Competition, Efficiency and Welfare contains a collection of papers in honor of Manfred Neumann. This collection was prepared as a tribute to a teacher and scholar, whose accomplishments have enriched various fields of economics. The magnitude of his interests is reflected in the breadth of topics covered in this volume: industrial economics, competition policy and related topics. However, if one unifying principle runs through Manfred Neumann's work, it is the belief in the power of competition. Born on May 16, 1933, Manfred Neumann studied economics at the University of Cologne. He graduated in 1960. In 1969 Manfred Neumann was appointed Professor of Economics at Nürnberg University. He was Dean of the Faculty of Economics and Social Sciences of the University of Erlangen-Nürnberg, President of the European Association for Research in Industrial Economics (EARIE) and Chairman of Industrial Organization Study Group of the Verein für Sozialpolitik. Most of his professional career has been spent at Nürnberg, where he has helped to make the Economic Institute one of the leading research centers in Industrial Organization. He has also been involved in various advisory activities. The volume contains 18 essays. The first twelve are grouped into four categories: Innovation and R&D (Part I), Cartels (Part II), Mergers and Merger Policy (Part III), and Methodological Issues in Industrial Organization (Part IV). These papers fall within the bounds of industrial economics, which has been Manfred Neumann's primary research interest throughout his career. Part V includes two papers on theories of international trade, which has been a recurring topic of interest for Manfred Neumann through the years. The last three papers look at broader policy and macroeconomic issues. Contributors to this volume include Karl Aiginger, David B. Audretsch, Paul A. Geroski, Stephen Martin and Dennis Mueller.

Evolutionary economics gained acceptance for the study of industrialized countries during the 1990s but has, as yet, contributed little to the study of world income inequality. The expert contributors gathered here approach underdevelopment and inequality from different evolutionary perspectives. It is argued that the Schumpeterian processes of'creative destruction'may take the form of wealth creation in one part of the globe and wealth destruction in another. Case studies explore and analyse the successful 19th century policies that allowed Germany and the United States to catch up with the UK and these are contrasted with two other case studies exploring the deindustrialization and falling real wages in Peru and Mongolia during the 1990s. The case studies and thematic papers together explore, identify and explain the mechanisms which cause economic inequality. Some papers point to why the present form of globalization increases poverty in many Third World nations. Members of the anti-globalization movement will find the explanations given in this book insightful, as will employees of international organizations due to the important policy messages. 12. Doha Development Round: Why Did It Fail?

The Doha Development Agenda, may go down in history as the slowest development round of all times. Starting in 2001, negotiations have been going on for 13 years and collapsed on several occasions in the meantime. With regards to its goal to ensure developing countries, and especially the least-developed among them, a share in the growth of world trade, barely any progress was made. To the extent that one may question how legitimate it is to call the Doha Round a Development Round at all. Especially the notorious point of trade liberalization in agriculture has delayed the negotiations. While the WTO member states agreed on cutting tariffs and reducing agricultural subsidies, opinions differ sharply on exemptions for certain products from these broad ruled. In another critical point, services, negotiations have hardly progressed. The WTO negotiators have missed every deadline agreed upon and various observers suggested to drop the entire venture. The aim of this paper is to find the reasons for the slow progress in order to see if the obstacles may be overcome and the Doha Round might be completed successfully.

The Post-Uruguay Round era has seen a proliferation of regional preferential trade agreements (PTAs) as well as progressive multilateral trade liberalization initiatives. This has stimulated theoretical discussion on whether the policy of pursuing PTAs will have a malign or a benign impact on multilateralism. In the former case, proliferation of PT As may increase protection in global trade due to trade diversion effects, thereby creating impediments to multilateral freeing of global trade. In the latter case, the expansion of PTA membership could ultimately lead to non-discriminatory global free trade. At the core of this discussion is the question of how to explain the preference for PTA membership. While some economists view the expansion of PTA membership as exogenously determined, participants of the Fourth Annual Workshop of the Network EU-LDC Trade and Capital Relations also considered endogenous factors explaining increased PTA membership. This book offers a closer look at the motives of policy makers in both developed and developing countries to still adhere to PTAs, notwithstanding the theoretical superiority of multilateralism, and addresses the question of how to bring order into the world trading system. These issues are dealt with in 9 chapters by scholars from both the EU and LDCs. Each paper is discussed in terms of its policy relevance by a policy maker as well as by an academic specialized in the field.

Against the background of the introduction of the euro in 1999, France, Germany and Italy have recently experienced higher divergence in terms of GDP growth. Indeed, there is no consensus among economists regarding the effects of monetary union, which can lead either to more specialisation as in the United States, or to increasing intra-industry trade, hence higher co-movements. Based on a set of original papers produced by a team of economists from the three main National Central Banks of the euro area, presented to an International Conference held in Paris as well as the contributions of panel of leading economists, the book analyses the latest developments in three largest European economies in a broad perspective, using modern econometric techniques. One of the conclusions is that, while business cycles are more strongly correlated across the three countries, as evidenced by the common reaction to the 2001 slowdown, the three countries still exhibit differences in terms of long term growth.

Trade reform programs have two main objectives. The first is to help raise economic growth and employment generation by improving resource allocation and economywide efficiency. The second is to help improve the balance of payments by strengthening the competitiveness of the external sector and expanding exports and efficient import substitutes. This paper evaluates developing country experience with trade policy reforms and makes recommendations for improving the design and implementaion of those reforms. It assesses the extent and effectiveness of the reforms under adjustment programs in the 1980s, highlighting practical problems and constraints, both economic and politcal. Broadly speaking, it considers three issues: (1) the potential conflicts between trade policy reforms and macroeconomic stabilization efforts; (2) the supply response to trade policy reforms, in the context of export prospects and domestic and external constraints; and (3) the sequencing, timing and duration of import reforms, their relation to internal reforms, and the associated transitional costs. The paper finds that trade policy reform, when implemented well, has contributed to improved economic performance in developing countries. The paper also finds that well-designed trade policy reforms do not conflict with other priorites except in special cases; usually they enhance growth.

18. The CPEC and SDGs in Pakistan : Measuring the Impact on Common Lives

The China-Pakistan-Economic Corridor (CPEC) is the flagship project of Belt and Road Initiative by China. This project has attracted much of the focus and attention owing to its geostrategic significance where it connects China with Pakistan through the strategic port of Gwader and through a network of road and rail connection, henceforth improving China's and Pakistan's outreach in the Asian, African and European markets. This study takes a new direction and examines the development of CPEC projects across Pakistan by choosing six projects in both rural and urban areas and their impact on the daily lives of people as reflected in three crucial Sustainable Development Goals (SDGs) encapsulated by the United Nations—good health and wellbeing, inclusive and equitable quality education, and decent work and economic growth (SDGs 3, 4, and 8, respectively). This is a new approach used to study the impact of the CPEC beyond geopolitics and for the common people in Pakistan who are directly or indirectly affected by various CPEC projects. This is under studied aspect of the literature on CPEC and this monograph adequately fills the gap in literature. The study takes a deep dive into 6 CPEC projects i.e., Sahiwal Coal Power Plant, Orange Line Metro Train, Lahore, Rasahkai Special Economic Zone, Peshawar-D.I.Khan Motorway, Kohala Hydro Power Project and Neelum-Jehlum Power project to understand how these projects have affected the lives of common people through their impact on SDGs 3,4 and 8. For the first time people's centric approach has been adopted to evaluate the development impacts of the CPEC.

This book examines human capital development in the Middle East. It focuses on the investment in human capabilities, namely education and health, the two most critical components of growth and development. The book assesses the impact of the COVID-19 pandemic on the healthcare sector, with particular attention paid to effectiveness of public health policies and services, health expenditure, mortality rates, and psychological effects of the pandemic on the wider society. - Abstract
This book broadens the reader's knowledge of several important issues having to do with the economy of Indonesia and its surrounding regions, to which Professor Iwan Jaya Azis has made significant contributions in the last 40 years. The book is divided into three parts, the first of which contains several chapters describing fundamental methods in regional economics, development economics, macroeconomics, and finance. These methods are crucial in understanding the political economy of Indonesia and the neighboring regions. Among the techniques discussed are social accounting matrix (SAM) analysis, computable general equilibrium (CGE) modeling, and agent-based modeling (ABM) approaches. The second part is on several important issues related to the Indonesian economy. The topics covered are urbanization, resource booms, manufacturing, and micro and small enterprises. The book's third part deals with the economies of several countries in the neighboring Southeast Asian region, including the Philippines, Vietnam, and Thailand.

This book reviews China's strategic pathway over the last 1000 years and considers its prospects for ascending to high-income status by the end of the 21st century. It analyzes why, although China's chances of joining the global core are sound, they are not outstanding; in addition, it faces mounting challenges, internal and external alike. The argument is presented in the framework of dynamic-strategy theory, which is expounded here in novel form. This exposition includes a wide ranging survey of global history, with a focus on the development of the industrialisation paths of the major economies of today, including a detailed study of Japan's long-run strategic pathway. The book's closing section presents a scenario-based discussion of China's potential place in the world in 2100. The analysis implies that China's zenith is likely to be reached slightly before mid-century, after which its relative economic scale will likely decline. Beyond that generalfinding, the scenarios investigate the wide range of plausible outcomes that China may experience: a range that the author contends is much wider for China than for nations under-pinned by less complex political-economies. This book discusses the role played by powerful global institutions such as the IMF, the World Bank, the World Trade Organisation, multinational corporations, and the international credit rating agencies in keeping Africa marginalised in the world economy. The book focuses on the intrusive roles of these institutions as enablers and beneficiaries of capital outflows and financial subordination in Africa. Diverging from the official narrative that touts China and the other emerging economies as global reformers that are poised to partner Africa in its fight against financial subjugation, the book instead argues that, like the Western powers, the emerging economies are benefiting prodigiously from a rigged global financial system that keeps Africa as a net creditor to the rest of the world. The book draws its theoretical framework from the repressed heterodox theories including dependency, core-periphery, world systems and Marxist theories as well as the decolonial approach. It concludes with a call for a decolonial African agency that should champion an epistemic rebellion against the neo-liberal and neo-classic economic traditions that have been historically deployed to justify Africa's subordinated position in the global economic governance. The European Union (‘EU') is promoting a suite of innovations in international economic regulation—among them, reforms for secure and sustainable investment, a comprehensive approach to the mutual recognition of professional qualifications, a viable carbon border adjustment mechanism, heightened intellectual property rights protection, the arm's length principle in taxation, and an increased commitment to non-economic vales. Through a critical analysis of key regulations and policies, this volume explores the evolving architectures of international economic agreements in light of EU practice. A comprehensive analysis indicates that novelties are rooted in geoeconomic considerations, through which a fundamental shift is underway towards the adoption of comprehensive bilateral trade agreements. Whilst innovation has the potential to significantly harmonise cross-border regulatory frameworks, it can also trigger significant fractures, particularly when applied restrictively and asymmetrically. Arguably, the ‘Brussels effect'will to a certain extent foster a progressive development of international economic regulation, while in some respects being constrained by the status quo of the international economic regime. This volume is part of the Jean Monnet project Third Country Engagement with EU Trade Policy led by the ANU Centre for European Studies at the Australian National University, and supported by the European Commission under the Erasmus+ actions. This open access book seeks effective strategy to realize a rice Green Revolution in sub-Saharan Africa based on more than ten years of research team's inquiries into determinants and consequences of new technology adoption in rice farming in seven countries in this region. Rigorous statistical analyses are carried out by using valuable household data of rice farmers. The book is actually sequel to the two earlier books on the same subject published by Springer and edited by K. Otsuka and D.F. Larson, An African Green Revolution published in 2013 and In Pursuit of an African Green Revolution in 2016. The main message of the first book was that rice is the most promising cereal crop in SSA because of the high transferability of Asian rice technology, whereas that of the second book was that rice cultivation training programs are effective in significantly increasing rice yield in SSA. This third book has wider coverage in terms of topics, study periods, and study sites. It continuesto show the significant impacts of rice cultivation training on productivity and newly demonstrates the high sustainability of the productivity impact of the training and the existence of spillover effects from trainees to other farmers by using panel data. We newly assess the important role of mechanization in intensification of rice farming, high returns to large-scale irrigation schemes, and the critical role of rice millers in improving the quality of milled rice. Based on these studies, this book provides clear pathways toward full-fledged Green Revolution in rice farming in sub-Saharan Africa.

This book explores in detail how African countries dealt with the pandemic and how it affected different aspects of different economies and social structures. Globalisation has created many opportunities for economic development, but it is also associated with rising income inequality and poverty. International crises such as the international financial and economic crisis of 2008, and more recently the global health pandemic, have led to a rise in unemployment and income losses for workers and a surge in the violation of workers'rights.At global level intergovernmental organisations including the World Bank and the IMF are influential actors and policy makers which promote the UN Sustainable Development Goals. However, the International Financial Institutions (IFIs) have been criticised for their internal political power imbalances and macroeconomic policy prescriptions based on neo-liberal principles. The Global Unions and their affiliates as well as the International Labour Organisation (ILO) regularly comment on the negative impact of the IFI's policies in regard to labour flexibilisation and the privatisation of public and social services. In 2002 a formalised dialogue was established between the Global Unions and the IFIs which addresses labour, social and environmental issues. This dialogue takes place at three levels: the country level, the sector level, and the headquarters level. The ILO maintains its own dialogue with the IFIs, but it also participates at the headquarters-level dialogue between the Global Unions and the IFIs.Employment Relations and Global Governance focuses on the headquarters-level dialogue which can be considered as a strategic instrument that helps the Global Unions and their affiliates to exercise influence over the policies of the IFIs, especially those policies which concern workers. The book describes and analyses the development of the dialogue since its establishment with a particular focus on factors which promote and hinder the dialogue.The book provides important insights into the real-world functioning of the institutions of economic global governance and its broader impact on the world of work.
