A group of researchers from five continents are working on producing a twelve volume series on the Second Vatican Council and its global processes of reception. As debates emerge surrounding issues of subalternity, colonialism, decolonialism, and the geopolitics of knowledge, a new set of questions has been raised on the significance of such a project that places Vatican II at the center of international efforts. This paper pays special attention to the difficulties raised by these questions and to interpretations of the Council in favour of interculturality. Further consideration will be given to the role of Vatican II in the historical development of the continent over the course of the past decades as well as to the Council's acquiescence to many demands of decolonization. Indeed, in both Latin America and the Caribbean, the Council took up discourses of liberation and emancipation. [ABSTRACT FROM AUTHOR]

The capacity we have nowadays to send information from one corner of the globe to another within fractions of a second is unprecedented. The digitalization of books, journals and articles data bases has made it possible to examine and contrast vast amounts of information coming from different parts of the world in a way was not possible to do a few decades ago. The increasing amount and composition of academic events has augmented the number of destinations and frequencies of travels in which we interact with colleagues from a variety of countries. Some people believe that these changes have implied the democratization of anthropology in the sense that they allow for the visibility of anthropological traditions and anthropologists from peripheral institutions in the South that had traditionally been silenced. This paper will not only examine the extent to which we are actually witnessing the visibility of sobordinated anthropologies, but it will also discuss some of the most relevant problems and dilemmas that this visibility would bring about for the hegemonic anthropological establishment and for the subordinated anthropologies themselves. Resumen: El objetivo de este artículo es establecer una relación dialógica entre los aportes alcanzados por la genealogía crítica foucaultiana eurocentrada y el potencial liberador de la perspectiva descolonial latinoamericana, para favorecer la insubordinación de los saberes sometidos y la emergencia de las epistemologías otras desde un horizonte genealógico mundial. En la primera parte se explica brevemente el método crítico genealógico desarrollado por Michel Foucault. En un segundo momento, se emplea la perspectiva genealógica para reconstruir algunos de los dispositivos soberanos, disciplinarios -y hasta biopolíticos- empleados en los «regímenes coloniales» del siglo XVII en América. De esta manera, se busca analizar los límites de la genealogía intra-europea al contrastarlos con las críticas hechas al eurocentrismo y la colonialidad desde la perspectiva descolonial. Por último, se explora la posibilidad de una genealogía crítica descolonial de los saberes sometidos y la emergencia de las epistemologías otras desde un horizonte mundial para crear «justicia cognitiva» global. Abstract: This paper aims to establish a dialogic relationship between the contributions made by Euro-centric Foucaldian critique genealogy and the liberating potential of the Latin American decolonial approach, to boost insubordination and subdued knowledges, and the emergence of other epistemologies in a worldwide genealogical landscape. In the first part, the genealogical critique method developed by Foucault is explained briefly. In the second part, the genealogical approach is used to rebuild some of the sovereign disciplinary devices, and even biopolitical, used in the “colonial regimes” of the 17th century in America. Thus, we intend to analyse the boundaries of the intra-European genealogy, by contrasting them with the critiques done to Euro-centrism and coloniality from the decolonial approach. Last, we explore the possibility of a decolonial critical genealogy of subdued knowledges and the emergence of Other epistemologies from a global horizon to create global “cognitive justice”. Resumo: O objetivo desse artigo é estabelecer uma relação dialógica entre as contribuições atingidas pela genealogia crítica foucaultiana euro-centrada e o potencial liberador da perspectiva decolonial da América latina, para favorecer a insubordinação dos saberes sometidos e a emergência das epistemologias outras desde um horizonte genealógico mundial. Na primeira parte se explica brevemente o método crítico genealógico proposto por Michel Foucault. Na segunda parte, usa-se a perspectiva genealógica para reconstruir alguns dos dispositivos soberanos, disciplinares -mesmo biopolíticos-, os quais foram utilizados nos “regimes coloniais” do século XVII em América. Desse modo, procura-se analisar os limites da genealogia intra- europeia e contrastá-los com as criticas feitas ao euro-centrismo e à colonialidade desde a perspectiva decolonial. RESUMEN: En el presente trabajo queremos reflexionar acerca de una cuestión decisiva, a saber, las relaciones entre modernidad y colonialidad en el ámbito latinoamericano. Aquello que debe ser dirimido es si la modernidad europea es inherentemente colonial, o, dicho de otro modo, si todo el pensamiento moderno europeo se halla entrelazado de forma indistinguible e indisociable con unas gramáticas de colonialidad que, aún hoy, se reproducen en el campo del saber y del poder. Utilizaremos, como principal hilo conductor de esta investigación, las propuestas teóricas de Walter Mignolo, un pensador que sostiene precisamente la consustancialidad de modernidad y colonialidad. ABSTRACT: This paper reflects upon a decisive issue, namely, the relation between modernity and coloniality in the Latin American context. What remains to be settled is whether European modernity is inherently colonial, or, in other words, whether all modern European thought is indistinguishably and inseparably interwoven with grammars of coloniality that, even today, are reproduced in the arenas of knowledge and power. The guiding thread of this inquiry will be the theoretical proposals of Walter Mignolo, a thinker who argues precisely for the consubstantiality of modernity and coloniality. RESUMO: No presente trabalho queremos refletir sobre uma questão decisiva, a saber, as relações entre modernidade e colonialidade no contexto latino-americano. O que deve ser dirimido é se a modernidade europeia é inerentemente colonial ou, em outras palavras, se todo o pensamento moderno europeu se encontra entrelaçado de forma indistinguível e indissociável com algumas gramáticas de colonialidade que se reproduzem, ainda hoje, no campo do saber e do poder. This paper takes as its central issue the criticism that the decolonial thought has made to the Western culture, focused on modernity, as an internally violent culture. For this reason, the decolonial authors think that the cultures which have suffered the colonization should set a cut in regard of Western culture. We try to put in question some central aspects of this conception, as their concepts of modernity, culture, and geopolitics of knowledge. El presente texto se centra en la crítica que el pensamiento decolonial ha dirigido a la cultura occidental, focalizada en la modernidad, como intrínsecamente violenta y respecto de la cual las culturas que sufrieron la colonización debieran cortar radicalmente. Con el objetivo de poner en cuestión algunos aspectos centrales de este planteamiento se analizan críticamente sus conceptos de modernidad, de geopolítica del conocimiento y de cultura.

La crónica ha surgido en América Latina como un espacio ideal para la voz de los excluidos -de esos que no cuentan mucho para el periodismo tradicional-, para contar lo que parece que no sucede, para dar cuenta de ello en su maravillosa "banalidad". Ahí está su fuerza política sobre todo cuando quien narra es testigo y protagonista -ya no informante sino sujeto de la enunciación- de una historia que revela y se rebela: revela el lado oscuro de la sociedad a través de una etnografía de la vida cotidiana de los homosexuales marginales chilenos y su drama en una sociedad patriarcal e injusta contra la cual su escritura barroca se rebela. Este trabajo analiza las crónicas de Pedro Lemebel publicadas en Loco afán. 15. Rescatando el nexo gobierno-gestión internacional: por un nuevo orden en gestión

Este artigo vai além da literatura anglo-americana de gestão internacional (GI) e negócios internacionais (NI) e da ordem neoliberal ocidental correspondente,por meio de uma abordagem trans/interdisciplinar que resgata o nexo governança-gestão internacional. Com base nos fundamentos da transmodernidade pluriversal e no reconhecimento da dimensão de geopolítica que tem sido marginalizada por NI/GI, a análise do processo pós-1990 de (re)construção de uma ordem luso-brasileira ou brasilo-portuguesa que desafia a hegemonia da ordem neoliberal é efetuada por meio do resgate da área de relações internacionais (RI) e da dessubalternização de conhecimentos locais baseados no conceito de diplomacia econômica. O artigo mostra como e por que organizações estatais e privadas mobilizam e constituem o nexo governança-gestão para (re)construir uma ordem luso-brasileira e ajudar a superar restrições históricas impostas pelo eurocentrismo. No final, o artigo defende a libertação de NI/GI para ajudar a construir uma nova ordem em gestão para um mundo em que diversos mundos e conhecimentos possam coexistir. This article moves beyond international management (IM) and international business (IB) literatures and the corresponding neoliberal western order through a trans/interdisciplinary approach that rescues the international management-governance nexus. Drawing upon the basic tenets of pluriversaltransmodernity and the recognition of the geopolitical dimension that has been marginalized by IB/IM the analysis of post-1990 process of (re)construction of a Luso-Brazilian or Brasilo-Portuguese order that challenges the hegemony of the neoliberal order is undertaken through the recognition of the international relations (IR) literature and the desubalternization of local knowledges in GI/NI informed by the concept of economic diplomacy. This paper shows how and why business and government organizations mobilize and constitute the governance-management nexus to (re)build a Luso-Brazilian order and help overcome historical restrictions imposed by eurocentrism. In the end the article stands for the liberation of IB/IM as a way to build a new order in management towards a world in which many worlds and knowledges could coexist. Este artículo va más allá de la literatura anglo-americana de gestión internacional (GI) y negocios internacionales (NI) y del orden neoliberal occidental correspondiente, por medio de un abordaje trans/interdisciplinario que rescata el nexo gobierno-gestión internacional. Con base en los fundamentos da transmodernidad pluriversal y en el reconocimiento de la dimensión de geopolítica que ha sido marginada por NI/GI, el análisis del proceso post 1990 de (re)construcción de un orden luso-brasileño o brasilo-portugues que desafía la hegemonía da orden neoliberal es efectuado por medio del rescate del área de relaciones internacionales (RI) y de la desubalternización de conocimientos locales basados en el concepto de diplomacia económica. La digitalización de las bases de datos de libros, revistas y artículos, ha posibilitado que podamos examinar y contrastar una gran cantidad de información proveniente de diferentes partes del mundo de una manera que no era posible solo hasta hace unas décadas. La creciente cantidad y composición de los eventos académicos ha incrementado el número de destinos y la frecuencia de los viajes en los cuales interactuamos con colegas de diversos países. Algunos creen que estos cambios, han implicado la democratización de la antropología en el sentido que permite la visibilización de las tradiciones antropológicas y antropólogos de las instituciones periféricas del sur, que tradicionalmente habían sido silenciadas. Este artículo discute qué tanto realmente estamos asistiendo a la visibilización de las antropologías subalternizadas, sino también algunas de las más relevantes problemáticas y los dilemas que esta visibilización traería para el establecimiento antropológico hegemónico, para las antropologías subalternizadas. The capacity we have nowadays to send information from one corner of the globe to another within fractions of a second is unprecedented. The digitalization of books, journals and articles data bases has made it possible to examine and contrast vast amounts of information coming from different parts of the world in a way was not possible to do a few decades ago. The increasing amount and composition of academic events has augmented the number of destinations and frequencies of travels in which we interact with colleagues from a variety of countries. Some people believe that these changes have implied the democratization of anthropology in the sense that they allow for the visibility of anthropological traditions and anthropologists from peripheral institutions in the South that had traditionally been silenced. This paper will not only examine the extent to which we are actually witnessing the visibility of sobordinated anthropologies, but it will also discuss some of the most relevant problems and dilemmas that this visibility would bring about for the hegemonic anthropological establishment and for the subordinated anthropologies themselves.
