The economic system of competitive capitalism has proven to be both resilient and flexible over time and has contributed to the economic welfare of citizens in liberal and coordinated market economies in diverse regions and countries. At the same time, over the entire post-World War II period, there has been a notable endemic shortage of affordable housing in many advanced economies. This book points at both the causes and the consequences of this circumstance and provides an integrated economic and legal view of how housing production is dependent on housing finance, which, in turn, means that legal conditions and the sovereign state play an active role. Further, the book contributes to the literature from two otherwise partially separated disciplines-housing and urban development studies on the one hand and the institutional centrality of the finance industry in the contemporary economic system on the other. The author asserts that although somewhat assimilated due to the ambitions of policy makers to optimize social and economic welfare for their constituencies, the combining of these two realms of expertise generates many favorable outcomes, but also some costs derived from finance industry instabilities. The book connects theoretical perspectives and provides an empirical explanation for how affordable housing is generated in an actual real world economy context. Some 7.3 billion people currently live on the planet. Of these, 3.4 billion live in rural areas. In just a few regions—Latin America, the Middle East and North Africa—less than 50 per cent of poverty is now located in rural areas. But for the rest of the world's regions between 55 per cent and 80 per cent of the poor continue to live in the countryside. Progress is being made, but much of the knowhow needed is not disseminated outside of a small coterie of professionals who work in the area. With urban development attracting a great deal of attention lately, poorer rural areas deserve the same and new knowledge for empowerment of rural communities is urgently needed. This book provides an overview of current thinking and practices that have emerged over the last thirty years for uplifting rural communities in developing economies. If we do stop to think on housing, what do we see? What is housing and what does it do? These seem deceptively simple questions, but they are often left unanswered. The reason for this is that a lot of discourse on housing is really a concern for policy-making and the critical evaluation of existing policies. Discourse, is not, properly speaking, on housing at all. It is concerned with provision, distribution and access, but this thinking on housing stops at the front door. It is only concerned with what is actually external to housing.But for most people, housing already exists and they have access to it. Housing is not then about policy, but about how we can use what is a complex object in a manner that allows us to live well. Housing, for most of us, is about what we do when the front door is firmly shut and we are free from the external world.These essays explore this idea of housing as an object that exists for use. Housing is pictured as an object that contains activity. These pieces look at what we do with housing once we have it and so provides a necessary underpinning for any understanding of why housing is important.A further purpose of these pieces is to present different ways of thinking and writing on housing.
