masked protestors in Hong Kong to asylum-seekers in Christmas Island and sand miners in Singapore, exploring how these territories are both political and visceral, altering the experience of their inhabitants. Infrastructures have now become geopolitical, strategic investments that advance national visions, extend influence, and trigger trade wars. Yet at the same time, these technologies also challenge sovereignty as a bounded container, enacting a more distributed and decoupled form of governance. Such “technical territories” construct new zones where subjects are assembled, rights are undermined, labor is coordinated, and capital is extracted. The stable line of the border is replaced by more fluid configurations of power. The Port Authority of New York and New Jersey has morphed in ways that would be unrecognizable to its founders. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. Germany, which brutalized its neighbors in Europe for centuries, has mostly escaped the ghosts of the past, while Japan remains haunted in Asia. The most common explanation for this difference is that Germany knows better how to apologize; Japan is viewed as “impenitent.” Walter F. Hatch rejects the conventional wisdom and argues that Germany has achieved reconciliation with neighbors by showing that it can be a trustworthy partner in regional institutions like the European Union and NATO; Japan has never been given that opportunity (by its dominant partner, the U.S.) to demonstrate such an ability to cooperate. This book rigorously defends the argument that political cooperation—not discourse or economic exchange—best explains Germany's relative success and Japan's relative failure in achieving reconciliation with neighbors brutalized by each regional power in the past. While distrust of government emerges in both cases, these different roots lead to different consequences. White people are mobilized into politics by their distrust, feeling that they must speak up in order to reclaim their misspent tax dollars. In contrast, people of color are pushed away from government due to a belief that engaging in American elections will yield the same kind of unresponsiveness and violence that comes from interactions with the police. The result is a perpetuation of the same kind of racial inequality that has always been present in American democracy. The State You See is essential reading for anyone interested in understanding how the American government engages in subtle forms of discrimination and how it continues to uphold racial inequality in the present day.

American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an'etcetera clause.'It states that there are other rights beyond those specifically listed:'The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.'Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or'Baby Ninth Amendments,'worded similarly to the Ninth Amendment. This book is the story of how the'Baby Ninths'came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an'etcetera, etcetera'at the end of a bill of rights. Since the Founding, America's faith in a democratic republic has depended on citizens who could be trusted to be communicators. Vigorous talk about equality, rights, and collaboration fueled the revolution, the Declaration of Independence, and the Constitution with its amendments. In a republic, the people set the terms for their lives not individually, but in community. The genius of keeping it alive exists in how everyday citizens talk and listen, write and read, for a common good. Dialogue and deliberation—rather than an accumulation of individual preferences—sustains a republic, yet a diminished and scarred institution of journalism jeopardizes citizens'access to shared and truthful information. A disturbing “what's in it for me?” attitude has taken over many citizens, and a creeping, autocratic sense of dismissive accusation too often characterizes the political style of elected officials. The basic fuel for democracy is the willingness of informed citizens to take each other seriously as they talk about political choices. Once we begin to clam up, build walls, and dismiss each other, we unravel the threads tying us to the Founders'vision of a republic. A free press and free speech become meaningless if not supported by sustained listening to multiple positions. There are those who profit by dividing citizens into two camps: a comfortable “us” versus a scary “them.” They make their case with accusations and often with lies. They warp the very meaning of communication, hoping citizens never truly discover each other's humanity. The American presidency has long tested the capacity of the system of checks and balances to constrain executive power, especially in times of war. While scholars have examined presidents starting military conflicts without congressional authorization or infringing on civil liberties in the name of national security, Stuart Streichler focuses on the conduct of hostilities. Using the treatment of war-on-terror detainees under President George W. Bush as a case study, he integrates international humanitarian law into a constitutional analysis of the repercussions of presidential war powers for human rights around the world. Putting President Bush's actions in a wider context, Presidential Accountability in Wartime begins with a historical survey of the laws of war, with particular emphasis on the 1949 Geneva Conventions and the Nuremberg Tribunal. Although authoritarian countries often repress independent citizen activity, lobbying by civil society organizations is actually a widespread phenomenon. Using case studies such as China, Russia, Belarus, Cambodia, Malaysia, Montenegro, Turkey, and Zimbabwe, Lobbying the Autocrat shows that citizen advocacy organizations carve out niches in the authoritarian policy process, even influencing policy outcomes. The cases cover a range of autocratic regime types (one-party, multi-party, personalist) on different continents, and encompass different systems of government to explore citizen advocacy ranging from issues such as social welfare, women's rights, election reform, environmental protection, and land rights. They show how civil society has developed adaptive capacities to the changing levels of political repression and built resilience through ‘tactful contention'strategies. Thus, within the bounds set by the authoritarian regimes, adaptive lobbying may still bring about localized responsiveness and representation. However, the challenging conditions of authoritarian advocacy systems identified throughout this volume present challenges for both advocates and autocrats alike. The former are pushed by an environment of constant threat and uncertainty into a precarious dance with the dictator: just the right amount of acquiescence and assertiveness, private persuasion and public pressure, and the flexibility to change quickly to suit different situations. An adaptive lobbyist survives and may even thrive in such conditions, while others often face dire consequences. For the autocrat on the other hand, the more they stifle the associational sphere in an effort to prevent mass mobilization, the less they will reap the informational benefits associated with it. This volume synthesizes the findings of the comparative cases to build a framework for understanding how civil society effectively lobbies inside authoritarian countries.

Warping Time shows how narratives of the past influence what people believe about the present and future state of the world. In Benjamin Ginsberg and Jennifer Bachner's simple experiments, in which the authors measured the impact of different stories their subjects heard about the past, these “history lessons” moved contemporary policy preferences by an average of 16 percentage points; forecasts of the future moved contemporary policy preferences by an average of 12 percentage points; the two together moved preferences an average of 21 percentage points. And, in an Orwellian twist, the authors estimate that the “history lessons” had an average “erasure effect” of 8.5 percentage points—the difference between those with long-held preferences and those who did not recall that they previously held other opinions before participating in the experiment. The fact that the past, present, and future are subject to human manipulation suggests that history is not simply the product of impersonal forces, material conditions, or past choices. Humans are the architects of history, not its captives. Political reality is tenuous. Changes in our understanding of the past or future can substantially alter perceptions of and action in the present. Finally, the manipulation of time, especially the relationship between past and future, is a powerful political tool.

Working for the administration remains one of the most coveted career paths for young Chinese. Rejuvenating Communism: Youth Organizations and Elite Renewal in Post-Mao China seeks to understand what motivates young and educated Chinese to commit to a long-term career in the party-state and how this question is central to the Chinese regime's ability to maintain its cohesion and survive. Jérôme Doyon draws upon extensive fieldwork and statistical analysis in order to illuminate the undogmatic commitment recruitment techniques and other methods the state has taken to develop a diffuse allegiance to the party-state in the post-Mao era. He then analyzes recruitment and political professionalization in the Communist Party's youth organizations and shows how experiences in the Chinese Communist Youth League transform recruits and feed their political commitment as they are gradually inducted into the world of officials. As the first in-depth study of the Communist Youth League's role in recruitment, this book challenges the assumption that merit is the main criteria for advancement within the party-state, an argument with deep implications for understanding Chinese politics today.

The Repoliticization of the Welfare State grapples with the evolving nature of political conflict over social spending after the Great Recession. While the severity of the economic crisis encouraged strong social spending responses to protect millions of individuals, governments have faced growing pressure to reduce budgets and make deep cuts to the welfare state. Whereas conservative parties have embraced fiscal discipline and welfare state cuts, left-wing parties have turned away from austerity in favor of higher social spending. These political differences represent a return of traditional left-right beliefs over social spending and economic governance. This book is one of the first to systematically compare welfare state politics before and after the Great Recession, arguing that a new and lasting post-crisis dynamic has emerged where political parties once again matter for social spending. At the heart of this repoliticization are intense ideological debates over market regulation, social inequality, redistribution, and the role of the state. The book analyzes social spending dynamics for 28 countries before and after the crisis. It also includes in-depth country case studies representing five distinct welfare state types: Germany, the United Kingdom, Sweden, Spain, and the Czech Republic.
