The events of the 2011 Fukushima nuclear accident in Japan have garnered global concern. Despite nuclear power plants addressing numerous energy challenges, they poses substantial risks to environmental safety. The global legal basis to fulfill due regard obligations toward nuclear wastewater discharge involves international nuclear energy and marine environmental protection laws. There is substantive scope of due regard obligations toward nuclear wastewater discharge, including fulfilling international duties, prohibiting marine environmental pollution, preventing transboundary harm, and ensuring procedural obligations. The procedural obligations encompass timely notification of nuclear pollution, scientific assessment, and active consultation and cooperation with the international community. As there are still numerous obstacles to the application of due regard in the discharge of nuclear wastewater, the international marine environment frequently suffers from nuclear pollution. Considering the potential for transboundary environmental harm owing to the discharge of nuclear wastewater, this paper proposes effective solutions to this issue from the perspective of sustainable development of the marine environment. These solutions include formulating specific normative guidelines, clarifying liability for paying transboundary harm compensation, developing unified international assessment standards, and establishing an international platform for mandatory cooperation. Such solutions reinforce the national responsibility of all countries to actively fulfill their due regard obligations and effectively resolve the issue of potential irreversible damage to the marine environment. Additionally, the paper provides suggestions regarding how the international community can address the issue of Japan's nuclear wastewater discharge and other similar issues that may arise. Japan is discharging nuclear contaminated water from the 2011 Fukushima incident into the sea after treatment with the Advanced Liquid Processing System (ALPS). This process is expected to continue for decades, as planned by the Japanese government. This decision sparks opposition from many countries and international organizations, as well as constant protests from people in Japan and neighboring countries. Although there are no international documents specifically addressing the discharge of contaminants from a nuclear accident, it is found that the LOS Convention, treaties on nuclear safety, and international environmental laws provide the basis and legal framework for requiring Japan to implement environmental impact assessments throughout the entire process of Fukushima contaminated water discharge. First, this paper evaluates the consistency between the measures taken before Japan's decision to discharge contaminated water into the sea and the requirements under international laws. Second, this paper further examines the substantive and procedural requirements under international law for the entire process of Fukushima contaminated water discharge. It identifies substantive criteria to be applied in assessing the environmental impact of Fukushima contaminated water discharge based on international documents and explores the procedural requirements to assure transparency, prudence, and accountability of the assessment. Finally, given the potential transboundary damage caused by the discharge of nuclear-contaminated water into the sea, this paper proposes that a new multi-stakeholder cooperative mechanism is necessary to achieve effective and credible monitoring and respond to the claims of potentially affected parties. In addition to providing a legal framework for the environmental impact assessment in the Fukushima case, this paper may also contribute to the proper disposal of nuclear contaminants in future nuclear accidents. Recently, Japan's discharge of wastewater from the Fukushima nuclear disaster into the ocean has attracted widespread attention. To effectively address the challenge of separating uranium, the focus is on finding a healthy and environmentally friendly way to adsorb uranium using biochar. In this paper, a BP neural network is combined with each of the four meta-heuristic algorithms, namely Particle Swarm Optimization (PSO), Differential Evolution (DE), Cheetah Optimization (CO) and Fick's Law Algorithm (FLA), to construct four prediction models for the uranium adsorption capacity in the treatment of radioactive wastewater with biochar: PSO-BP, DE-BP, CO-BP, FLA-BP. The coefficient of certainty (R2), error rate and CEC test set are used to judge the accuracy of the model based on the BP neural network. The results show that the Fick's Law Algorithm (FLA) has a better search ability and convergence speed than the other algorithms. The importance of the input parameters is quantitatively assessed and ranked using XGBoost in order to analyze which parameters have a greater impact on the predictions of the model, which indicates that the parameters with the greatest impact are the initial concentration of uranium (C0, mg/L) and the mass percentage of total carbon (C, %). To sum up, four prediction models can be applied to study the adsorption of uranium by biochar materials during actual experiments, and the advantage of Fick's Law Algorithm (FLA) is more obvious. The method of model prediction can significantly reduce the radiation risk caused by uranium to human health during the actual experiment and provide some reference for the efficient treatment of uranium wastewater by biochar. The Fukushima power station in Japan was affected by a major earthquake and tsunami in March 2011, inspecting the primary containment vessel remains difficult due to high radioactivity. Long-reach robot arms are useful in inspecting such hazardous environments, and a coupled tendon-driven mechanism enables realizing a long, light-weight, and thin manipulator. However, high elastic elongation of tendons due to gravity may lead to unstable joint control. In this paper, we introduce dynamics-based control as a feasible strategy for a long-reach tendon-driven robotic arm. Additionally, a planning method to identify the joint angle path ensuring stability is proposed. Considering stability analysis, the potential due to the tendon elasticity and gravity is evaluated and used as an index of joint stability. The rapidly exploring random tree is used as the planning algorithm. The effectiveness of the proposed method was demonstrated through the successful manipulation of a 5-kg payload by a 10-m long robotic arm. [ABSTRACT FROM AUTHOR]

The decommissioning of the Fukushima Daiichi Nuclear Power Plant, the plant affected by the Great East Japan Earthquake, will continue for a long time to come, but few young people are willing to take on the challenge because they tend to have the impression that decommissioning work is a post-accident cleanup. However, decommissioning is the most important issue for Fukushima and is of global importance. Therefore, the National Institute of Technology, Fukushima College (Fukushima KOSEN), which is located closest to the Fukushima Daiichi Nuclear Power Plant, established a council of cooperation and started the Creative Robot Contest for Decommissioning in cooperation with other National Institute of Technologies (KOSEN) to increase the awareness and interest in decommissioning among the young. The robot contest, themed on issues related to the decommissioning of the Fukushima Daiichi Nuclear Power Plant, has been held annually since 2016 for students of KOSEN across Japan, and the 7th Creative Robot Contest for Decommissioning is scheduled to be held in December 2022. Although the ideas and robots developed by KOSEN students from all over Japan to solve the problems involved in the decommissioning will not directly contribute to future decommissioning work, the ideas and technologies learned can be used in other fields, and the participating students are expected to be active in a wide range of fields as well. This special issue contains review papers of the Creative Robot Contest for Decommissioning, development reports, and research papers on the robots developed. A total of eight papers are included: two review papers, two research papers, and four development reports on decommissioning robots designed by students. At the same time, we hope that young people in Japan and abroad will also become interested in the robots introduced in this special issue, and that the decommissioning work of Fukushima Daiichi Nuclear Power Plant will proceed safely and securely by combining the wisdom of the whole world. Carbon footprint reduction issues have been drawing more and more attention these days. Reducing the energy consumption is among the basic directions along this line. In the paper, a low-energy approach to tsunami danger evaluation is concerned. After several disaster tsunamis of the XXIst century, the question arises whether is it possible to evaluate in a couple of minutes the tsunami wave parameters, expected at the particular geo location. The point is that it takes around 20 min for the wave to approach the nearest coast after a seismic event offshore of Japan. Currently, the main tool for studying tsunamis is computer modeling. In particular, the expected tsunami height near the coastline, when a major underwater earthquake is detected, can be estimated by a series of numerical experiments of various scenarios of generation and the following wave propagation. Reducing the calculation time of such scenarios and the necessary energy consumption for this is the scope of this study. Moreover, in case of the major earthquake, the electric power shutdown is possible (e.g., the accident at the Fukushima nuclear power station in Japan on 11 May 2011), so the solution should be of low energy-consuming, preferably based at regular personal computers (PCs) or laptops. The way to achieve the requested performance of numerical modeling at the PC platform is a combination of efficient algorithms and their hardware acceleration. Following this strategy, a solution for the fast numerical simulation of tsunami wave propagation has been proposed. Most of tsunami researchers use the shallow-water approximation to simulate tsunami wave propagation at deep water areas. For software implementation, the MacCormack finite-difference scheme has been chosen, as it is suitable for pipelining. For hardware code acceleration, a special processor, that is, the calculator, has been designed at a field-programmable gate array (FPGA) platform. This combination was tested in terms of precision by comparison with the reference code and with the exact solutions (known for some special cases of the bottom profile). The achieved performance made it possible to calculate the wave propagation over a 1000 × 500 km water area in 1 min (the mesh size was compared to 250 m). It was nearly 300 times faster compared to that of a regular PC and 10 times faster compared to the use of a central processing unit (CPU). This result, being implemented into tsunami warning systems, will make it possible to reduce human casualties and economy losses for the so-called near-field tsunamis. The presented paper discussed the new aspect of such implementation, namely low energy consumption. The corresponding measurements for three platforms (PC and two types of FPGA) have been performed, and a comparison of the obtained results of energy consumption was given. As the numerical simulation of numerous tsunami propagation scenarios from different sources are needed for the purpose of coastal tsunami zoning, the integrated amount of the saving energy is expected to be really valuable. For the time being, tsunami researchers have not used the FPGA-based acceleration of computer code execution. Perhaps, the energy-saving aspect is able to promote the use of FPGAs in tsunami researches. The approach to designing special FPGA-based processors for the fast solution of various engineering problems using a PC could be extended to other areas, such as bioinformatics (motif search in DNA sequences and other algorithms of genome analysis and molecular dynamics) and seismic data processing (three-dimensional (3D) wave package decomposition, data compression, noise suppression, etc.). This paper reports on an exploratory case study to help facilitate a culture of dialogue in Japan. There is an emphasis on proposing methods for polyphonic dialogue among citizens, and between citizens and experts, to effectively manage the environment. This paper argues that a culture of dialogue is essential to pluralistic participatory environmental governance. A random sampling-based citizen dialogue—involving experts and citizens—regarding radioactive waste disposal was held in Japanese cities. Three proposed methods—politeness-based facilitation dialogue, evidence-based and position-explicit presentations by experts with differing views and experts reflecting in tandem with citizens engaged in dialogue—might lead to enhanced positive attitudes toward dialogue with others holding different views, as well as better internal self-deliberation. Attitudes for dialogue were measured empirically. The current research suggests that explicit treatment of pluralistic positions and views among citizens and experts would be a key factor for quality social learning and resilience for uncertainty. After the Fukushima nuclear accident in Japan, whether the structural safety of the nuclear power plant (NPP) can be guaranteed under an earthquake has been of wide concern. Automatic seismic trip systems (ASTS) have been deployed in NPPs. There are generally two units or more double units on the one NPP site, and the vibration energy of the structure can certainly affect its adjacent structures through the soil, and there is energy transfer and conversion between adjacent structures. At present, the distance between two reactors of NPPs of different reactor types is generally 100–200 m (this distance is referring to the distance between the centers of two reactors, which is slightly different for different reactor types). In the past, seismic instruments were used in the ASTS and the setting of shutdown threshold, so the impact of only one unit was considered in the structural analysis of NPPs, and the interaction of two reactors through site conditions was not considered. In addition, as the site conditions of NPPs become more and more complex, it is necessary to consider the impact of one reactor structure on another reactor structure through the soil on the same site under an earthquake. In order to analyze the influence of structure–soil–structure interaction (SSSI), a three-dimensional refined finite element model of NPPs is established in this paper. The soil–structure interaction (SSI) is considered by using viscoelastic boundary. The seismic responses of different positions of the raft foundation and NPP structure, under the conditions of considering SSI effect (one reactor) and SSSI effect (two reactors), are compared. The influence of SSSI effect on the seismic responses of the raft foundation and NPP structure is revealed. It is proposed that SSSI effect should be reasonably considered according to the site conditions for the structural analysis of NPPs for the NPP ASTS. [ABSTRACT FROM AUTHOR]

Using a hedonic regression approach, this research aims to identify what factors affected land price fluctuations in Fukushima Prefecture following the Great East Japan Earthquake and the Fukushima Daiichi Nuclear Power Station accident in 2011. In this paper, taking a long-term perspective, the analysis focuses on Iwaki City in Fukushima, where the real estate market behaved unexpectedly following the two catastrophic events, and land price fluctuation rates were rising abnormally. Results based on analysis of data for eight-year indicate the following: The impact of radiation air dose rate and distance from the nuclear power plant on land price fluctuation rate changed significantly from the fourth year after the disaster. Being located in a reconstruction base area had a negative impact on land price fluctuation rate, while access to sewers and city gas had a positive impact. After the Great East Japan Earthquake, energy security and vulnerability have become critical issues facing the Japanese energy system. The integration of renewable energy sources to meet specific regional energy demand is a promising scenario to overcome these challenges. To this aim, this paper proposes a novel hydrogen-based hybrid renewable energy system (HRES), in which hydrogen fuel can be produced using both the methods of solar electrolysis and supercritical water gasification (SCWG) of biomass feedstock. The produced hydrogen is considered to function as an energy storage medium by storing renewable energy until the fuel cell converts it to electricity. The proposed HRES is used to meet the electricity demand load requirements for a typical household in a selected residential area located in Shinchi-machi in Fukuoka prefecture, Japan. The techno-economic assessment of deploying the proposed systems was conducted, using an integrated simulation-optimization modeling framework, considering two scenarios: (1) minimization of the total cost of the system in an off-grid mode and (2) maximization of the total profit obtained from using renewable electricity and selling surplus solar electricity to the grid, considering the feed-in-tariff (FiT) scheme in a grid-tied mode. As indicated by the model results, the proposed HRES can generate about 47.3 MWh of electricity in all scenarios, which is needed to meet the external load requirement in the selected study area. The levelized cost of energy (LCOE) of the system in scenarios 1 and 2 was estimated at 55.92 JPY/kWh and 56.47 JPY/kWh, respectively. [ABSTRACT FROM AUTHOR]

This paper argues for the importance of transnational memories in framing Australian anti-nuclear activism after the Fukushima disaster. Japan looms large in the transnational nuclear imaginary. Commemorating Hiroshima as the site of the first wartime use of nuclear weapons has been a long-standing practice in the Australian anti-nuclear movement and the day has been linked to a variety of issues including weapons and uranium mining. As Australia began exporting uranium to Japan in the 1970s, Australia-Japan relations took on a new meaning for the Indigenous Traditional Owners from whose land uranium was extracted. After Fukushima, these complex transnational memories formed the basis for an orientation towards Japan by Indigenous land rights activists and for the anti-nuclear movement as a whole. This paper argues that despite tenuous organizational links between the two countries, transnational memories drove Australian anti-nuclear activists to seek connections with Japan after the Fukushima disaster. The mobilisation of these collective memories helps us to understand how transnational social movements evolve and how they construct globalisation from below in the Asia-Pacific region. With the continuous increase in carbon dioxide emissions due to human activities and the resulting severe climate issues, there is global concern about energy conservation and emission reduction. However, detailed data on energy consumption and emissions at a fine-grained scale, particularly regarding spatial dimensions and sector-specific emissions, remains insufficient and in need of refinement and timely updates. In Japan, following the Fukushima nuclear disaster, there has been a significant shift from nuclear power generation to reliance on fossil fuels across various sectors, highlighting disparities in emissions data across different regions and industries. Our work extends the emissions time series for Japan's 47 prefectures, incorporating their socioeconomic characteristics over a broader time frame and with a more detailed sectoral classification. The emissions inventory, covering the period from 1990 to 2020, is based on the consumption of the three main fossil fuels across 32 sectors, with emissions carefully allocated for regional power generation. This dataset, presented in a unified format, is expanded to include longer time scales and more detailed socioeconomic data. This study investigates the neutralizing activity against the XBB1.5 variant and the ancestral strain in a population post-bivalent vaccination using a pseudo virus assay validated with authentic virus assay. While bivalent booster vaccination and past infections enhanced neutralization against the XBB 1.5 strain, individuals with comorbidities showed reduced responses. The study suggests the need for continuous vaccine updates to address emerging SARS-CoV-2 variants and highlights the importance of monitoring real-world immune responses. [ABSTRACT FROM AUTHOR]

Objective: Field trips to disaster-affected areas (FTDAs) without a specific purpose, such as medical cooperation, are widely used in medical education. However, what medical students gain from FTDAs remains unclear. The present study aimed to clarify what medical students gain from FTDAs. Five medical students who had visited the Fukushima nuclear power plant in Japan participated in a semi-structured group interview to ask what they gained from such a visit. The narratives were analysed using open coding. Results: The following four themes emerged: "Spirit of scientific inquiry", "Foundation for lifelong education and personal growth", "Broadened understanding of the medical profession", and "Importance of practicing medicine in the community setting". The ambiguity of medical students' specific roles in the field trip compared to the fieldwork may have encouraged them to make sense of the experience from their perspective. As a result, students may have gained a broader perspective of their future work and career through the FTDA. If medical educators can gain consensus from the residents of a disaster site, different disaster-affected areas can be potential sites for medical education using FTDAs. [ABSTRACT FROM AUTHOR]

Abstract: Only three days after the beginning of the nuclear catastrophe in Fukushima, Japan, on 11 March 2011, the German government ordered 8 of the country''s 17 existing nuclear power plants (NPPs) to stop operating within a few days. In summer 2011 the government put forward a law – passed in parliament by a large majority – that calls for a complete nuclear phase-out by the end of 2022. These government actions were in contrast to its initial plans, laid out in fall 2010, to expand the lifetimes of the country''s NPPs. The immediate closure of 8 NPPs and the plans for a complete nuclear phase-out within little more than a decade, raised concerns about Germany''s ability to secure a stable supply of electricity. Some observers feared power supply shortages, increasing CO2-emissions and a need for Germany to become a net importer of electricity. Now – a little more than a year after the phase-out law entered into force – this paper examines these concerns using (a) recent statistical data on electricity production and demand in the first 15 months after the German government''s immediate reaction to the Fukushima accident and (b) reviews the most recent projections and scenarios by different stakeholders on how the German electricity system may develop until 2025, when NPPs will no longer be in operation. The paper finds that Germany has a realistic chance of fully replacing nuclear power with additional renewable electricity generation on an annual basis by 2025 or earlier, provided that several related challenges, e.g. expansion of the grids and provision of balancing power, can be solved successfully. Already in 2012 additional electricity generation from renewable energy sources in combination with a reduced domestic demand for electricity will likely fully compensate for the reduced power generation from the NPPs shut down in March 2011. If current political targets will be realised, Germany neither has to become a net electricity importer, nor will be unable to gradually reduce fossil fuel generated electricity. Whether the reduction in fossil fuel use will be sufficient to adequately contribute to national greenhouse gas mitigation targets significantly depends on an active policy to promote electricity savings, continuous efforts to increase the use of renewables and a higher share of natural gas (preferably used in combined heat and power plants) in fossil fuel power generation. We present a novel method for coastal tsunami prediction utilizing a denoising autoencoder (DAE) model, one of the deep learning algorithms. Our study focuses on the Tohoku coast, Japan, where dense offshore bottom pressure gauges (OBPGs), called S-net, are installed. To train the model, we generated 800 hypothetical tsunami scenarios by employing stochastic earthquake models (M7.0–8.8). We used synthetic tsunami waveforms at 44 OBPGs as input and the waveforms at four coastal tide gauges as output. Subsequently, we evaluated the model's performance using 200 additional hypothetical and two real tsunami events: the 2016 Fukushima earthquake and 2022 Tonga volcanic tsunamis. Our DAE model demonstrated high accuracy in predicting coastal tsunami waveforms for hypothetical events, achieving an impressive quality index of approximately 90%. Furthermore, it accurately forecasted the maximum amplitude of the 2016 Fukushima tsunami, achieving a quality index of 91.4% at 15 min after the earthquake. However, the prediction of coastal waveforms for the 2022 Tonga volcanic tsunami was not satisfactory. We also assessed the impact of the forecast time window and found that it had limited effects on forecast accuracy. This suggests that our method is suitable for providing rapid forecasts soon after an earthquake occurs. Our research is the first application of an artificial neural network to tsunami prediction using real observations. The bivalent mRNA vaccine is recommended to address coronavirus disease variants, with additional doses suggested for high-risk groups. However, the effectiveness, optimal frequency, and number of doses remain uncertain. In this study, we examined the long-term cellular and humoral immune responses following the fifth administration of the mRNA severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) vaccine in patients undergoing hemodialysis. To our knowledge, this is the first study to monitor long-term data on humoral and cellular immunity dynamics in high-risk populations after five doses of mRNA vaccination, including the bivalent mRNA vaccine. Whereas most patients maintained humoral immunity throughout the observation period, we observed reduced cellular immune reactivity as measured by the ancestral-strain-stimulated ELISpot assay in a subset of patients. Half of the individuals (50%; 14/28) maintained cellular immunity three months after the fifth dose, despite acquiring humoral immunity. The absence of a relationship between positive controls and T-Spot reactivity suggests that these immune alterations were specific to SARS-CoV-2. In multivariable analysis, participants aged ≥70 years showed a marginally significant lower likelihood of having reactive results. Notably, among the 14 individuals who received heterologous vaccines, 13 successfully acquired cellular immunity, supporting the effectiveness of this administration strategy. These findings provide valuable insights for future vaccination strategies in vulnerable populations. This study presents the shear wave velocity (VS) structures of sedimentary sequences and a section of the upper crustal layer in the Fukushima forearc region of the Japan Trench subduction zone, which were obtained by analysing the horizontal-to-vertical (H/V) spectral ratios of ambient vibration records. The H/V curves were derived using 31 d of continuous seismic data from 3 broad-band and 16 short-period ocean bottom seismometer (OBS) stations. Using the broad-band data, H/V ratios from 0.01 to 10 Hz were derived, but the ratios below 0.1 Hz frequencies were unusually large and temporally unstable. Characterization of seismic noise energy from ∼1 yr of seismic data of three broad-band OBSs revealed variable and elevated energy conditions below 0.1 Hz due to typical long-period oceanic noise; we link these observations with the unstable H/V ratios below this frequency. Therefore, H/V analysis was performed in the frequency range of 0.1–10 Hz for both broad-band and short-period OBSs to obtain subsurface VS profiles. For the forward calculation of the H/V ratios in the inversion process, we used the recently developed 'hvgeneralized' method, which is based on the diffuse field assumption, and accounts for the water layer on top of stratified media. Moreover, available prior geological and geophysical information was utilized during the inversion of the H/V curves. We found that subsurface VS ranged from approximately 30 m s−1 at the seabed to approximately 4900 m s−1 at 7000 m below the sea floor (mbsf). Starting with the best model candidate at each OBS location, the effect of the water layer on the H/V curve in the deep ocean was investigated by comparing synthetic H/V curves with and without the water layer. The synthetic H/V analysis revealed that the water layer had a significant effect on H/V amplitudes at higher frequencies (>1 Hz), whereas comparatively little effect was observed at lower frequencies (<1 Hz). This study provides an empirical basis for H/V analysis using OBS data to determine VS down to several kilometres of sedimentary sequences to the upper crust with high-resolution. Rapid estimation of post-earthquake building damage and loss is very important in urgent response efforts. The current approach leaves much room for improvement in estimating ground motion and correctly incorporating the uncertainty and spatial correlation of the loss. This study proposed a new approach for rapidly estimating post-earthquake building loss with reasonable accuracy. The proposed method interpolates ground motion based on the observed ground motion using the Ground Motion Prediction Equation (GMPE) as the weight. It samples the building seismic loss quantile considering the spatial loss correlation that is expressed by Gaussian copula, and kriging is applied to reduce the dimension of direct sampling for estimation speed. The proposed approach was validated using three historical earthquake events in Japan with actual loss reports, and was then applied to predict the building loss amount for the March 2022 Fukushima Mw7.3 earthquake. Background: The growing burden of type 2 diabetes mellitus (T2DM) and the rising cost of healthcare worldwide make it imperative to identify interventions that can promote sustained self-management behaviour in T2DM populations while minimising costs for healthcare systems. The present FEEDBACK study (Fukushima study for Engaging people with type 2 Diabetes in Behaviour Associated Change) aims to evaluate the effects of a novel behaviour change intervention designed to be easily implemented and scaled across a wide range of primary care settings. Methods: A cluster randomised controlled trial (RCT) with a 6-month follow-up will be conducted to evaluate the effects of the FEEDBACK intervention. FEEDBACK is a personalised, multi-component intervention intended to be delivered by general practitioners during a routine diabetes consultation. It consists of five steps aimed at enhancing doctor-patient partnership to motivate self-management behaviour: (1) communication of cardiovascular risks using a 'heart age' tool, (2) goal setting, (3) action planning, (4) behavioural contracting, and (5) feedback on behaviour. We aim to recruit 264 adults with T2DM and suboptimal glycaemic control from 20 primary care practices in Japan (cluster units) that will be randomly assigned to either the intervention or control group. The primary outcome measure will be the change in HbA1c levels at 6-month follow-up. Secondary outcome measures include the change in cardiovascular risk score, the probability to achieve the recommended glycaemic target (HbA1c <7.0% [53mmol/mol]) at 6-month follow-up, and a range of behavioural and psychosocial variables. The planned primary analyses will be carried out at the individual level, according to the intention-to-treat principle. Between-group comparisons for the primary outcome will be analysed using mixed-effects models. Booster vaccination reduces the incidence of severe cases and mortality related to COVID-19, with cellular immunity playing an important role. However, little is known about the proportion of the population that has achieved cellular immunity after booster vaccination. Thus, we conducted a Fukushima cohort database and assessed humoral and cellular immunity in 2526 residents and healthcare workers in Fukushima Prefecture in Japan through continuous blood collection every 3 months from September 2021. We identified the proportion of people with induced cellular immunity after booster vaccination using the T-SPOT.COVID test, and analyzed their background characteristics. Among 1089 participants, 64.3% (700/1089) had reactive cellular immunity after booster vaccination. Multivariable analysis revealed the following independent predictors of reactive cellular immunity: age < 40 years (adjusted odds ratio: 1.81; 95% confidence interval: 1.19–2.75; p-value: 0.005) and adverse reactions after vaccination (1.92, 1.19–3.09, 0.007). Notably, despite IgG(S) and neutralizing antibody titers of ≥500 AU/mL, 33.9% (349/1031) and 33.5% (341/1017) of participants, respectively, did not have reactive cellular immunity. In summary, this is the first study to evaluate cellular immunity at the population level after booster vaccination using the T-SPOT.COVID test, albeit with several limitations. We present the atmospheric anomalies instigated through seismogenic sources by a multichannel observation using ground- and satellite-based systems. This study emphasizes the seismic event which happened on the east coast of Japan, near the Fukushima Prefecture on November 21, 2016 (in UTC), with a magnitude of 6.9 and a depth of 11.4 km. We mainly focus on the atmospheric and ionospheric irregularities via acoustic and electromagnetic channels originating from earthquakes in the process of the lithosphere, atmosphere, and ionospheric coupling (LAIC) mechanism. In the acoustic channel, we study the seismogenic atmospheric gravity wave (AGW) which perturbs the local lower atmosphere. The observation of nighttime fluctuations in the very low frequency (VLF) signals and total electron content (TEC) is used to investigate the atmospheric perturbation through the electromagnetic channel. For the ground-based observations, a VLF signal network consisting of 5 receivers in Japan is used to study by recording the VLF amplitude transmitted from the Japanese transmitter JJI (22.2 kHz). VLF nighttime fluctuation is used to check the unusualities due to the earthquake. Preseismic wavelike structures having periods of AGW are observed in the nighttime signal. Direct investigation of such AGWs is done by computing the potential energy related to AGW from the sounding of the atmosphere using broadband emission radiometry (SABER) temperature profiles mounted on the Thermosphere Ionosphere Mesosphere Energetics and Dynamics (TIMED) satellite. Ionospheric TEC inspection is done by using a ground-based global navigation satellite system (GNSS) receiver from the International GNSS Survey (IGS) station MIZU in Japan and observing anomalies in diurnal TEC around 6 and 10 days prior to the earthquake. We also obtain the wavelike structure of AGW from the small-scale fluctuation of TEC using wavelet analysis. All the parameters are found to be preseismic for this earthquake; the acoustics channel gives more consistent outcomes than the electromagnetic channel. [ABSTRACT FROM AUTHOR]

The Fukushima Daiichi nuclear power plant accident happened after the devastating earthquake in the Pacific coastal area of Japan on 11 March 2011. After the accident, radioactive materials spread out over a wide area in Japan. Radioactive materials were retained on soil surfaces, causing environmental problems. Among the radioactive materials, cesium (137Cs) has a long half-life of 30.2 years, and it remains near the surface soil; therefore, it is necessary to remove soil contaminated by 137Cs. The contaminated soil layer of inhabited areas in Fukushima was already removed before April 2020. However, the remediation method of Cs with other radioactive materials needs further study, as the large quantity of contaminated soil is not easy to preserve. Electrokinetic (EK) treatment is one of the soil remediation technologies that utilizes EK phenomena at the interface between contaminated soils by transferring ions from the soil. We have developed a new type of EK method in which a cathode is placed on the surface of the soil and an anode is place inside the soil. By applying DC voltage in between the electrodes, the Cs ions can be removed from the contaminated soil. The removed Cs ions are gathered near to the cathode, and if the cathode can adsorb the Cs ions, then only the cathode needs to be preserved, solving the problem of storing a large amount of soil. We have been working to prepare a new type of cathode that can be effective in adsorbing Cs ions and at the same time easier to store and handle. We used natural zeolite and rice husk charcoal (kuntan) to prepare this electrode, which showed good potential for adsorbing Cs ions. The electrode showed flexibility, which is helpful for storing it in the same way as pasture rolls. However, the experiments were conducted in the laboratory with non-radioactive Cs; field experiments and observations are needed for practical applications of this method, as well as the new electrodes. Pholiota microspora ("nameko" in Japanese) is one of the most common edible mushrooms, especially in Japan, where sawdust-based cultivation is the most dominant method accounting for 99% of the production. The current strains for sawdust cultivation in Japan are considered to have been derived from a single wild strain collected from Fukushima, Japan, implying that commercial nameko mushrooms are derived from a severe genetic bottleneck. We tested this single founder hypothesis by developing 14 microsatellite markers for P. microspora to evaluate the genetic diversity of 50 cultivars and 73 wild strains isolated from across Japan. Microsatellite analysis demonstrated that sawdust-cultivated strains from Japan were significantly less genetically diverse than the wild strains, and the former displayed a significant bottleneck signature. Analyzing the genetic relationships among all genotypes also revealed that the sawdust-cultivated samples clustered into one monophyletic subgroup. Moreover, the sawdust-cultivated samples in Japan were more closely related than full-sibs. These results were consistent with the single founder hypothesis that suggests that all commercial nameko mushrooms produced in Japan are descendants of a single ancestor. Therefore, we conclude that cultivated P. microspora originated from a single domestication event that substantially reduced the diversity of commercial nameko mushrooms in Japan. Development of geothermal power plants and local geothermal energy initiatives have lagged due to the social problems such as conflicts with stakeholders such as Onsen (Hot Spa) owners, despite the abundant geothermal resources. Study area was Tsuchiyu Onsen in Fukushima prefecture, Tohoku (Northeast) District, Japan, where the Great East Japan Earthquake and Fukushima Nuclear Accident occurred in 2011, and the reconstruction and local initiatives of geothermal energy were still unclear. Agent-based modeling is an effective methodology for modeling and analysis of opinion formation. Parameter estimation method was proposed to extract appropriate parameters from various factors through a Bayesian Network. The characteristics of stakeholders and communities that affected opinion formation in the survey area were successfully extracted. Here we show the sufficient methodology to quantify the characteristics of each person using survey data, and to extract the parameters of the agent by data-driven inverse analysis. By using this methodology, we could reproduce opinion diversity, which is a property of opinion formation in real communities. This result suggests that the model replicates the actual formation of opinion in Tsuchiyu, where the economy was boosted by the construction of a binary cycle power plant. [ABSTRACT FROM AUTHOR]

Resuspension of 137 Cs from the contaminated ground surface to the atmosphere is essential for understanding the environmental behaviors of 137 Cs and estimating external and inhalation exposure of residents. Kajino et al. (2016) assessed the 137 Cs resuspension flux from bare soil and forest ecosystems in eastern Japan in 2013 using a numerical simulation constrained by surface air concentration measurements. However, the simulation was found to underestimate the observed deposition amounts by 2 orders of magnitude. The reason for this underestimation is that the simulation assumed that resuspended 137 Cs is carried by submicron aerosols, which have low deposition rates. Based on the observational indications that soil dust and bioaerosols are the major carriers of resuspended 137 Cs, a new simulation is performed with higher deposition rates constrained by both surface concentrations and deposition amounts. In the new estimation, the total areal annual resuspension of 137 Cs in 2013 is 25.7 TBq, which is equivalent to 0.96 % of the initial deposition (2.68 PBq). Due to the rapid deposition rates, the annual redeposition amount is also large at 10.6 TBq, approximately 40 % of the resuspended 137 Cs. The resuspension rate through the atmosphere (0.96 % yr -1) seems slow, but it (2.6 × 10 -5 d -1) may not be negligibly small compared to the actual decreasing trend of the ambient gamma dose rate obtained in Fukushima Prefecture after the radioactive decay of 137 Cs plus 134 Cs in 2013 is subtracted (1.0–7.9 × 10 -4 d -1): resuspension can account for 1 %–10 % of the decreasing rate due to decontamination and natural decay through land surface processes. The current simulation underestimated the 137 Cs deposition in Fukushima city in winter by more than an order of magnitude, indicating the presence of additional resuspension sources. The site of Fukushima city is surrounded by major roads. Heavy traffic on wet and muddy roads after snow removal operations could generate superlarge (approximately 100 µ m in diameter) road dust or road salt particles, which are not included in the model but might contribute to the observed 137 Cs at the site. Objective: Dietary patterns more closely resemble actual eating behaviours because multiple food groups, not a single food group or nutrient, are considered. The present study aimed to identify and assess changes of dietary patterns in Fukushima residents.Design: Dietary data were collected using a short-form FFQ in annual Fukushima Health Management Survey between 2011 and 2013 after the Great East Japan Earthquake. Year- and sex-specific dietary patterns were determined by the principal component analysis.Setting: Evacuation and nonevacuation zones in Fukushima, Japan.Participants: Eligible participants aged ≥16 years answered the FFQ (n 67 358 in 2011, n 48 377 in 2012 and n 40 742 in 2013).Results: Three identified dietary patterns were assessed similarly in men and women and among years: typical, juice and meat. In total participants, the Spearman's correlation coefficients between two survey years were 0·70-0·74 for the typical, 0·58-0·66 for the juice and 0·50-0·54 for the meat pattern scores. Adjusted for sociodemographic factors, evacuees had lower typical pattern scores, higher juice pattern scores and the same meat pattern scores compared with non-evacuees. The means of typical pattern scores in evacuees and it of juice pattern scores in non-evacuees continued declining over years. Similar profiles of dietary patterns and trends of pattern scores were observed in participants (n 22 805) who had provided three dietary assessments.Conclusions: Changes of dietary patterns have been observed between 2011 and 2013. Background: Perinatal mortality increased in contaminated prefectures after the Fukushima Daichi Nuclear Power Plant (FDNPP) accidents in Japan in 2011. Elevated counts of surgeries for cryptorchidism and congenital heart malformations were observed throughout Japan from 2012 onward. The thyroid cancer detection rate (2011 to 2016) was associated with the dose-rate at the municipality level in the Fukushima prefecture. Since the birth weight is a simple and objective indicator for gestational development and pregnancy outcome, the question arises whether the annual birth weight distribution was distorted in a dose-rate-dependent manner across Japan after Fukushima.Methods: The Japanese Ministry of Health, Labour, and Welfare provides prefecture-specific annual counts for 26.158 million live births from 1995 to 2018, of which 2.366 million births (9.04%) with weights < 2500 g. Prefecture-specific spatiotemporal trends of the low birth weight proportions were analyzed. Logistic regression allowing for level-shifts from 2012 onward was employed to test whether those level-shifts were proportional to the prefecture-specific dose-rates derived from Cs-137 deposition in the 47 Japanese prefectures.Results: The overall trend of the low birth weight prevalence (LBWp) in Japan discloses a jump in 2012 with a jump odds ratio (OR) 1.020, 95%-confidence interval (1.003,1.037), p-value 0.0246. A logistic regression of LBWp on the additional dose-rate after the FDNPP accidents adjusted for prefecture-specific spatiotemporal base-line trends yields an OR per μSv/h of 1.098 (1.058, 1.139), p-value < 0.0001. Further adjusting the logistic regression for the annual population size and physician density of the prefectures, as well as for the counts of the dead, the missing, and the evacuees due to earthquake and tsunami (as surrogate measures for medical infrastructure and stress) yields an OR per μSv/h of 1.109 (1.032, 1.191), p-value 0.0046.Conclusions: This study shows increased low birth weight prevalence related to the Cs-137 deposition and the corresponding additional dose-rate in Japan from 2012 onward. This study illustrates how citizen-driven radiation monitoring has emerged in post-Fukushima Japan, where citizens generate their own radiation data and measurement devices to provide public with actionable data about their environments. Drawing on ethnographic fieldwork in and around Fukushima Prefecture, it highlights the multifaceted character of these bottom-up, citizen-led efforts, contrasting these initiatives with the emergence of "citizen participatory" science policy discourses in Japan. Recognizing the contested nature of citizenship in Japan and in the nuclear arena, the article considers how terms and definitions shape the participation of citizens and other stakeholders (local communities, public authorities, regulators, and professional scientists) in science and technology in culturally and historically specific ways. The article cites a research study that describes the removal of radioactivity from sediment mud in a swimming pool by immobilized photosynthetic bacteria. The alginate immobilized photosynthetic bacterium Rhodobcater sphaeroides SSI was used to remove about 90% of the radioactive Cs in the sediment mud of a school's swimming pool in Fukushima, Japan.

Japan has abundant hot spring resources, which, if used appropriately, could contribute to CO2 emission reduction and socioeconomic development. Thus, for the appropriate use of hot spring resources, it is necessary to estimate the detailed discharge mechanism and its surrounding hydraulic characteristics. In our study, a hot spring monitoring device was developed and installed in the Futamata hot spring to evaluate its discharge mechanism. Comparison between the measured values of the monitoring device and the amount of precipitation indicated that this hot spring shows two types of water quality change trends depending on the intensity of precipitation. However, this was a short-term variation that could not be detected by conventional methods. To address this limitation, we created a new discharge mechanism model for the Futamata hot spring based on these observations, which allowed for the continuous observation of hot spring water using a monitoring device and was effective in detecting short-term variations. As such observations contribute to estimating the hydraulic structure around the hot spring, they are important for appropriate use of hot spring resources. [ABSTRACT FROM AUTHOR]

This study is a preliminary and experimental one to analyze Japan's energy transitions to mitigate climate change from anticipatory governance aspects. Japan's energy policy principles have been energy security, environmental considerations, economic efficiency, and safety (3E + S). According to the energy agency, the long-term energy outlook is also drawn up by "ambitious multiple track scenarios" and "multilayered and diversified flexible energy supply-demand structure." This approach resonates with the aspects of anticipatory governance. It promotes the idea of preparing for multiple future scenarios, including the unthinkable worst case future scenario such as a nuclear accident (foresight), the interactions between the policymakers and the public (engagement), and the reflexive processes of policy innovations with a normative decision for the selection of energy mix (integration). However, this study finds that Japan's energy policy lacks the aspects of anticipatory governance. It sticks to fixed energy policy institutionalized in the 1970s to promote nuclear energy and coal as oil alternatives. It rarely has interactions between the policymakers and the public and thus lacks a societal (normative) decision about a future energy path to energy transitions to mitigate climate change. Instead, Japan's energy policy has not necessarily met its declared policy objective of 3E + S since the unprecedented Fukushima nuclear accidents occurred and cannot uphold an ambitious target for CO2 emissions reduction. We examined the relationships among social support and psychological variables and investigated the status of social support among villagers whose evacuation order had been lifted. A written questionnaire was posted to 4828 registered residents of Iitate Village; 1405 valid responses were received. The main finding (in joint assessment by local and external experts) was the "need for professional support" (191 respondents, 13.6%). A multivariate analysis found that among those living in permanent housing outside the village, the need for support was significantly more likely for those without emotional support or instrumental support than for those not providing support. The associations between perceived social support and living environment suggest the need to strengthen social support measures in areas where evacuation orders are yet to be lifted, and provide useful information for examining the effects of future support efforts. Foam is often present in satellite images of coastal areas and can lead to serious errors in the detection of shorelines especially when processing high spatial resolution images (<20 m). This study focuses on shoreline extraction and shoreline evolution using high spatial resolution satellite images in the presence of foam. A multispectral supervised classification technique is selected, namely the Support Vector Machine (SVM) and applied with three classes which are land, foam and water. The merging of water and foam classes followed by a segmentation procedure enables the separation of land and ocean pixels. The performance of the method is evaluated using a validation dataset acquired on two study areas (south and north of the bay of Sendaï—Japan). On each site, WorldView-2 multispectral images (eight bands, 2 m resolution) were acquired before and after the Fukushima tsunami generated by the Tohoku earthquake in 2011. The consideration of the foam class enables the false negative error to be reduced by a factor of three. The SVM method is also compared with four other classification methods, namely Euclidian Distance, Spectral Angle Mapper, Maximum Likelihood, and Neuronal Network. The SVM method appears to be the most efficient to determine the erosion and the accretion resulting from the tsunami, which are societal issues for littoral management purposes. Utilizing the data of a large nationwide household survey conducted in 2014, we investigate public preferences on nuclear power in Japan after the Fukushima nuclear accident and the role of four sets of factors: (1) household/individual socioeconomic characteristics, (2) psychological status, (3) geographical aspects, and (4) Fukushima accident-related experiences. The preferred energy mix, according to the averaged responses from the survey, includes 0.59 for renewables, 0.29 for fossil fuels, and 0.12 for nuclear—much more skewed towards the renewables than the actual national share of renewables of less than 0.2. Male, older, unmarried, less educated, high-income people, and government party supporters have a preference towards a higher share of nuclear power, except if they live near nuclear power plants.
