The 1st International Conference on Disruptive Technologies in Computing and Communication Systems (ICDTCCS - 2023) has received overwhelming response on call for papers and over 119 papers from all over globe were received. We must appreciate the untiring contribution of the members of the organizing committee and Reviewers Board who worked hard to review the papers and finally a set of 69 technical papers were recommended for publication in the conference proceedings. In today's world, cybersecurity attacks and security breaches are becoming the norm. Unfortunately, we are not immune to it, and any individual and entity is at dire risk. The best and only thing that we can do is to mitigate the risks as much as much as possible so that they do not happen at all. But even when a security breach does indeed happen, the immediate reaction is to contain it so that it does not penetrate further into the information technology/network infrastructure. From there, mission-critical processes need to be restored, until the business can resume a normal state of operations, like it was before the security breach.But another key step here is to investigate how and why the security breach happened in the first place. The best way to do this is through what is known as “digital forensics”. This is where specially trained digital forensics investigators collect and comb through every piece of evidence to determine this. Eventually, the goal is then to use this evidence in a court of law so the cyberattacker can be made to answer for their crime and eventually be brought to justice.However, the area of digital forensics is a large one, and many topics around it can be covered. This book reviews whether the existing framework in place can effectively address breaches in the context of Autonomous Weapons Systems (AWS). The work endeavors to map out the main gaps and some possible approaches to address them. Part I sets the ground. First, it provides a concept of AWS. Next, it discusses the accountability gap AWS generate and shows how the international community has put far more emphasis on individual responsibility rather than state responsibility. Part II analyzes the challenges AWS pose to the regime governing state responsibility under international law, as codified in the Draft Articles on State Responsibility (ARSIWA). In this regard, it discusses attribution, breach of an international obligation, tempus comissi delicti, multiple states involved in a breach, force majeure, assurance of non-repetition, issues related to damage, the human-machine interaction and its impacts on state´s responsibility, responsibility for not using AWS, weapons review and the duty of due diligence. Part III summarizes the challenges discussed in part II in thirteen issues of concern and presents possible paths de lege ferenda to address each of those issues, mainly a paradigm shift in attribution and strict liability, among seven other more specific proposals. The conclusion reached is that the current regime on the international responsibility of states is insufficient to deal with the new challenges AWS pose. De lege ferenda, the book argues for following the paths suggested in part III. It also reflects on parts II and III's findings and how many of AWS's challenges to state´s responsibility apply to other autonomous devices. Therefore, through the case study of AWS, this work also opens the broader discussion of the gaps in the international responsibility of states regarding autonomous device misdoings.

Governments around the world use machine learning in automated decision-making systems for a broad range of functions. However, algorithmic bias in machine learning can result in automated decisions that produce disparate impact and may compromise Charter guarantees of substantive equality. This book seeks to answer the question: what standards should be applied to machine learning to mitigate disparate impact in government use of automated decision-making? The regulatory landscape for automated decision-making, in Canada and across the world, is far from settled. Legislative and policy models are emerging, and the role of standards is evolving to support regulatory objectives. While acknowledging the contributions of leading standards development organizations, the authors argue that the rationale for standards must come from the law and that implementing such standards would help to reduce future complaints by, and would proactively enable human rights protections for, those subject to automated decision-making. The book presents a proposed standards framework for automated decision-making and provides recommendations for its implementation in the context of the government of Canada's Directive on Automated Decision-Making. Jumping Computation: Updating Automata and Grammars for Discontinuous Information Processing is primarily a theoretically oriented treatment of jumping automata and grammars, covering all essential theoretical topics concerning them, including their power, properties, and transformations. From a practical viewpoint, it describes various concepts, methods, algorithms, techniques, case studies and applications based upon these automata and grammars.In today's computerized world, the scientific development and study of computation, referred to as the theory of computation, plays a crucial role. One important branch, language theory, investigates how to define and study languages and their models, which formalize algorithms according to which their computation is executed. These language-defining models are classified into two basic categories: automata, which define languages by recognizing their words, and grammars, which generate them. Introduced many decades ago, these rules reflect classical sequential computation. However, today's computational methods frequently process information in a fundamentally different way, frequently “jumping” over large portions of the information as a whole. This book adapts classical models to formalize and study this kind of computation properly. Simply put, during their language-defining process, these adapted versions, called jumping automata and grammars, jump across the words they work on.The book selects important models and summarizes key results about them in a compact and uniform way. It relates each model to a particular form of modern computation, such as sequential, semi-parallel and totally parallel computation, and explains how the model in question properly reflects and formalizes the corresponding form of computation, thus allowing us to obtain a systematized body of mathematically precise knowledge concerning the jumping computation.
