As globalization and the flow of labor across the world accelerated during the latter part of the 20th century, the presence of foreign-born workers in a country's labor market became one of the most prominent and controversial features of modern economies. An important channel for the benefits is through lower prices for consumer goods and services in the host country. This is not surprising because immigration is just another form of international trade, which often leads to cost savings and more diversity in the market. The immigrants themselves have also gained from international migration as it provides an opportunity to improve one's standard of living, pass remittances to family in the country of origin, and find new opportunities for general human flourishing in newly adopted surroundings.Despite the myriad benefits that can result from the free movement of labor around the world, there is still deep concern and political debate about immigration's aftermath. This book analyzes the structural factors that underlie the persistent mass poverty and extreme inequality in South Asian countries. It highlights the fact that the supposed trade-off between output growth and job creation is a false dilemma. Growth can create jobs, and jobs can drive growth, mutually reinforcing one another. Increased employment and better jobs would mitigate the problems arising from a widening inequality gap. The book argues that policies focused on employment generation, mostly through industrialization, are the way forward in terms of providing livelihoods, sustaining growth and reducing inequality. The book is divided into two main parts. In addition to their work in making labour supply estimates, the study explores a number of the ways labour supply estimates can be used. When budget constraints are non-linear it is not possible to estimate the effects of (tax) or other policy changes from knowledge of labour supply elasticities alone, and it is necessary to re-estimate the original model used to derive the estimates. The implications of labour supply estimates for the study of inequality and optimal taxation are considered. Macro-economic models of the economy typically omit labour supply functions or include functions which are inconsistent with micro-economic work on labour supply. To the classical driving forces of migration such as poverty, oppression and war, yet another is being added: globalization. With the increasing economic interdependence between countries migration has become one of the important links. Many less developed countries (LDCs) accept migration of their workers to developed countries (DCs) because it reduces the pressure on unemployment, and remittances increase the capital inflow to the country. On the other hand, some of the DCs see migration as a threat to their employment and system of social security. Participants of the Second Annual Workshop of the Network EU-LDC Trade and Capital Relations gave a broad view of the problem which both DCs and LDCs are facing in connection with the globalization of labour markets. This volume consists of 10 chapters by scholars from the European Union (EU) and LDCs. Each paper is discussed in terms of its policy relevance by a policy maker as well as by an academic specializing in the field. In the opening chapter we aim to do justice to the discussion during the Workshop in Rotterdam in May 1995 at which preliminary versions of all chapters were presented. Edited versions of the interven­ tions by the policy makers and experts are included as far as possible af­ ter the chapters. Canada and the countries of Latin America are in the midst of major changes and choices in the area of labor markets and related social policy. These decisions are likely to have profound consequences for the quality of life of workers throughout the hemisphere. Labor Market Policies in Canada and Latin America: Challenges of the New Millennium reviews the evidence of Canada and Latin America on three major labor policy instruments - unemployment insurance, minimum wages and training - and on the effects of the payroll taxes which are the main means of funding the unemployment insurance system and other components of social expenditure. This is the first study attempting an in-depth comparison of these labor policy instruments between Canada and Latin America. The useful juxtaposition of Canadian and Latin American experiences comes at a time when the trend in Canada is to back away from the perhaps overly generous or ineffectively administered elements of the labor legislation/social security net and when Latin American countries have undertaken significant reforms of their past systems but require further changes to move toward the sorts of legislation and support systems that characterize developed countries. The experiences of Canada and Latin America are mutually relevant since all are small economies forced to adjust to events at the world or hemispheric level and most are inclined to approach policy in an intermediate fashion which falls between the more market-oriented American and the more interventionist European models. Together with its comparative aspect, this volume attempts a more balanced and in-depth assessment in each of the policy areas than has hitherto been available. The gradually increasing base of available empirical data on the period after the reforms has been used in the studies, which provide thorough syntheses of the available research for Canada and Latin America.

John T. Addison and Paul J. J. Welfens Because inflation seems moribund in OECD countries, stubborn unemployment became the top policy priority of the 1990s. Unemployment has increased in many countries, reaching critical levels for unskilled and young workers in most continental EU countries. Europe's employment performance has continued to lag that in North America. The U. S. in particular achieved a remarkable combination of low inflation and full employment in the late 1990s, at a time when the EU suf­ fered from record unemployment rates, even if inflation was remarkably low. Since the 1980s, the consensus view among economists is that structural unem­ ployment plays a much more important role than cyc1ical unemployment in Europe, but that labour costs (wage costs plus nonwage costs) are also part of Europe's labour market problem. Most EU countries rely on a pay-as-you-go pub­ lic pension system. Contribution rates gradually increased in the 1980s and 1990s, when the share of young workers in overall employment was dec1ining and life expectancy increasing. Rising nonwage costs from the pension system are but one important feature of labour markets in Europe. Given the remarkable dynamics of labour markets, new entry into the labour force, labour turnover, and changes in employment characteristics, one has to also search for other factors behind sus­ tained unemployment. High unemployment is critical for EU countries, where one can point to rela­ tively few positive developments after 1975. The U. K.

The crisis in trade unionism is now a prevailing concern in the United States, as well as in Europe. Its main symptom is, of course, the decrease in union membership. Still, other, less observable elements account for the concern, namely the obsolescence of discourse, the decrease of militant motivation, and the question of efficiency of strikes or collective bargaining. One must keep in mind, however, that trade unions will evolve differently from one country to another. What we know about trade unions has changed over the years. We can now more accurately assess the effects of union action, especially with regard to labor market, wages, and productivity. This book adds to the assessment by integrating the new theories of organizations, contracts, and property rights. In doing so, we shift from a study of markets to one of hierarchies. Thus, the current literature comes back to its sources (but with improved analytical instruments) by returning to the Ross-Dunlop debate on the nature of the trade union. This more complex outlook of trade unions as an organization-not only as an abstract or bodyless supplier of monopolistic labor-allows one to understand better the apparent differences between unions (mainly American) whose action is oriented towards work relation­ ships and labor contract management and unions (European or'Latin') who are closer to a pressure group wielding power on the political front.

Often, globalization is regarded as being responsible for the increase in unemployment, particularly in unskilled labor. Labor Supply and Public Policy: A Critical Review deals with the theoretical and empirical econometric research done on the determinants of labor supply and with the effects of public policies on labor supply. This book reviews the various estimates made from studies concerning the economics of labor supply and evaluates the econometric methods that these studies have used. This text also analyzes the labor-supply phenomena, the costs of the different public programs, as well as, the implications of the empirical findings of these studies. The emphasis is on empirical research: many policies that are made depend on the scale of changes in the wage rates and non-market (household) income on hours of work. This book also focuses more on the determinants of the allocation of time between the market and household sectors. The text notes that by using the means of the estimates in the different studies under review, the labor-supply response to public policies involving net wages or income, shows a substantial (but not overwhelming) reaction. This book then correlates this finding with the tax and transfer programs, such as food stamps, unemployment insurance, AFDC (aid to families with dependent children), and NIT (negative income tax). This book explores the widening gap between the wage packets of skilled and unskilled workers that has become a pressing issue for all states in the globalized world economy. Comparing the experiences of more and less developed economies, chapters analyse the underlying causes and key social changes that accompany income inequality.

This volume brings together and expands on a body of research that I began in the early 1960s and have continued up to the present. It deals mainly with shiftwork-work that is performed during other than normal daytime hours. Shiftwork is a characteristic of economic life in the United States and abroad that has increased in importance over the years; according to the Bureau of Labor Statistics, one out of five full-time and part-time employees in the United States works on shifts. My interest in this field concerns fixed capital, specifically, changes in weekly hours worked by capital over long periods of time, and the signifi­ cance of those changes in the measurement oflong-run productivity change. In studies of growth, the measurement of capital input-by capital stocks or the services yielded by those stocks-typically makes no allowance for the changing hours worked by capital. Capital services are assumed to be propor­ tional to the stocks. Consequently, in analyses of output growth in a growth­ accounting framework, the effect of longer capital hours is a component of multifactor or total factor productivity growth.

Globalization, Technological Change and Labor Markets is an edited collection of papers drawn from the conference held at the American Institute for Contemporary German Studies in June 1997. In his Ph. D. thesis, Rudiger Wapler analyses the causes of the persistently high unemployment rates especially in continental Europe. Particular emphasis is placed on imperfect labour and product markets on the one hand, and on the numerous links between unemployment, innovations and growth on the other. Hence, Rudiger Wapler provides an important contribution towards a better understanding of both the development of labour markets as well as the dynamics of growth. To aid readers with only little prior knowledge of labour markets, the book presents the most common theories of unemployment: (1) trade-union models in which union bargaining power leads to wages above their market-clearing level, (2) efficiency-wage models in which employers voluntarily pay higher wages in order to motivate or discipline their workers or to reduce the job­ turnover rate, as well as (3) matching models in which unemployment is caused by the continuous turnover of jobs and workers. In addition, emphasis is placed on the fact that labour needs to be treated as heterogeneous, a fact often neg­ lected in the literature. Subsequently, these labour-market foundations are integrated with modern theories of innovations and growth, making the ap­ proach much more relevant and plausible. Without doubt, the generalisations of the models performed by Rudiger Wapler show that there are limits to such formal analysis. Due to the increasing number of interdependencies, it is doubtful whether even more complex models provide additional (usable) insights.

John D. Kasarda By all accounts, the United States has led the world in job creation. During the past 20 years, its economy added nearly 40 million jobs while the combined European Economic Community added none. Since 1983 alone, the U. S. gener­ ated more than 15 million jobs and its unemployment rate dropped from 7. 5 percent to approximately 5 percent while the unemployment rate in much of western Europe climbed to double digits. Even Japan's job creation record pales in comparison to the United States'. with its annual employment growth rate less than half that of the United States over the past 15 years (0. 8 percent vs. 2 percent.) Yet, as the U. S. economy has been churning out millions of jobs annually, con­ flicting views and heated debates have emerged regarding the quality of these new jobs and its implications for standards of living and U. S. economic competi­ tiveness. Many argue that the'great American job machine'is a'mirage'or'grand illusion.'Rather than adding productive, secure, well-paying jobs, most new employment, critics contend, consists of poverty level, dead-end, service­ sector jobs that contribute little or nothing to the nation's productivity and inter­ national competitiveness. Much of the blame is placed on Reagan-Bush policies that critics say undermine labor unions, encourage wasteful corporate restructur­ ing, foster exploitative labor practices, and reduce fiscal support for education and needed social services.

This book deals with the impact that international trade is likely to have on the skilled-unskilled wage gap in a typical developing economy. This is the first theoretical monograph on this particular issue which has already generated substantial debate and voluminous work for the developed countries. A unique feature of this work is that it tries to explain the possibility of rising inequality across trading nations and looks at the segmented labour markets of the poor economies. Although economists have long pointed to the aggregate gains from increased economic integration, the popular perception of globalization is much more pessimistic. Workers feel less secure in their jobs and fear wage losses and unemployment. This book explores these issues, and asks whether the concerns are warranted.

International trade accounts for only a small share of growing income inequality and labor-market displacement in the United States. Lawrence deconstructs the gap in real blue-collar wages and labor productivity growth between 1981 and 2006 and estimates how much higher these wages might have been had income growth been distributed proportionately and how much of the gap is due to measurement and technical factors about which little can be done.While increased trade with developing countries may have played some part in causing greater inequality in the 1980s, surprisingly, over the past decade the impact of such trade on inequality has been relatively small. Many imports are no longer produced in the United States, and US goods and services that do compete with imports are not particularly intensive in unskilled labor. Rising income inequality and slow real wage growth since 2000 reflect strong profit growth, much of which may be cyclical, and dramatic income gains for the top 1 percent of wage earners, a development that is more closely related to asset-market performance and technological and institutional innovations rather than conventional trade in goods and services. The minor role of trade, therefore, suggests that any policy that focuses narrowly on trade to deal with wage inequality and job loss is likely to be ineffective. Instead, policymakers should (a) use the tax system to improve income distribution and (b) implement adjustment policies to deal more generally with worker and community dislocation.

In a world where advanced knowledge is widespread and low-cost labor is readily available, U.S. advantages in the marketplace and in science and technology have begun to erode. A comprehensive and coordinated federal effort is urgently needed to bolster U.S. competitiveness and pre-eminence in these areas.
