What Metiernich wanted at the peak of his career, why he wanted it, and the methods by which he achieved his goals are questions brilliantly answered in this survey and analysis of the Austrian chancellor's diplomacy during the period when he was the pre-eminent figure in European politics. Metternich's single-minded objective during 1820–1823 was to preserve the Austrian hegemony he had gained in Central Europe after long wars, enormous effort, and great sacrifice. If the internal security and international-power position secured by Austria at the Congress of Vienna were to be defended against the impact of widespread revolution in Europe, it was imperative that peace in Europe and the status quo be maintained. This required an unyielding opposition to all political movements that might disturb the equilibrium, especially French chauvinism and the spread of French constitutional ideas. A one-man distillate of the doctrine of absolute monarchy, Metternich was the relentless foe of any cause, just or unjust, that threatened European repose. Hence, when the revolution in Naples seriously menaced Austrian hegemony in Italy, Metternich determined that the constitutional regime in Naples must be overthrown by an Austrian armed force, an absolute monarchy restored, and an Austrian army of occupation kept there. Nor did he scruple to use duplicity, secret negotiation, trickery, or deceit against ally and adversary alike in his effort to enlist them in the common cause of all thrones. At the Congress of Troppau, Metternich succeeded not only in defeating Russian ideas for peaceful intervention and a moderate constitution at Naples, but also in converting Tsar Alexander to thoroughly conservative views, thereby making Russia a powerful supporter of Austrian policies and knowingly alienating England, formerly Austria's closest ally. Paul W. Schroeder brings to this bookexceptional scholarship and an objectivity hard to attain when dealing with a personality. Although Metternich, as Schroeder sees him, doubtless helped to maintain European peace and order, his real greatness consisted not in his European principles, but in his ability to defend Austrian interests under the guise of European principles. The evidence, gathered from documentary material in the Haus Hof- und Staatsarchiv in Vienna, has forced the author to the conclusion that Metternich was no real statesman. The very qualities that distinguished him as a brilliant diplomat—keen vision, cogent analysis, fertility of expedients, farsightedness, flexibility, and firmness of purpose—were converted into those of blindness to reality, superficial analysis, sterility of expedients, dogmatism, and failure of will when confronted with fundamental problems of state and society.

In the mid-nineteenth century the eyes of western European explorers were firmly fixed on advancing inland from former maritime colonies in the Americas, Africa, the Indian sub-continent and Australasia, their motives often being inextricably bound up with concerns of imperial politics and commerce. Simultaneously, further east, Russians resumed their perceived mission to civilise Asia, following their own country's humiliation during the Crimean War. From a springboard of Siberian territories acquired gradually over the previous three centuries, discovery and expansion radiated from the Imperial Russian Geographical Society, founded in 1845 and incorporating initiatives drawn from descendants of immigrant French and German scientists who themselves inspired a new generation of liberal intellectuals. A key personality in that movement was the Society's librarian and secretary of its physical geography section, P. P. Semenov (1827-1914), a member of a minor gentry family who had been tutored by a pupil of Linnacus and who had studied under Ritter and von Humboldt at Berlin during a tour of Europe in 1853-4. From them he conceived the notion of travelling to the virtually unknown lands of Central Asia, ostensibly to verify opinions on the existence there of active volcanoes and glaciers. In reality his ambition was to penetrate beyond the Kazakh steppe and to reach the fabled Celestial Mountains, the Tian'-Shan'range, which constituted the politically sensitive border between Russia and China and the equally hostile buffer zone of Muslim kahnates. Accompanied only by a serf servant, in May 1856 Semenov embarked on a 18-month journey from St Petersburg through Kazan'to Semipalatinsk, and thence via the Altai to the newly established Russian settlement of Vernoe (later Alma-Ata, now Almaty). Subsequently he received a Cossack escort on his trek into the high plateaus and ridges surrounding Issyk-kul', to'the very heart of Asia'. Throughout his

Szostak develops a model that establishes causal links between transportation and industrialization and shows how improvements in transportation could have a beneficial effect on an economy such as that of eighteenth-century England. This model shows the Industrial Revolution to involve four primary phenomena: increased regional specialization, the emergence of new industries, an expanding scale of production, and an accelerated rate of technological innovation. Through detailed analysis, Szostak explicates the effects of the different systems of transportation in France and England on the four components of the Industrial Revolution. He outlines the development in late eighteenth-century England of a reliable system of all-weather transportation, made up of turnpike roads and canals, that was far superior to the system in France at the same period. He goes on to examine in detail the iron, textile, and pottery industries in each country, focusing on the effect of the quality of available transportation on the decisions of individual entrepreneurs and innovators. Szostak shows that in every case these industries were more highly developed in England than in France.

Ralph Estey chronicles the history of plant pathology and mycology in Canada from this early period to the late 1940s when it entered its professional, biochemically oriented phase. His major topics include the pioneering roles of entomologists and horticulturists in the genesis of plant pathology; the influence of diseases in potatoes, grain, and forage crops on early developments in plant pathology and mycology; the factors prompting the development of the relatively new sciences of forest pathology and nematology; and the teaching of plant pathology. Estey discusses early legislation in Canada pertaining to plant diseases and the faltering first steps toward international regulation, and provides a detailed history of mycology province by province.

Josiah Gorgas was best known as the highly regarded Chief of Confederate Ordnance. Born in 1818, he attended West Point, served in the U.S. Army, and later, after marrying Amelia Gayle, daughter of a former Alabama governor, joined the Confederacy. After the Civil War he served as president of The University of Alabama until ill health forced him to resign. His journals, maintained between 1857 and 1878, reflect the family's economic successes and failures, detail the course of the South through the Civil War, and describe the ordeal of Reconstruction. Few journals cover such a sweep of history. An added dimension is the view of Victorian family life as Gorgas explored his feelings about aspects of parental responsibility and transmission of values to children--a rarely documented account from the male perspective. His son, called Willie in the journals, was William Crawford Gorgas (1854-1920), who was noted for his fight to control yellow fever and who became surgeon general of the United States. In his foreword to the volume, Frank E. Vandiver states:'Wiggins has done much more than present a well-edited version of Gorgas's diaries and journals; she has interpreted them in full Gorgas family context and in perspective of the times they cover.... Wiggins informs with the sort of editorial notes expected of a careful scholar, but she enlightens with wide knowledge of American and southern history.... Josiah Gorgas [was] an unusually observant, passionate man, a'galvanized Rebel'who deserves rank among the true geniuses of American logistics.'

Foreign investment increased from 17 percent of the capital of industrial corporations in Imperial Russia in 1880 to 47 percent in 1914, coinciding with the rapid development of Russian industrialization before World War I. John McKay's study, based largely on intensive research in numerous archives and utilizing many previously unexplored private business records, is the first detailed analysis of the impact of foreign enterprise on Russian industry during this period. His conclusions are significant for historians, economists, and those interested in the development of modern industrial society.

This study, the first of its kind in English, examines Russian responses to the independence movement in Latin America during the early nineteenth century. From a strictly presentist perspective, the investigation of this subject contributes to the historiography of colonialism and of Latin America's relations with the major world powers. In addition, it rounds out the story of foreign interests in the emancipation of Spanish and Portuguese America, while at the same time shedding new light on the history of Russian overseas expansion. The study probes the major determinants of Russian responses to the struggle for independence of colonial Latin America and evaluates, from a European perspective, the actual impact of tsarist policy on the course of those historic events. Drawing on a wide range of printed materials and on hitherto unused manuscript sources from the archives and libraries of Spain, Portugal, Brazil, and the USSR, it isolates Russian New World objectives during the first decades of the nineteenth century and relates those objectives to the formulation of tsarist policy toward the insurgent Iberian colonies.

First published in 1993, The History of the Yorkshire Miners 1881-1918 is concerned with the workers in the Yorkshire coal industry, their union, and the broader mining communities in which they lived from the formation of the Yorkshire Miners'Association in 1881 through to the end of the First World War. The period covered is of considerable importance for the consolidation of the Yorkshire Miners Union, and indeed for the building of a national miners'federation and an international miners'organisation, in both of which the role of Yorkshire's leadership was central. The decades straddling the turn of the century were characterised by volatility in the mining industry, which was reflected in a number of strikes. Carolyn Baylies traces these general processes and focuses, in detail, upon a number of episodes during which union struggles and community involvement coalesced. She explores the dynamic between district and local levels of the union, and the tensions that accompanied a progressive rationalization of bargaining machinery. From 1970 to 1977 a major project to uncover source material for students of contemporary British history and politics was undertaken at the British Library of Political and Economic Science. Fiananced by the Social Science Research Council, and under the direction of Dr Chris Cook, this project has attempted a unique and systematic operation to locate, and then to make readily available, those archives that provide the indispensable source material for the contemporary historian. This volume (the fifth in the series) provides a guide to the papers of propagandists who were influential in British public life. Included in this volume are the papers of such persons as newspaper editors, leading economists, social reformers, socialist thinkers, trade unionists, industrialists and a variety of theologians and philanthropists. In all, this volume not only completes the findings of the project but opens up the archive sources of a hitherto neglected area of research into contemporary social and political history.

When this was originally published in 1959 it was the first full-length biography of Alexander Radishchev published outside Russia and was based on hitherto unpublished material, memoir literature and Radishchev's own writings. Radishchev occupies a notable position in the history of European social thought, as the first writer to apply the criteria of the Western Age of Reason to conditions in Tsarist Russia. Sentenced to death on the orders of Catherine the Great and subsequently exiled in Siberia, Radishchev stands out as the first great figure of the Russian radical intelligentsia and the first literary victim of Tsarist official intolerance.
