This book revisits some of the persisting challenges of development of India, which remain unresolved even after twenty-five years of economic reforms and almost fifteen years of high growth rate. These include defining purpose of development, inequality, labour, work, unemployment, agrarian distress and migration. The book questions the overemphasis on growth to the extent of neglecting basic issues of development. With a number of contributions re-imagining development and its political economy, the book discusses above mentioned issues in light of new data and more recent conceptions of the issues. The contributors of this volume are eminent researchers in their respective field. Presenting primary as well as secondary data, the book considers the latest advances and research and also addresses new challenges like the global reorganization of production and the consequences for labour and the world of work, along with skills question. World of work has received detailed investigation in this book. This book provides a thorough understanding of the key policy debates on international trade and investment for development with a focus on the East African Community (EAC) to strengthen Member States'capacity to develop policies to promote their exports'competitiveness and diversification. This book examines the life and work of Ajit Singh (1940-2015), a leading radical post-Keynesian applied economist who made major contributions to the policy-oriented study of both developed and developing economies, and was a key figure in the life and evolution of the Cambridge Faculty of Economics. Unorthodox, outspoken, and invariably rigorous, Ajit Singh made highly significant contributions to industrial economics, corporate governance and finance, and stock markets – developing empirically sound refutations of neoclassical tenets. He was much respected for his challenges both to orthodox economics, and to the one-size-fits-all free-market policy prescriptions of the Bretton Woods institutions in relation to late-industrialising developing economies. Throughout his career, Ajit remained an analyst and apostle of State-enabled accelerated industrialisation as the key to transformative development in the post-colonial Global South. The author traces Ajit Singh's radical perspectives to their roots in the early post-colonial nationalist societal aspirations for self-determination and autonomous and rapid egalitarian development – whether in his native Punjab, India, or the third world – and further explores the nuanced interface between Ajit's simultaneous affinity, seemingly paradoxical, both with socialism and Sikhism. This intellectual biography will appeal to students and researchers in Development Economics, History of Economic Thought, Development Studies, and Post-Keynesian Economics, as well as to policy makers and development practitioners in the fields of industrialisation, development and finance within the strategic framework of contemporary globalisation.

This open access book studies how foreign models of economic development can be effectively learned by and applied to today's latecomer countries. Policy capacity and societal learning are increasingly stressed as pre-conditions for successful catch-up. However, how such learning should be initiated by individual societies with different features needs to be explained. The book answers this pragmatic question from the perspective of Japan's past experience and its extensive development cooperation in Asia, Africa, and Latin America. Since the late nineteenth century, Japan has developed a unique philosophy and method for adopting advanced technologies and systems from the West; the same philosophy and method govern its current cooperation with the developing world.The key concepts are local learning and translative adaptation. Local learning says that development requires the learner to adopt a proactive mindset and the goal of graduating from receiving aid. Meanwhile, translative adaptation requires foreign models be modified to fit local realities given the different structures of the home and foreign society. The development process must be wholly owned by the domestic society in rejection of copy-and-paste acceptance. These ideas not only informed Japan but are key to successful development for all. The book also asks how this learning method should—or should not—be revised in the age of SDGs and digitalization. Following the overview section that lays out the general principles, the book offers many real cases from Japan and other countries. The concrete actions outlined in these cases, with close attention to individual growth “ingredients” as opposed to general theories, are crucial to successful policy making. The book contains materials that are highly useful for national leaders and practitioners within developing countries as well as students of development studies.

Echoing the famous'The Limits to Growth'report from 1972, this edited volume analyses the changes that the World System has undergone to the present, on the fiftieth anniversary of the original report. During the past fifty years, both the concept and understanding of these limits have significantly changed. This book highlights that the evolution of the World System has approached a new critical milestone, moving into a fundamentally new phase of historical development, when the old economic and social technologies no longer work as efficiently as before or even begin to function counterproductively, which leads the World System into a systemic crisis. The book discusses the transition of human society to a new phase state, the shape of which has not yet been determined. New approaches are needed for both, for the analysis of the global situation, and for forecasts. The book is based on an integrated approach including the world-systems, historical and evolutionaryperspectives, as well as a systematic view of society, in which changes in one subsystem cause transformations in others. This open access book seeks effective strategy to realize a rice Green Revolution in sub-Saharan Africa based on more than ten years of research team's inquiries into determinants and consequences of new technology adoption in rice farming in seven countries in this region. Rigorous statistical analyses are carried out by using valuable household data of rice farmers. The book is actually sequel to the two earlier books on the same subject published by Springer and edited by K. Otsuka and D.F. Larson, An African Green Revolution published in 2013 and In Pursuit of an African Green Revolution in 2016. The main message of the first book was that rice is the most promising cereal crop in SSA because of the high transferability of Asian rice technology, whereas that of the second book was that rice cultivation training programs are effective in significantly increasing rice yield in SSA. This third book has wider coverage in terms of topics, study periods, and study sites. It continuesto show the significant impacts of rice cultivation training on productivity and newly demonstrates the high sustainability of the productivity impact of the training and the existence of spillover effects from trainees to other farmers by using panel data. We newly assess the important role of mechanization in intensification of rice farming, high returns to large-scale irrigation schemes, and the critical role of rice millers in improving the quality of milled rice. Based on these studies, this book provides clear pathways toward full-fledged Green Revolution in rice farming in sub-Saharan Africa.

This is an Open Access book. The primary objective of this book is to seek out insights into the concept of high-quality growth (HQG). It explores the essential attributes of HQG, such as inclusiveness, sustainability, and resilience, as well as its relationship with transformation, by drawing principally on illustrative cases and instances of international cooperation. The United Nations document on Sustainable Development Goals (SDGs) states that “We resolve to create conditions for sustainable, inclusive and sustained economic growth, shared prosperity and decent work for all.” As such, the concept of quality growth is inherent in many aspects of the SDGs. A similar approach can be seen in the Development Cooperation Charter announced by the Japanese government in 2015. According to the Charter, one of the most important challenges of development is quality growth and the reduction of poverty achieved through such growth. The approach in the Charter emphasizes inclusiveness, sustainability, and resilience.This volume is a pioneering study on quality growth as well as its relationship with SDGs and transformation. Comprehensive studies on quality growth are very few. The case study approach distinguishes the present volume from some previous literature that discussed quality growth within the framework of general policy. Instead, in this book, concrete cases and experiences provide insights into hands-on “ingredients”. Through the case studies, it can be seen more clearly that transformation and quality growth are phenomena that do not occur automatically but, rather, ones that require specific, properly designed strategies and approaches. This Open Access book explores the multifaceted nature of agricultural and rural development in Asia and examines the extent to which the Asian experience is being replicated in contemporary Africa. This volume compiles the works of top scholars who provided analyses and evidences from household-level surveys collected for many years in several parts of Asia and Africa. The most important finding presented in this book is that African agricultural development has evolved following the pathways of Asian agricultural development. The common pathways are borrowed technology from abroad and adaptive research in rice farming; secured property rights on natural resources; adoption of ICTs; investments in human capital, including training; and launching of the high-value agriculture. This book examines the transition, transformation and future of the informal sector, informal work and informal workers in India from the perspectives of development economics as well as those of international organisations.Though the informal sector has a long tradition in India, it has been transformed in the wake of neoliberal economic policy. The sector took on new prominence in the 1980s, and has since grown much stronger and established itself as the country's dominant sector. Several reports on the informal sector appeared during this period, and the status of the sector in India is positioned in the context of this international scenario.The major debate concerns the definition of this sector. While international labour statisticians had suggested a mechanism of definition and measurement of the sector, Indian official statistics took a different approach. The book analytically elaborates the different definitions and measurement controversies in different countries and contextualises the official Indian position. While deliberating on the size, contribution, productivity, and potential of the informal sector, the heterogeneity and decomposition of the sector with respect to these aspects are also suggested. The book develops a political economic interpretation of the historical transition of the informal sector in India, employing heterodox economics as a theoretical basis, with a critical note on standard neoclassical economic analysis. It is an accumulation strategy that brings together various factions of domestic and foreign capital together. It shows that CF as an accumulation strategy is enabled by an active interventionist state and this neoliberal Indian state mediates the relation between the agri-capital and Indian peasantry. Very little has been written on the economy of East Timor since the country's independence in 2002, and no comprehensive account exists of the economic history of the country. The former cannot be properly understood without a knowledge of the historical process that created the present-day situation. This research monograph is the first book to combine a historical analysis of the creation and development of the economy of East Timor from the earliest times to the present, and an analysis of the main contemporary problems facing the East Timorese economy. Volume II offers a detailed analysis of the economy of East Timor, of politics, fiscal policy and social progress.
