Abstract
The article discusses the proposal to increase the number and value of fellowships for graduate work to encourage students who have an interest and ability in science and engineering to pursue graduate training and research careers. The effectiveness of the proposal in increasing the supply and quality of scientific talent in the U.S. is discussed.

Abstract
This article discusses the problem of declining number of natural science and engineering students in the U.S. It explains that for a long time the country is the leader in scientific research and technology. But the start of the 21st century gave rise to the challenge by developing countries such as China and India in the field science, research and technological innovation. It proposes ways and strategies on how the U.S. can increase its output of science and engineering students.
