This book includes papers presented at the 14th International Conference “Economies of the Balkan and Eastern European Countries” (EBEEC), held in Florence, Italy, in May 2022. It sheds new light on the micro- and macroeconomic developments in the Eastern European and Balkan countries, taking into account also the broader regional and global factors influencing these developments. We posit that the relationship between income inequality and economic growth is mediated by the level of equality of opportunity, which we identify with intergenerational mobility. In economies characterized by intergenerational rigidities, an increase in income inequality has persistent effects—for example by hindering human capital accumulation— thereby retarding future growth disproportionately. We use several recently developed internationally comparable measures of intergenerational mobility to confirm that the negative impact of income inequality on growth is higher the lower is intergenerational mobility. Our results suggest that omitting intergenerational mobility leads to misspecification, shedding light on why the empirical literature on income inequality and growth has been so inconclusive.

The Equitable Optimality economic theory provides a valuable perspective within economics, focusing on ethical foundations, acknowledging non-monetary values, and humanising economic agents. It does not aim to replace conventional economic theories but offers an alternative framework to inspire innovative approaches to economic models and policymaking. Its broader policy perspective aims to foster a more prosperous and harmonious society by integrating ethical considerations, equity and justice into economic decision-making and emphasising societal welfare.

In this study on the Japanese economy, the author focuses on three problems related to economic policy and presents their answers. The author analyzes (i) what mechanisms exist for fiscal policy and the price level, (ii) whether the MMT proposition that public deficits increase people's wealth and savings fits into the standard macro model, and (iii) whether Blanchard's assertion that fiscal deficits are net wealth in the US economy can be applied to Japanese economy as well. The propositions of Sims'FTPL, Kelton's MMT, Japan's Ricardian type argument, and the non-Ricardian type of government by Blanchard have been understood as independent economic perceptions, but they will be theoretically shown as a coherent story. Namely, this study presents a macroeconomic framework that includes the financial sector and derives Sims'proposition that “fiscal policy can be the sole determinant of the price level.” It also shows that MMT's claim that'budget deficits increase our wealth and collective savings'can inevitably hold within this framework. Furthermore, it presents a model that consistently explains that public debt leads to financial collapse but contributes to economic welfare.

Immiserizing Growth Fails the Poor refers to situations where economic growth does not lead to poverty reduction. How should this phenomenon be conceptualized? How often, when, and where does it occur? Why does it occur? Shaffer addresses these three sets of questions drawing on a wide range of theoretical perspectives and empirical approaches. This volume presents a conceptualization of immiserizing growth which combines the notions of failed and malevolent inclusion, being bypassed, and'avoidably'harmed by growth, respectively. It develops this concept of malevolent inclusion drawing on a debate in philosophy about'doing and allowing harm'. The analysis proceeds to examine the characteristics and causes of immiserizing growth on the basis of comparable household survey data from the 1990s using multiple poverty lines and time periods, and different measures of growth and poverty. The book also explores theories, processes, and mechanisms of immiserizing growth found in a wide variety of bodies of thought including the classical tradition of political economy (Mathus, Ricardo, and Marx), more recent radical traditions of scholarship, literatures on poverty dynamics, and inclusive growth and empirical case studies. It proceeds to empirically investigate some of the variables uncovered in this literature using cross-country econometric techniques, methods of qualitative comparative analysis and case-studies from sub-Saharan Africa, matched using cluster analysis and situated within a typological framework.

The globalization of welfare has had the biggest impact in developing countries, where more than five-sixths of the world's population lives. In Africa, Asia, Latin America, and the Middle East there has been great progress in eradicating infant mortality and illiteracy, people are living longer, and more young people are able to obtain a secondary education. These achievements are the product of a welfare mix combining resources of the household, the market, and the state. Given low starting points, only a minority of developing countries have already caught up with the high standards of welfare in Europe, the United States and Canada, and the Asia Pacific region. Slow but steady rates of progress show that people in a majority of developing countries can expect to catch up with the high, fixed standards of welfare in the next three decades. This will happen sooner in China and later in India, because China has been unusually successful in using its resources to promote welfare while India has been below the global average. These conclusions are based on Richard Rose's systematic analysis of the Global Welfare Database, which combines official and unofficial data covering 95 per cent of the world's population. The success of highly developed countries raises questions about how much is enough welfare. At what age will young people learn more by leaving classrooms and becoming employees? Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.
