How people pay is critically important to consumers and businesses alike. Many consumers are choosing to pay for goods and services from an increasing number of options. Tech‐savvy urbanites buy coffee by tapping their phone on a reader. Parents returning from a night out use peer‐to‐peer payment apps, such as Venmo, to pay the sitter. The recent explosion of financial innovations promises faster, more efficient, and cheaper transactions. These increasing digital payment options coincide with decreased number and volume of cash transactions. However, vulnerable populations face more constrained payment choices and often rely exclusively on cash. Without experience, devices, or acceptable credit histories, vulnerable populations may have little access to digital transactions. The advantages of falling digital costs and other benefits thus accrue to the digitally connected. At the same time, those who must transact in coins and paper money are likely to find their relative costs increasing. This paper highlights payment trends and the potential impact on vulnerable populations in the United States as we move toward a cashless society. This paper should stimulate discussions of public policy initiatives to mitigate digital payment issues for vulnerable people. [ABSTRACT FROM AUTHOR]

The article discusses potential developments involving kinship care policies and practices which were addressed at the Kinship Summit event in Albany, New York in September 2016, and it mentions collaborative partnerships, the needs of children, youth, and families, and gaps involving child welfare services in America. Continuity in kinship care is examined, along with kinship caregivers, the U.S. Temporary Assistance to Needy Families (TANF) program, and Voluntary Placement Agreements.

We examined the relationship between the tobacco industry and the journal Regulatory Toxicology and Pharmacology (RTP) using the Truth Tobacco Industry Documents Library and internet sources. We determined the funding relationships, and categorised the conclusions of all 52 RTP papers on tobacco or nicotine between January 2013 and June 2015, as "positive", "negative" or "neutral" for the tobacco industry. RTP's editor, 57% (4/7) of associate editors and 37% (14/38) of editorial board members had worked or consulted for tobacco companies. Almost all (96%, 50/52) of the papers had authors with tobacco industry ties. Seventy-six percent (38/50) of these papers drew conclusions positive for industry; none drew negative conclusions. The two papers by authors not related to the tobacco industry reached conclusions negative to the industry (p < .001). These results call into question the confidence that members of the scientific community and tobacco product regulators worldwide can have in the conclusions of papers published in RTP. OBJECTIVE: To describe relationships between tobacco-related environments and disparities in smoking by sexual orientation. METHODS: We examined three aspects of state-level tobacco environments, which were derived from the ImpacTeen State Level Tobacco Control Policy and Prevalence Database: (1) tobacco price and tax data and tobacco control funding; (2) tobacco control policies and (3) tobacco prevalence and norms data. This information was linked to individual-level data on sexual orientation, tobacco use and nicotine dependence in Wave 2 of the National Epidemiologic Survey on Alcohol and Related Conditions (N=34 653; 577 LGB respondents), a cross-sectional, nationally representative survey of adults in the USA. RESULTS: Lesbian, gay and bisexual (LGB) adults in states with more restrictive tobacco environments were less likely to have ever smoked (AOR=0.78, 95% CI 0.62 to 1.00) and to currently smoke (AOR=0.77, 95% CI 0.60 to 0.99) than LGB adults in more permissive tobacco environments. Further, sexual orientation disparities in past and current smoking, as well as in current nicotine dependence, were lower in states with the most restrictive tobacco environments. Results were robust to adjustment for confounders at the individual and state levels. CONCLUSIONS: Restrictive state-level tobacco environments are correlates of smoking behaviours among LGB adults in the USA; such environments could potentially reduce social inequalities in smoking based on sexual orientation. Published in the Journal of Sport Management in 1995, Laurence Chalip's "Policy Analysis in Sport Management" persuasively argued that effective sport managers should equip themselves with a particular set of critical policy analysis tools. Since that time, the study of sport policy has gained a strong foothold in the academic literature, but sport policy analysis is not often linked to managerial practice. This paper offers a critique and synthesis of a number of policy analysis frameworks (including Chalip's), and offers a refreshed set of robust and pragmatic analytical precepts that sport managers might employ to understand and influence policymaking. Following Chalip's original approach, this paper relies on an empirical case involving the development of national sport policy (the United States' Protecting Young Victims from Sexual Abuse and SafeSport Authorization Act) to illustrate and support its broader arguments. This paper explores the relationship between federalism and the policy design of labour market policies in two liberal welfare state regimes – Canada and the United States – addressing the following research question: How do variations in policy design intersect with federalism in both countries and how can these variations provide powerful, self-reinforcing or self-undermining feedback effects over time? Combining the literatures on the varieties of federalism, the liberal welfare regime, and policy design and feedback, the paper shows that paying close attention to federalism is necessary to understand diverse national policy designs that produce self-reinforcing feedback effects over time. Background: While gun owners are frequently surveyed, we are not aware of any study that has examined principles held by gun owners that underlie their gun policy opinions, or their opinions about specific provisions of each policy. To find the common ground between gun owners and non-gun owners, this paper aims to answer the following: (1) What underlying principles affects gun owner support for gun policies; (2) how do gun owners' attitudes change depending on the specific provisions within these policies? Methods: In May 2022, a survey was administered by NORC at the University of Chicago and completed by adult gun owners (n = 1078) online or by phone. Statistical analyses were performed using STATA. The survey used a 5-point Likert scale to evaluate gun owners' principles and attitudes toward firearm regulation, such as red flag laws, and possible provisions to these policies. Focus groups and interviews were conducted with 96 adult gun owners and non-gun owners to further clarify points in the survey for the former and to ascertain support for the same policies and their potential provisions for the latter. Results: The principle that gun owners identified with the most concerned keeping guns out of the hands of those with an increased risk for violence. There was significant overlap among gun owners and non-gun owners on policy support, especially with this central theme that those with a history of violence should be prevented from accessing a firearm. The degree of support for policies was different depending on what provisions were said to be included in the policy. For example, the degree of support for universal background checks ranged from 19.9 to 78.4% depending on the details of the legislation. Conclusion: This research demonstrates common ground between gun owners and non-gun owners: It informs the gun safety policy community about gun owners' views and principles on gun safety policy and which policy provisions impact their support for a given law. Aims: To identify the barriers and facilitators to healthcare for people without documentation status. Design: We conducted a systematic integrative literature review following the Whittemore and Knafl methodology. Methods: Literature search was conducted to identify studies addressing barriers or facilitators to healthcare for people without documentation status in the United States between 2012 and 2022. Studies were critiqued for quality, with results analysed thematically using the social‐ecological model. Data Sources: Searches were conducted in PubMed, PAIS, Web of Science, CINAHL and Psych Info in October 2022. Results: The review incorporated 30 studies (19 qualitative and 11 quantitative). People without documentation status encountered numerous healthcare barriers such as intrapersonal (lack of financial resources and health insurance, fear), interpersonal (language and cultural discrepancies, discrimination), community (bureaucratic requirements, anti‐immigrant rhetoric) and policy‐related barriers. Conversely, linguistically and culturally competent care, empathetic and representative staff, health navigators, safety‐net clinics and supportive federal policies emerged as key facilitators. Conclusion: These findings illuminate the complex healthcare disparities experienced by people without documentation status and underscore facilitators enhancing care accessibility. Future research is needed to explore interventions to increase access to care for this population. Impact: This paper provides a comprehensive examination of the complex barriers and facilitators to healthcare for people without documentation status in the United States. The findings support the value of universal healthcare access, a priority of the World Health Organization, and can inform healthcare policies and practices worldwide. The majority of U.S. states have legalized marijuana for medical use and some states have legalized marijuana for recreational use; yet, marijuana remains illegal federally. Given the misalignment between state and federal policies, this paper seeks to explore how hospitals handle inpatients' medical marijuana use in states where medical marijuana is legal. To examine this phenomenon, we conducted an anonymous, online, cross-sectional survey of nurse leaders working in acute care inpatient settings in states that had legalized medical marijuana. Using descriptive statistics, we report on these nurse leaders' experiences. There were 811 survey responses—291 who worked in an acute care inpatient setting in a state that had legalized medical marijuana. Among those respondents, only a small percentage reported that inpatients had some access to their medical marijuana: 5.8% reported that the drug was kept in the pharmacy and dispensed like other prescriptions; another 3.4% indicated that patients kept the medical marijuana in their rooms and took it, as needed. Most respondents (55.6%) reported that patients were switched to an alternative medication during their inpatient hospital stays. Almost half (49.4%) of the nurse leaders who reported that alternative medications were used, reported that opioids were substituted, and the majority reported that the marijuana was safer than the opioids. This paper discusses the impact of White supremacy, ableism, and U.S. policing on both the history and current state of psychology and sheds light on ways that psychologists can acknowledge and divest from carceral White supremacist practices in mental healthcare. Because of how oppression and intersectionality function within a White supremacist society, not all Black lives have been equally valued by non-Black Americans. Similarly, White supremacy and ableism have had lasting impacts on the public perception of disabled people. Connecting the historical origins of the U.S. policing system to the current practices of the U.S. police system, this paper argues that the police have always been about controlling "disorder." Similarly, psychology and the larger mental health field have a troubled history of controlling Black, Brown, and disabled bodies. Recommendations for ways therapists can unlearn therapy practices stemming from White supremacy cultural practices (e.g., carceral therapeutic practices and biased mental health care) are provided along with action items for mental health practitioners to maintain a commitment to undoing the harm from these historic and systemic issues. Policies and services to support informal caregivers vary considerably across countries, This paper examines the role of caregivers and how perspectives on that role may influence the availability of benefits and services in three countries that differ considerably in their care systems - Sweden, Ireland and the United States. We developed a nine-dimensional framework for examining differences, including policies and how the role of caregiver is conceptualized. We found differences in the three countries in how services are organized, which reflected assumptions about the caregiver role. There were also similarities in the three countries. Caregivers held an ambiguous position within each social system and there was little concern for equity in the delivery of support services. Increased clarity about the role of caregivers may facilitate development of policies that more effectively meet their varied needs. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to discuss the limitations of law interpretations and policy regulations as they pertain to inclusion and exclusion of people with physical disabilities in physical education. We believe interpretation of the law has professional implications that must be addressed. Specifically, the ideal and the reality of the laws as applied to the students with physical disabilities is not the same. We believe we have a duty to include people with physical disabilities in movement activities. To conclude the paper, we, the authors, discuss current research in perspective-taking for pre-service teachers as a solution for including people with physical disabilities in physical education, recreation, and sport. Although incarceration rates have begun to decline, the collateral consequences of mass incarceration persist, especially for families and communities of color. Following incarceration, families often face relationship, social, and financial challenges. Yet, social welfare benefits that can support families experiencing poverty frequently exclude people with felony convictions. One such social welfare policy—the focus of this paper—is the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), which bars people with felony drug convictions from accessing social welfare benefits. With 60% of incarcerated parents having felony drug convictions, this policy precludes almost 200,000 families from accessing welfare benefits and disproportionately impacts single mothers and people of color. In this paper, we analyze PRWORA as it relates to social welfare and family inequity in the era of mass incarceration. Guided by an intersectionality framework, we address the following aims: (1) demonstrate how PRWORA may act as a form of institutional racism embedded within mass incarceration; and (2) analyze the impact of PRWORA's felony welfare benefits ban on families impacted by incarceration. We conclude with recommendations for researchers, policymakers, and practitioners working toward better outcomes for the formerly incarcerated. Highlights: Mass incarceration is a discriminatory institution of oppression that disproportionately impacts people with historically marginalized identities. Families with an incarcerated parent frequently experience secondary punishment through social stigma and economic strain. Social welfare may economically support families impacted by incarceration, yet many are disallowed welfare benefits under PRWORA. Excluding justice involved families from welfare benefits is a form of social exclusion embedded within mass incarceration. Populations are increasingly exposed to natural hazards due to expanding development and climate change. This exposure is exacerbated by sociodemographic and socioeconomic factors limiting resources for disaster mitigation and recovery. Federal disaster assistance is crucial for communities in the wake of catastrophic events by supplementing local resources. However, recent research suggests that federal disaster assistance may exacerbate existing inequality across social groups. The most pervasive and costliest disaster in the United States is flooding. The federal government maintains multiple programs supporting flood mitigation and recovery, yet a comprehensive understanding of how these programs may foster inequitable outcomes is lacking. This paper uses a systematic review of federal flood policy literature over the last decade to fill this gap and identify patterns that may contribute to inequitable outcomes. Results suggest that despite over 100 flood-related disasters occurring over the past decade, the effectiveness of flood policies across social groups is relatively unstudied. And when studied, federal policies themselves do not explicitly lead to inequitable outcomes. Instead, we conclude that policies prioritize equality over equity and do not overcome systematic oppressive and racist decision-making. This paper reconsiders the outpacing argument, the belief that changes in law and other means of regulation cannot keep pace with recent changes in technology. We focus on information and communication technologies (ICTs) in and of themselves as well as applied in computer science, telecommunications, health, finance, and other applications, but our argument applies also in rapidly developing technological fields such as environmental science, materials science, and genetic engineering. First, we discuss why the outpacing argument is so closely associated with information and computing technologies. We then outline 12 arguments that support the outpacing argument, by pointing to some particular weaknesses of policy making, using the United States as the primary example. Then arguing in the opposite direction, we present 4 brief and 3 more extended criticisms of the outpacing thesis. The paper's final section responds to calls within the technical community for greater engagement of policy and ethical concerns and reviews the paper's major arguments. While the paper focuses on ICTs and policy making in the United States, our critique of the outpacing argument and our exploration of its complex character are of utility to actors in other political contexts and in other technical fields. Lester Salamon first characterized nonprofits in the United States as "the resilient sector" in 2003. He based this characterization on the sector's growth, its ability to adapt to new economic and political conditions over time and its increasingly adaptive entrepreneurial culture. The view of nonprofits as resilient institutions has been reinforced since by their performance in recent crises including the COVID pandemic beginning in 2020 and the financial crisis of 2008–2009, though not without exception or assurance that nonprofits would necessarily be resilient in future crises. This paper examines some of the strategies nonprofits have employed to navigate recent crises and prepare themselves for less certain futures. It also teases apart the nature of resilience, asking how resilience at the organizational level differs from network level and sector-level resilience. Such differences have important implications for public policy vis-à-vis nonprofits. In particular, policies that would strengthen nonprofits at the organizational level may differ from, even conflict with, those that would strengthen the nonprofit sector as a whole. Purpose: The purpose of this paper is to describe the diversity of trauma Latin American (LA) refugee children in the USA experience across migration. It proposes ways that practitioners and policymakers can use knowledge from existing research to improve services and respect the rights of LA children. Design/methodology/approach: The paper used a systematic review approach supplemented by additional sources to capture current representative knowledge. The paper uses staged migration and social ecological approaches for organization and discussion. Findings: LA children have historically and contemporarily been exposed to more instances and types of trauma than their non-immigrant US counterparts. LA refugee children have a high need for international protection that is not reflected in the US policy. Practical implications: Knowledge of possible trauma types among LA children can inform practitioner expectations and prepare them for care management. Officers must be well-trained in both potential trauma-related content and geographic context and have excellent interviewing skills. Lawyers, advocates and judges – the latter who create precedent – play a critical role in children's cases and should have access to high-quality, geographically and historically relevant and contemporary information. Social implications: The levels of violence in Latin America; the rate of child trauma; and the spike in unaccompanied children at the border compels the USA to reassess their positions on (a) refugee caps, (b) asylum screenings and (c) interception-related policies, protocol and practice. This paper uses distinctions between differing senses of "private," "public" and "political" in the United States to argue for the value of framing food issues as a collective problem that calls for broadscale demands for justice. We argue that food choices do not simply belong to the realm of private preferences and market transactions. Rather, they are a set of decisions that have systemic causes and public consequences. They are shaped and constrained by public policies that underwrite the transportation of food over long distances as well as particular crops and foodstuffs, and by the vendors and advertisers who try to convince us to eat more of the foods they produce. Because the consequences of eating an abundance of empty calories are not easily remedied at the personal level, citizens need to demand public, systemic solutions, including better food information, youth food education, and a healthier food supply. Informed by literature on collaboration, policy adoption, and utility governance, this paper develops and empirically tests hypotheses addressing the implications of collaboration, utility ownership and city-level commitment to sustainability on city-level clean energy policy decisions. This paper offers an answer to the question, "to what extent does collaboration between utilities and local governments influence policy adoption." We utilize cross-sectional data from the United States focused Integrated City Sustainability Database (ICSD) to perform an ordinary least squares regression analysis that investigates the degree that specific city attributes and state policy influence the creation of city-scale policy. This analysis shows that cities with a Publicly Owned Utility (POU) adopt close to two energy policies more than similar cities served by an IOU. Higher levels of collaboration among cities and with an Investor Owned Utility (IOU) can offset a portion of the adoption gap for community-oriented energy policy, but has little to no impact on governmental or renewable policies. Purpose/Objective: Individuals with historically oppressed identities, such as disabled or racialized minorities, face inequities across all societal institutions, including education, criminal justice, and healthcare. Systems of oppression (e.g., ableism, racism) lead to inequities that have ultimately contributed to disproportionate rates of COVID-19 morbidity and mortality in the United States. In the midst of the COVID-19 pandemic, increased public attention regarding police brutality toward Black people and the reinvigoration of the national Black Lives Matter (BLM) movement further highlighted the detrimental effects of oppressive systems and the urgent need to promote equity in the United States. The disproportionate number of COVID-19-related deaths and police brutality are inextricably connected, as both are products of oppression toward minoritized communities. The co-occurrence of the pandemic and BLM movement protests also creates an opportunity for critical discourse on the intersection of ableism and anti-Black racism specifically within the field of rehabilitation psychology. Research Method/Design: The overarching goals of this review are to apply the Intersectional Ecological Model with the addition of the chronosystem to illustrate how systems of oppression lead to health disparity in COVID-19 survivorship and to provide recommendations to promote health equity. Conclusions/Implication: As the COVID-19 pandemic shifts to an endemic and efforts to eliminate oppressive systems continue, rehabilitation psychologists have an ongoing, evolving, and shared responsibility to employ socially-responsive solutions to promote optimal functioning for patients, families, and communities. Impact and Implications: Disabled and Black communities continue to face inequities across all societal systems. The COVID-19 pandemic and simultaneous Black Lives Matter Movement protests brought systemic inequities faced by disabled and Black communities to the forefront of the nation's attention, creating an opportunity to explore the intersection of ableism and anti-Black racism on COVID-19 survivorship. This paper uses the Intersectional Ecological Model to illustrate how systemic oppression contributes to inequity in COVID-19 survivorship for Black disabled communities. Objective: The goal of our article was to systematise studies that investigated the impact of living conditions in large national regions on individual alcohol consumption. Methods: The objectives of the scoping review, the criteria and methods for selecting articles were defined in advance and recorded in the protocol PROSPERO CRD42021234874. We sought publications on the research topic in PubMed, Google Scholar, OpenGrey, Crossref and eLibrary databases from the moment they were created until December 31, 2021. The final sample included 81 publications. Results: The majority of ultimately selected papers were published after 2010 (62 articles), represented the USA (68 articles), and considered samples of children and youths, either the younger population or the general adult population (65 articles). High quality was characteristic for 19 studies, whereas satisfactory quality was exhibited by 46 publications. The most consistent associations with individual alcohol consumption were revealed for the legislative environment (especially for integral scales and indices), alcohol pricing policy, the prevalence of alcohol consumption and binge drinking in the population, and unemployment rate. Conclusion: The review made it possible to systematise the results of studies on the impact of the characteristics of large national regions on alcohol consumption, including a description of these characteristics and results, samples and designs of studies, their quality, as well as to summarise the results of these studies. On June 7th, 2019, Layleen Xtravaganza Cubilette-Polanco, a transgender woman from New York, died at Rikers Island while in solitary confinement. According to officials from the Department of Corrections, Layleen's death was a result of a series of interrelated health problems.. Trans, queer, and gender non-conforming people, especially youth of colour and Black trans women, face heightened rates of homelessness, violent victimisation, barriers to housing, employment, and healthcare. These social conditions are tied to heightened engagement in survival sex work, over-policing, and surveillance of their communities. As a result, Trans and queer people are disproportionately impacted by mass incarceration, and must contend with the nexus of a system that functions on racist and colonial legal construction of gender, making carceral spaces sites of (in)visibility and death. The death of Trans people within these carceral spaces are followed by multiple discursive deaths, including the use of dead names in media, misgendering, and transphobic political debate. This paper aims to highlight and explore carceral settings as sites of death and (in)visbility for Trans and queer people and how reframing allows us to identify how (neo)liberal reforms meant to protect Trans people only entrench mass incarceration in the United States. ObjectiveThe current paper presents a comparison of university policies and health and academic accommodations offered to undergraduate students following sexual assault (SA) and sports-related concussions (SRC). Procedures and protocols for universities to consider adapting from their SRC policies to their SA policies are detailed.Participants: The SRC and SA policies at the 50 United States public flagship universities were analyzed.Methods: The research team coded for a number of policy details including health referrals, academic and financial accommodations, and requirements for follow-up with university personnel.Results: Compared to SA polices, SRC policies at the public flagship universities offer more comprehensive academic accommodations and physical and mental health resources. Conclusions: Comprehensive policies for student SA survivors, like those available for students who suffer SRCs, would improve student health and academic outcomes and increase SA survivors' likelihood of graduating college, thereby reducing individual and societal human capital loses. PURPOSE: The liberalization of cannabis policies has the potential to affect the use of other substances and the harms from using them, particularly alcohol. Although a previous review of this literature found conflicting results regarding the relationship between cannabis policy and alcohol-related outcomes, cannabis policies have continued to evolve rapidly in the years since that review. SEARCH METHODS: The authors conducted a narrative review of studies published between January 1, 2015, and December 31, 2020, that assessed the effects of cannabis policies on the use of alcohol in the United States or Canada. SEARCH RESULTS: The initial search identified 3,446 unique monographs. Of these, 23 met all inclusion criteria and were included in the review, and five captured simultaneous or concurrent use of alcohol and cannabis. DISCUSSION AND CONCLUSIONS: Associations between cannabis policy liberalization and alcohol use, alcohol-related outcomes, and the co-use of alcohol and cannabis were inconclusive, with studies finding positive associations, no associations, and negative associations. Although several studies found that cannabis policy liberalization was associated with decreases in alcohol use measures, these same studies showed no impact of the cannabis policy on cannabis use itself. The lack of a consistent association was robust to subject age, outcome measure (e.g., use, medical utilization, driving), and type of cannabis policy; however, this may be due to the small number of studies for each type of outcome. This paper discusses several notable limitations of the evidence base and offers suggestions for improving consistency and comparability of research going forward, including a stronger classification of cannabis policy, inclusion of measures of the alcohol policy environment, verification of the impact of cannabis policy on cannabis use, and consideration of mediation effects. This paper examines the response of income concentration in the US to the occurrence of major systemic banking crises since the beginning of the twentieth century. In doing so, the paper analyzes the shape of the upper income tail as well as the national income shares accruing to different groups within the richest decile. The findings suggest that systemic banking crises reduce income concentration within the top decile of the US pre-tax and transfers income distribution, and more generally, that the effect is highly heterogeneous across different top income groups. While the richest income group loses ground, the lower half of the top decile appears to gain in relative terms. However, evidence suggests that the estimated short-term effect of market forces stemming from banking crises can be relatively small in magnitude and even temporary in nature, as it may be quickly reabsorbed. These findings lend indirect support to the idea that only substantial changes in government policies and institutional frameworks can bring about radical changes in income distribution. The tactics used by the food industry to influence public policy have been well documented, but there is little direct evidence of the rationale behind food industry actions and their level of support from within individual companies. This paper provides an analysis of an email exchange (from 2015) between former senior executives of Coca-Cola to gain insider insight into ways in which the food industry seeks to influence policy-makers as well as scientific evidence and opinion with respect to nutrition and non-communicable disease (NCD) prevention. The results provide direct evidence that senior leaders in the food industry advocate for a deliberate and co-ordinated approach to influencing scientific evidence and expert opinion. The paper reveals industry strategies to use external organisations, including scientific bodies and medical associations, as tools to overcome the global scientific and regulatory challenges they face. This evidence highlights the deliberate approach used by the food industry to influence public policy and opinion in their favour. It also demonstrates the importance of identifying and managing potential conflicts of interest when assessing the evidence base and when making policy decisions related to nutrition and NCD prevention. This paper deals with life care annuities, i.e. bundled products comprising a life annuity and long-term care insurance. It aims to assess the cost of converting retirement benefit into a life care annuity with graded benefits using a pre-existing public pay-as-you-go pension scheme. With this objective in mind, we present an actuarial method based on array calculus for valuing this type of life care annuity. The health dynamics of the annuitant rely on a reversible illness-death multistate framework. The paper contains a numerical example in which mortality and disability assumptions are based on data from the USA and Australia, although this should be viewed simply as an illustration. In addition, in order to check the coherence of these data, we compute life expectancy for both healthy and dependent persons, and then for dependent persons in each of the states of dependence. The effect of ruling out the recovery assumption on the annuity's cost is also assessed. The analysis provides valuable insights into how much it would cost to introduce these annuities and enables us to make some policy recommendations to help ensure that this combined pension scheme has a good actuarial design. Introduction: Over the last decade in the United States (US), the burden of chronic disease, health care costs, and fragmented care delivery have increased at alarming rates. To address these challenges, policymakers have prioritized new payment and delivery models to incentivize better integrated health and social services. Policy practice: This paper outlines three major national and state policy initiatives to improve integrated health and social care over the last ten years in the US, with a focus on the Medicaid public insurance program for Americans with low incomes. Activities supported by these initiatives include screening patients for social risks in primary care clinics; building new cross-sector collaborations; financing social care with healthcare dollars; and sharing data across health, social and community services. Stakeholders from the private sector, including health systems and insurers, have partnered to advance and scale these initiatives. This paper describes the implementation and effectiveness of such efforts, and lessons learned from translating policy to practice. Discussion and Conclusion: National policies have catalyzed initiatives to test new integrated health and social care models, with the ultimate goal of improving population health and decreasing costs. Preliminary findings demonstrated the need for validated measures of social risk, engagement across levels of organizational leadership and frontline staff, and greater flexibility from national policymakers in order to align incentives across sectors. Although political parties are not mentioned in the U.S. Constitution, the two-party electoral system is wellestablished in American elections and gerrymandering naturally occurs to benefit the party that controls both a state's legislative chambers and the governor's office. Tracing the evolution of partisan gerrymandering and examining the gerrymandering practices, this research finds that redistricting manipulation enabled by two-party electoral system, is a tale as old as time and it has continued for over two hundred years, rising or falling depending on the intensity of partisan politics. In 21st century, political polarization and gerrymandering have been feeding off each other. When the redistricting process is manipulated by entrenched partisan gerrymanders, it has become counterproductive to fair representation, competitive election, and translating public will into policies. Purpose: Housing is essential to health. Governmental rental assistance is one way to increase access to affordable housing, but little is known about how it varies by rural/urban location. This paper seeks to address that gap by examining rural/urban and within‐rural differences in receipt of rental assistance, with particular attention differences by health and disability. Methods: We used data from the 2021 National Health Interview Survey (n = 28,254) to conduct bivariate analyses to identify significant differences in receipt of rental assistance by rural/urban location. We then conducted logistic regression analyses to generate odds ratios of receiving rental assistance, adjusting for self‐rated health, disability, sociodemographic characteristics, and the US Census region. Findings: When limiting the sample to those who rent (20.6% of rural residents and 29.6% of urban residents), rural residents were nearly 5 percentage points more likely to receive rental assistance (13.1% vs 8.2%, P<.001). Rural recipients of rental assistance were more likely to have a disability than urban residents (27.9% vs 20.3%, P<.05) and were more likely to report fair/poor health (41.6% vs 31.4%, P<.05). Conclusions: Rural residents are less likely to rent their homes, but, among those who rent, they are more likely to receive governmental rental assistance. This may be reflective of the greater need for rental assistance among rural residents, who were in poorer health and of lower socioeconomic status than urban renters. INTRODUCTION JUUL is a high-nicotine pod-based vaping device that is popular among adolescents and young adults. On 23 June 2022, the US Food and Drug Administration (FDA) denied authorization to market JUUL, and ordered JUUL Labs to remove products from the US market. The next day, a US federal appeals court temporarily suspended the ban. The mixed public discourse surrounding the FDA ban warrants further investigation. METHODS This study examined Twitter data to describe public reaction to these announcements. Posts containing terms 'JUUL' and/or '#JUUL' (N=97548 unique tweets) were collected from 23 June to 3 July 2022, from Twitter's Streaming Application Programming Interface (API). After removing retweets, we used an inductive approach to become familiar with the data, generated a codebook, and conducted a content analysis on a random sample of n=4000 tweets. RESULTS A total of 2755 (68.9%) tweets discussed JUUL in the context of the FDA ban. News (n=1425/2755; 51.7%) about the JUUL ban, government distrust (n=588; 21.3%), and individual rights (n=253; 9.2%) were the most prevalent themes. Less commonly discussed themes included inconsistencies between policies (n=174; 6.3%), mentions of switching to other products (n=162; 5.9%), smoking cessation (n=99; 3.6%), and craving for JUUL (n=94; 3.4%). Sentiment analysis of JUUL ban-related posts (n=2755) demonstrated that 1989 (72.2%) tweets were categorized as neutral, while anti-ban posts (n=566; 20.5%) were more prevalent than pro-ban posts (n=200; 7.3%). CONCLUSIONS Besides straightforward announcements of the JUUL ban and its suspension, Twitter posts discussed government distrust, individual rights, and policy inconsistencies. While most posts conveyed neutral sentiments, anti-ban posts were almost three times more prevalent than pro-ban posts. Our findings suggest that text-based social media platforms like Twitter may be an effective instrument to understand opinions, attitudes, and beliefs regarding the FDA's JUUL ban. This article begins with an overview of the policy environment in the United States and abroad for skilled immigration, with a particular focus on "supply-driven" versus "demand-driven" systems. The overview emphasizes that firms play a central role in the skilled immigration process in most countries. I then survey the ample evidence that skilled immigrants have a strong positive effect on firm outcomes, followed by a discussion of the many margins of adjustment that firms have when their access to skilled immigrants is affected by national immigration policy. Finally, given such margins of adjustment and the importance of skilled immigrants to firms, I consider how the policies that affect skilled migration shape the global geography and quality of innovation. I conclude by discussing policy implications and open questions. In particular, I emphasize that evaluations of the impact of skilled immigration should not be constrained within borders: immigration flows and national immigration policies affect the global geography of innovation and investment. Background: Understanding of the alcohol industry's means of influencing public policy is increasingly well established. Less is known, however, about the specific organisations that lead the political strategies of the alcohol industry. To fill this gap, this paper explores the Distilled Spirits Council of the United States (DISCUS), a key trade association in the United States (US), which also operates internationally. Methods: This study explores how DISCUS is organised and the main political activities it pursues to advance its policy interests. The study triangulates data from several sources, including DISCUS documents, as well as federal lobbying and election expenditure data. Results: This study demonstrates that DISCUS is a key political actor in the US and global alcohol policymaking context. There are identifiable strategies used by DISCUS to shape alcohol policy debates, including framing and lobbying. We also find key synergies between these strategies and identify their operation at varying levels of policy decision-making. Conclusions: Generating more secure inferences about the nature of the alcohol industry's efforts to advance its interests, and with what success and at what cost, requires researchers to investigate other trade associations in different contexts, and use other data sources. As our planet faces more frequent and severe environmental threats due to climate change (including threats to biodiversity), environmental justice will be essential to ensure that the costs and burdens of combating these threats are shared equally, borne by all people worldwide in a fair and equitable manner. If the past is any indicator, however, environmental problems—and their "solutions"—disproportionately affect poor communities and communities of color, including Indigenous communities. Despite these past injustices, Indigenous lands, which make up only 20 percent of the Earth's territory, contain 80 percent of the world's remaining biodiversity—evidence that Indigenous peoples are among the most effective stewards of the environment. A primary reason for this remarkable statistic is the use and practice of Indigenous Traditional Ecological Knowledge; ecological wisdom which has been passed down for generations and has been shown to strengthen community resilience in response to the multiple stressors of global environmental change. While the United States government has been slow to acknowledge the value of Traditional Ecological Knowledge, it has recently begun to incorporate that knowledge into environmental policy in response to the worldwide climate crisis. Continuing the integration of Traditional Ecological Knowledge into government environmental policy will ensure that such policies will be more effective at the federal, state, and local levels and more equitable in their application. Western scientists, government officials, and global leaders need to build trusting and co-equal relationships with Indigenous communities by actively listening to all cultures and respecting the many kinds of knowledge systems required to conserve the natural world and all living beings. This paper will address how incorporating Traditional Ecological Knowledge into U.S. policy would help safeguard the environment from further biodiversity loss and other ecological destruction, and advance environmental justice to ensure the fair treatment of all. Aim: US federal, state, and local governments implemented numerous COVID-19 shelter-in-place orders (lockdowns) starting in March 2020 to ensure social distancing regulations and help stop the spread of COVID-19. It is important to know how these lockdowns affected businesses, such as restaurants, in regions that vary in terms of poverty status and geography. In this paper, we analyze the differential changes in rural and urban restaurant visits by the restaurants' NAICS codes following the COVID-19 lockdowns. Our analysis contributes to the public policy literature and helps operational planning for food distribution during a pandemic. Methods: Since urban and rural consumer behavior and food resources are significantly different, it is crucial to conduct a comparative analysis. Our study applies a difference-in-differences model to capture the differential effects lockdowns have on urban and rural restaurants. Results: We find that restaurant visits declined significantly in both rural and urban counties after shelter-at-home orders. The decrease in total restaurant visits was almost twice as high in urban counties as in rural counties. We also find that visits to fast-food restaurants increased in rural counties during shelter-at-home orders. Conclusions: These results contribute to previous studies on the dearth of healthy food in rural and poorer regions, and inform important public policy response in the wake of the COVID-19 pandemic. There are several puzzles and unresolved problems in empirical economics that depend on the reliability of capital series. Productivity paradoxes, and certain recent trends in the US macroeconomic data, cannot be addressed correctly with the available standard measures of capital stock. Our paper contributes to the theory of capital by endogenizing capacity utilization and depreciation in an intertemporal optimization model with adjustment and maintenance costs. This model allows for corporate taxation and identifies the impact on the variables that shape the capital accumulation process. Depreciation is a control variable that is no longer assumed proportional to the capital stock. The model provides a system of equations that we run empirically with a data set of the US economy for the period 1960–2016. We obtain an empirical measure of the depreciation rate and the capital stock based on profitability and market values. They are economic estimations that consider the entire capital deterioration and obsolescence. Aggregate capital stock is a key variable in the description of the economy, and our results, which better fit the foundations of economic theory, can provide policymakers with a good understanding of the field in which specific public policy measures are to be implemented. This response to George Frederickson's retirement speech on the meaning of "public" in public administration highlights Frederickson's intellectual influence, both on this author and, especially, the entire field of public administration theory. The current paper argues that both the empirical and normative meanings of public are vital and that the interaction of the two helps frame not only public administration theory but also the practice of public administration. By treating "public" as little more than a sector label, a stereotype, it is easy to march in lockstep with those who misguidedly marginalize public administration as little more than a means of addressing market failure. Disasters have occurred in the United States since our inception. Although we cannot know when or how the next disaster will occur, we can take measures to generally prepare for the effects of disasters. One of these measures is individual preparedness. Individuals may purchase power generators for use in the event of long-term power outages or standard AA batteries and a flashlight for short-term power outages. A struggle for both emergency managers and elected officials is convincing individuals that they should take proactive steps to prepare for the eventuality of a disaster. One policy implemented by five states has been Emergency or Disaster Preparedness Sales Tax Holidays. These states have identified a number of items deemed necessary for disaster preparedness and deemed a particular weekend each year as the "sales tax holiday." This means that individuals can purchase the goods identified by the state without paying a state sales tax during that period. The basic thought is that by removing the tax and drawing attention to preparedness, individuals may be more likely to purchase these goods and become more prepared for disaster. In this paper, I seek to understand why these sales tax holidays were enacted in these states. Were they done during a policy window after a major disaster as a reactive measure, or were they done prior to a major event as a proactive measure? An analysis of legislative policies in each state, along with an examination of presidentially declared disasters, will be used to explore these questions. [ABSTRACT FROM AUTHOR]

Background: In fact, most schools around the world are not well equipped to have discussions and keep current on the expansion of artificial intelligence (AI) in many aspects of society and economy. They either ignore this conversation, or simply criticize technology, but these resistances are not stopping wide spread of various types of AI projects in schools, mainly driven by corporations, and fueled by incentives that might not match well with long term educational objectives of student success, diversity, equity, and inclusivity. Objectives: The overall purpose is to address the rising gap between the ultrafast development of AI and the meticulous technological application of education, and to suggest the important bridge of building technological leadership in teacher preparation to get ready for the grow of AI in education. Methods: The contextual review examines the field of AI development in education through three lenses: conceptual context, practice context, and research context. Results and Conclusions: The paper provides educators and policy makers an overall background of the phenomenon of AI in education. The study has revealed there is an urgent need for research and development in teacher preparation as well as in the philosophy of technology in education to bridge the gap between AI and education.
