This book includes papers presented at the 14th International Conference “Economies of the Balkan and Eastern European Countries” (EBEEC), held in Florence, Italy, in May 2022. It sheds new light on the micro- and macroeconomic developments in the Eastern European and Balkan countries, taking into account also the broader regional and global factors influencing these developments. In particular, it includes the latest theoretical and empirical research and policy insights from Central and Southeastern Europe and presents new ideas on how to resolve economic problems, also generated by the pandemic, in the Balkan and Eastern European economies in a pan-European context. By examining how the decisions and the performance of economic, social, and political actors in the area are intertwined with wider events, also at a global level, the papers highlight the dynamic development in Eastern Europe and the Balkans region. Further, the book demonstrates how the area is evolving within the framework of European economic integration and the global effervescent economy.

Economic Theory, Dynamics, and Markets. The collection of essays in honor of Ryuzo Sato, written by his colleagues and students, covers the many fields of economic theory and policy to which he has contributed. Ryuzo Sato is known for his work in growth theory and technical progress, and the second section has a number of papers on macroeconomics and dynamics. Technical change is produced by the interaction of a large number of technical, economic, social and institutional factors. One of the starting points is the concept of national innovation systems. The aim of this book is to take Finland as an example illustrating the challenges faced by small countries. The characteristics and performance of the Finnish national innovation system of the last couple of decades are analyzed. The Finnish experience is put in a broader context by comparing it with a few other countries. The development paths possible in the near future are assessed. According to the results, many problems remain despite favourable developments in several technology indicators. The rigidities of the social institutions created during the 1970s and 1980s seem to have become obstacles for economic and technological development. There are fairly large differences between the countries studied, and even between the culturally and historically close Nordic countries. However,Finland and Sweden seem to share the same kind of encompassing collective risk-sharing systems, which may have detrimental effects on, for instance, incentives related to innovativeness. Increasing globalisation requires further development of the national system of innovation. Technology policy must be seen as one part of more encompassing social and economic policies, and the role of factors such as well-functioning institutions, appropriate education and sound incentive systems is highly important. The papers of this book are written by experts of various research disciplines. They reflect the respective views on the issue how technical change in Finland can be explained. It is also discussed how Finland fares in comparison to Denmark, Sweden, Japan and the United States.

The contributions also examine the role of the economies of the Balkan and Eastern European countries in a pan-European context.

This book collects selected articles addressing several currently debated issues in the field of international macroeconomics. They focus on the role of the central banks in the debate on how to come to terms with the long-term decline in productivity growth, insufficient aggregate demand, high economic uncertainty and growing inequalities following the global financial crisis. Central banks are of considerable importance in this debate since understanding the sluggishness of the recovery process as well as its implications for the natural interest rate are key to assessing output gaps and the monetary policy stance. The authors argue that a more dynamic domestic and external aggregate demand helps to raise the inflation rate, easing the constraint deriving from the zero lower bound and allowing monetary policy to depart from its current ultra-accommodative position. Beyond macroeconomic factors, the book also discusses a supportive financial environment as a precondition for the rebound of global economic activity, stressing that understanding capital flows is a prerequisite for economic-policy decisions.

This book focuses on wealth inequality trends in the North Atlantic Anglo-sphere countries of Canada, the United Kingdom, and the United States over the period from 1668 to 2013: a wider perspective than generally used when wealth inequality is discussed. This book demonstrates that it is important to put current dimensions of wealth inequality into historical context by looking at performance over the long run rather than simply a few decades. Moreover, this contribution compiles a substantial amount of data on estimates of wealth inequality and provides a concise overview of trends as well as the drivers of inequality over the long term. It serves as a short supplementary text for economics and sociology courses on economic inequality, economic history and social change—while remaining of interest to scholars and policymakers invested in equality debates of the past and present.

Against the background of the introduction of the euro in 1999, France, Germany and Italy have recently experienced higher divergence in terms of GDP growth. Indeed, there is no consensus among economists regarding the effects of monetary union, which can lead either to more specialisation as in the United States, or to increasing intra-industry trade, hence higher co-movements. Based on a set of original papers produced by a team of economists from the three main National Central Banks of the euro area, presented to an International Conference held in Paris as well as the contributions of panel of leading economists, the book analyses the latest developments in three largest European economies in a broad perspective, using modern econometric techniques. One of the conclusions is that, while business cycles are more strongly correlated across the three countries, as evidenced by the common reaction to the 2001 slowdown, the three countries still exhibit differences in terms of long term growth.

The Doha Development Agenda, may go down in history as the slowest development round of all times. Starting in 2001, negotiations have been going on for 13 years and collapsed on several occasions in the meantime. With regards to its goal to ensure developing countries, and especially the least-developed among them, a share in the growth of world trade, barely any progress was made. To the extent that one may question how legitimate it is to call the Doha Round a Development Round at all. Especially the notorious point of trade liberalization in agriculture has delayed the negotiations. While the WTO member states agreed on cutting tariffs and reducing agricultural subsidies, opinions differ sharply on exemptions for certain products from these broad ruled. In another critical point, services, negotiations have hardly progressed. The WTO negotiators have missed every deadline agreed upon and various observers suggested to drop the entire venture. The aim of this paper is to find the reasons for the slow progress in order to see if the obstacles may be overcome and the Doha Round might be completed successfully.

During the post-World War-II period, several Asian economies turned in stellar performances. This book addresses the all-important query regarding the ebullient growth performance of a group of dynamic Asian economies. Its principal focus is the so-called Asian growth model, which enabled them to achieve what became known as the'miraculous'growth

Evolutionary economics gained acceptance for the study of industrialized countries during the 1990s but has, as yet, contributed little to the study of world income inequality. The expert contributors gathered here approach underdevelopment and inequality from different evolutionary perspectives. It is argued that the Schumpeterian processes of'creative destruction'may take the form of wealth creation in one part of the globe and wealth destruction in another. Case studies explore and analyse the successful 19th century policies that allowed Germany and the United States to catch up with the UK and these are contrasted with two other case studies exploring the deindustrialization and falling real wages in Peru and Mongolia during the 1990s. The case studies and thematic papers together explore, identify and explain the mechanisms which cause economic inequality. Some papers point to why the present form of globalization increases poverty in many Third World nations. Members of the anti-globalization movement will find the explanations given in this book insightful, as will employees of international organizations due to the important policy messages. In the autumn of 1990 there was a sense of change taking place in the world economy. Readiness for war was occurrin~ in the Middle East and a recession was already underway in a few major countries. The forces of reform and political re-shaping were visible in Eastern Europe and the Soviet Union. We economists, gathering in Osaka, Japan, under the auspices of the International Institute for Advanced Studies (Kyoto) could recognize that the Cold War was over and that politico-economic restructuring would take place among the powers in the Warsaw Treaty Organization. Much has happened since the latter part of 1990 to affect international economic stability. The events of that period were both positive and negative for economic stability, but our concern was weighted towards the negative side. Dur charge and sponsorship was scholarly, and the papers from the learned contributors to the symposium and this resulting volume used the many tools of economic analysis to try to understand the ongoing developments. In the intervening period, while this volume was being prepared and edited, we did not cnange our viewpoints in any fundamental way, and we can take satisfaction in the way our symposium either relates to the unfolding sequence of events in a substantive sense or provides a framework in which to study these events.

Metcalfe U. of Santiago de Compostela & U. of Manchester This book contains selected papers presented at the International Congress'European Periphery Facing the New Century'held in Santiago de Compostela, Galicia, at the end of 1993. The general aim of this congress was to rethink the great economic and social changes in Europe during the last decade from a critical view, specially focused on peripheral regions and the conditions for an enduring process of development. Both economic, social and political changes affect the characteristic diversity of Europe and they have a special impact on the countries and regions that were traditionally known as the periphery within Western Europe. The list of concerns is long: regions with different levels of development compete within a new single market; the free movement of productive factors modifies the traditional pattern of industrial location, increasing tendencies to regional concentration shift the balance of income generation; new competitors enter traditional markets; information technology creates new possibilities of industrial organization and cooperation; competitivity is based on different capabilities to innovate and to promote structural change, and these capabilities differ among regions; traditional regional policies fail in the present even more than in the past. Hence the central concern of this volume, to explore the links between diversity and regional development.

Globalization, Growth and Sustainability focuses on the implications of both regional and global trade liberalization and complementary macroeconomics policy reforms on growth, equity, and sustainability. The volume is organized into three sections: Part One addresses the issue of economic growth with a special reference to less developed economies; Part Two examines the pros and cons of the regional economic integration movement for the countries either participating in, or outside of, the regional groups; Part Three focuses on the issues of equity and sustainability. New theories of international trade suggest that pro- tectionism can make sense. This finding depends on the in- troduction of market power and increasing returns to scale into the international trade theory. The enormous political implications of this hypothesis have started a large interest in applied or empirical investigations of this issue. However, econometric work in international trade is comparatively scarce, especially if it comes to testing with individual data. Therefore, this volume is considered to be a contribution to fill that gap. The volume consists of three parts: First, issues in strategic trade are discussed by means of a survey on recent contributions of the literatureand by a simulation excercise on optimal trade policy for imperfectly competitive industries. Second, a part investigating the determinants of trade flows studies the interrelationships between trade balances and exchange rates, plant size and international trade, and the revelance offirm size and market concentration for the degree of export market integration using business survey firm data. Third, there are studies on imperfect markets, innovations and learning which demonstrate the importanceof imperfect competition for international economics. All contributions provide empirical evidence for the revelance of the newly developed trade theories and demonstrate useful quantitative techniques for their investigation.

'Once upon a longish time ago, Swiss bankers were solemn men to whom you took the money stashed under your mattress so Oliver Landmann they could stash it under theirs. Not now'. (The Economist, February 2nd, 1991) As The Economist has recognized, the banking business is subject to thorough change. Traditional competitive advantages are lost, new ones must be sought. And above all, the rapid globalization of fmancial markets in the recent past has greatly intensified international competition in banking. In view of these developments, the issue of competitiveness in banking has become an urgent research priority. The contributions collected in this conference volume present the ftrst results of a joint research project of the Labour and Industrial Economics Research Unit at the University of Basel, the International Centre for Monetary and Banking Studies, and the Graduate Institute for International Studies in Geneva on the Swiss Financial Sector. TIle Conference was held in Basel on May 16 - 17, 1991. The research project, directed by Professors Alexander Swoboda, Niklaus Blattner and Hans Genberg, is part of the National Research Programme Nr. 28, commissioned by the Swiss Government and administered by the Swiss National Science Foundation. The programme is devoted to the external economic challenges faced by Switzerland. The notion of competitiveness is at the very core of this research programme.

Taiwan's Development Experience: Lessons on Roles of Government and Market scrutinizes the main features of the Taiwanese development experience under five interrelated themes and domains: Outward-orientation vs. inward-orientation; Sources of growth; Dynamic balanced growth process: the interaction between agricultural and non-agricultural sectors; The role of government in the transition to a more market-oriented economy; and The potential transferability of the Taiwanese development experience to developing countries. In addition to highlighting the essential contributions of papers, the Editors also bring out the views and contributions, under each of the above headings, of two distinguished former Cornell University colleagues who are honored at the sponsoring conference - T.C. I consider it a privilege to have been invited to write a preface for'The Limits to Certainty'. It is however paradoxical that a theo­ retical physicist be asked to write about a monograph dealing mainly with service economics. Notwithstanding, I am delighted to do so. Indeed, it is striking that two so widely different fields like physics and social science, and more especially economics, can interact in such a constructive way. There is no question here of reductionism. Nobody claims to be able to reduce social scien­ ces to physics, nor to use patterns of social interaction in order to formulate new laws for atoms. What is at stake here is more im­ portant than reduction; the age-old separation between the so-cal­ led'hard'and'soft sciences'is breaking down. This separation has a long history. First, one should recall the influence of Newton's achievement on the formulation of scienti­ fic goals. This influence led to the formulation of equilibrium mo­ dels for supply/demand adjustment. As was noticed by Walter Weisskopf:'the Newtonian paradigm underlying classical and non-classical economics interpreted the economy according to the patterns developed in classical physics and mechanics, in analogy to the planetary system, to a machine or clockwork: a closed auto­ nomous system ruled by endogenous factors of a highly selective nature, self-regulating and moving to a determinate, predictable point of equilibrium'(The Geneva Papers on Risk and Insurance (1984), Vol. 9, no. 33, pp. 335-360).

Pontus Braunerhjelm and Karolina Ekholm Over recent decades, foreign direct investment (FDI) has become a major force in the global economy. The geographical pattern of capital formation, trade and technological spillovers across countries and regions, are to an in­ creasing extent determined by the strategies chosen by multinational firms (MNFs). Between 1982 and 1994, the rate of growth of the global FDI stock was more than twice that of gross fixed capital formation, the growth of sales by foreign affiliates of multinational firms well exceeded that of world exports, and, by 1994, the MNFs accounted for approximately 6 percent of world output (United Nations, 1997, pp. xv-xvi). The overall mechanisms behind this rapid internationalization in terms of multinational produc­ tion have been attributed to the dismantling of trade barriers and the deregulation of capital markets, together with the advances in information technology that have facilitated the coordination and monitoring of inter­ nationally dispersed production. This development carries two important implications: First, firms operate in markets characterized by much tougher competition than only a decade ago, and, second, countries and regions are involved in competition for production to a much larger extent than before. This book addresses questions related to the location and geographical dispersion of the activities by multinational firms, a topic which has be­ come of increasing concern to policy-makers.

This book broadens the reader's knowledge of several important issues having to do with the economy of Indonesia and its surrounding regions, to which Professor Iwan Jaya Azis has made significant contributions in the last 40 years. The book is divided into three parts, the first of which contains several chapters describing fundamental methods in regional economics, development economics, macroeconomics, and finance. These methods are crucial in understanding the political economy of Indonesia and the neighboring regions. Among the techniques discussed are social accounting matrix (SAM) analysis, computable general equilibrium (CGE) modeling, and agent-based modeling (ABM) approaches. The second part is on several important issues related to the Indonesian economy. The topics covered are urbanization, resource booms, manufacturing, and micro and small enterprises. The book's third part deals with the economies of several countries in the neighboring Southeast Asian region, including the Philippines, Vietnam, and Thailand.

This book reviews China's strategic pathway over the last 1000 years and considers its prospects for ascending to high-income status by the end of the 21st century. It analyzes why, although China's chances of joining the global core are sound, they are not outstanding; in addition, it faces mounting challenges, internal and external alike. The argument is presented in the framework of dynamic-strategy theory, which is expounded here in novel form. This exposition includes a wide ranging survey of global history, with a focus on the development of the industrialisation paths of the major economies of today, including a detailed study of Japan's long-run strategic pathway. The book's closing section presents a scenario-based discussion of China's potential place in the world in 2100. The analysis implies that China's zenith is likely to be reached slightly before mid-century, after which its relative economic scale will likely decline. Beyond that generalfinding, the scenarios investigate the wide range of plausible outcomes that China may experience: a range that the author contends is much wider for China than for nations under-pinned by less complex political-economies. Given its scope, the book will appeal to scholars of history, economics, geopolitics and sinology, and to anyone interested in learning about China's economic prospects at a time of increasingly heated ideological and empirical debates.

This book discusses the role played by powerful global institutions such as the IMF, the World Bank, the World Trade Organisation, multinational corporations, and the international credit rating agencies in keeping Africa marginalised in the world economy. The book focuses on the intrusive roles of these institutions as enablers and beneficiaries of capital outflows and financial subordination in Africa. Diverging from the official narrative that touts China and the other emerging economies as global reformers that are poised to partner Africa in its fight against financial subjugation, the book instead argues that, like the Western powers, the emerging economies are benefiting prodigiously from a rigged global financial system that keeps Africa as a net creditor to the rest of the world. The book draws its theoretical framework from the repressed heterodox theories including dependency, core-periphery, world systems and Marxist theories as well as the decolonial approach. It concludes with a call for a decolonial African agency that should champion an epistemic rebellion against the neo-liberal and neo-classic economic traditions that have been historically deployed to justify Africa's subordinated position in the global economic governance. This book comes at moment in time when Africa is ready to become a Rule Maker not a Rule Taker. The analysis Dr. Moyo presents having been in the front line of public policy and international negotiations demonstrate the need for Africa to re-write the rules to foster our own Transformation. This book aims to investigate the global value chain (GVC) from a viewpoint of industrial development and examine how GVC participation, upgrading, and connectivity have affected structural transformation in developing economies. It first reviews the indexes to measure progresses in GVC participation and upgrading. Then it examines factors affecting these progresses, using original measures of connectivity, which are computed based on the complex network theory. Another distinguished feature of the study is its in-depth analyses on the relationship between economic development and GVC participation based on the hypothesis of nonlinear relationship which is drawn from authors past studies on Asian economies. Major findings include (1) inverted-U shaped relationship between backward participation and income levels, (2) U shaped relationship between forward participation and income level, (3) marginal but significant impacts of maritime and aviation connectivity on GVC participation, (4) significant and different roles of basic and advanced education on the upgrading in GVCs, and (5) the importance of technological intensities in export in sustaining economic growth.

This book offers a multidisciplinary redefinition of China's model of crony comprador capitalism. The author argues that this model emerged through the fusion of market Leninism and global capitalism in the early 1990s within the post-Cold War and post-Communist global context. While driving robust export-led growth, this approach hindered China's structural transformation and limited its ascent, ironically leading to the regime's accelerating totalitarian turn and the onset of a new Cold War. This open access book seeks effective strategy to realize a rice Green Revolution in sub-Saharan Africa based on more than ten years of research team's inquiries into determinants and consequences of new technology adoption in rice farming in seven countries in this region. Rigorous statistical analyses are carried out by using valuable household data of rice farmers. The book is actually sequel to the two earlier books on the same subject published by Springer and edited by K. Otsuka and D.F. Larson, An African Green Revolution published in 2013 and In Pursuit of an African Green Revolution in 2016. The main message of the first book was that rice is the most promising cereal crop in SSA because of the high transferability of Asian rice technology, whereas that of the second book was that rice cultivation training programs are effective in significantly increasing rice yield in SSA. This third book has wider coverage in terms of topics, study periods, and study sites. It continuesto show the significant impacts of rice cultivation training on productivity and newly demonstrates the high sustainability of the productivity impact of the training and the existence of spillover effects from trainees to other farmers by using panel data. We newly assess the important role of mechanization in intensification of rice farming, high returns to large-scale irrigation schemes, and the critical role of rice millers in improving the quality of milled rice. Based on these studies, this book provides clear pathways toward full-fledged Green Revolution in rice farming in sub-Saharan Africa.

Globalisation has created many opportunities for economic development, but it is also associated with rising income inequality and poverty. International crises such as the international financial and economic crisis of 2008, and more recently the global health pandemic, have led to a rise in unemployment and income losses for workers and a surge in the violation of workers'rights.At global level intergovernmental organisations including the World Bank and the IMF are influential actors and policy makers which promote the UN Sustainable Development Goals. However, the International Financial Institutions (IFIs) have been criticised for their internal political power imbalances and macroeconomic policy prescriptions based on neo-liberal principles. The Global Unions and their affiliates as well as the International Labour Organisation (ILO) regularly comment on the negative impact of the IFI's policies in regard to labour flexibilisation and the privatisation of public and social services. In 2002 a formalised dialogue was established between the Global Unions and the IFIs which addresses labour, social and environmental issues. This dialogue takes place at three levels: the country level, the sector level, and the headquarters level. The ILO maintains its own dialogue with the IFIs, but it also participates at the headquarters-level dialogue between the Global Unions and the IFIs.Employment Relations and Global Governance focuses on the headquarters-level dialogue which can be considered as a strategic instrument that helps the Global Unions and their affiliates to exercise influence over the policies of the IFIs, especially those policies which concern workers. This book examines the impact of neoliberalism on peasant agriculture as a key livelihood strategy in Southern and Eastern Africa, against the background of the current development crisis and the crossroads that Southern and Eastern Africa faces.
