Quantum Safety will develop a new understanding fit for the modern workplace. Quantum Safety is an approach that is part of the'new view'debate. There have been a number of other new approaches to health and safety in recent years, and while they all have merit and improve understanding to help create the optimal, safe working environment, they have failed to significantly create the change desired. These approaches are often flawed at the philosophical or conceptual level or propose a solution without a pathway to implement the principles in safety-critical environments. Quantum Safety: The New Approach to Risk Management for the Complex Workplace is founded on a wholesale critical analysis of the conceptual foundations of health and safety before translating the revised principles into a tangible methodology. Central to the development of Quantum Safety is the application of Complexity Science. The traditional approach to health and safety is considered to be Newtonian – it uses linear models and deterministic analysis. Quantum Safety, due to the full consideration of Complexity Science, introduces multidimensional models and develops analysis based on probabilities. Crucially, this does not render Newtonian methodologies as worthless – in the same manner that Newtonian physics was able to take mankind to the moon, but required the quantum understanding within computers to make it possible – Quantum Safety provides the mechanisms to complete organisations'safety-based journeys. The new mechanisms are fully developed for the reader at both macro and micro levels. How an organisation measures safety and what it values are reset and re-examined. Herbert William Heinrich has been one of the most influential safety pioneers. His work from the 1930s/1940s affects much of what is done in safety today – for better and worse. Heinrich's work is debated and heavily critiqued by some, while others defend it with zeal. Interestingly, few people who discuss the ideas have ever read his work or looked into its backgrounds; most do so based on hearsay, secondary sources, or mere opinion. One reason for this is that Heinrich's work has been out of print for decades: it is notoriously hard to find, and quality biographical information is hard to get.Based on some serious'safety archaeology,'which provided access to many of Heinrich's original papers, books, and rather rich biographical information, this book aims to fill this gap. Resilience has become an important topic on the safety research agenda and in organizational practice. Most empirical work on resilience has been descriptive, identifying characteristics of work and organizing activity which allow organizations to cope with unexpected situations. Fewer studies have developed testable models and theories that can be used to support interventions aiming to increase resilience and improve safety. In addition, the absent integration of different system levels from individuals, teams, organizations, regulatory bodies, and policy level in theory and practice imply that mechanisms through which resilience is linked across complex systems are not yet well understood. Scientific efforts have been made to develop constructs and models that present relationships; however, these cannot be characterized as sufficient for theory building. There is a need for taking a broader look at resilience practices as a foundation for developing a theoretical framework that canhelp improve safety in complex systems. This book does not advocate for one definition or one field of research when talking about resilience; it does not assume that the use of resilience concepts is necessarily positive for safety. We encourage a broad approach, seeking inspiration across different scientific and practical domains for the purpose of further developing resilience at a theoretical and an operational level of relevance for different high-risk industries. The aim of the book is twofold: 1. To explore different approaches for operationalization of resilience across scientific disciplines and system levels. 2. To create a theoretical foundation for a resilience framework across scientific disciplines and system levels. The conventional approach to risk assessment, which combines the likelihood of an event and the severity of its consequences, is poorly suited to situations where uncertainty and ambiguity are prominent features of the risk landscape. The new definition of risk used by ISO, “the effect of uncertainty on [achievement of] one's objectives”, recognizes this paradigm change. What lessons can we draw from the management of fire hazards in Edo-era Japan? Are there situations in which increasing uncertainty allows more effective safety management? How should society address the risk of potentially planet-destroying scientific experiments?
