While the primary purpose of the book is a celebration of John's contributions to the field of measurement, a second and related purpose is to provide a useful resource. We believe that the combination of the developmental history and theory of the method, the examples of its use in practice, some possible future directions, and software and data files will make this book a valuable resource for teachers and scholars of the Rasch method. This book is a tribute to Professor John P Keeves for the advocacy of the Rasch model in Australia. Happy 80th birthday John! xii There are good introductory texts on Item Response Theory, Objective Measurement and the Rasch model. However, for a beginning researcher keen on utilising the potentials of the Rasch model, theoretical discussions of test theory and associated indices do not meet their pragmatic needs. Furthermore, many researchers in measurement still have little or no knowledge of the features of the Rasch model and its use in a variety of situations and disciplines. This book attempts to describe the underlying axioms of test theory, and, in particular, the concepts of objective measurement and the Rasch model, and then link theory to practice. We have been introduced to the various models of test theory during our graduate days. It was time for us to share with those keen in the field of measurement in education, psychology and the social sciences the theoretical and practical aspects of objective measurement.

This book consists of 13 papers developed by participants in the ICME 13 Topic Study Group 40 on Classroom Assessment. The individual papers discuss various aspects of classroom assessment, focusing particularly on formative assessment as assessment for learning, and are grouped into four main sections: Examples of Classroom Assessment in Action, Technology as a Tool for Classroom Assessment, Statistical Models for Formative Assessment, and Engaging Teachers in Formative Assessment. The papers for this special issue were selected from a pool of nearly 700 presentations which were made at the 10th Congress of the World Council of Comparative Education Societies (WCCES), which was held in Cape Town, South Africa, from 12 to 17 July 1998. The congress was hosted by the Southern African Comparative and History of Education Society (SACHES) and held on the campuses of the University of the Western Cape and the University of Cape Town. The papers were selected by the convenors of the conference's standing commissions, which provided a significant focus for the conference proceedings. These commissions were on the following themes: Teachers and teacher education Curriculum - Higher education - Lifelong learning - Language, literacy and basic education - Gender and education Policy - Theory and theory shifts Basic education in Africa Peace and Justice Dependency European Education Policy Research in Africa Culture, Indigenous Knowledge and Learning The papers presented, as the discussion below makes clear, ranged widely in subject matter and theoretical perspective and addressed issues of concern both to individual countries and to regions of the world. While some of the papers use comparison as an approach, it remains a matter of concern that the comparative perspective is so little in evidence. It is hoped that the com­ parative research approach will be more in evidence in the future.

In the Arab States, globalization and economic development have had a significant effect on education. Serious concerns have been expressed over the state of education in the Arab world. Even in the oil-rich Gulf States, with over 200 higher education institutions, education is problematic with a notable lack of emphasis on specialized science and innovative learning. The Gulf States are in a race to become ‘knowledge economies'and, as a result, they are promoting educational reforms such as the application of bilingual education models and curricula adopted from the West. This book provides a collection of studies on the state of education in Arab countries with a special focus on the Arabian Gulf, where currently there is increased activity and investment in education. The book is composed of three major sections. The first section is a collection of nine papers on current practices and challenges in education in the Arab world. The second major section is devoted to the educational reforms that are being implemented in the Arabian Gulf. The third and final section is a collection of papers describing new approaches to teaching and learning in the Arab world.

Analyzing educational landscapes – the fundamental values, principles and institutions of the sector – is a highly complex and demanding task for any researcher. Like shifting desert sands, these aspects of education are in a constant state of flux, changing according to the unpredictable economic, social, cultural and geo-political circumstances of late modernity. This open-access book documents the issues and developments in mathematics textbook research as presented at the Fourth International Conference on Mathematics Textbook Research and Development (ICMT 4), held at Beijing Normal University (China) in November 2022. It showcases research and practical experiences from the mathematics textbook research field from over 20 countries and reflects the current trend of curriculum reform globally in terms of mathematics textbook research. ICMT 4 continues the successful series started in 2014, with the first ICMT held in Southampton (UK), which was followed in 2017 by ICMT 2 in Rio de Janeiro (Brazil) and in 2019 by ICMT 3 in Paderborn (Germany).

The editor of this book, Jost Reischmann, Prof. em., Bamberg University, Germany, has a long history in international and comparative adult education. He presented papers on conferences around the world, from San Diego (USA) to Soul (Korea). When the International Society for Comparative Adult Education (ISCAE) was founded in 1992, he became the first president and developed this society over many years. We hope this new book will help old-timers and new-comers to contribute to the enriching world of international comparative adult education.

This book presents the status quo of Information and Communication Technology (ICT) in Education, with a focus on China and the 17 Central and Eastern European Countries (CEECs), including Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Macedonia, Montenegro, Poland, Romania, Serbia, Slovakia and Slovenia (the “17+1” cooperation mechanism, as an incubator for pragmatic trans-regions cooperation platform, created by China and the 17 CEECs). With recent advances in ICT in China and the CEECs, it has assumed increasingly important roles in education, including the improvement of the quality of teaching and learning, as well as the promotion of equity in education. The significant contribution of ICT in education is an enabler to achieving the goals of the “17+1 cooperation” mechanism between China and the CEECs, which has attracted considerable attention worldwide, given fresh impetus to cooperation between the two parties, and opened a new chapter in China-CEEC cooperation.The contributors, all of whom hail from these 18 countries, describe the state-of-the-art of ICT in education in their respective country, and focus on three major aspects, namely: the country profile, general status of education development, and ICT in education. In turn, leading experts in educational informatization research compare the situations in different countries. Taken together, the papers offer valuable insights for policymakers and educators on how to integrate ICT into educational processes, and on inter-regional cooperation with regard to ICT in education.

This book positions itself at the intersection of the interrelationship between three key areas of initial teacher education: constructivist learning theories, teaching practicum, and the promotion of reflective practices. It presents an innovative approach to teacher preparation at undergraduate and postgraduate levels by critically examining the implementation of a mandatory experiential learning block across subject disciplines on undergraduate and postgraduate teacher preparation courses. This book presents multiple examples and case studies of these varied experiential learning projects that will inform academics, teachers and policymakers. Through these rich examples the authors set out to address the theory-practice dilemma in teacher education, where teachers-to-be are often positioned as ‘consumers'of educational research in classrooms, read reference books and academic papers on teaching, and observe university and school experts before applying the same acquired theories and practices in their own classes. The WERA-IRN conference Extended Education from an International Comparative Point of View held at University of Bamberg, Germany, in 2017 aimed at bringing together different research perspectives, to synthesize the state of research worldwide in this new field of extended education – afterschool and out-of-school time learning –, and to initiate an international research direction from a comparative point of view. WERA-IRN Extended Education is an International Research Network of the World Education Research Association. From the conference proceedings, thirteen high-quality papers have been selected representing the international state of research on extended education.

This second volume of papers from the ATC21STM project deals with the development of an assessment and teaching system of 21st century skills. Readers are guided through a detailed description of the methods used in this process. The first volume was published by Springer in 2012 (Griffin, P., McGaw, B. & Care, E., Eds., Assessment and Teaching of 21st Century Skills, Dordrecht: Springer). The major elements of this new volume are the identification and description of two 21st century skills that are amenable to teaching and learning: collaborative problem solving, and learning in digital networks. Features of the skills that need to be mirrored in their assessment are identified so that they can be reflected in assessment tasks. The tasks are formulated so that reporting of student performance can guide implementation in the classroom for use in teaching and learning. How simple tasks can act as platforms for development of 21st century skills is demonstrated, with the concurrent technical infrastructure required for its support. How countries with different languages and cultures participated and contributed to the development process is described. The psychometric qualities of the online tasks developed are reported, in the context of the robustness of the automated scoring processes. Finally, technical and educational issues to be resolved in global projects of this nature are outlined.

This book contains a selected number of papers which were fIrst presented at the VIllth World Congress of Comparative Education in Prague, July 8--14, 1992. The Executive Committee of the World Council of Comparative and Education Societies had gladly accepted the bid made by the (at that time still united) Czech and Slovak Comparative Education Society to organise this congress in their beautiful and historic capital. The choice of Prague, underlined by President Vaclav Havel's patronage, as well as the Congress theme, were intended as a demonstration of the (re-)opened communication among educationists allover the world, as a result of the peaceful upheavals ('velvet revolutions') which were awakening the countries of Central, South East and East Europe in those days. It is true that a good part of the en­ thusiasm has faded since then and given way to manifestations of disenchantment. Education can be regarded as a striking example of the recent developments between'euphoria'and'normalcy'.

Media education in Asia is a relatively young, but rapidly developing part of the curriculum. Research has been conducted and papers have been written on various issues concerning media education in Asia. The dominant models of media education in the world are broadly Western and most are drawn from English-speaking countries. The question is whether a similar pattern exists in Asia, where there may be differences in culture, heritage, beliefs, values, education policy, as well as curriculum and pedagogy. Are educators in Asia following the Western model in developing and implementing media education, or are they devising their own models? With this question in mind, this book sets out to understand the prevailing perspectives regarding media education in various Asian societies. While most debates about media education are carried out in Western contexts, this book hopes to provide a platform for readers to examine this issue in an Asian context.

This paper explores an area of tertiary education that is currently understudied—the extent and nature of differentiation and articulation in African tertiary education systems. The overall finding of the study is that a binary system is dominant, characterized by universities and polytechnics as distinct types of institutions. Differentiation is clearly evident in Africa, though mostly horizontal as opposed to vertical. Articulation, on the other hand, seems to be in its infancy, as some universities, in their admission requirements, do not recognize polytechnic qualifications, and mobility between similar institution types is rare. National policy, market forces, institutional reforms, industry, and regional initiatives drive differentiation. Resource constraints, isomorphism, governance and funding structures, and the absence of debate over size and shape act as inhibitors. Demand for access appears to be the only driver for articulation, while national policies, internal governance structures, and industry/labor market inhibit growth.

This is the second book in the series examining student achievement. The chapters in this book reflect the scholarly papers presented at the July 2006 Education Policy, Leadership Summer Institute (EPLSI) by K–16 educators, researchers, community advocates, and policymakers who work in urban communities. This book celebrates twenty years of the International Congress for School Effecti- ness and Improvement. According to Judith Chapman's report in the first issue of the Australian Network News (1989, p. 1): The initiative for ICES was taken by Dale Mann, former Chairperson (1976–85) of the Department of Educational Administration, Teachers'College, Columbia University, who served as the first Chairperson (1984–85) for the National Council for Effective Schools in the United States... [who] felt it timely to bring policy-makers, researchers and planners together. By mid-1987 eight countries, the USA, England, Wales, Scotland, Australia, Sweden, Canada and South Africa had shown sufficient interest for an international congress to be conducted in late 1987 or early 1988. “The planning group at Columbia was int- ested in a Congress in two parts: (1) a conference on school effectiveness open to all with an interest and with papers presented in the normal fashion for such events, and (2) a decision-making meeting at which the organization would be formally cons- tuted and decisions made. ” (Chapman, 1989, p. 1) In January 1988, the first Congress was held at the University of London. Policy makers, practitioners and scholars from 14 countries, including the initial 8, together with Germany, Hungary, Ireland, Israel, the Netherlands and Norway, attended the Congress and adopted the name “International Congress for School Effectiveness.

REDEMPTIVE IRONY OF STRATEGIES AND PROCESSES It is unfortunate to a degree that as soon as we begin discussing our human condition in the third millennium since mankind was offered its salvation, and the state of our institutions that structure and guide our existence as social beings in order not to act as beasts or mere social animals, we cannot avoid the word ‘ironic'. For the people of intellectual calling who cannot but try to make sense of what is happening around, in and with us beyond digestion in the broad sense of the term, that is beyond the consuming the resources of the earth, ironic is the word without which nothing can be said any longer. ‘Deliver Us from Irony'is the title of a recent paper by a young historian discussing the last great post-modern historian Hayden White in his approach of employing epistemological irony against moral irony (Paul 2004). The degree to which our existence has become ironic is truly tragic, though it could be worse. Human existence has become ironic so much that one can but weep. However, there are other ways to explain the situation.

This book offers an in-depth look at the experiences of international students as they pursued undergraduate degrees in the US. Drawing on recurring interviews with the students and other qualitative data collected over four years, the book investigates how the students'academic development intersected with other life factors, including their status as international students, their linguistic backgrounds, the challenges of functioning in a new sociocultural environment, and the circumstances of living in the US on a student visa. In sum, the book presents an understanding of the students as agentive young adults who exerted great effort to make US higher education align with their own desires for spatial, ideological, and socioeconomic mobility.

This book traces the process of producing testimonio with the children of the Tupac Amaru Revolutionary Movement (MRTA), an insurgent group during Peru's internal war (1980–2000). It examines how the group navigates post-war struggles over memory while dealing with the ‘children of terrorists'stigma. This open access book presents the conceptual and operational foundations of the IEA International Computer and Information Literacy Study (2023), which is designed to assess how well students are prepared for study, work, and life in a digital world. The study measures international differences in students'computer and information literacy (CIL): their ability to use computers to investigate, create, participate and communicate at home, at school, in the workplace and in the community. Participating countries also have an option for their students to complete an assessment of computational thinking (CT). The ICILS assessment framework articulates the basic structure of the study. It provides a description of the field and the constructs to be measured. It outlines the design and content of the measurement instruments, sets down the rationale for those designs, and describes how measures generated by those instruments relate to the constructs. In addition, it hypothesizes relations between constructs so as to provide the foundation for some of the analyses that follow.

The notion of academic freedom dates back to the creation of universities and has long been understood to be central to their vocation. This freedom has come under attack by different actors throughout its history. In the current context, rising threats to democracy and human liberties, the corporatization of research, concerns about diversity and increased societal polarization, are putting a considerable pressure on its exercise. However, academic freedom is also a concept that suffers from persistent ambiguities associated with the general notion of freedom as well as debates about the function of universities. This edited collection addresses the question of academic freedom by situating it in its broader global context. More conceptual treatments contribute to an understanding of academic freedom as distinct and separate from, although related to, freedom of expression, or student rights. These conceptual treatments are combined with studies of actual struggles over the scope of academic freedom in specific universities. The contributions come from a broad variety of sites seek to deprovincialize the conversation beyond North America or the English-speaking world.

The contested and polysemic concept of ideology has been used only marginally in research on intercultural communication education.
