Potentia of Poverty opposes to the surplus-value of capital a surplus-concept of life – of the worker, of the non-worker, of the poor, of the rich: an excess of being with the power to undo capital by using its own mechanism. Antonio Negri writes in the preface that ‘The poor is the powerful, Pascucci tells us. She interprets Marx as a reader of Spinoza; however, maybe there is something more here than there is in Spinoza and Marx themselves. A further passage is necessary to grasp this “more”: namely, to tie the experience of poverty to an ontology of “cupiditas” [desire], that is, of “amor” [love]'.

Conservatives often condemn the poor, particularly African-Americans, for having children out of wedlock, joblessness, dropping out of school, or tolerating crime. This book uses Alan Winters'analytical framework to investigate the effects of trade liberalisation on economic growth and poverty in Vietnam. The country launched a programme of economic and trade reforms, known as Doi Moi, in the mid-1980s which placed the economy on a transitional path from central planning to a market economy. Since then Vietnam has attained a number of remarkable achievements in terms of economic growth and poverty reduction. Although some formidable problems (such as inequality and inflation) remain, it is apparent that trade liberalisation has been associated with a big reduction in poverty.The analysis in the book focuses on the microeconomic (household) level, and there is an emphasis on tracing the effects of trade liberalisation through the four separate channels identified by Winters. Such in-depth and micro-level analyses yield new insights that support important policy lessons and recommendations for Vietnam in particular and, more generally, for similar developing countries.

A third of poor people are disabled in the developing world. How much do we know about their livelihood with hard data? Are they entirely powerless and dependent on family members? How do they earn income? These questions have become more important than ever, now that persons with disabilities (PWDs) in developing countries have awakened to rights and entitlements and that the international community started considering the incorporation of disability into the context of poverty reduction. This book highlights opportunities and challenges faced by PWDs in the developing countries.This book also illustrates the analyses with a case study which was conducted in the Philippines and this case study has made a good progress in legislation for PWDs. A field survey was jointly conducted by the Institute of Developing Economies, Japan, and the Philippine Institute for Development Studies in Metro Manila, the capital city of the Philippines, in 2008. Around 400 PWDs were interviewed, and the data was investigated with econometrics. The book highlights a remarkable disparity in earnings and education among PWDs. The book also examines the positive role of organizations such as Disabled People's Organizations and how empowerment of PWDs is made through dissemination of useful information such as programs given by the central and local governments.The book concludes that all measures, i.e. education, training, DPOs and institutional preferences, must be mobilized harmoniously to boost the livelihood of PWDs sinking in the bottom stratum in income.

This book argues that mainstream economics cannot explain the underdevelopment and poverty of Nepal, neither can it be explained in terms of economics alone nor capital inadequacy even, as is conventionally believed. The author asserts that Nepal's underdevelopment needs to be located in the nature of the state which has been shaped by the collusion of interest among politicians and the resulting bureaucracy, triggering the growth of crony capitalism. The book presents a critical and radical analysis of factors that have kept Nepal in a state of underdevelopment and poverty, with huge section of the society in underprivileged and deprived socio-economic conditions, despite six decades of planning, seven decades of dependence on foreign aid, and numerous political regime changes, from the Rana regime for over a century from 1846-1950 through to the republic regime from 2007 onwards. To support this argument, the book delves into an exploration of growth performance in Nepal, government attempts at poverty alleviation, foreign aid and its effects in the economy and the nature of the state, with a focus on Maoists'10-year rebellion. The neoliberal policy response to the crisis in Ghana did not succeed in reversing the economic decline in both the medium and long term. In fact, quite the opposite, rather than undoing the economic decline, Frimpong argues that the policy prescriptions further weakened the country's ability to develop. This is because the policies intentionally and unintentionally encouraged factors that destabilised the possibility of the real productive assets to earn commensurate returns to facilitate the flow of capital to the real sectors to ensure the survival of industrial enterprises. Rising profit in the financial sector incentivised financial capitalist to divert capital into financial assets at the expense of productive investment, further decelerating the pace of real capital accumulation in the country.

Trade liberalisation reforms in Bangladesh have been accompanied by impressive economic growth and substantial reductions in poverty. Nevertheless, there is concern that increasing inequality has limited the poverty-reducing impact of economic growth. Against this backdrop, the present study uses a multi-sectoral, multi-factor and multi-household computable general equilibrium (CGE) model to simulate the short-run and long-run effects of the unilateral elimination of import tariffs on poverty and inequality in Bangladesh. In doing so, the study also explores the effects on macroeconomic performance, on output and employment in individual industries, on employment by gender and skill groups, and on household income and consumption of various socio-economic groups. Recognising the perceived risk that the loss of tariff revenue might lead to unsustainable large fiscal deficits, the study simulates the effects of the removal of tariffs, both with and without an endogenously determined consumption tax to compensate for the loss of tariff revenue. In the long run, in both rural and urban areas, the removal of tariffs without a compensatory consumption tax brings significant reductions in poverty accompanied by declines in inequality. With the introduction of a consumption tax, poverty and inequality fall in the long run, but in each case to a smaller extent. This book provides a significant contribution to the understanding of the trade-poverty-inequality nexus in Bangladesh.
