對於因同類危險遭致損失者，保險制度得聚集力量分攤其等風險；而財產保險更有助於個人或企業移轉風險、減少損失。無論是個人、企業或是重大公共工程風險管理，財產保險已成為現今社會經濟安全不可或缺之機制，是國家經濟穩定與發展重要影響因素。因此，推廣財產保險知識普及社會大眾，亦為保險教育宣導重大任務。 本書作者現為中央再保險公司董事長，並於國立政治大學授課，過去曾於財政部保險司擔任公職，亦曾於產物保險公司服務，在產物保險領域，長期累積產、官、學多元豐富經驗；所發表之財產保險著作在理論與實務方面均具厚實根基。本書於民國77年6月出版，至民國97年已為修訂八版。本次修訂後共有十九章，另增撰一章「僱主責任保險」，全書合計共二十章。主要修訂重點為納入作者最新研究見解，亦配合保險法令修正等修訂部分文字及內容。本書可供保險從業人員參考，可作大專院校保險系所上課教材，更可協助一般讀者及保戶獲取相關專業知識。

從金融海嘯對我國保險市場的影響出發，揭開全書的三大主軸：經營面、監理面及市場面。在經營面中，作者以公司治理為中心，深入探討董事、專業人員的專業道德，以及風險管理的意涵；在監理面中，作者從目前台灣風險基礎資本額（RBC）與費率自由化的實施歷程，到歐洲Solvency II 及企業風險管理（ERM）的監理架構，分析其中的特性與意義，乃至提出保險監理之社會價值的感想；在市場面中，作者除談到保險、再保險市場的問題外，也撰文論述資本市場、籌資管道對壽險公司經營的重要性等。

工程保險屬於產物保險之一支，何以有別於歷史悠久之火災保險或其他財物保險？即有關「工程」一詞之探討，一般被認知為大規模施工或製造工作，而工程保險之「工程」一詞來自於英文「engineering」，顧名思義它源自engine一字，從引擎(或發動機)的發明、製造、使用延伸而得，其意義發展及應用相當廣範，不限於引擎，韋式字典定義engineering為：工程是一種科學與數學的應用，使得物質與自然能源可被製造成有用於人類之結構物、機械、產品、系統及程序軟體等產品。工程保險一詞即與這個定義有密切的關聯。簡而言之，工程保險並非單一保險商品，而是保險業使用的統籌用語，以歸類各種因「工程」思維而發展出來，為了保障不同行業之工程製造、建築、安裝、操作及使用的保險商品，並且涵蓋了工程風險管理、損失控制與損害防阻的範疇。

為因應法令規章之修正及保險實務運作之變遷，本次大幅更新全書內容，共分十三篇，由於頁次過多故分為上、下兩冊。上冊包含營造綜合保險、安裝工程綜合保險、施工中的風險管理、第三人意外責任保險、雇主意外責任保險及延遲完工保險。全書內容辨析詳實、結構縝密，對於從事工程保險之人員足堪實用，乃至於有心精研工程保險者，極具啟發參考助益。

本中心於民國96 年特邀集國內保險財務、會計、精算、風險管理等相關專家學者，以深入淺出方式介紹評估與監理保險公司財務健全度的各種機制及方法，出版「保險財務評估與監理」一書，迄今已屆7 年。自金融危機發生以來，因保險業者為了增加獲利而從事「類銀行」業務，從而顯示保險業若從事特定業務，也會如同銀行般帶來系統性風險，因此，有加強監理的必要。例如，美國國際保險集團(AIG)於金融海嘯中，驚傳財務危機震驚全球。 在國際上，對於保險業的監理，在美國的核心是風險資本概念，另一個是歐洲的償付能力(Solvency I)。為因應當前監理的需要，歐盟強調全面施行Solvency II 的決心，但由於美國保險監理體系在全球具有重大的影響力，因此歐盟在推行過中仍須謀取與美國的合作。其中，我國於民國100 年正式施行財務會計準則公報第四十號「保險合約之會計處理準則」，爰再度委請專家學者，特別針對保險會計準則適用第四十號公報進行深入解析，並補充風險值(VaR)介紹及風險資本額(RBC)制度檢討，另外更增加企業風險管理(ERM)中已被納入信評公司之評等考量因素，以使讀者能對財務評估與保險監理有更完整、更精進的認識。 修訂一版得以順利付梓，歸功所有參與本書修訂之諸位專家學者，在有限的時間及篇幅中，將最精要之保險創見，以具體且完整架構的概念呈現，嘉惠後學，一併敬申謝忱！本書之出版必有助於外界暸解如何評估保險產業之財務及其監理，內容更深具參考價值，誠為實務、學術研究、教學、監理等上乘之選。

整合實務與理論為精算之基石，理論家提供之方案可能不切實際，經營管理者了解務實但卻可能觀念錯誤，如同本書內各章節所實證，精算師能提供正確與務實之解決方案。『基礎產險精算』提供了精算學生們接觸最新產險精算學科的管道，並鼓勵學生加入精算專業的領域。本書是由現代幾位頂尖精算師共同執筆，它帶領讀者進入精算領域的殿堂，除了提供整體之概念外，也介紹精算知識近年來之發展趨勢。
