It has been argued that successful professional development efforts, especially in assessment-literacy, need to address emotional components and the existence of implicit conceptions in order to raise consciousness and ultimately transform practice (Xu and Brown, 2016: p. 156). Experiential approaches have been shown to be highly effective for adult learning, especially in bringing about and sustaining changes in beliefs and practices. In this paper, I explore the use of an experiential approach in an online language assessment course, describing in depth two formative assessment (FA) activities and the technology tools that were employed. These activities served to (1) develop participants' AL in formative assessment, including online formative assessment; (2) evoke emotions, raise consciousness about conceptions, and prompt a desire for transformation; and (3) bridge the theory-practice gap. This paper offers insights into approaches to FA and teacher development in online settings and seeks to contribute to the growing body of knowledge in the field of assessment education.

The major analytical research question addressed in this paper is: What are Thailand's strengths and weaknesses as an international education hub for students from the Asian region? The key descriptive research question is: What is the nature of the educational experience of Asian students in Thailand? The two major research methodologies of the study are mixed research methods and comparative case studies, with the use of in-depth interviews of influential experts, surveys, and an autoethnography. In terms of major findings, there has been a dramatic growth of Asian students at Thai universities during the past two decades. Thailand's major advantages relate to low costs, location, quality campus facilities, and a welcoming attitude toward outsiders, while major disadvantages are the quality of many of Thailand's international programs often related to low English language capabilities. The paper concludes by presenting a creative new architecture for thinking about Asian study abroad in Thailand.

This paper focuses on designing a comprehensibility test and a questionnaire for spoken world Englishes in Brunei, Malaysia, the Philippines and Singapore, and utilizing the test to investigate the comprehension of Burmese, Cambodians, Indonesians, Laotians, Thais and Vietnamese. We reviewed the demarcation of users of English based on Kachru's (1984, 1985) three concentric models within the bloc's context where two circles--Outer Circle and Expanding Circle are present. The findings established a moderate comprehensibility level of Expanding Circle listeners toward the speakers of the Outer Circle. The variations of comprehensibility scores paved way for the exploration of the comprehension scores' possible relationships with language proficiencies, attitudes toward speakers, familiarity of spoken variety, historical origins of languages, and political ambiance between and among ASEAN nations. The predicted widespread use of English as a lingua franca following ASEAN's 2015 integration mushroomed intelligibility studies between and among Asean nationals including Bruneians, Burmese, Cambodians, Filipinos, Indonesians, Laotians, Malaysians, Singaporeans, Thais and Vietnamese. Previous studies regarding ASEAN nationals' intelligibility and/or comprehensibility were reviewed. This paper presents a study of five exposures that relate to the intelligibility and/or comprehensibility within world Englishes speaker-listener paradigm. They are exposures to English through education, work experiences, outside the classroom (non-educational settings), social media, and travel and stay abroad. The Comprehensibility Testing Flowchart was used as the main framework of the study and data analysis. The findings show that there are positive correlations and significances between the five variables and the comprehensibility levels Aseans gained in the comprehensibility test. Purpose: It is still unclear how Asian universities incorporate the theory or practice of sustainable development (SD) in their research and education programmes. To address this gap, the purpose of this paper is to report on a study that has examined how universities in Asian countries handle and address matters related to SD. Design/methodology/approach: The study used a bibliometric analysis and an online survey-method. The online survey data were analysed through descriptive analysis and one-sample student's "t"-test. Findings: The study indicates that there is considerable variation among the Asian countries regarding sustainability practices in higher education institutions (HEIs). The HEIs in far eastern countries, such as Indonesia, Malaysia and Thailand are perceived to demonstrate more sustainability practices. Research limitations/implications: Even though a substantial number of participants participated in the survey, it did not cover all Asian countries. The online survey was carried out over a limited period of time, and not all HEIs in the field may have received information about the study. Practical implications: Asia is the largest continent facing a number of sustainability challenges. In this context, the contribution of HEIs is very important. The findings of the current study may serve as a baseline for Asian HEIs to take more initiatives towards SD goals, as HEIs are responsible for the education and training of hundreds of thousands of students who will be occupying key positions in industry, government or education in the coming years. Originality/value: The study contributes to the existing literature in two distinct ways. First, it was possible to develop a comprehensive instrument to measure sustainability practices in HEIs. Second, this study has filled the gap of the scarcity of studies regarding sustainability practices in HEIs in Asia.

Like all organisations, good governance is a fundamental requirement for the responsible and accountable management of universities in general and open universities in particular. This is to ensure that these (open) universities remain relevant to their mission of facilitating unfettered access to higher education for citizens and at the same time continue being reliable contributors to personal and institutional developments, the vital ingredients to maintaining sustained national development. While several studies have, in the past, been conducted on governance of universities, almost all of them have centred around conventional, face-to-face institutions. Not much published literature is in evidence on the governance of Open Universities. This paper, drawing from a study on the governance of a few open universities in Asia, tries to discuss the nature of their challenges, and the lessons that can be drawn from their practices and experience. The study focused on aspects relating to institutional autonomies such as curriculum, budgeting and financial management, admission standards, conferment of qualifications, academic staff appointments, development and promotions and research policies. Our findings indicate that, similar to conventional systems, the state plays a crucial role in many aspects of governance both in publicly funded and privately supported institutions. Recent attempts at governance transformation towards greater institutional autonomies is beginning to show limited changes in some but not all jurisdictions studied.

In a context of rapid economic growth, skills development systems have become increasingly important to countries in Southeast Asia in response to skills gaps generated by changing labour-market conditions. Countries in the region have no alternative but to invest in the development and maintenance of these systems. This paper asserts that in doing so they should recognise the importance of adopting a definition of skills that encompasses cognitive and soft skills as well as technical skills, they should regard as being essential to the development of effective labour market information systems, and they should adopt and institutional frameworks that are adequate to the task of managing complex and effective national skills development systems.

This paper describes two innovative and linked approaches to teaching and student learning in the environmental and development geography of the Mekong region, a region remote from students' normal experiential options. The first approach is field-based learning through Field Schools carried out in Vietnam, Laos and Thailand. The second approach is a structured role-playing web-based simulation exercise (e-Sim) on Mekong Basin environmental management challenges. This paper discusses the complementarities of these approaches and considers the degree to which these two experiential approaches to teaching and learning have contributed to key competences, namely cross-cultural communication and understanding, multi-disciplinary approaches to environment and development, and regional knowledge of Southeast Asia.

Three Southeast Asian polities, Cambodia, Laos and Thailand share much of their geography, history, culture, religion and language. Not all speakers of more than 100 languages spoken in the area have a sufficient knowledge of the respective national languages, Khmer, Lao and Thai. Yet, for the most part, the national languages are the only languages of literacy or the media of instruction in education. This paper discusses language planning for literacy in these three polities. The focus is on literacy in local minority languages. The paper also compares the similarities and differences in approaches of providing literacy and basic education to ethnic minority populations. It argues that in all three polities literacy is conceptualised as a process tied to the standardised national language. Recently, however, some local level initiatives in Cambodia and Thailand have started changing such conceptualisation. (Contains 5 tables and 4 figures.)

In school education, one of the few visible responses to increasing globalisation of educational practice has been the implementation of short-term experiential overseas student learning programmes. This paper analyses the results of a comparative research project on three Australian schools that offer such learning experiences. It argues that teachers who possess or who are capable of developing a transcultural--as opposed to an intercultural--capacity are more likely to be effective educators on these special programmes, as well as being more receptive to the personal and professional development that derives from participation in them.

While a thick strand of literature demonstrates informally employed workers and irregular migrants being generally worse off in the labor market, little has been done to examine and compare these two sources of disadvantages. Using regression analyses on a survey of migrant workers in Thailand from Cambodia, Myanmar and Lao People's Democratic Republic, the paper measures the prevalence of informal employment and estimates the differential contributions of irregular migration status and informal employment on various employment conditions. The paper finds that informality has a relatively stronger association with worse employment conditions, and systematic differences persist across sectors of employment and countries of origin. Initiatives to improve working conditions for irregular migrant workers should thus focus on both formalizing their employment status and expanding access to legal and safe migration, including social protection programs, in destination countries. The late Thai King Bhumibol Adulyadej formulated the Sufficiency Economy Philosophy (SEP). "Sufficiency" means balancing reasonable moderation in production against the need for protection from sudden internal and external shocks. SEP follows the middle path as a guiding principle for all classes of society and government. Knowledge, thoughtfulness, prudence, and ethical integrity are essential to achieve the middle path. This paper explores the use of SEP as a method of social innovation for enhancing delivery of public services and for localizing the process of sustainable development. Such innovative use of SEP is illustrated by three exploratory case studies of local administrative organisations (LAOs) in Thailand. All three LAOs' case studies have mayors with significant entrepreneurial talent useful in teaching entrepreneurial action to their residents, their staff, and other local leaders. Together, these cases show the potential of SEP as a method of bottom up social action and sustainable development. A brief discussion of the wider need for and use of innovation, including social innovations, and underpinning entrepreneurship, is included prior to the Thai case studies. Wind energy has become more prominent with contributions to CO2 emission reduction, energy prices, and climate change issues. High-resolution wind energy potential maps of the Mekong riverside area in the upper northeastern part of Thailand at elevations of 100, 120, and 200 m above sea level (ASL) are presented in this paper, made using coupled mesoscale and microscale atmospheric wind flow modeling. Wind resource maps are presented and validated with observed wind data from three wind measurement towers installed along the Mekong riverside. Wind resource maps at an elevation of 120 m (ASL) show that the northern region near Laos is characterized by wind speeds in the range of 1.29 to 3.79 m/s, while the mountainous area in Mukdahan has wind speeds in the range of 1.63 to 3.85 m/s. As stipulated in Thai energy policies for wind power plant development, the annual energy production, the capacity factors, and the reduction of CO2 gas emissions are analyzed for wind power plants generated by 2.5-, 3.3-, and 4.5-MW wind turbine generators. Results show a high potential for energy production in Mukdahan province, with a 2.5-MW wind turbine generating 62,315 MWh/year for a very small power producer (VSPP) wind power plant. Under the small power producer (SPP) condition, a plant could produce 68,454 MWh/year along with 16% of capacity factors. Eventually, the CO2 emission gases are reduced by approximately 4915 tons of CO2 emission/year for the VSPP plant, while the SPP plant could reduce them by 24,575 tons of CO2 emission/year. Various terms are used to characterize fishers' knowledge. Here we use situated fishers' knowledge to refer to knowledge about long-distance fish migrations held by ethnic Lao fishers living in the Mekong River Basin in northeastern Thailand, southern Laos, and northeastern Cambodia. We consider the mobility of knowledge, humans, and fish, and adopt a theoretical framework based on Actor Network Theory (ANT) and political ecology. Based on fisher interviews, we demonstrate why knowledge transfer related to fish migrations is important. Fishers have various ways of knowing when migratory fish pass certain locations, although those are changing due to borders and technological changes. The paper's main contribution is to move beyond simply investigating human mobilities, and to instead consider the relationships between human, fish and knowledge mobilities, something that ANT is particularly well suited for, due to its focus on multispecies interactions, something that mobilities scholars would benefit from paying more attention to. Laos and Thailand show a decline of their diverse insect-eating traditions. Despite an urban "entomophagy" revival, respective rural practices are disappearing. In the context of a growing global interest in insects as food, this trend is being problematised as "Westernisation," supposedly leading to food culture homogenisation. In this paper, I criticise that narrative as being over-simplified and eurocentric. In reporting qualitative empirical data, I argue that the current decline of insect-eating is rooted in local forms of "modernity," rather than Western-dominated globalisation. In interpreting undeniable homogenisation tendencies, I also highlight the relevance of economically-driven processes, concluding that food culture transformation cannot be explained by one aspect or theory alone. Rice is a staple meal for the majority of Asians. However, human exposure to polycyclic aromatic hydrocarbons from paddy grain is largely unknown in Thailand and Laos. Therefore, information on the quantitative measurement and assessment of the health problems caused by PAHs was analyzed. The results showed that the concentrations of total PAHs in paddy grain in Thailand and Laos were 38.86 ± 5.13 and 11.35 ± 1.96 ng g−1, respectively. The highest concentration of PAHs in Thailand was B[k]F, whereas D[a,h]A was found to be the highest in Laos. A p-value less than 0.05 was defined, which showed B[b]F and B[k]F from Thailand and Laos were significant, which indicated that they could be from a different pollutant source. The main finding of this study, which was supported by the diagnostic ratios of PAHs and HCA, was that the primary source of PAHs was assumed to be incomplete combustion of petroleum products, which was caused by the burning of industrial fuels or vehicle exhausts, as well as open burning. The findings suggest that these two nations have similar PAH origins. Agricultural waste burning and transportation emissions are well-known sources of PAHs in Thailand and Laos. The cancer risk assessment method was based on the accumulation of PAHs from paddy grains. An ILCR of 1.0E-06 to 1.0E-04 was considered a tolerable limit of cancer risk, while a risk > 1.0E-04 was considered a concern in terms of cancer risk. The findings indicated that while PAH emissions exist, their contribution to global toxicity may be anticipated to be low in inhalation exposure. The higher values of ingestion and dermal risk estimated were regarded as the tolerable limit of cancer risk in children and adults from both countries, indicating that cancer risk in both nations falls within the "acceptable level" range. Over the last two decades, significant changes in lowland rice cultivation practices have occurred in mainland Southeast Asia. Here, we compare lowland rice farming in six provinces in northeastern Thailand and four districts in Savannakhet Province in southern Laos and consider the ways that agrarian change, including the deepening of capitalist relations, is occurring. Some of the most important changes taking place relate to increasing mechanization, remittances, changing bases of labour's simple reproduction, and the increased importance of international markets, especially for organic rice. These changes and associated government policies are having a considerable influence on agricultural practices. The Chinese market for organic rice from Laos is reducing pesticide and herbicides use and prolonging hand‐transplanting of paddy, while encouraging farmers to use uniform sized high‐yielding rice varieties, and abandoning local seeds. Rice exports from Laos are having both positive and negative environmental effects, indicating the nuanced influences of particular international markets and government policies. • The Loei Fold Belt contains Late Carboniferous (304–299 Ma) basaltic and andesitic tuffaceous rocks and Late Triassic (224–236 Ma) andesite and rhyolite. • The Late Carboniferous and Late Triassic volcanic rocks were formed in a back-arc basin and continental arc setting respectively. • Magmatic events in the Loei Fold Belt occurred in four periods: Ordovician-Silurian, Late Devonian-Middle Permian, Early-Middle Triassic and Late Triassic. • The Nan belt and Luang Prabang-Loei belt were connected in a back-arc basin during Late Devonian to Carboniferous. The Loei Fold Belt is one of the most significant tectonic and metallogenic belts in the Indochina Block. However, origin and tectonic significance of volcanic rocks in several volcanic belts of this fold belt remain ambiguous. In this paper, we present new petrochemical data, zircon U-Pb ages and Lu-Hf isotopic data for volcanic rocks from the Loei Fold Belt in northwestern Laos. The basaltic and andesitic tuffaceous rocks have Late Carboniferous zircon U-Pb ages (304 ± 2.1 Ma and 299 ± 1.8 Ma respectively), and display both MORB-like and arc-like geochemical signatures. Zircon Lu-Hf isotopic analyses give highly positive ε Hf (t) values of 8.99–14.24, indicative of a metasomatic mantle source which formed in a back-arc basin environment. On the other hand, the andesite and rhyolite samples have zircon U-Pb ages ranging from 236 Ma to 224 Ma, erupted during the Late Triassic, and formed in a continental margin arc setting (e.g., enrichment of LREE, depletion in Nb-Ta, Sr, and positive ε Hf (t) values of 9.87–12.25). With a synthesis of available geochronological, petrochemical and isotopic data, magmatic events in the Loei Fold Belt occurred in four periods: Ordovician-Silurian (450–400 Ma), Late Devonian-Middle Permian (ca. 361–265 Ma), Early-Middle Triassic (250–237 Ma) and Late Triassic (ca. 236–200 Ma), with peaks in Triassic and Carboniferous. Accordingly, we propose a tectonic-magmatic evolution model for the Loei Fold Belt. The Luang Prabang-Loei belt was a spreading back-arc basin during the Late Devonian-Middle Permian, and connected with the Nan back-arc basin. The basin expanded to its largest extent in the Permian period and started subduction in the earliest Triassic; the successive subduction did not terminate until the Late Triassic. Applying the method proposed by Mori and Smith (2014), we identify the spatial structure of manufacturing clusters in Thailand, Cambodia and Lao People's Democratic Republic (PDR). We find that the industries in which clusters are spread across the country (i.e. the industries that exhibit a globally dispersed and locally dense or locally sparse pattern) are similar among the three countries. In contrast, the industries in which clusters are spread across a narrower geographical area, such as a manufacturing belt (i.e. the industries that exhibit a globally confined and locally dense or locally sparse pattern) differ among them. In Thailand, they are mainly machinery and material industries, while in Cambodia and Lao PDR, they are light industries. This difference reflects the fact that the spatial structure of manufacturing clusters are determined not only by the characteristics of industries but also by the country's stage of industrial development. A new genus of Alleculini Laporte, 1840 - Zizu gen. nov. is described to include the following new species Zizu keralaensis sp. nov. and Zizu kejvali sp. nov. as a type species both from India, Zizu nepalensis sp. nov. from Nepal, Zizu novis sp. nov. from Thailand, Zizu tenebris sp. nov. from Pakistan and Zizu viator sp. nov. from Laos. Public engagement in health research has gained popularity because of its potential to co-create knowledge, generate dialogue, and ground research in the priorities and realities of the target groups. However, public engagement that achieves these objectives could still entail unforeseen negative consequences or a wasteful use of resources. Although the evaluation of public engagement has evolved in recent years, we lack consistent evaluation criteria for systematic and transparent assessments of success and failure. This article introduces standard evaluation criteria from the field of development aid evaluation (effectiveness, efficiency, impact, relevance, sustainability) to promote more systematic and comprehensive evaluation practice. I apply these criteria to the public engagement component of a recent research project into antimicrobial resistance, antibiotic use, and health behaviour in Thailand and Laos. Considering village-level engagement workshops, international exhibitions of photo narratives of traditional healing in northern Thailand, and social media communication, I demonstrate that activities that seem to achieve their objectives can still have problematic characteristics in other dimensions. I conclude that these five generic evaluation criteria can broaden our understanding of public engagement. Their more widespread use in evaluations can help build a more comprehensive and balanced evidence base, even if only a sample of public engagement projects and programmes can be evaluated systematically. Aims This study aims to measure the prevalence rates and patterns of help-seeking behavior as a consequence of being harmed by drinkers in five Asian countries (India, Sri Lanka, Vietnam, Lao PDR and Thailand). Methods A total of 9832 respondents aged 18–65 years from the WHO/ThaiHealth Collaborative Project were surveyed between 2012 and 2014 about their experiences of being negatively affected due to another's drinking, and whether and where they sought help, focusing on four adverse aspects of harms from others' drinking. Results The prevalence of seeking help from any source in the past year due to harm from others' drinking ranged from 7% to 20%. The most common service used by those who were affected by other people's drinking was asking for help from friends, followed by calling the police and using health-related services. The largest proportion of help-seeking was among those reporting property harm, followed by those being harmed physically and sexually by drinkers. Conclusion Given a wide range of harms from others' drinking in the general population and different needs of those affected, prevalence rates for help-seeking behavior due to others' drinking in South and South East Asian countries were low and the help sought was often informal. There is a large knowledge gap in our understanding of the mechanisms of help-seeking behavior and the pathways for access to help among those affected. Background: Dengue fever is a mosquito-borne disease accounting for 50-100 million annual cases globally. Laos and Thailand are countries in south-east Asia where the disease is endemic in both urban and rural areas. Household water storage containers, which are favourable breeding sites for dengue mosquitoes, are common in these areas, due to intermittent or limited access to water supply. This study assessed the effect of household water management and socio-demographic risk factors on Aedes aegypti infestation of water storage containers. Methods: A cross-sectional survey of 239 households in Laos (124 suburban and 115 rural), and 248 households in Thailand (127 suburban and 121 rural) was conducted. Entomological surveys alongside semi-structured interviews and observations were conducted to obtain information on Ae. aegypti infestation, socio-demographic factors and water management. Zero-inflated negative binomial regression models were used to assess risk factors associated with Ae. aegypti pupal infestation. Results: Household water management rather than socio-demographic factors were more likely to be associated with the infestation of water containers with Ae. aegypti pupae. Factors that was significantly associated with Ae. aegypti infestation were tanks, less frequent cleaning of containers, containers without lids, and containers located outdoors or in toilets/bathrooms. Conclusions: Associations between Ae. aegypti pupae infestation, household water management, and socio-demographic factors were found, with risk factors for Ae. aegypti infestation being specific to each study setting. Most of the containers did not have lids, larvicides, such as temephos was seldom used, and containers were not cleaned regularly; factors are facilitating dengue vector proliferation. It is recommended that, in Lao villages, health messages should promote proper use and maintenance of tightly fitted lids, and temephos in tanks, which were the most infested containers. Recommendations for Thailand are that small water containers should be cleaned weekly. Furthermore, in addition to health messages on dengue control provided to communities, attention should be paid to larval control for indoor containers in rural villages. This study employed a set of quantitative criteria to analyse the three parameters; namely policy, process, and practice; of the respective e-waste management systems adopted in Thailand, Laos, and China. Questionnaire surveys were conducted to determine the current status of the three parameters in relation to mobile phones. A total of five, three, and six variables under Policy (P1), Process (P2), and Practice (P3), respectively, were analysed and their weighted averages were calculated. The results showed that among the three countries surveyed, significant differences at p<0.01 were observed in all the P1, P2, and P3 variables, except P305 (sending e-waste to recovery centres) and P306 (treating e-waste by retailers themselves). Based on the quantitative method developed in this study, Laos’ e-waste management system received the highest scores in both P1 average (0.130) and P3 average (0.129). However, in the combined Ptotal, China scored the highest (0.141), followed by Laos (0.132) and Thailand (0.121). Themeda Forssk. (Gramineae) has 11 taxa in Malesia. A revision is provided with keys, synonymy, where necessary lectotypifications, descriptions, and notes. Themeda gigantea nearly is a Philippine endemic, but with a single collection from Halmahera, and one as far away as the Solomon Islands. Themeda caudata is reduced to T. villosa var. caudata, comb. nov., and T. intermedia to T. villosa var. polyantha, comb. nov. Themeda polycephala, a new species, is described from Laos. Ethnicity belongs to the most important types of differentiation in Laos. Among the means to establish such differences is the ascription of bodies of knowledge to various ethnicities. Ritual healing knowledge is often associated with the foreign and the culturally different. The attribution of differentiated categories of foreignness thus supports the emergence and reproduction of ethnic differentiation and interethnic communication in this region. The article examines negotiations for the 1995 Mekong Agreement, signed by Cambodia, Laos, Thailand, and Vietnam. A ``negotiation analysis'' approach is used, which is based on understanding interests and ``no agreement'' alternatives. The article draws upon interviews by the author with approximately 25 principals in the negotiations. Thailand and Vietnam, the regional powers, wanted to build cordial relations in the aftermath of the Cold War, and needed the Agreement to help contain conflict and promote cooperation on water resources. Laos and Cambodia were motivated to reach an accord to help procure aid. Planned Chinese hydropower reservoirs may increase the dry season flow – allowing the lower Mekong countries to share future increments of dry season flow. Negotiation assistance by UNDP was necessary to overcome a legacy of mistrust. These notes are based on observations conducted over seventeen years, including visits to projects, both structured and open ended interviews with participants and, more recently, a systematic review of reports prepared between 1991 and 1995. Results show that the principal thrust of all foreign aid projects which targeted indigenous people as preferred recipients were designed to provide access to state schooling, an education conducted in the national language and dominated by curricula objectives originating in the capital city. This is not what the people want. The preoccupation of state authorities with nation building and teaching skills that meet urban and industrial needs rather than the rural and agricultural priorities of indigenous people has contributed to the latters growing sense of alienation and eroded their sense of identity.
