This book explores China's use of faits accomplis in its periphery, and offers the first formal model for the use of faits accomplis by rising powers. With growing attention to great power competition and conflict in the gray zone between war and peace, this book explains China's use of faits accomplis to revise the maritime status quo in the South and East China Seas. Using formal modelling and case study analysis, the book argues that while power shifts provide rising states with opportunities to impose faits accomplis to revise the status quo, the use of faits accomplis also increase the likelihood of war with the dominant state(s). The book surveys existing understandings of how power shifts incentivize interstate competition in general and in the case of Sino-American competition in particular, and brings existing theory and novel modelling to explain China's differing strategies in the South and East China Seas in the first two decades of the 21st century. This book explores the value of Corbett's seminal work Some Principles of Maritime Strategy over time in a changing context and with evolving technology. This book examines the evolution of China's maritime security strategy, and questions what has made China shift from a constrained to a more assertive strategy.Historically, China has not been an active player in maritime security, but in recent years Beijing has begun to pursue policies and measures to safeguard its maritime rights and interests in the Indo-Pacific region. This growing influence in the region has become a concern for other countries about what kind of sea power China is developing. This book seeks to address this concern by providing an overview of the development of China's maritime security strategy from the era of Deng Xiaoping to Xi Jinping. It suggests that while the involvement of maritime actors and the development of naval capability have provided the depth to the strategy, the national strategic guidelines from each generation of Chinese leadership have determined the overall direction of the maritime security strategy. This book seeks to identify and address gaps in our understanding of maritime security and the role of small navies in Europe. The majority of Europe's navies are small, yet they are often called upon to address a complex array of traditional and non-traditional threats. This volume examines the role of small navies within the European security architecture, by discussing areas of commonality and difference between navies, and arguing that it is not possible to fully understand either maritime strategy or European security without taking into account the actions of small navies. It contains a number of case studies that provide an opportunity to explore how different European states view the current security environment and how naval policy has undergone significant changes within the lifetime of the existing naval assets. This book examines US naval strategy and the role of American seapower over three decades, from the late 20th century to the early 21st century. This study uses the concept of seapower as a framework to explain the military and political application of sea power and naval force for the United States of America. It addresses the context in which strategy, and in particular US naval strategy and naval power, evolves and how US naval strategy was developed and framed in the international and national security contexts. It explains what drove and what constrained US naval strategy and examines selected instances where American sea power was directed in support of US defense and security policy ends – and whether that could be tied to what a given strategy proposed. Whilst maritime studies tend to reflect the dominance of large navies, history shows how relatively small naval forces can have a disproportionately large impact on global events.
