This volume is a collection of papers presented at the 60th International Academic Week organized by the Southeast Europe Association in October 2022. The event brought together scholars to discuss the various facets of international return migration from diverse destination countries back to Southeast Europe. Within this volume, the concept of return takes on a dynamic and multifaceted character. It is seen not as a one-way journey but as an ongoing, non-linear, and reversible process consisting of multiple stages. This approach recognizes that migration is a journey with many dimensions, involving mobility in various directions. The volume sheds light on a variety of migration practices to and from Southeast Europe, revealing a complex interplay of movements over time.

The Kisan Andolan or the Indian farmers'protest of 2020–2021 is one of the longest and biggest (and victorious) social movements in the history of independent India. This book adopts a multidisciplinary approach to contextualise the movement in the long run. It engages with the historical, social and religious roots of the Andolan, examining what makes it so unique and transformative for Indian polity. It explores the (dis)continuities with previous resistance and contestation movements in India and globally, and debates the role so far of regional, religious and class-caste-gender identities. Corona, the Lockdown, and the Media investigates media influence on policies to contain the COVID-19 pandemic. Bernhagen and Kybelka propose that news reporting on the pandemic pitches human impact against economic consequences of the virus and of restrictive policy measures designed to contain it. They argue that the use of these frames influences governments'decisions to enact or lift lockdown measures. Using time series data from England, France, and Germany, the authors show that news reporting on COVID-19 was indeed characterized by these media frames. However, there is no evidence of media influence on government policy. Instead, the authors find that anti-pandemic policy decisions were responsive to public opinion in these countries.

Numerous analysts have lately expressed concern about tendencies including democratic backsliding and populism occurring in many countries worldwide. This book considers such theories in the context of the United Kingdom (UK) in the period since 2016, examining Brexit and numerous other subjects. The author applies the techniques of the historian, drawing on a variety of primary and secondary materials. Offering both evidence-based assessment and polemic, the work presents its analysis in a variety of different forms, intended to convey the complexity and extensive sweep of the issues. The book concludes that, while they have precedents, UK democracy faces real and broad challenges. The author makes recommendations for addressing these problems.

In the world's so-called honor and face cultures, certain values and codes related to the protection of a family's stainless reputation are deep-rooted. When they are violated by what is perceived as an immoral action, and the respective transgression becomes known, the honor not only of the deviant, but also of the in-group itself is damaged. This leads to stigmatization followed by collective rejection. Consequently, the stigma needs to be removed, usually by a publicly recognizable punitive action taken against those who caused this loss of honor or face, which is experienced as a kind of social death. The punishments range from psychological to physical violence, sometimes including murder. With attention to social science as well as works of fiction, this book studies such punitive measures that affect both women and men by also taking into account intercultural contexts of migration and ethnic minorities. Attention is equally devoted to movies that deal with the consequences of honor and face loss. The book is endorsed by the celebrated Turkish writer Elif Shafak.

This book provides a broad picture of Sri Lanka's on-going political and economic crisis as the culmination of several centuries of colonial and neo-colonial developments. The book presents the Sri Lankan crisis as an exemplification of a broader global existential crisis facing more and more debt trapped countries, especially in the post-colonial Global South. The book's in-depth case study raises important questions pertaining to sovereignty and political and economic democracy in Sri Lanka and the world at large. The book also explores the emergence of the crisis in the context of the accelerating geopolitical conflict between China and the USA in the Indian Ocean. It ponders if the debt crisis, economic collapse and political destabilization in Sri Lanka were intentionally precipitated to the advantage of the Quadrilateral Alliance (USA, India, Australia and Japan). Moving beyond geopolitical rivalry, the book juxtaposes Sri Lanka's political-economic crisis with the broader ecological crisis of climate change and sea-level rise. The book concludes with a consideration of the ethical dilemmas behind the debt and survival crisis in Sri Lanka and across the world. It points out a range of social movements and initiatives in Sri Lanka and the Global South which subscribe to collective and ecological alternatives and a Middle Path of sustainability and social justice.

The Moral Dilemmas of Fighting Terrorism and Guerrilla Groups discusses the most important ethical dilemmas associated with the fight against terrorist organizations and guerilla groups by providing readers with a rigorous, yet accessible analysis of how these forms of violence can be justified and how they ought to be fought by entities targeted by groups resorting to these strategies. It will be valuable to anyone interested in understanding the main ethical questions associated with these forms of political violence and the way they can be addressed. After providing conceptual clarifications that will allow the reader to distinguish between terrorism and guerrilla warfare, it explains and discusses what the criteria are that can justify resorting to lethal violence on the part of the latter group as well as the criteria that can determine the identity of those who can legitimately be targeted by these groups. The book analyzes when terrorists ought to be targeted and how this can be done, focusing on the inherent problems associated with the solutions that are normally used against state actors in order to prevent attacks on their part, namely what can be coined as “non-violent alternatives to war”, such as economic or diplomatic sanctions, arm embargoes and non-violent resistance and, on the other hand, preemptive attacks.

Drawing on almost a decade of first-hand experience, Principles of Digital Democracy presents a unique look at digital democracy tools in action. Whether it is carbon budgeting in Canada, voting on legislation in Italy or policy consultation in Taiwan, this book explains not just what is possible to achieve with digital democracy tools today, but how to assess the life-cycle of civic engagement, as well as different approaches to security and policy implementation. In the second edition of Zombie Politics and Culture in the Age of Casino Capitalism, Henry A. Giroux uses the metaphor of the zombie to highlight how America has embraced a machinery of social and civil death that chills any vestige of a robust democracy. He charts the various ways in which the political, corporate, and intellectual zombies that rule America embrace death-dealing institutions such as a bloated military, the punishing state, a form of predatory capitalism, and an authoritarian, death-driven set of policies that sanction torture, targeted assassinations, and a permanent war psychology. The author argues that government and corporate paranoia runs deep in America. While maintaining a massive security state, the ruling forces promote the internalization of their ideology, modes of governance, and policies by either seducing citizens with the decadent pleasures of a celebrity-loving consumer culture or by beating them into submission. Giroux calls for a systemic alternative to zombie capitalism through a political and pedagogical imperative to address and inform a new cultural vision, mode of individual subjectivity, and understanding of critical agency. As part of a larger effort to build a broad-based social movement, he argues for a new political language capable of placing education at the center of politics. Connecting the language of critique to the discourse of educated hope he calls for the reclaiming of public spaces and institutions where formative cultures can flourish that nourish the radical imagination, and the ongoing search for justice, equality, and the promise of a democracy to come.

Enough of Experts: Expert Authority in Crisis analyses the challenges and threats to expert authority in neoliberal political economies and societies. It focuses upon the deep-seated political, economic, social and cultural transformations which have fundamentally destabilized and eroded the institutional foundations of expert authority over more than four decades. The book critically assesses the orthodox or ‘received'model of expert authority as it has come under escalating pressures from a nexus of ideological, organizational, technological and cultural changes that have radically weakened the former's core ‘institutional logic'and practical efficacy. It also looks forward to a range of ‘expert futures'in which expert groups and organizations decline in power and status as their prevalence proliferates to a stage where they become ubiquitous in neoliberal regimes. Finally, the book presents an alternative reflexive model of expert authority and governance that is grounded in the ‘dynamics of contestation and trust'and stands in direct contrast to the orthodox, rational model.

This book critically analyses the concept of endurance from different theoretical, conceptual, methodological, and empirical perspectives. The first part of the book takes a closer look at endurance, by examining how it relates to concepts such as resilience, perseverance, and perdurance. By analysing how these concepts overlap but differ, we reach a better understanding of what constitutes endurance. Furthermore, endurance is reconfigured as a as a mundane aspect of everyday life. Nigeria's democratisation efforts since attaining political independence from Britain have been tumultuous and have spanned over three successive republics. A persistent bug decimating Nigeria's democracy and repeatedly leading to military coups has been brazen electoral violence perpetrated by the nation's political elite. Nigeria's 2019 Democratic Experience analyses and explains what went wrong in Nigeria's experiment with democracy. Nigeria, Africa's most populous nation and the world's seventh most populous nation, also contributes 70% of West Africa's population. She is sub-Saharan Africa's largest oil producer and has remained Africa's largest economy by GDP since 2014. The country has hundreds of diverse ethnic nationalities and languages grouped into 36 states (or federating units) and an independent federal capital territory. Though recognized as Africa's largest democracy, her democratisation process since the 1960s has remained tumultuous with massive electoral violence and political intolerance. This repeatedly compelled the military to intervene in the nation's political history in the years 1966, 1983 and 1985. It is these developments that provided the motivation for this volume to capture for posterity the conduct of the 2019 General Elections in Nigeria.

From Pandemic to Insurrection: Voting in the 2020 US Presidential Election describes voting in the 2020 election, from the presidential nomination to new voting laws post-election. Election officials and voters navigated the challenging pandemic to hold the highest turnout election since 1900. President Donald Trump's refusal to acknowledge the pandemic's severity coupled with frequent vote fraud accusations affected how states provided safe voting, how voters cast ballots, how lawyers fought legal battles, and ultimately led to an unsuccessful insurrection.

This theoretically rooted and research-based book provides insights on the JESSICA funding model which – unlike the traditional non-repayable aid – focuses on supporting sustainable urban development projects in a repayable and recyclable way. The Challenge to Academic Freedom in Hungary: A Case Study in Culture War, Authoritarianism and Resistance presents a case study as to how an authoritarian regime like the one in Hungary seeks to tame academic freedom. Andrew Ryder probes the reasons for ideological conflict within the academy through concepts like ‘culture war'and authoritarian populism. He explores how the Orbán administration has introduced a series of reforms leading to limitations being placed on the Hungarian Academy of Sciences, Gender Studies no longer being recognized by the State, the relocation of the Central European University because of government pressure and new reforms that ostensibly appear to give universities autonomy but critics assert are in fact changes that will lead to cronyism and pro-government interference in academic freedom.

Democracy is on the run, and elected governments are suffering from a legitimacy crisis. Legislatures are increasingly seen as unrepresentative. To give legitimacy to democratic government, experts argue that we need more democracy and more opportunities for direct citizen participation. Representative democracy needs to be complemented by forms of direct engagement, such as referendums, popular votes, the recall, citizens'juries, eDemocracy, etc. This is what we term Complementary Democracy. Before the COVID-19 pandemic, the mortality crisis which affected Eastern Europe and the republics of the former USSR at the time of the transition to a market economy was arguably the major peacetime health crisis of recent decades. Mumbai / Bombay is a quintessential urban expression which represents the questions and puzzles related to Indian urbanity. Poverty is a serious problem in the United States, more so than commonly imagined, and more so than in other industrialized nations. This book engages with evolving definitions of borders and citizenship in the public discourse in the South Asia region. The traditional understanding of citizenship and belonging in the Indian context has been fraying in recent decades. The book offers an analysis of discussions on India's contested zones, the anxieties around identity and the implications of and reactions to the National Register of Citizens and the Citizenship Amendment Act (CAA) in different regions in the country. It interrogates the concepts of belonging, ownership and dissent through an analysis of the anti-CAA protests, the Namasudra movements, the life of Tibetan refugees in India and the precarious lives of many communities in India who are identified as stateless, refugees, migrants or outsiders. This work argues that a component part of US neoliberalism involves adaptive accumulation, a process in which capital seeks to enlarge public programs, as a means to reroute public revenues into private revenue streams. Along the way, corporations project quasi-public aspirations as a central part of their commercial mission, as the state carves out new – or expands old – areas of accumulative growth for corporate America.

The simple fabric face mask is a key agent in the fight against the global spread of COVID-19. However, beyond its role as a protective covering against coronavirus infection, the face mask is the bearer of powerful symbolic and political power and arouses intense emotions. Adopting an international perspective informed by social theory, The Face Mask in COVID Times: A Sociomaterial Analysis offers an intriguing and original investigation of the social, cultural and historical dimensions of face-masking as a practice in the age of COVID. Rather than Beck's ‘risk society', we are now living in a ‘COVID society', the long-term effects of which have yet to be experienced or imagined. Everything has changed. The COVID crisis has generated novel forms of sociality and new ways of living and moving through space and time. In this new world, the face mask has become a significant object, positioned as one of the key ways people can protect themselves and others from infection with the coronavirus. The face mask is rich with symbolic meaning as well as practical value. In the words of theorist Jane Bennett, the face mask has acquired a new ‘thing-power'as it is coming together with human bodies in these times of uncertainty, illness and death. The role of the face mask in COVID times has been the subject of debate and dissension, arousing strong feelings. The historical and cultural contexts in which face masks against COVID contagion are worn (or not worn) are important to consider. In some countries, such as Japan and other East Asian nations, face mask wearing has a long tradition. Full or partial facial coverings, such as veiling, is common practice in regions such as the Middle East. In many other countries, including most countries in the Global North, most people, beyond health care workers, have little or no experience of face masks. They have had to learn how to make sense of face masking as a protective practice and how to incorporate face masks into their everyday practices and routines. Face masking practices have become highly political. The USA has witnessed protests against face mask wearing that rest on ‘sovereign individualism', a notion which is highly specific to the contemporary political climate in that country. Face masks have also been worn to make political statements: bearing anti-racist statements, for example, but also Trump campaign support. Meanwhile, celebrities and influencers have sought to advocate for face mask wearing as part of their branding, while art makers, museums, designers and novelty fashion manufacturers have identified the opportunity to profit from this sudden new market. Face masks have become a fashion item as well as a medical device: both a way of signifying the wearer's individuality and beliefs and their ethical stance in relation to the need to protect their own and others'health. The Face Mask in COVID Times: A Sociomaterial Analysis provides a short and accessible analysis of the sociomaterial dimensions of the face mask in the age of COVID-19. The book presents seven short chapters and an epilogue. We bring together sociomaterial theoretical perspectives with compelling examples from public health advice and campaigns, anti-mask activism as well as popular culture (news reports, blog posts, videos, online shopping sites, art works) to illustrate our theoretical points, and use Images to support our analysis.

This book provides an understanding of the challenges in Northeast India in terms of the nature of flows and ruptures in the daily lives of people. It brings together multiple and interconnected issues of identity, development, environment, migration, land alienation and policy impacts to the forefront.Northeast India's history is affected both by internal dynamic processes, as are its linkages with adjoining countries, marked by a fluid movement of people and goods across porous borders. This book highlights the role of emotions in the contentious politics of modern South Asia. It brings new methodological, theoretical and empirical insights to the mutual constitution of emotions and mobilisations in India, Pakistan and Bangladesh. As such, it addresses three distinct but related questions: what do emotions do to mobilisations? What do mobilisations do to emotions? Further, what does studying emotions in mobilisations reveal about the political culture of protest in South Asia? The Rohingya of Myanmar are one of the world's most persecuted minority populations without citizenship. After the latest exodus from Myanmar in 2017, there are now more than half a million Rohingya in Bangladesh living in camps, often in conditions of abject poverty, malnutrition and without proper access to shelter or work permits. Some of them are now compelled to take to the seas in perilous journeys to the Southeast Asian countries in search of a better life. They are now asked to go back to Myanmar, but without any promise of citizenship or an end to discrimination.This book looks at the Rohingya in the South Asian region, primarily India and Bangladesh. It explores the broader picture of the historical and political dimensions of the Rohingya crisis, and examines subjects of statelessness, human rights and humanitarian protection of these victims of forced migration. Further, it chronicles the actual process of emergence of a stateless community – the transformation of a national group into a stateless existence without basic rights.

This book is an empirical study of a central European city focused on the political process. The authors use the example of the city of Wroclaw to present a condition of the urban public sphere in the context of local governance. Contemporary specificity of the public sphere is a result of a long process of system transformation in this part of Europe as well as of the impact new global challenges have had on the political process in self-governmental institutions. This book examines the alterglobalist activists in Poland, the Czech Republic, and Hungary. Based on lengthy ethnographic fieldwork and numerous in-depth interviews with key figures of the movement, it covers mobilizations and actions between 1998 and 2011 and analyzes the process of adapting the alterglobalist way of thinking, claims and organizational modes in post-socialist countries. By pointing out the main challenges the movement faced, the author discusses the ways it tried to overcome these. The main argument is that the post-communist legacy (expressed in low levels of mobilization, in rejection of leftist ideals and discourse and in deep mistrust towards political life) had a tremendous impact on the formation and the shape of the alterglobalist movement in the region.

This Yearbook of the Central and Eastern European Forum of Young Legal, Political and Social Theorists is devoted to the analysis of the consequences of the Central and Eastern European transition. Modernity dissolves absolute certainties; late modernity dissolves them absolutely. In the modern world system there appears to be no firm, unchallenged ground on which to construct a meaningful canopy. But around the world, many individuals and groups long for a kind of cultural coherence that they believe once existed. They search for fundamentals. While these may be sought in religious traditions, many also aspire to new secular certainties. In their various new forms and contexts the contemporary quests for meaning in turn transform the societies in which they occur. Tradition recognises five social sciences: anthropology, economies, social psychology, sociology, and political science. But who knows what is going on in all five disciplines? Social scientists from one discipline often know little or nothing about the progress made by social scientists from another discipline working on essentially the same social problem. Sometimes, even of a neighbouring discipline is terra incognita. the methodology The problem becomes worse when we widen the remit to natural scientists and engineers. I have found little evidence myself that they see themselves as standing on the other side of an unbridgeable golf between two cultures. They observe the intellectual excesses of those few'newage'social scientists who see themselves fighting a'science war', but the ignorance of these innumerate critics is so apparent in their grossly naive attacks on natural science, that they are not taken seriously. However, although natural scientists appreciate that most social science is genuine science, they seldom know much about how and why it is done as it iso This can lead to serious inefficiencies in areas in which the traditional frontiers between social and natural science are melting away. An example is the frontier between the economies of imperfeet competition and evolutionary biology. Reversing the usual bias, the evolutionary biologists commonly know little mathematics, and hence find the game theory literature hard to read, with the result that they often spend their time re-inventing the wheel.

Since the onset of modernisation the world population has doubled several times and will soon reach 6 billion of people. The annual rate of increase in the world population is approximately 90 million people. This is the largest absolute level of population growth ever recorded. According to the most recent population projections of the United Nations, the world population will probably double again before stabilising at a stationary level. Ninety percent of the present and future population growth is accounted for by developing countries. The fast increase in the size of the population in many developing countries is a serious obstacle to their attempts to overcome their backwardness, make a substantial improvement to their quality of life, and achieve a sustainable way of exploiting their renewable and non-renewable resources. At the same time, non-sustainable consumption and production patterns in the industrial countries and among wealthy citizens in developing countries, place additional burdens on the planet's natural resources and ecosystems. With a view of considering these problems and elaborating policy guidelines, the United Nations staged its International Conference on Population and Development (ICPD) in Cairo, Egypt, September 5-13, 1994. This monograph deals with the background to the ICPD, its preparation, proceedings, and contents. It also evaluates its results and recommendations by comparing the ICPD Action Programme with the current scientific literature. The ICPD dealt with the key issues concerning the interrelations between population, development and environment, and their causes, and was not limited to marginal issues such as abortion, promiscuity and homosexuality as was the impression given in the media as a result of the way these questions were distorted by the action of religious fundamentalists. The ICPD Action Programme forms an impressive charter with a broad range of relevant policy recommendations. Nevertheless, compared to most of the current scientific literature, the ICPD seems to underestimate the seriousness and urgency of the issues at stake.

The tribal areas of central and eastern India have been under the intractable shadow of left-wing extremism in recent years, fuelling a serious internal crisis in the country. While the clashes between the Maoists and the State have been highlighted by the media, academics and others, the situation of the people caught between the crossfire has often been overlooked.
