It reasons out the importance of protecting Sri Lankan migrant workers considering the significant economic contribution of lower-skilled migrant workers and their higher level of exposure to risks at all stages of international migration: pre-departure, on the job, and after returnee reintegration. The book explores social protection programmes for low-skilled immigrants from three perspectives: legal aspects, national policies, and programmes. The chapter on legal background for protecting migrant workers focuses on declarations and on labour laws on the national and international level. From his position as a Senior Fellow, the author addresses in this book the structural challenges and difficulties that predate Covid pandemic: climate change, economic inequality and the demographic challenge. These challenges raise fundamental questions of equity both between and within generations. Their immediate effects are much weaker than their long-term effects, which encourages policymakers to delay. But the cost of meeting them increases over time. These menaces raise complex technical and economic issues; some decisions must be made under great uncertainty. For each of these challenges, solutions exist: why is there little progress and how to turning threats into opportunities? In all cases, technological change is a central aspect, constituting both part of the problem and part of the solution. The solutions the author formulates are of two kinds: policy recommendations and exploratory strategic proposals. Some of the recommendations include measures that have been widely discussed but never implemented. The author wonders why these measures were never implemented? Some of the strategies are more exploratory in nature because they are new or their effects are less well understood, or because the risks associated with their implementation are significant. The author effectively analyzes the different options for exiting the crisis and explains how his proposals differ from the current reforms for global warming, inequality and population aging.

This book's purpose is to highlight the development challenges and successes of implementing the Youth Climate Change Adaptation Development Framework in Sierra Leone, West Africa. Over the past decade, Sierra Leone has experienced a series of development challenges, including internal conflict and Ebola outbreaks in most recent times. The dire unemployment situation in Sierra Leone is compounded by the emergence of climate change that negatively impacts all aspects of daily life and wellbeing, and the education and training provided do not prepare young people adequately for the job market. Therefore, building youth resilience to adapt to the impact of climate change and other development problems is a significant development challenge faced by policymakers in Sierra Leone. The government, through funding from the African Development Bank (AfDB), has provided support for the implementation of a Youth Employment and Entrepreneurship Project (YEEP) to reinforce the employability of Sierra Leone Youth as well as enhance their entrepreneurship and employment skills through the development of a framework that integrates education and vocational institutions with job market demand and supply. This approach has resulted in strengthening the occupational levels in the youth population segments of the country. This book discusses the objectives and outcomes of this project, including curricula for Sustainable Construction, training of counselors and administrators, providing youths with supervisory skills, and developing tools to assess youth development institutions'weaknesses and enhance institutional capacity to deliver climate change adaption for sustainable development programmes. There is a dearth of analytical research on estimating barriers to trade in health services, particularly in the context of South Asia, and as such, this book assesses the potential benefits and economic costs of barriers to trade in health services in select South Asian economies. It also analyzes the impact of liberalization and regulatory reforms on economic welfare. It broadly addresses issues relating to trade in health services, the GATS (General Agreement on Trade in Services), such as: Why are the current levels of trade in health services low? How will the GATS legally affect a country's health policy? What effect might liberalization have on national health systems? And what are the likely benefits of greater trade in health services? This book discusses how to measure the level of development of an economy, particularly, the task of ranking economies in terms of their development. In this context, development is defined as an increase in people's level of wellbeing. The book emphasises that wellbeing is a multidimensional concept, and that it is important to ask how equitably the fruits of development are distributed, and as such it focuses on multidimensional, inequality-sensitive development ranking. Rather than using various specific development indices, which would lead to different development rankings for a country, the book proposes a dominance approach, which formulates conditions under which two economies can be ranked unambiguously, making it valid for all reasonable development indices. Poverty remains a pervasive and complex phenomenon in Sub-Saharan Africa. Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.

Competition is a key dimension of developed societies. It helps to structure and is also conducive to social change. Competition is a solvent of power but only in relatively equal societies. Entrenched wealth or status restricts competition, thus impoverishing social order. From an unpromising start as'the basket-case'to present day plaudits for its human development achievements, Bangladesh plays an ideological role in the contemporary world order, offering proof that the neo-liberal development model works under the most testing conditions. How were such rapid gains possible in a context of chronically weak governance? The Aid Lab subjects this so-called'Bangladesh paradox'to close scrutiny, evaluating public policies and their outcomes for poverty and development since Bangladesh's independence in 1971. Countering received wisdom that its gains owe to an early shift to market-oriented economic reform, it argues that a binding political settlement, a social contract to protect against the crises of subsistence and survival, united the elite, the masses, and their aid donors in the wake of the devastating famine of 1974. This laid resilient foundations for human development, fostering a focus on the poorest and most precarious, and in particular on the concerns of women. In chapters examining the environmental, political and socioeconomic crisis of the 1970s, the book shows how the lessons of the famine led to a robustly pro-poor growth and social policy agenda, empowering the Bangladeshi state and its non-governmental organizations to protect and enable its population to thrive in its engagements in the global economy. Now a middle-income country, Bangladesh's role as the world's laboratory for aided development has generated lessons well beyond its borders, and Bangladesh continues to carve a pioneering pathway through the risks of global economic integration and climate change.

It examines the often-neglected concept of social protection as a means of mitigating the risks and vulnerabilities faced by workers and citizens in poor countries. This book critically addresses the model of social inclusion that prevailed in Brazil under the rule of the Workers Party from the early 2000s until 2015. It examines how the emergence of a mass consumer society proved insufficient, not only to overcome underdevelopment, but also to consolidate the comprehensive social protection system inherited from Brazil's 1988 Constitution. By juxtaposing different theoretical frameworks, this book scrutinizes how the current finance-dominated capitalism has reshaped the role of social policy, away from rights-based decommodified benefits and towards further commodification. This constitutes the Brazilian paradox: how a center-left government has promoted and boosted financialization through a market incorporation strategy using credit as a lever for expanding financial inclusion. In so doing, it has pushed the subjection of social policy further into the logic of financial markets.

There are fewer people living in extreme poverty in the world today than 30 years ago. While that is an achievement, continuing progress for poor people is far from assured. This volume brings together the work of outstanding feminist scholars who reflect on the achievements of feminist political economy and the challenges it faces in the 21st century. The volume develops further some key areas of research in feminist political economy – understanding economies as gendered structures and economic crises as crises in social reproduction, as well as in finance and production; assessing economic policies through the lens of women's rights; analysing global transformations in women's work; making visible the unpaid economy in which care is provided for family and communities, and critiquing the ways in which policy makers are addressing ( or failing to address) this unpaid economy.

In spite of recurrent criticism and an impressive production of alternative indicators by scholars and NGOs, GDP remains the central indicator of countries'success. This book revisits the foundations of indicators of social welfare, and critically examines the four main alternatives to GDP that have been proposed: composite indicators, subjective well-being indexes, capabilities (the underlying philosophy of the Human Development Index), and equivalent incomes. Its provocative thesis is that the problem with GDP is not that it uses a monetary metric but that it focuses on a narrow set of aspects of individual lives. It is actually possible to build an alternative, more comprehensive, monetary indicator that takes income as its first benchmark and adds or subtracts corrections that represent the benefit or cost of non-market aspects of individual lives. Such a measure can respect the values and preferences of the people and give as much weight as they do to the non-market dimensions. A further provocative idea is that, in contrast, most of the currently available alternative indicators, including subjective well-being indexes, are not as respectful of people's values because, like GDP, they are too narrow and give specific weights to the various dimensions of life in a more uniform way, without taking account of the diversity of views on life in the population. The popular attraction that such alternative indicators derive from being non-monetary is therefore based on equivocation. Moreover, it is argued in this book that'greening'GDP and relative indicators is not the proper way to incorporate sustainability concerns. Sustainability involves predicting possible future paths, therefore different indicators than those assessing the current situation. While various indicators have been popular (adjusted net savings, ecological footprint), none of them involves the necessary forecasting effort that a proper evaluation of possible futures requires.

Economic globalization is a complex phenomenon where the links between social security expenditures and globalization are not well understood so far. This study summarizes new key findings and highlights new theoretical insights in the field of social security systems, labor standards, taxation and economic globalization. Moreover, new thoughts on the links between social security systems and migration as well as between free trade areas and social market economy development are presented. The book analyzes the role of a changing age dependency using a Branson model and it derives implications for the stock market price index, the exchange rate and the interest rate. Economic globalization needs to be politically managed and through the Transatlantic Banking Crisis and the Euro Crisis the need to more carefully draw the rules of the game for financial globalization has been highlighted. Unstable financial markets have a large potential to undermine social market economies and socialsecurity systems. The rising income inequalities within countries raise more policy challenges for Europe than for the US.

This book presents a comparative study of the vision, ability and dynamism on the part of governments in selected Asian Pacific countries as they engage in the distribution of e-governance. Consequently, it creates a platform for mutual learning and offers a dispassionate evaluation of mega e-projects. It is an interdisciplinary study of information and communication technology within mainstream social science research and attempts to bridge the gap in empirical research between the nature of technology and the manner in which it is governed. The analysis shows that hegemonic and panoptic structures of surveillance and control may derail efforts to establish sustainable e-governance, while a liberal futuristic framework with open socio-technology networks on Big Data analytics, IPv6 and Cloud Computing may strengthen the trend towards democratizing institutions. Conceptualization and measurement of poverty have traditionally relied on purely economic approaches, with income or consumption as the only indicator. Multidimensional approaches have increasingly been used to understand poverty, but have yet to be fully operationalized. This book uses factor analysis and structural equations modelling to develop a multidimensional framework that integrates capability and social inclusion as additional poverty indicators. The empirical relevance of this methodological contribution is demonstrated through its application in the United States and Nepal. The proposed approach not only helps to identify different categories of the poor, but also to more accurately target resources and policies of poverty alleviation. The book will therefore be an important reference for professionals in development agencies as well as for poverty and policy researchers.
