The primary focus of this book is on a specific outcome of the rule of law: the practical enforcement of laws and policies, and the determinants of this enforcement, or lack thereof. Are there significant and persistent differences in implementation across countries? Why are some laws and policies more systematically enforced than others? Are “good†? laws likely to be enacted, and if not, what stands in the way? We answer these questions using a theoretical framework and detailed empirical data and illustrate with case studies from Morocco, Tunisia and Jordan. We believe that the best way to understand the variation in the drafting and implementation of laws and policies is to examine the interests and incentives of those responsible for these tasks †“ policymakers and bureaucrats. If laws and their enforcement offer concrete benefits to these ruling elites, they are more likely to be systematically enforced. If they don't, implementation is selective, discretionary, if not nil. Our first contribution is in extending the application of the concept of the rule of law beyond its traditional focus on specific organizations like the courts and the police, to economic sectors such as customs, taxation and land inheritance, in a search for a direct causal relationship with economic development outcomes. Instead of limiting ourselves to a particular type of organization or a legalistic approach to the rule of law, we present a broader theory of how laws are made and implemented across different types of sectors and organizations. Our second contribution is in demonstrating how powerful interests affect implementation outcomes. The incentives elites have to build and support rule-of-law institutions derive from the distribution of power in society, which is partly a historical given. The point we make is that it is not deterministic. Realigning the incentive structures for reform among key actors and organizations, through accountability and competition, can dramatically improve the chances that rule-of-law institutions will take root. On the other hand, building the capacity of organizations without first changing institutional incentives is likely to lead to perverse outcomes.

Over 60 million people are currently displaced due to conflict or violence, and about 140 million are exposed to natural disasters. As part of humanitarian responses to those affected populations, growing attention is paid to cash transfers as a form of assistance. Cash is being strongly advocated by several actors, and for good reasons: they have the potential to provide choice, empower people, and spark economic multipliers. But what is their comparative performance relative to in-kind transfers? Are there objectives for which there are particular evidence gaps? And what should be considered when choosing between those forms of assistance? This paper is one of the first reviews examining those questions across humanitarian sectors and in relation to multiple forms of assistance, including cash, vouchers, and in-kind assistance (food and non-food). These were assessed based on solid impact evaluations and through the lens of food security, nutrition, livelihoods, health, education, and shelter objectives. The paper finds that there is large variance in the availability of comparative evidence across sectors. This ranges from areas where evidence is substantial (i.e., food security) to realms where it is limited (i.e., nutrition) or where not a single comparative evaluation was available (i.e., health, education, and shelter). Where evidence is substantial, data shows that the effectiveness of cash and in-kind transfers is similar on average. In terms of costs, cash is generally more efficient to delivery. However, overall costs would hinge on the scale of interventions, crisis context, procurement practices, and a range of ‘hidden costs'. In other words, the appropriateness of transfers cannot be predetermined and should emerge from response analysis that considers program objectives, the level of market functionality, predicted cost-effectiveness, implementation capacity, the management of key risks such as on protection and gender, political economy, beneficiary preferences, and resource availability. Finally, it seems possible (and necessary) to reconcile humanitarian imperatives with solid research to inform decision-making, especially on dimensions beyond food security.

Estimates of potential output are an important ingredient of structured forecasting and policy analysis. Using information on consensus forecasts, this paper extends the multivariate filter developed by Benes and others (2010). Although the estimates in real time are more robust relative to those of naïve statistical filters, there is still significant uncertainty surrounding the estimates. The paper presents estimates for 16 countries and provides an example of how the filtered estimates at the end of the sample period can be improved with additional information.

The presence of turbulence in multiple areas of our society--food, fuel, and finances-being but three critical areas presently being impacted means that long-held assumptions are no longer true, that the past is not prologue, and that the future is not clear. And enter into this unstable present the discipline of evaluation-a discipline formed and shaped in the past fifty years of stability, little turbulence, and strong assumptions that everything will go according to plan. If things do not go well, it is because of either a poor theory of change on how to bring about positive outcomes, or weak efforts at implementation. It is not because of the stormy present upsetting our quiet past. As it is, conventional evaluation behavior and beliefs are ill suited for these times. The transformational nature of the'Arab Spring'is just one arena in which it is clear that a business as usual approach to evaluation is entirely inappropriate. The papers in this volume are from the 2011 Global Assembly of the International Development Evaluation Association (IDEAS). Nearly 350 development evaluators from eighty-five countries came together in Amman, Jordan to discuss and analyze the consequences of turbulence on evaluation. The intent of these papers is to systematically assess what changes have come during this time of turbulence and how these changes are impacting the craft of development evaluation. To be clear: this book is not about how to assess the impacts of crises on development and on people's lives. It is about the meaning of a changed world and changed assumptions on the concepts and methods used in evaluation.

This paper provides a broad empirical analysis of the determinants of post-conflict economic transitions across the world during the period 1960–2010, using a dynamic panel estimation approach based on the system-generalized method of moments. In addition to an array of demographic, economic, geographic, and institutional variables, we introduce an estimated risk of conflict recurrence as an explanatory variable in the growth regression, because post-conflict countries have a tendency to relapse into subsequent conflicts even years after the cessation of violence. The empirical results show that domestic factors, including the estimated probability of conflict recurrence, as well as a range of external variables, contribute to post-conflict economic performance.

With fiscal adjustment proceeding quickly in Bulgaria and given the weak economic growth environment, there is keen interest in making the budget composition more growth friendly. This paper quantifies the short-term impact of fiscal policy on economic activity in Bulgaria using econometric and model-based approaches. While fiscal multipliers have been modest in the past, as can be expected in a small open emerging economy, the effect on output is not independent of the speed of adjustment and the specific consolidation measures used. The impact of fiscal policy on economic activity is larger in downturns than in expansions and capital spending and direct taxes are associated with the largest effects on output, while non-targeted government transfers and indirect taxes are associated with a smaller impact. The results suggest that increased capital spending financed by higher indirect tax revenue collections through base broadening has sizeable growth effects over the medium and long-term.

This paper addresses two fundamental issues in indirect tax design. It first revisits the case for reduced rates on items especially important to the poor, establishing conditions under which even very crudely targeted spending measures better serve their interests. It then explores the welfare costs from cascading taxes, showing that these may actually be lower the wider the set of inputs that are taxed but, more to the point—and contrary to the common notion that'a low rate on a broad base'is always good tax policy—may plausibly be large even at a low nominal tax rate and with few stages of production.

The objective of this annual publication is to generate theoretically rigorous and empirically informed research on current and unfolding issues of Indian economic policy. This book—the 8th volume in the series—presents a collection of papers presented in the 8th India Policy Forum Conference held on July 12–13, 2011 in New Delhi. Comments and discussions on each paper have also been included. IPF, Volume 8, 2011–12, in particular, addresses issues related to the scope, speed, and desirability of economic reforms in India and their fundamental impact on the country’s social and economic welfare. 'The Korea-World Bank High Level Conference on Post-Crisis Growth and Development, held in June 2010, in Busan, Republic of Korea, successfully brought key development issues to the forefront, laid the groundwork for setting global development priorities, and advanced the discussion among the international community, the G20, and the non-G20 countries on development policy. This volume compiles the papers and proceedings presented at this conference, which was attended by a mix of delegations from international organizations, high-level government officials, and eminent academics and practitioners. The conference covered a number of areas that are critical to the global development agenda and central to the G20's mandate to foster “strong, sustainable, and balanced growth.” The topics covered in the volume include both broad themes and specific sectors. The cross-cutting papers include: the emergence of multipolar growth in the post-crisis period led by structural reforms and rebalancing growth; an analysis of Korea's development experience that draws lessons on how to transform from a low-income country to an advanced economy in one generation; and the impact of the global crisis on achieving the Millennium Development Goals (MDGs) by 2015 and regaining momentum toward their completion. 'During the past three decades, the African continent has faced a wide range of challenges, amongst which are those related to its economic development. Finding solutions to these development challenges has received considerable attention within the international donor community, regional organizations and the individual countries themselves. On the international front, the Millennium Development Goals set a timeline of targets to be attained by 2015. The Bretton Wood institutions, in particular, and other initiatives such as the Commission for Africa that British Prime Minister Tony Blair launched in 2004 have played varying roles in the search for appropriate answers. Structural adjustment programmes, poverty reduction strategies, plans for debt cancellation and the G8 promise to focus on Africa are just some of the examples of the effort. A key issue associated with addressing the continent's development problems has been the degree of local participation in the design of these solutions. While it is recognized that homegrown solutions have a higher probability of success than those developed off the continent, the lack of availability of local capacity has been identified as a major stumbling block. However, even when there is the capacity available, policy-makers have not adequately exploited it, generally preferring to defer to the opinion of external foreign consultants. Strengthening the capacity of economic research institutions so that they can play an effective role in the design of economic policy has been one of the key objectives of the Secretariat for Institutional Support for Economic Research in Africa (SISERA). SISERA was established in 1997 as a Secretariat of the International Development Research Centre (IDRC). It provided technical and financial support to economic research centres in sub-Sahara Africa (SSA) so that they can undertake policy-relevant research with the goal of influencing economic policy-making. In January 2005, the Secretariat organized an international conference in Dakar, Senegal, during which participants from key economic think tanks presented their experiences in the policy development process in Africa. Of particular interest was the role of economic research and economic researchers in policy-making. The authors examine the extent to which economic policies that are formulated in the sub-continent draw from research based on local realities and undertaken by local researchers and research networks in Africa. Other relevant issues that received attention include: the main channels and mechanisms through which economic research influences policy-making in Africa; the degree to which policy-makers rely on economic research in their decision making; the level of incentives for economists to feed the policy debate; and the impact of donor behaviour on the policy-research relationship. The participation of policy-makers at this conference provided a unique opportunity for vibrant discussions. The presentations were supplemented with roundtable discussions that allowed exchange of ideas. This book brings together selected papers that were presented at the conference. These papers are based on the individual experiences of the researchers and their institutions in working with policy-makers on policy relevant issues with the goal of providing useful input in the development of economic policy. An important conclusion emerging from the available evidence is that there is a disconnect between policy-making and economic research. Research institutions have to build their credibility, develop a communication strategy and remain attentive to the needs of the policy makers. The underlying reason for remaining attentive to the needs of policy-makers is the fact that the link between policy research and policy-making is non-linear. The paper analyzes the adjustment process in the aftermath of speculative attacks against the currencies of six countries - Argentina, Brazil, Mexico, Indonesia, Korea, and Thailand. Even though the Mexican and Argentine crises of 1995, and the Brazilian adjustment after October 1997, were certainly costly, the Asian crises of 1997 were deeper and the recovery of the economy was slower. The paper relies on rank-correlation analysis, and economic indexing and growth decomposition techniques to evaluated the explanatory power of several hypotheses of why the recessions in Asia were more severe. The paper concludes that the large size of short-term external debt relative to GDP, the higher incidence of leverage and currency mismatches, the higher rates of investment, plus the regional character of the Asian crises and the high export similarity across the Asian economies contributed to the deeper economic downturn. However with rising regional trade and financial development, the aftermath of future speculative attacks in Latin America may look more like the recent East Asian tales of adjustment. The paper draws policy implications for reducing the costs of the macroeconomic adjustment after currency crises.

This paper assesses macroeconomic developments and progress in institution building during 1994-1998. The five year interim period envisaged in the peace accords has ended, and the paper takes stock of what happened in this period. The paper was prepared in the Spring of 1999 and draws on work done by IMF staff visits to West Bank and Gaza in the fall of 1998 and Spring of 1999. It analyzes developments in a number of areas and draws lessons for the future.

Too often, even reform leaders in countries fail to adopt and implement policies that they know are necessary for sustained economic development. They are encumbered by adverse political incentives, running the risk of losing office should they try to do the right thing. When technically sound policies are selected on paper, implementation through the public system can run into perverse norms of behavior among public officials and citizens to extract private benefits from the public sector at the expense of the greater public interest.'Making Politics Work for Development'is about how to make politics work for economic development rather than against it. It focuses on research about two forces—citizens'political engagement and transparency—that explain and hold the potential to improve political incentives and norms of behavior in the public sector. The research shows that the confluence of transparency and political engagement can be a driving force for countries to transition toward better functioning public sector institutions, starting with their own initial and contextual conditions. To harness the potential of these forces, policy actors should target transparency to nourish the quality of political engagement so that citizens can hold leaders accountable for the public goods needed for development.

What determines the ability of low-income developing countries to issue bonds in international capital and what explains the spreads on these bonds? This paper examines these questions using a dataset that includes emerging markets and developing economies (EMDEs) that issued sovereign bonds at least once during the period 1995-2013 as well as those that did not. We find that an EMDE is more likely to issue a bond when, in comparison with non-issuing peers, it is larger in economic size, has higher per capita GDP, and has stronger macroeconomic fundamentals and government. Spreads on sovereign bonds are lower for countries with strong external and fiscal positions, as well as robust economic growth and government effectiveness. With regard to global factors, the results show that sovereign bond spreads are reduced in periods of lower market volatility.
