The 7th Annual Working Conference of ISMSSS (lnformation Security Management and Small Systems Security), jointly presented by WG 11.1 and WG 11.2 of the International Federation for Information Processing {IFIP), focuses on various state-of-art concepts in the two relevant fields. The conference focuses on technical, functional as well as managerial issues. This working conference brings together researchers and practitioners of different disciplines, organisations, and countries, to discuss the latest developments in (amongst others) secure techniques for smart card technology, information security management issues, risk analysis, intranets, electronic commerce protocols, certification and accreditation and biometrics authentication. W e are fortunate to have attracted at least six highly acclaimed international speakers to present invited lectures, which will set the platform for the reviewed papers. Invited speakers will talk on a broad spectrum of issues, all related to information security management and small system security issues. These talks cover new perspectives on secure smart card systems, the role of BS7799 in certification, electronic commerce and smart cards, iris biometrics and many more. AH papers presented at this conference were reviewed by a minimum of two international reviewers. W e wish to express our gratitude to all authors of papers and the international referee board. W e would also like to express our appreciation to the organising committee, chaired by Leon Strous, for aU their inputs and arrangements.

These papers contain the substance of the ECSSR's Sixth Annual Conference, held in Abu Dhabi November 5-7, 2000. This volume contains dynamic thinking on the topics of successful leadership, management of organizational change in the public and private sectors, transformation in human resources, effective management of genetic engineering and biotechnology advancements, the future of the national economy, and the nature of defense and national security in a changed global environment. Thus, a key aspect of the world economy, as shaped by the Information Revolution and the forces of Globalization, is the role of leaders and managers as motivators, planners, and administrators. The traditional roles are at variance with new global dynamics. More and more, leaders and finding themselves having to take decisions in a rapidly changing environment, characterized by vast flows of information and highly competitive markets. This book provides a conceptual framework for systemic flexibility and business agility, drawing on a basis of research/case applications in various types of flexibility and agility in business. The selected papers address a variety of issues concerning the theme of systemic flexibility and business agility and are organized into following five parts: (i) Systemic and Strategic Flexibility; (ii) Information and Business Agility; (iii) Flexibility, Innovation and Business Excellence; (iv) Flexibility in Value and Supply Chains; and(v) Financial Flexibility and Mergers & Acquisitions.Flexibility and agility in business are emerging as key dimensions of business excellence that encompass the requirements of both choice and speed. The two concepts, flexibility and agility, have been used in multiple ways and often interchangeably, both in literature and in practice. The growing need for flexibility/agility in business can be seen from reactive as well as proactive perspectives. A business enterprise is expected to possess reactive flexibility/ agility (as adaptability and responsiveness) in order to cope with the changing and uncertain business environment. It may also endeavor to intentionally generate flexibility/agility as a strategic change in a variety of ways, such as leadership change, reengineering, innovation in products and processes, use of information and communication technology, and learning orientation.

This book explores the notion of knowing-in-practice to unravel the formation of academic managers'knowing in a community university. It considers the unique socio-historical context and institutional intricacies, such as procedures, flows, and political and power structures. Knowing-in-practice implies that knowledge is dynamic, constantly in flux, and intricately linked to the capability for action within the social context. In essence, knowledge is emergent and anchored by its material context. The role of an academic manager is distinctive, involving the concurrent practice of higher education management and teaching. Hence, academic-managers are supposed to deal with a multiplicity of activities and interpersonal relationships. This work will enhance our understanding of the constitution process of academic-managers in higher education, emphasizing the perspective of knowing-in-practice. This book examines conceptualizing capability (kōsō-ryoku), the most important ability for thriving in the era of innovation. A new approach,'formative conceptualizing capability,'is proposed as the core knowledge methodology for innovation and management, which is is a fundamental human ability that goes beyond the boundaries between cognitive and tangible realities to shape concepts and drive innovation. Traditional studies on imagination in Western philosophy are combined with knowledge creation theory based on Eastern way of thinking. The book argues the capability should be at the core of innovation management, offering insights and principles for navigating the challenges of the present age. Japan has experienced the world's earliest capitalist setback and is stuck in a prolonged stagnation. The author maintains, however, that what is needed in this coming chaotic era is not only “imagination”, as it would be called in English, but also the power of creating kōsō, the Japanese term for “formative concept”. The author has a proven track record in research and practice on knowledge creation theory, innovation management, design thinking, and scenario planning. He has reorganized and set forth in this book the perspectives he has proposed under the theme of kōsō-ryoku to present a new methodology of knowledge for living in the twenty-first century.
