In 2020, a group of European researchers got a European Union (EU) grant to do a project called TRANSFORM. The objective of TRANSFORM was to integrate the principle of responsible research and innovation (RRI) into the research and innovation policies of three European regions: Lombardy, Brussels, and Catalonia.This book tells the story of how TRANSFORM translated RRI into practice, all the way from philosophy of technology to EU policy jargon, to the project contract, and finally into the real-life events in these regions. Responsibility was translated in creative ways, with surprising goals and ambiguous outcomes. Demonstrates how policymakers influenced environmental science during the early nuclear age In Atomic Environments: Nuclear Technologies, the Natural World, and Policymaking, 1945–1960, Neil S. Oatsvall examines how top officials in the Truman and Eisenhower administrations used environmental science to develop nuclear strategy at the beginning of the Cold War. While many people were involved in research and analysis during the period in question, it was at highest levels of executive decision-making where environmental science and nuclear science most clearly combined to shape the nation's policies. Oatsvall clearly demonstrates how the natural world and the scientific disciplines that study it became integral parts of nuclear science rather than adversarial fields of knowledge. But while nuclear technologies heavily depended on environmental science to develop, those same technologies frequently caused great harm to the natural world. Moreover, while some individuals expressed real anxieties about the damage wrought by nuclear technologies, policymakers as a class consistently made choices that privileged nuclear boosterism and secrecy, prioritizing institutional values over the lives and living systems that they were ostensibly charged to protect. By scrutinizing institutional policymaking practices and agendas at the birth of the nuclear age, a constant set of values becomes clear. Oatsvall reveals an emerging technocratic class that routinely valued knowledge about the environment to help create and maintain a nuclear arsenal, despite its existential threat to life on earth and the negative effects many nuclear technologies had on ecosystems and the American people alike. Although policymakers took their charge to protect and advance the welfare of the United States and its people seriously, Atomic Environments demonstrates how they often failed to do so because their allegiance to the US nuclear hierarchy blinded them to the real risks and dangers of the nuclear age.

This book sheds light on the roots of sustainability in the Iberian Peninsula that lie in the interrelations between shipbuilding and forestry from the 14th to the 19th centuries, combining various geographical scales (local, regional and national) and different timespans (short-term and long-term studies).Three main themes are discussed in depth here: firstly, the roots of current conservationism in the Iberian Peninsula; the evolution of the forest policies set in motion at local, regional and national levels to meet the demand for wood and timber; and the long-standing impact of naval empirical forestry on the conservation and transformation of the forest landscape. Therefore, the book attempts, on the one hand, to unravel the forest policies and empirical forestry implemented in the Iberian Peninsula as the roots or origins of what we refer to nowadays as'sustainability', and to assess the contribution of imperial forestry to landscape planning and the conservation of forest resources, on the other, and, finally, to break away from the prevailing theological narrative that shipbuilding was the main agent of forest destruction in the early modern Iberian Peninsula, for which both quantitative and qualitative analyses will be conducted.This book will be of key interest to environmental and social historians and researchers, and to anyone devoted to conducting research on the emergence and evolution of the concept of'sustainability'with respect to the governance and the historical transformation of woodlands around the world.

The period from 1957 to 1988 was transformative for the international oil industry. The United Kingdon, home to two major oil companies, British Petroleum (BP) and Shell, as well as the possessor of large quantities of oil and gas in its territorial waters, was at the heart of this transition. While famous for its liberal policy toward oil and gas production, both before and after the discovery of North Sea oil and gas, this period actually saw the United Kingdom respond to shifts in power from the major oil companies to the oil-producing states, many of them in Organization of Petroleum Exporting Companies (OPEC), by building up its competency regarding oil matters. This took the form of efforts to influence the activities of BP and Shell abroad as well as in creation of a state-run oil company, the British National Oil Corporation, in an attempt to exercise greater state control over oil and gas production and distribution. The failure of these efforts was driven in part by internal divisions within Whitehall, the efforts of the oil companies themselves, and ultimately the political will of the Conservative Party under Margaret Thatcher to get the state out of the business of oil and gas.

During the 1980s thousands of refugees from Central America, who sought safe haven in the United States, found themselves incarcerated in immigration prisonsabused by their jailors and deprived of the most basic legal and human rights. Drawing on declassified government documents and interviews with more than 3,000 Central American refugees, Kahn portrays the chilling reality of daily life in immigration prisons and reveals how the Department of Justice and the Immigration and Naturalization Service intentionally violated federal laws and regulations to deny protection to refugees fleeing wars financed by U.S. military aid. }During the 1980s hundreds of thousands of refugees fled civil wars and death squads in Central America, seeking safe haven in the United States. This is an open access book. Histories we tell never emerge in a vacuum, and history as an academic discipline that studies the past is highly sensitive to the concerns of the present and the heated debates that can divide entire societies. But does the study of the past also have something to teach us about the future? Can history help us in coping with the planetary crisis we are now facing? By analyzing historical societies as complex adaptive systems, we contribute to contemporary thinking about societal-environmental interactions in policy and planning and consider how environmental and climatic changes, whether sudden high impact events or more subtle gradual changes, impacted human responses in the past. We ask how societal perceptions of such changes affect behavioral patterns and explanatory rationalities in premodernity, and whether a better historical understanding of these relationships can inform our response to contemporary problems of similar nature and magnitude, such as adapting to climate change.

The Rise and Fall of Democracy Promotion in US Foreign Policy employs a transformational change framework to understand US democracy promotion from 1977 until the present day.American exceptionalism is a framework that has driven the US since the founding days of the republic, charging the US to promote the universal values of liberty and the pursuit of happiness around the world. Providing a frame of continuity for successive administrations, it reinforces the mythology of American exceptionalism in the eyes of the American people and the world. In different eras, different presidential worldviews, along with different international and domestic factors, have shaped how each administration has acted in the international arena and yet all have employed this language regardless of the policies pursued. This timely volume maps-out and interrogates through four key indicators the rise and fall of democracy promotion at the conceptualisation, rhetorical, and implementation levels. It argues that there were two transformational changes during this period. The first was the expansion of democracy promotion in US foreign policy confirmed with the election of Jimmy Carter to the White House in 1977. The second was the rejection of liberal ideology and institutions confirmed with Donald Trump's election in 2016. It is nuanced in that it shows how these changes in the acceptance and then rejection of democracy promotion as a foreign policy tool played out. In examining these two administrations, and those in-between, this work also observes that the rise and fall of democracy promotion as an effective foreign policy tool mirrored the relative dominance of the US in the international arena.This book will be of interest to students and scholars of American foreign policy, international relations, and American history.

Between 1945 and 1960, Great Britain constructed a substantial nuclear-armed bomber force. The creation of this force had ramifications that extended well beyond the confines of military policy. The process played a large part in defining relations with the United States, and the belief that these bombers could replace conventional forces convinced successive British governments that Great Britain could maintain a significant global military role. Originally published in 1995 and drawing on both archives and oral testimony, this book analyses British strategic discourse and its influence on British foreign policy in the early decades of the Cold War.

Never before or since have animals played as significant a role in German history as they did during the Third Reich. Potato beetles and silkworms were used as weapons of war, pigs were used in propaganda, and dog breeding served the Nazis as a model for their racial theories. Paradoxically, some animals were put under special protection while some humans were simultaneously declared unworthy of living. Ultimately, the ways in which Nazis conceptualized and used animals—both literally and symbolically—reveals much about their racist and bigoted attitudes toward other humans. This book explains how six policies collectively called the North American Wildlife Conservation Model (NAWCM), put in place around the turn of the twentieth century, saved numerous iconic big game species from extinction. Rigid adherence to the NAWCM, however, especially its ban on the commercial sale of wild game meat, has allowed deer and some other species to become overabundant pests in areas where hunting pressure recently declined and habitat rebounded. Texas and South Africa have proven that scientific insight and market incentives can combine to prevent game overabundance and decrease the fragility and extend the range of iconic mammal game species. This book outlines how intermediate steps, like proxy hunting and other wildlife regulation reforms, could be used to lure more hunters into the field and move other states towards the Texas model incrementally, thereby minimizing risks to wildlife or human stakeholders.

By the early 1900s, the poor farm had become a ubiquitous part of America's social welfare system. This open access book offers an unprecedented analysis of child welfare schemes, situating them in the wider context of post-war policy debates about the care of children. Between 1945 and 1970, an estimated 3,500 children were sent from Britain to Australia, unaccompanied by their parents, through child migration schemes funded by the Australian and British Governments and delivered by churches, religious orders and charities. Functioning in a wider history of the migration of unaccompanied children to overseas British colonies, the post-war schemes to Australia have become the focus of public attention through a series of public reports in Britain and Australia that have documented the harm they caused to many child migrants.Whilst addressing the wide range of organisations involved, the book focuses particularly on knowledge, assumptions and decisions within UK Government Departments and asks why these schemes continued to operate in the post-war period despite oftenfailing to adhere to standards of child-care set out in the influential 1946 Curtis Report. Some factors – such as the tensions between British policy on child-care and assisted migration – are unique to these schemes. However, the book also examines other factors such as complex government systems, fragmented lines of departmental responsibility and civil service cultures that may contribute to the failure of vulnerable people across a much wider range of policy contexts.

The Cold War forced scientists to reconcile their values of internationalism and objectivity with the increasingly militaristic uses of scientific knowledge. For decades, antinuclear scientists pursued nuclear disarmament in a variety of ways, from grassroots activism to transnational diplomacy and government science advising. The U.S. government ultimately withstood these efforts, redefining science as a strictly technical endeavor that enhanced national security and deeming science that challenged nuclear weapons on moral grounds'emotional' and patently unscientific. In response, many activist scientists restricted themselves to purely technical arguments for arms control. When antinuclear protest erupted in the 1980s, grassroots activists had moved beyond scientific and technical arguments for disarmament. Grounding their stance in the idea that nuclear weapons were immoral, they used the'emotional' arguments that most scientists had abandoned. Redefining Science shows that the government achieved its Cold War'consensus' only by active opposition to powerful dissenters and helps explain the current and uneasy relationship between scientists, the public, and government in debates over issues such as security, energy, and climate change.

Following the First World War and in actions that challenged Britain's reputation as a liberal democracy, various government departments implemented policies of mass repatriation from Britain of populations of colonial and friendly migrants and refugees. Many of those repatriated had played a significant part in the war effort and had given valuable service in the combat zones and on the home front: serving in the armed forces, in labour battalions and employed in key wartime industries, such as munitions work, the merchant navy and wartime construction. This book sets out to uncover why central government decided to implement a policy of repatriation of'friendly'peoples after the war. It also explores the imposition of wartime and post-war legal restrictions on these groups as part of a major shift in policy towards reducing the settlement and limiting the employment of overseas populations in Britain.

Yet the situation was vastly different a century ago, as Christopher W. Shaw shows. The fact that during the first quarter of 1983 U.S. crude oil imports dropped to 2.8 million barrels a day (mbd) from 4 mbd during the same quarter in 19822 (a very substantial decrease of thirty percent from what. was already a relatively low level) is less comforting than it appears. In spite of this decrease in demand, U.S. reserve stocks could be eliminated by an increased demand for oil stemming from a vigorous economic recovery, in the the West. If, in the context of such a recovery, the members of the Organization of Petroleum Exporting Countries (OPEC) could overcome their current disagreements and introduce some discipline regarding production. levels, they might be able to reestablish a tight supply situation in the world oil market. Moreover, even if such developments do not take place, there is always the chance of a major upheaval in the Middle East-Gulf region, given the volativity of the area, that could be disruptive enough to cause a substantial reduction in oil supplies. In this context, it must be recognized that America's energy vulnerability is inseparable from that of the West in general, because of the fungability of oil.

In The Politics of Dialogic Imagination, Katsuya Hirano seeks to understand why, with its seemingly unrivaled power, the Tokugawa shogunate of early modern Japan tried so hard to regulate the ostensibly unimportant popular culture of Edo (present-day Tokyo)—including fashion, leisure activities, prints, and theater. He does so by examining the works of writers and artists who depicted and celebrated the culture of play and pleasure associated with Edo's street entertainers, vagrants, actors, and prostitutes, whom Tokugawa authorities condemned to be detrimental to public mores, social order, and political economy. Hirano uncovers a logic of politics within Edo's cultural works that was extremely potent in exposing contradictions between the formal structure of the Tokugawa world and its rapidly changing realities. He goes on to look at the effects of this logic, examining policies enacted during the next era—the Meiji period—that mark a drastic reconfiguration of power and a new politics toward ordinary people under modernizing Japan. Examining the rise of the field of imperial history in Britain and wider webs of advocacy, this book demonstrates how intellectuals and politicians promoted settler colonialism, excluded the subject empire, and laid a precarious framework for decolonization. History was politics in late-nineteenth-century Britain. But the means by which influential thinkers sought to steer democracy and state development also consigned vast populations to the margins of imperial debate and policy. From the 1880s onward, politicians, intellectuals, and journalists erected a school of thought based on exclusion and deferral that segregated past and future, backwardness and civilization, validating racial discrimination in empire all while disavowing racism. These efforts, however, engendered powerful anticolonial backlash and cast a long shadow over the closing decades of imperial rule. This book examines how rural Europe as a hybrid social and natural environment emerged as a key site of local, national and international governance in the interwar years. The post-war need to secure and intensify food production, to protect contested border areas, to improve rural infrastructure and the economic viability of rural regions and to politically integrate rural populations, gave rise to a variety of schemes aimed at modernizing agriculture and remaking rural society. The volume examines discourses, institutions and practices of rural governance from a transnational perspective, revealing striking commonalities across national and political boundaries. From the village town hall to the headquarters of international organizations, local authorities, government officials and politicians, scientific experts and farmers engaged in debates about the social, political and economic future of rural communities. They sought to respond to both real and imagined concerns over poverty and decline, backwardness and insufficient control, by conceptualizing planning and engineering models that would help foster an ideal rural community and develop an efficient agricultural sector. By examining some of these local, national and international schemes and policies, this volume highlights the hitherto under-researched interaction between policymakers, experts and rural inhabitants in the European countryside of the 1920s and'30s.

After the Second World War, the international migration regime in Europe took a course different from the global migration regime and the migration regimes in other regions of the world. Cumbersome and arbitrary administrative practices prevailed in the late 1940s in most parts of Europe. The gradual implementation of regulations for the free movement of people within the European Community, European citizenship, and the internal and external dimensions of the Schengen agreements profoundly transformed the European migration regime. These instruments produced a regional regime in Europe with an unparalleled degree of intraregional openness and an unparalleled degree of closure towards migrants from outside Europe. This book relies on national and international archives to explain how German strategies during the Cold War shaped the openness of that original regime. This migration regime helped Germany to create a stable international order in Western Europe after the war, conducive to German Reunification and supported German economic expansion. The book embraces the whole period of development of this regime, from 1947 through 1992. It deals with all types of migrants between and towards European countries: unskilled labourers, skilled professionals, self-employed workers, and migrant workers'family members, examining both their access to economic activity and their social and political rights.

In the summer of 1967, in response to violent demonstrations that rocked 164 U.S. cities, the National Advisory Commission on Civil Disorders, a.k.a. the Kerner Commission, was formed. The Commission sought reasons for the disturbances, including the role that law enforcement played. Chief among its research projects was a study of 23 American cities, headed by social psychologist Robert Shellow. An early draft of the scientists'analysis, titled “The Harvest of American Racism: The Political Meaning of Violence in the Summer of 1967,” provoked the Commission's staff in November 1967 by uncovering political causes for the unrest; the team of researchers was fired, and the controversial report remained buried at the LBJ Presidential Library until now. ​ The first publication of the Harvest report half a century later reveals that many of the issues it describes are still with us, including how cities might more effectively and humanely react to groups and communities in protest. In addition to the complete text of the suppressed Harvest report, the book includes an introduction by Robert Shellow that provides useful historical context; personal recollections from four of the report's surviving social scientists, Robert Shellow, David Boesel, Gary T. Marx, and David O.
