This paper analyses findings of the 'PROWELLMIGRANTS'2 project, which qualitatively investigated COVID‐19 impacts on migrants' well‐being and mental health in Kerala, India. It draws on a novel conceptual framework that combines assemblage‐thinking with theories of social contracts in disasters. The paper first explores how past development processes and contemporary migration policies in Kerala, and India more widely, generated conditions of vulnerability for migrant workers in Kerala prior to the pandemic. Next it shows that Government of Kerala interventions, in some cases supported by the central Government of India, temporarily addressed these vulnerabilities during the pandemic. In acknowledging the helpful response of the Kerala government, we problematise its stance on migrant workers during 'normal' times and speculate that permanently addressing these conditions of vulnerability would be a more logical approach. Contemporary academic debates on the history of the colonial Famine Codes in India-also considered to be the first coded and institutionalised normative frameworks for natural disaster response on the continent-generally are based on one of two perspectives. The first focuses on their economic rationale, whereas the second underlines that they constitute an anti-famine contract between the colonial masters and the people of India. This paper demonstrates that both of these viewpoints are limited in scope and that they simplify the nature of governance instituted through famine response practices in Colonial India. It links this reality to current disaster response policies and practices in India and shows that the discussion on the development of normative frameworks underlying disaster response is far from over. The paper goes on to evaluate the development of normative frameworks for disaster response and recovery, which remain embroiled in the politics of governmentality that underlies their development. Scholars of disaster politics debate how far natural hazards cause or catalyse political change. This paper builds on recent scholarship on tipping points and social contracts to argue that two case studies of historical earthquakes in 1930s British‐colonised India invite a focus on the dynamics of cooperation and conflict between state and non‐state actors. Officials of the colonial state and its nationalist rivals cooperated after one earthquake even though they otherwise bitterly opposed each other. Cooperation broke down after the second event, just one year later. Yet, in both cases, officials and nationalist leaders shared a broad vision for Indian society, which pushed both sides actively to seek to recover the social and economic status quo ante, preventing potential tipping points from crystallising. These case studies reveal how and why highly fraught social contracts can survive major disasters. This paper examines the role played by a network of 12 local non-governmental organisations (NGOs)—the East Coast Development Forum (ECDF)—in the response to the Indian Ocean tsunami (‘Asian tsunami’) of 26 December 2004, which devastated the east coast of India. It examines how the ECDF sought to meet the needs of affected people through a direct relief programme, a rehabilitation programme focused on the restoration of livelihoods, and through advocacy to press for changes to government programmes to make them inclusive and to ensure that they satisfy the priority needs of the people most affected. The paper concludes that it was the trust and capacity built up through past network activities of the fisher, dalit, and tribal communities that enabled the ECDF to launch an effective response to the tsunami. A lesson to emerge is that the use of similar existing networks could be employed in other disaster responses around the world. [ABSTRACT FROM AUTHOR]

This paper offers a potential measurement solution for assessing disaster impacts and subsequent recovery at the household level by using a modified domestic assets index (MDAI) approach. Assessment of the utility of the domestic assets index first proposed by Bates, Killian and Peacock (1984) has been confined to earthquake areas in the Americas and southern Europe. This paper modifies and extends the approach to the Indian sub-continent and to coastal surge hazards utilizing data collected from 1,000 households impacted by the Indian Ocean tsunami (2004) in the Nagapattinam district of south-eastern India. The analyses suggest that the MDAI scale is a reliable and valid measure of household living conditions and is useful in assessing disaster impacts and tracking recovery efforts over time. It can facilitate longitudinal studies, encourage cross-cultural, cross-national comparisons of disaster impacts and inform national and international donors of the itemized monetary losses from disasters at the household level. ‘Multiple disasters’ or disasters that occur in ‘one specific place’ are regular events in coastal parts of the state of Orissa in eastern India. Yet the policy framework for addressing multiple disasters is weak. This paper aims to show that policy responses in pre- and post-independence Orissa have overlooked the effects of multiple disasters. Evidence based on a review of the literature and onfieldwork indicates that Orissa has a long history of experience of multiple disasters due to its unique geographic location, political dislocation, and ineffective disaster policies that have focused only on single events. One can observe the effects of this even today in Orissa, notably inadequate measures to counteract the consequences of multiple disasters at the household level and to build people's capacity. This study posits, therefore, that multiple disasters deserve good representation in integrated disaster reduction strategies designed to mitigate their impacts. [ABSTRACT FROM AUTHOR]

A landslide occurred in the region of Zanskar in the Indian Himalayas in 2015, damming the Tsarap River, creating a lake that effectively became a ticking time bomb, threatening villagers downstream. During the period between the discovery of the natural dam and the bursting of the lake, the state's approach to disaster management plunged the local population into a situation where 'technocratic time' ruled, as government experts handled the impending disaster at a rhythm dictated by the production of studies and reports. Analysis of the temporality of disaster mitigation and preparedness measures during this anticipated flood, as well as of the factors that surrounded the events, reveals how attitudes towards the state shaped people's perceptions of these interventions. In Zanskar, the technocratic pace and the state's lack of transparency were seen as a form of oppression that further marginalised the region, in particular by subjecting its population to the process of waiting. The focus of most disaster management programmes is to deploy resources-physical and human-from outside the disaster zone. This activity can produce a delay in disaster mitigation and recovery efforts, and a consequent loss of human lives and economic resources. It may be possible to expedite recovery and prevent loss of life by mapping out disaster proneness and the availability of resources in advance. This study proposes the development of two indices to do so. The Indian census data of 2001 is used to develop a methodology for creating one index on disaster proneness and one on resourcefulness for administrative units (tehsils). Findings reveal that tehsil residents face an elevated risk of disaster and that they are also grossly under-prepared for such events. The proposed indices can be used to map regional service provision facilities and to assist authorities in evaluating immediate, intermediate, and long-term disaster recovery needs and resource requirements.
