This book examines financial vulnerability: a state in which a person or household cannot absorb any substantial spending or negative income shock without substantial financial and ultimately broader harm such as job loss, emotional harm, or mental illness. The focus of the book is on the experiences of low- income and modest income Canadian families – families which, by virtue of being in the lower income brackets, are particularly at risk of experiencing financial hardship. Looking at vulnerability from a conceptual and empirical lens, this book offers a framework to better understand the complex and interdependent ways in which financial vulnerability emerge and can be addressed. By locating its analysis of individual and household financial management in wider community, cultural, and economic contexts, this book seeks to offer holistic policy recommendations to reduce financial vulnerability, with implications that go beyond Canada and to other developed countries.

This book examines the development of social support systems in the Modern age in the rural areas of the city-states of Northern Italy. Classical liberalism has typically sought to maintain as much room as possible for the exercise of personal initiative in the face of the encroachment of states. This book explores these questions of coercion and authority in the context of the size and scope of the state and argues that the state and its agents should be held to the same moral rules as are the individuals it rules over. The book considers how a distinct feature of the state is its police or coercive power, about which one may ask how the state acquires it and what if anything would justify its use. It considers the implication that there is nothing inherent about state agents that entitles one to behave in ways that we would not accept from a private actor, and how once that argument is made, the state's claim to authority is weakened. The author also discusses the extent to which democracy has been thought to provide any sort of justification for coercion or authority. This book provides an analysis of the process and outcomes of the tax reform, with a focus on progressivity, redistribution, and inequality. Between 1977 and 1986, Spain underwent a comprehensive tax reform which shaped its fiscal system until today. It was made in connection with the transition to democracy and indeed was understood as a fundamental part of the political change. The book situates the reform both within Spanish history and international trends in tax systems and connects it to the expansion of the welfare state and regional decentralization in Spain. The analysis reveals that the tax system failed to attain progressivity, and significant levels of fraud had a noticeable impact on inequality. Because of this, fiscal redistribution remained limited. In the new political economy of the second globalization, late democratic and fiscal transitioners were unable to emulate the path of the welfare state forerunners.

This book fills a gap in the literature on economic liberalism in France as it strives to resolve a paradox. How do we reconcile the fact that while France has been among the most fertile of soils for the liberal intellectual tradition, the theoretical ideas it has produced has little impact on its own public debate and public policies? Using a wide range of data on public policies, it demonstrates that neo-liberal thought has had far less influence in France than in other European nations during the period from 1974 to 2012. The failure of neo-liberalism to propagate in public policies France is shown to be mainly due to the strong resistance of public opinion towards it. In addition, the structure of French institutions has reinforced the effect of'path dependence'in the making of public policy by valuing state expertise above that of actors likely to question the post-war consensus, such as academics and think tanks. Finally, the book identifies other more incidental factors which contributed to neo-liberalism marginality: the fragmentation and radicalism of neo-liberal advocates, as well as the absence of charismatic political actors to effectively embody these ideas. The book argues that an increasing corporatisation of agriculture in India that is enabled by its neoliberal State, in the name of ‘development', is contributing towards deepening of inequality in the rural India.It says that Contract Farming (CF) acts as a conduit that enables the coming together of myriad production relations (mercantile, finance, productive) to sell agri-commodities to the capitalist peasant. It is an accumulation strategy that brings together various factions of domestic and foreign capital together. It shows that CF as an accumulation strategy is enabled by an active interventionist state and this neoliberal Indian state mediates the relation between the agri-capital and Indian peasantry. The book further analyzes contract farming as a part of the totality of the capitalist mode of production in context of developing countries with a large agrarian base--- asking three fundamental questions – what is CF, how and why is it done and what are the implications of it.

This book addresses the socioeconomic effects of immigration to Sweden. Historically, Sweden was a homogeneous country. In recent years, this has changed dramatically as Sweden has received more refugees per capita than any comparable country: this makes Sweden an interesting case study for analyzing the social and economic impact of refugee migration to European welfare states. The book highlights the long-term effects of low-skilled immigration to welfare states, while tying this to the broader European experience. Much of the public discussion of immigration in the West has focused on the American experience, which differs significantly from refugee migration to European welfare states. Research has shown that immigration is not a unitary phenomenon, and that its social and economic effects depend both on the type of migrants and on the receiving country. As demonstrated in the book, European welfare states have fairly similar outcomes with regard to refugee migration, but with differences in degree and the scale of migration. Their experience, however, contrasts with American outcomes as well as with high-skilled migration to Europe. This book provides a non-technical, accessible primer on sustainable agricultural development and its relationship to sustainable development based on three analytical pillars. The first is to understand agriculture as complex physical-biological-human systems. Second is the economic perspective of understanding tradeoffs and synergies among the economic, environmental and social dimensions of these systems at farm, regional and global scales. Third is the understanding of these agricultural systems as the supply side of one sector of a growing economy, interacting through markets and policies with other sectors at local, national and global scales. The first part of the book introduces the concept of sustainability and develops an analytical framework based on tradeoffs quantified using impact indicators in the economic, environmental and social domains, linking this framework to the role of agriculture in economic growth and development. Next the authors introduce the reader to the sustainability challenges of major agroecosystems in the developing and industrialized worlds. The concluding chapter discusses the design and implementation of sustainable development pathways, through the expression of consumers'desire for sustainably produced foods on the demand side of the food system, and through policies on the supply side such as new more sustainable technologies, environmental regulation and payments for ecosystem services.

This book investigates and documents multidimensional poverty in the United States and identifies patterns and relationships that contribute to the development of a more complete understanding of the incidence and intensity of deprivation. The first part introduces multidimensional poverty and provides a rationale for viewing poverty through a lens of multiple deprivations. It discusses how the Multidimensional Poverty Index (MPI) compares to more narrowly-focused, income-based poverty measures and emphasizes its usefulness and applicability for the formulation of related, welfare-enhancing public policies. The second part documents multidimensional poverty incidence, intensity, and corresponding MPI values at the aggregate level of detail, for various demographic cohorts, and across geographic locales. The book then presents results from an empirical analysis that identifies the determinants of multidimensional poverty incidence and of individual deprivation scores. The third part consists of three studies of multidimensional poverty, examining the effect of the Affordable Care Act on multidimensional poverty incidence and intensity, variation in multidimensional poverty across native- and foreign-born residents (and across immigrants'home countries) of the US, and variation in the respective indicators that contribute to multidimensional poverty across the life cycle. The book closes with two chapters. The first relays the findings of counterfactual exercises where certain deprivations are assumed to have been eliminated. The final chapter summarizes the work, draws inferences and arrives at conclusions, and discusses the corresponding public policy implications.

Crises occur in all societies across world, and can be natural (such as hurricanes, flooding, and earthquakes), man-made (such as wars and economic downturns), or, often, a combination of both (such as famines, the flooding of New Orleans in 2005 after Hurricane Katrina and subsequent levy failures, and the earthquake, tsunami, and nuclear disaster in Japan in 2011). Crises cause fatalities, injuries, and property damages as well as introduce uncertainty and challenges for individuals, societies, and polities. Yet, we see individuals and communities rebounding effectively from crises all the time. How do communities go about returning to normalcy and beginning again the mundane life of every day affairs? This edited volume looks at bottom-up responses to crises. The chapters in this volume will highlight the ingenuity and persistence of individuals and private organizations as well as discuss the possibilities, limitations, and adaptability of bottom-up responses. It argues that there are many ways that local leaders, entrepreneurs, and community members can play a role in their own recovery by examining the capabilities, feedback mechanisms, and network effects of decentralized crisis response and recovery efforts. Chapters will focus on the role of local emergency managers in the disaster management process and offer suggestions for reform and the role of businesses, citizens, and children in providing crisis response and recovery. This book will also consider theories of self-governance and nonviolent action in encouraging and sustaining bottom-up recovery.

When crises occur, citizens, media and policymakers alike expect government to respond and to take a leading role in recovery. Given the scale and scope of crises, whether natural (such as hurricanes, floods, and earthquakes), manmade (such as conflict and economic downturns), or often a combination of the two, governments are often seen as being in the best position to identify the problems, understand the circumstances, and direct action. They are also likely to be the entities that have adequate resources to devote to such large-scale efforts. Yet, governments are not spared from the effects of crises. They are composed of individuals who are impacted by disasters and face many of the same challenges in identifying needs, prioritizing action, and adjusting to changing circumstances. It is by no surprise that governments are also often scrutinized during and after crises. How, then, do we understand the capability of and proper role for governments to respond to crisis and to drive recovery? Target balances are the largest single item in some of the balance sheets of the Eurosystem's national central banks (NCBs), and yet very little is known about them by the general public and even by economists. This book shows that Target balances measure overdraft credits between the NCBs that resemble ordinary fiscal credit and which have grown disproportionately, exceeding one billion euros. There is, however, no parliamentary legitimation for the Target balances. The book sheds light on the economic significance of the balances, questions their limitlessness, and addresses controversial views that have been expressed regarding them. It uses the Target statistics to analyze the course of the euro crisis and the ECB's policy reactions from the time of the Lehman bankruptcy up to the outbreak of the Corona crisis.
